Labor safety instructions for security officers

1 General safety requirements

This instruction regulates the basic safety requirements for security guards (guard commanders) of PJSC "Company".
Persons who have passed a medical examination, introductory and initial instructions on labor protection and fire safety measures, and have undergone on-the-job training for 2-14 shifts are allowed to work independently as a security guard. Security guards are provided with special clothing.

The security guard is obliged:
1.1 Security guards must comply with the requirements of this instruction and other instructions for the types of work.
1.2 Instructions "On fire safety measures for employees."
1.3 Instructions "On labor protection for personnel operating personal computers."
1.4 Security guards must know and be able to provide first aid to a victim in accordance with the instructions “On providing first aid to a victim.”
1.5 Follow the internal labor regulations of the enterprise, approved by the administration and the trade union committee, and only the work that is assigned to him.
1.6 Observe precautions when moving around the enterprise territory and workshops, paying attention to the operation of intra-shop and intra-factory transport.
1.7 Know the sequence of providing first (pre-medical) aid to the victim.
1.8 If you receive a work-related injury, inform the guard commander or a nearby guard and go to the first aid station.
1.9 For violation of labor protection requirements, the employee is responsible:
— Disciplinary (reprimand, reprimand, dismissal);
— Material (deduction of bonuses based on the results of the month or year);
— Criminal if the violation led to an accident or death.

2. Safety requirements before starting work

When taking duty, the security guard is obliged to:
2.1. Check the lighting of the post and surrounding area.
2.2. Check the availability of fire extinguishing equipment and a first aid kit.
2.3. Check the serviceability of gates, inspection platforms, ladders, electric heating devices, electrical wiring, and the presence of non-flammable supports.
2.4. Report any detected malfunctions to the guard commander.

3. Safety requirements during operation

3.1 The territory of the enterprise along the perimeter and internal objects after dark must be illuminated in such a way that it is possible to view places that are difficult to access for security and the approaches to them. Places where excavation work is carried out (pits, trenches, etc.) on the territory of the facility or on the route of the guard from one facility to another must have a fence and signal lighting in the dark. To inspect poorly lit areas, you must use portable flashlights.
3.2 When passing through the territory of a construction site (in the work area) of a crane, the guard should not be under the lifted load or scaffolding on which work is being carried out, as this is life-threatening.
3.3 When passing vehicles into and out of the enterprise, the guard must secure the open gate with special hooks (fasteners) and stand in a safe place (determined by the chief of guard at each post). Inspection of vehicles should be carried out from inspection platforms and using ladders.

4. Safety requirements in emergencies and emergencies

4.1. In the event of an accident at a guarded facility, immediately inform the guard commander, act on his instructions and, if there are victims, provide first (pre-medical) medical aid.
4.2. If a fire is detected, act in accordance with the instructions “On fire safety measures for employees.”
4.3. In the event of collapses of buildings and structures, you must not enter damaged premises whose walls threaten to collapse.
4.4. If the water is contaminated with harmful substances, do not use the water even after boiling.
4.5. In case of an accident with the release of potent toxic substances, it is necessary to use a gas mask or cotton-gauze bandages (scarves, towels, etc.) soaked in water and get out of the damage as quickly as possible. If this is not possible, immediately seal the room by hanging material moistened with water on the doors, windows, and ventilation holes.

5. Safety requirements after completion of work

The guard must report all malfunctions discovered during duty to the chief of guard, make an entry in the guard log and inform the guard taking over the post.

Construction and content of labor protection instructions

Occupational safety instructions can be developed both for workers in certain professions and for certain types of work.


Instructions for workers are developed on the basis of inter-industry and sectoral labor protection rules, standard instructions, safety requirements set out in the technical documentation of the equipment manufacturer, taking into account specific production conditions.


Labor safety instructions are developed on the basis of an order from the head of the enterprise and the List of current instructions at the enterprise approved by the head.


