Certain types of occupations exclude the possibility of assistance from the state.

  2. Gambling business.
  3. Mortgage activity.
  4. Providing financial services (loans, insurance).
  5. Non-state pension funds.
  6. Activities based on excisable goods.
  7. Enterprises “tied” to resource industries.

How to take advantage of government help

The main principle of state stimulation of entrepreneurial initiatives is the transparency of the mechanism, the targeting of the proposed measures, and the social significance of the project for the region of implementation.

There are four mandatory formalities to obtain government support:

  • when starting a business, registration in the relevant registers will be required;
  • application for assistance;
  • providing business strategy;
  • participation in regional competitive programs with determination of winners.

Since 2016, unemployed citizens can also receive entrepreneurial allowances. The main condition is registration in the employment center (employment center), a clear business strategy.

Documents for assistance

  1. Statutory documents of the enterprise.
  2. Certificate of registration in the register of entrepreneurs.
  3. A detailed business plan with calculations of not only costs, but also the expected return on investment of the project.
  4. Application for the competition stage.

Important components of a business plan:

  1. Economic section with upcoming costs, expected profitability, application of innovative development strategies and high-tech production processes.
  2. Taxation procedure: application of reduced rates, tax holidays, etc.
  3. Personnel support for the declared activities, the degree of their professional competence.

  5. Social “bonuses” for the region when doing business: creating new jobs, local infrastructure facilities, solving social problems.

Why small businesses are in no hurry to take advantage of government help

At the state level, many interesting proposals for business have been developed. But taking advantage of the offers is not easy.

The matter is complicated by the pressure of “administrative resources”. Problems of the business environment were identified at the final meeting of the RSPP (Russian Union of Entrepreneurs and Industrialists).

Based on an assessment of the business climate in 2015, entrepreneurs considered the following to be the cornerstone problems:

  • difficulty in accessing credit funds in 40% of responses;
  • high taxes and mandatory insurance payments (43% and 26% of respondents, respectively);
  • administrative barriers in conducting business (26%).

Small business - time to become a leader

At the Vladimir Interregional Economic Forum on May 27-28, President of the Russian Chamber of Commerce and Industry Sergei Katyrin noted that in conditions of stagnation, “public entrepreneurship” is the driver of the economic turnaround.

To ensure that SMEs stand firmly on their feet, the government plans to develop the following areas:

  • placing government orders for small/medium businesses;
  • infusion of “babies” into the working algorithms of large businesses;
  • participation in programs to saturate the market with domestically produced products and goods, including the mechanical engineering, microelectronics, and agro-industrial complex;
  • investment programs for small enterprises.

The state is developing new ways of assistance and creating conditions for doing business.