Labor safety instructions for workers servicing facilities under the jurisdiction of Gosgortekhnadzor (elevators, boilers, cranes, etc.) are developed on the basis of the relevant rules and approved in the manner established by these bodies.

Labor safety instructions must contain the following sections:

  1. General labor protection requirements
  2. Labor protection requirements before starting work
  3. Labor protection requirements during work
  4. Occupational safety requirements in emergency situations
  5. Labor protection requirements upon completion of work

Each instruction must be assigned a name and number. The instructions must be approved by the employer, agreed upon with the trade union organization, signed by the head of the unit, agreed upon with the labor protection service, and specialists of the enterprise (chief power engineer, chief mechanic, chief technologist).

The labor protection instructions must specify the requirements for the safe operation of equipment, the safe execution of technological processes and general issues of working conditions, define safe work methods and techniques, and the sequence of their implementation.

The instructions must be specific. The instructions should not include requirements that are not related to labor safety issues, as well as words that reinforce the meaning of individual requirements (for example, “categorically”, “strictly”, “strictly”), since all requirements of the instructions are mandatory for compliance .

  • Conditions for allowing employees to work independently in the relevant profession or to perform the relevant type of work (age, gender, health status, training, etc.).
  • Instructions on the need to comply with internal regulations.
  • Requirements for compliance with work and rest schedules.
  • A list of dangerous and harmful production factors that can affect an employee during work.
  • A list of workwear, safety footwear and other personal protective equipment issued in accordance with established standards, indicating the designations of state, industry standards or technical conditions for them.
  • Requirements for ensuring fire and explosion safety.
  • The procedure for notifying the administration about cases of injury to an employee and malfunction of equipment, devices and tools.
  • Instructions for providing first (pre-medical) aid.
  • Rules of personal hygiene that an employee must know and observe when performing work.

2. It is recommended to include in the section “Occupational Safety Requirements for Starting Work”:

  • The procedure for preparing the workplace, personal protective equipment.
  • The procedure for checking the serviceability of equipment, devices and tools, fences, alarms, blocking and other devices, protective grounding, ventilation, local lighting, etc.
  • The procedure for checking source materials (blanks, semi-finished products).
  • The procedure for receiving and handing over shifts in the case of a continuous technological process and equipment operation.

3. It is recommended to include in the section “Occupational safety requirements during work”:

  • Methods and techniques for the safe performance of work, the use of technological equipment, vehicles, lifting mechanisms, devices and tools.
  • Requirements for safe handling of starting materials (raw materials, blanks, semi-finished products).
  • Guidelines for maintaining a safe workplace.
  • Actions aimed at preventing emergency situations.
  • Requirements for the use of personal protective equipment for workers.

4. It is recommended to include in the section “Occupational Safety Requirements in Emergency Situations”:

  • List of main possible emergency situations and their causes.
  • Actions of workers in the event of accidents and situations that may lead to undesirable consequences.
  • Actions to provide first aid to victims of injury, poisoning and sudden illness.

Labor safety instructions must be reviewed at least once every 5 years.

Labor safety instructions are revised ahead of schedule:

  1. When revising legislation, standards, regulations.
  2. As directed by higher authorities.
  3. When introducing new equipment, technology, new materials.
  4. When working conditions change.
  5. Based on the results of the investigation of the accident and accidents.

Control over the timely revision of instructions is assigned to the enterprise's labor protection service.

Requirements for the development, execution, presentation, approval, recording, storage and circulation of occupational safety instructions of enterprises are contained in the Industry Guideline Document RD 11 12.0035-94 “System of Occupational Safety Standards. Labor protection instructions. Requirements for development, design, presentation and circulation.”

1.1. An office worker is obliged to comply with the internal labor regulations and work schedules in force at the enterprise, which stipulate: the start and end times of work (shifts), breaks for rest and meals, the procedure for providing rest days, alternating shifts and other issues of using working time.

1.2. An office worker must:

Use serviceable switches, sockets, plugs, sockets and other electrical fittings;

Do not leave switched on equipment and electrical appliances unattended, turn off electric lighting (except emergency lighting) after finishing work;

Smoking only in specially designated and equipped areas;

When using flammable and flammable substances in work, remove them to a fire-safe place and do not leave used cleaning material in the room after finishing work;

Comply with the current fire regulations in the Russian Federation.

1.3. An office worker must observe the rules of personal hygiene:

Come to work in clean clothes and shoes;

Constantly monitor the cleanliness of your body, hands, and hair;

Wash your hands with soap after visiting the toilet, touching contaminated objects, and after finishing work.

1.4. For violation (failure to comply) with the requirements of regulations on labor protection, an office worker is subject to disciplinary, and in appropriate cases, financial and criminal liability in the manner established by the legislation of the Russian Federation and local regulations.

1.5. At the workplace, an office worker receives initial instruction on occupational safety and undergoes:

Internship;

Training in the design and operating rules of the equipment used;

Testing knowledge of electrical safety (when using equipment powered by an electrical network), theoretical knowledge and acquired skills in safe working methods.

1.6. While working, an office worker undergoes repeated instruction on occupational safety in the workplace - once every six months.

2. Safety requirements before starting work

2.1. An office worker is required to prepare the work area for safe work:

Check the equipment of the workplace;

Check by external inspection the sufficiency of illumination and serviceability of switches and sockets;

Inspect the electrical equipment (checking the completeness and reliability of fastening parts; checking by external inspection the serviceability of the cable (cord); checking the clear operation of the switch; use only standard devices).

2.2. An office worker is obliged to report to the manager if defects are detected in electrical equipment and not to operate faulty electrical equipment.

2.3. Turn on electrical equipment by inserting a working plug into a working socket for household appliances.

2.4. An office worker is required to maintain order in the workplace while working with electrical equipment.

2.5. When working with electrical equipment, it is prohibited:

Leave electrical equipment turned on without supervision;

Transfer electrical equipment to persons who do not have the right to work with it;

Remove protective equipment;

Pull the supply wire to disconnect;

Keep your finger on the switch when moving electrical equipment;

Pull, twist and bend the supply cable;

Place foreign objects on the cable (cord);

Do not allow the cable (cord) to come into contact with hot or warm objects.

2.6. An office worker is required to perform with electrical equipment only the work for which the electrical equipment is intended.

2.7. If during work a malfunction of electrical equipment is discovered or the person working with it feels at least a weak current, work must be stopped immediately and the faulty electrical equipment must be submitted for inspection or repair.

2.8. Switching off electrical equipment must be done:

During a break from work;

At the end of the work process.

3. Safety requirements during operation

3.1. An office worker must perform only the work for which he has received training, instructions on labor protection and for which he has been authorized by the employee responsible for the safe performance of work.

3.2. Do not entrust your work to strangers.

3.3. While at the workplace, an office worker should not perform actions that could lead to an accident:

Do not rock on the chair;

Do not touch exposed wires;

Do not operate equipment with wet hands;

Do not swing sharp or cutting objects.

3.4. Follow the rules of movement in the premises and on the territory of the organization, use only designated passages. Do not block designated passages and passages.

3.5. Store documentation in cabinets in a specially equipped office.

3.6. Due to the fact that most of the time is devoted to working on the computer, it is necessary to take a break of 15 minutes every two hours to reduce general physical fatigue.

3.7. While working, an office worker is prohibited from:

Allow the workplace to be cluttered with paper to prevent the accumulation of organic dust;

Turn off the power while performing an active task;

Perform frequent power switches;

Turn on very cool equipment (brought from outside in winter);

Open and repair equipment yourself.

4. Safety requirements in emergency situations

4.1. In an emergency situation, you should notify surrounding people of the danger and act in accordance with the emergency response plan.

4.2. In the event of a fire or fire, you must immediately report it to the fire department, shout to warn the surrounding people and take measures to extinguish the fire.

4.3. In case of injury, poisoning or sudden illness, stop work and seek help from a medical professional, and in case of his absence, provide first aid to yourself or other victims and report the incident to your immediate supervisor, then act according to his instructions.

4.4. In situations that threaten life and health, leave the dangerous area.

5. Safety requirements after completion of work

5.1. At the end of work, the office worker must clean the workplace.

5.2. An office worker must:

Disconnect electrical equipment;

Check the fire safety condition of the office;

Close the windows, turn off the lights, close the doors.

General instructions on labor protection for organizations*

1. General Provisions

1.1. This Instruction is intended mainly for heads of organizations, regardless of their organizational and legal form and form of ownership, whose duties are provided for by the Labor Code of the Russian Federation, as well as for individual entrepreneurs using hired labor under employment contracts.

The instruction does not apply to hazardous production facilities supervised by Rostechnadzor, where labor safety must be ensured in accordance with safety rules (FS) and special guidance documents (RD), design and safe operation rules (PUBE), safety instructions (IS), etc.

1.2. The organization must have a set of legislative and other regulatory legal acts containing labor safety requirements in accordance with the organization’s activity profile (for example, for organizations in the baking or confectionery industry it is not necessary to have regulatory documents containing labor safety requirements in the metallurgical industry, and in enterprises of this industry there is no need for documents that are not specific to the profile of their activities).

1.3. When hiring, it is necessary to comply with the requirements of the Labor Code of the Russian Federation in terms of age restrictions, preliminary medical examinations (examinations) of persons entering work with harmful and (or) dangerous working conditions, restrictions on lifting and moving heavy objects established for women and persons under 18 years of age.

1.4. Each person entering work in an organization or an individual entrepreneur must undergo induction training when concluding an employment contract. In an organization, such instruction is carried out by a labor protection specialist, or, in his absence, by a personnel service employee. For an individual entrepreneur, such instruction must be provided by the employer himself.

The content of the introductory briefing depends on the nature of the production in which the applicant will work, or the types of work for an individual entrepreneur. When conducting it, the person applying for work must be provided with information about the presence of harmful and dangerous production factors and measures to protect against their effects, behavior on the territory of the organization, taking into account the road layout and the movement of vehicles on them, places of permitted road crossings, current labor protection instructions and mandatory compliance with them.

An individual entrepreneur must provide instructions on behavior in the work area.

The fact of conducting introductory briefing must be reflected in a journal of the established form with the signatures of the instructor and the instructee. The instructing person puts his signature on the acceptance note.

An individual entrepreneur himself or a person authorized by him draws up an employment contract. In this case, the new employee must be given labor protection instructions for the types of work he will perform, special clothing, special shoes and protective equipment, depending on the presence of hazardous factors.

1.5. Each employee who joins an organization or individual entrepreneur must undergo fire safety training and subsequently periodically undergo such training in the manner established by the organization or individual entrepreneur in accordance with the Fire Safety Rules in the Russian Federation. The conduct of each briefing must be reflected in a special journal, indicating the date of the training and the signatures of the instructing person and those being instructed.

1.6. The HR service is obliged to familiarize the applicant with the Internal Labor Regulations against signature. An individual entrepreneur must familiarize the employee with the workday schedule, its duration, breaks in work, places to rest and eat, and other features of his work.

1.7. When returning to work, the employee must undergo on-the-job training, which is conducted by the immediate supervisor. Depending on the nature of the work, the content of such instruction should reflect information about the features of the equipment used and the technological process, the presence of harmful and dangerous production factors, the use of tools, special clothing, special shoes and other personal protective equipment, breaks during the working day (shift), requirements safety before starting work, during work, in emergency situations, at the end of work, showing safe techniques and working methods.

Workers not involved in the operation, maintenance, testing and repair of equipment, storage and use of raw materials and supplies, or the use of electrified and other tools may be exempt from initial training at the workplace. The head of the organization must approve the list of professions and positions of employees exempt from initial training at the workplace.

1.8. In accordance with the Labor Code of the Russian Federation (Article 217), each employer engaged in production activities, whose number of employees exceeds 50 people, creates a labor protection service or introduces the position of a labor protection specialist with appropriate training or experience in this field. An employer whose number of employees does not exceed 50 people decides to create an occupational safety service or introduce the position of an occupational safety specialist, taking into account the specifics of its production activities.

If the employer does not have an occupational safety service or a full-time occupational safety specialist, their functions are performed by the employer - an individual entrepreneur (personally), the head of an organization, another employee authorized by the employer, or an organization or specialist providing services in the field of occupational safety and health, engaged by the employer under a civil contract . Organizations providing services in the field of labor protection are subject to mandatory accreditation.

1.9. Labor protection instructions for professions and types of work are developed by services or heads of departments of the organization, agreed with the labor protection service or labor protection specialist, trade union committee or other body authorized by employees and approved by the head of the organization. The procedure for developing instructions for an individual entrepreneur is determined by the entrepreneur himself, incl. under an agreement with a third-party organization or labor protection specialists who provide services in organizing labor protection work in the prescribed manner.

1.10. All employees are required to strictly comply with labor protection requirements provided for in job descriptions or in instructions for professions and types of work; know and observe organizational and technical measures when performing work, basic safety precautions.

1.11. An employee of an organization is obliged to fulfill his duties, work on the instructions of his manager, observe labor discipline, promptly and accurately carry out the orders of the employer, labor protection requirements, and treat the property of the organization with care.

1.12. Failure to comply with the requirements of the job description and labor safety instructions should be considered as failure or improper performance by the employee of his job duties, and violators may be held accountable in accordance with labor legislation.

2. General safety requirements

2.1. While on the territory of the organization, the employee must maintain cleanliness, do not throw unnecessary objects in inappropriate places, monitor the movement of traffic, give way to traffic, bypass standing vehicles in front, walk only in designated places (sidewalk, pedestrian path), and do not use those not intended for passage. plots. Particular care should be taken in inclement weather and at night when there is insufficient lighting in the area.

2.2. To avoid injury:

Do not cross or jump over open trenches, wells, hatches, if they are not equipped with crossing bridges with railings;

Do not stand or walk under a raised load, avoid areas where any work is being done;

Do not visit other workshops (departments) unless this is related to the performance of job duties and the nature of the work performed;

Do not stand on folded workpieces or parts;

Do not cross the road in front of a nearby vehicle or other vehicles.

2.3. If the floor is slippery (doused with oil, water, emulsion), bring this to the attention of the administration of the workshop, department, or site.

2.4. In the cold season, close the doors tightly behind you when entering and leaving the premises, and wear outerwear when walking along open passages and the territory of the organization.

2.5. It is prohibited in the organization to make or repair any items or tools for personal purposes, as well as to use equipment for these purposes both during working and non-working hours.

2.6. Persons not authorized to work with them are not allowed to use materials, instruments and equipment.

2.7. When going up or down flights of stairs, walk calmly, slowly, plant your foot with your full foot, and if necessary, hold on to the railing.

2.8. Visiting canteens and buffets in special clothing or special shoes is not allowed. Eating at work places is permitted with the consent of the department head. The place of meals when working for an individual entrepreneur is determined by agreement with him upon entering work and subsequently, if necessary.

2.9. In the event of illness or even a minor injury, it is necessary to stop work, personally or through someone, inform the work manager about this and go to a medical center, if available, or to another medical institution.

2.10. Visits to the production premises of other departments can be carried out in accordance with the procedure established by the organization.

All employees who arrive at the production premises of other departments must report to the appropriate official about the purpose of their arrival and carry out further actions according to his orders.

3. Occupational safety training

3.1. In accordance with the Labor Code of the Russian Federation (Article 225), all employees, incl. heads of organizations and individual entrepreneurs are required to undergo occupational safety training and testing of knowledge of occupational safety requirements.

3.2. Managers and specialists of organizations undergo special training in labor protection within the scope of their job responsibilities upon entering work during the first month, then as necessary, but at least once every three years.

An extraordinary test of knowledge of occupational safety and health requirements is carried out after accidents and incidents have occurred, as well as when repeated violations of the requirements of regulations on labor protection are detected or a break in work in a given position for more than one year.

3.3. Training of managers and specialists in labor protection can be carried out directly in the organization itself, but according to a special program, or in an educational institution of vocational education, training center and other institutions and organizations engaged in educational activities, if they have a license to conduct educational activities, teaching staff specializing in the field of labor protection, and the corresponding material and technical base.

3.4. For all persons entering work, as well as for workers transferred to another job, the head of the organization is obliged to organize training in safe methods and techniques for performing work, as well as in providing first aid to victims. Training in providing first aid to injured workers in blue-collar professions must be carried out within the time frame established by the head of the organization, but no later than one month after hiring and thereafter at intervals of at least once a year.

3.5. The head of the organization provides special training for persons entering work with harmful and (or) dangerous working conditions in safe methods and techniques for performing work with mandatory on-the-job training and passing exams; Conducting periodic training on labor protection and testing their knowledge of labor protection requirements during work.

3.6. To carry out testing of knowledge of labor protection requirements for employees, organizations create a commission consisting of at least three people who have completed training in labor protection and testing of knowledge of labor protection requirements.

3.7. Persons who have successfully passed the test of knowledge of labor protection requirements are issued appropriate certificates of the established form signed by the chairman of the commission, certified by the seal of the organization that issued the certificate.

3.8. The employer can send workers for training and certification in occupational safety, conducted by supervisory and control authorities (for example, electric welders to obtain group III in electrical safety and the right to independently connect electric welding equipment to the power grid).

3.9. An extraordinary test of knowledge of labor protection requirements for employees of an organization is appointed when new ones are introduced or changes and additions are made to existing legislative and other regulatory legal acts containing labor protection requirements, as well as when new equipment is put into operation and technological processes are changed that require additional knowledge on labor protection. , or when transferring to another job, if new duties require additional knowledge on labor protection, or at the request of officials of the organization.

3.10. Monitoring the timely testing of knowledge of labor protection requirements for workers, incl. heads of organizations, carried out by the federal labor inspectorate.

4. Organization of the workplace

4.1. To ensure highly productive labor and quality of work, as well as labor safety of workers, each employee must have his own workplace, equipped in accordance with the requirements of the relevant regulations (GOST, SanPiN, SNiP, inter-industry and sectoral rules on labor protection, operational documentation for equipment and etc.).

4.2. When organizing workplaces, one should take into account the requirements to exclude the influence of harmful and dangerous production factors on the employee. These include hazards, dangerous situations and events in accordance with GOST R 51344-99, including:

Mechanical hazards from machine elements and workpieces (for example, by shape, weight, speed, inadequate mechanical strength, elasticity of elements (springs)), liquids and gases under pressure, flammable and combustible liquids;

Chemicals, mixtures, incl. some substances of a biological nature (antibiotics, vitamins, hormones, enzymes, protein preparations) obtained by chemical synthesis and (or) for the control of which methods of chemical analysis are used;

Biological and microbiological hazards (viral and bacteriological);

Electrical hazards (eg contact with live parts, electric charge, short circuit);

Increased levels of noise, ultrasound, infrasound and vibration (general and local);

Lack or insufficiency of natural light, insufficient illumination, pulsation of illumination, excessive brightness, high unevenness of brightness distribution, direct and reflected glare of artificial lighting;

Non-compliance with microclimate standards (temperature, humidity, air speed, thermal radiation);

Non-ionizing electromagnetic fields (EMF) created by PCs and radiation - electrostatic field, constant magnetic field;

Electric and magnetic fields of industrial frequency (50 Hz), broadband EMFs created by PCs, electromagnetic fields of the radio frequency range;

Broadband electromagnetic pulses;

Electromagnetic radiation of the optical range (including laser and ultraviolet);

Ionizing radiation (alpha and beta radiation, electron and ion rays, neutrons);

Aerosols (dusts) have a predominantly fibrogenic effect;

Dangers due to neglect of the basics of ergonomics (excessive body tension, inadequate local lighting, mental stress, stress, etc.);

Dangers when lifting and moving loads;

Dangers in emergency situations (fire of electrical wiring, materials, substances, sudden power outage, etc.).

4.3. Before starting work, workers at their workplaces must check the availability of the necessary tools, devices and protective equipment, the serviceability of the equipment, the absence of objects that interfere with work, and the ability to work comfortably when working sitting or standing. If any deficiencies are identified, report them to your immediate supervisor, who must take appropriate action.

It is not allowed to carry out any work to eliminate deficiencies on your own, especially if it poses a danger (for example, repairing electrical installations and sockets, replacing insulation on a wire or lamp).

4.4. All work at the workplace must be performed in accordance with the tasks and documentation for their implementation. Performing other work that is not typical for this workplace is not permitted.

4.5. It is prohibited to work with flammable and combustible liquids in workplaces not intended for such work.

4.6. All workers employed in workplaces using electrical equipment, electrical installations, and hand-held power tools must undergo training according to the program for non-electrical personnel and have Group I in electrical safety and receive the appropriate certificate.

4.7. All work related to the maintenance and repair of electrical installations, incl. The inclusion of welding equipment in the electrical network must be performed by electrical or electrical engineering personnel with electrical safety group III. Electric welders with group II do not have the right to such inclusion.

4.8. Workplaces where harmful chemicals or dust are emitted must be equipped with ventilation and local suction.

4.10. Each employee must keep his/her workplace clean and tidy, avoiding clutter.

5. Medical examinations of certain categories of workers

5.1. Workers engaged in heavy work and work with harmful and (or) dangerous working conditions, as well as in work related to traffic, undergo mandatory preliminary (upon entry to work) and periodic (annual for persons under 21 years of age) medical examinations (examinations) to determine the suitability of these workers to perform the assigned work and prevent occupational diseases.

5.2. Employees of food industry organizations, public catering and trade, water supply facilities, medical and preventive and children's institutions undergo medical examinations (examinations) in order to protect public health, prevent the occurrence and spread of diseases, which does not relate to occupational safety issues.

5.3. In each organization where there are production facilities with harmful and (or) dangerous working conditions, they must, according to the List of harmful and (or) dangerous production factors and work (chemical, biological, physical factors and labor process factors), during the implementation of which preliminary and periodic examinations (examinations), and the List of works during which preliminary and periodic medical examinations (examinations) are carried out, approved by Order of the Ministry of Health and Social Development of Russia dated August 16, 2004 No. 83, develop a list of jobs for which persons can be accepted only after passing a preliminary medical examination ( examinations), and name lists of workers who must undergo the next medical examination (examination), indicating areas, workshops, production facilities, harmful and (or) hazardous production factors that affect the health of workers.

The specified list and lists are agreed upon with the Rospotrebnadzor body and are then sent to a medical institution where medical examinations (examinations) of the organization’s employees and persons who must undergo a preliminary medical examination (examination) before entering work will be carried out.

A list of jobs for which persons can be accepted only after undergoing a preliminary medical examination (examination), and lists of names must be sent to the medical institution two months before the medical examinations (examinations).

5.4. Periodic medical examinations (examinations) are carried out for the purpose of:

Dynamic monitoring of the health status of workers, timely detection of initial forms of occupational diseases and early signs of the impact of harmful and (or) hazardous production factors on the health status of workers, formation of risk groups;

Identification of common diseases that are medical contraindications for continuing work associated with exposure to harmful and (or) hazardous production factors;

Timely implementation of preventive and rehabilitation measures aimed at maintaining the health and restoration of workers’ ability to work.

5.5. A person who must undergo a preliminary medical examination (examination) must receive a referral from the employer to a medical institution indicating harmful and (or) dangerous production factors and work. This referral, accompanied by an outpatient card or an extract from it with the results of periodic medical examinations at the place of previous places of work, is transferred to the medical institution where the medical examination (examination) will be carried out.

5.6. Employees carrying out certain types of activities, incl. associated with sources of increased danger (with the influence of harmful substances and unfavorable production factors), as well as those working in conditions of increased danger, undergo a mandatory psychiatric examination at least once every five years.

5.7. The frequency of periodic medical examinations (examinations) is determined by the territorial bodies of Rospotrebnadzor together with employers, but at least once every two years. Persons under the age of 21 undergo periodic medical examinations (examinations) annually.

By decision of local governments, additional conditions and indications for medical examinations (examinations) may be introduced in individual organizations.

5.8. Periodic medical examinations (examinations) can be carried out ahead of schedule in accordance with a medical report or according to the conclusion of the territorial bodies of Rospotrebnadzor.

5.9. Workers engaged in hazardous work and work with harmful and (or) hazardous production factors for five or more years undergo periodic medical examinations (examinations) in occupational pathology centers and other medical organizations that have licenses to examine professional suitability and examine the relationship of the disease with profession, once every five years.

5.10. The employer is obliged not to allow employees to perform their job duties without undergoing mandatory medical examinations (examinations), mandatory psychiatric examinations, as well as in the case of medical contraindications.

5.11. An employee has the right to undergo an extraordinary medical examination (examination) in accordance with medical recommendations while retaining his place of work (position) and average earnings during the said examination (examination).

5.12. Medical examinations (examinations) and psychiatric examinations are carried out at the expense of the employer.

6. Providing workers with personal protective equipment

6.1. Each employee performing work under harmful and (or) dangerous working conditions, as well as in special temperature conditions or associated with pollution, must be provided with free certified special clothing, special footwear and other personal protective equipment (safety glasses, dielectric gloves, overshoes, headphones , earplugs, gas masks, respirators, mittens, etc.) not lower than the standards approved in accordance with the established procedure, and in accordance with the current Rules for providing workers with special clothing, special footwear and other personal protective equipment.

6.2. Personal protective equipment issued to employees must correspond to their gender, height and size, the nature and conditions of the work performed and ensure labor safety.

6.3. Personal protective equipment, incl. foreign-made, must comply with labor protection requirements and have certificates of conformity. The purchase and distribution of personal protective equipment to employees that does not have a certificate of conformity is not permitted.

It is recommended to create a special commission to check the quality of purchased personal protective equipment.

6.4. In cases where such personal protective equipment as a safety belt, dielectric galoshes and gloves, dielectric rubber mat, safety glasses and shields, a respirator and gas mask, a protective helmet and balaclava, mosquito nets, hard hat, shoulder pads, elbow pads, self-rescuers, antiphons, plugs , noise-proof helmets, light filters, vibration-proof gloves, etc., are not specified in the approved standards, they can be issued by the employer on the basis of certification of workplaces, depending on the nature of the work performed, with a period of wear until worn out or as duty duties and can be included in collective agreements and agreements.

When issuing the specified personal protective equipment, it is necessary to ensure that workers are instructed on the rules for using them and the simplest ways to check their serviceability, as well as training in their use.

6.5. The warm special clothing and warm special shoes, hats with ear flaps, and fur mittens provided for in the standards must be issued to employees with the onset of the cold season, and with the onset of the warm season - handed over to the employer for organized storage until the next season. Specific deadlines for issuing warm special clothing and warm special shoes to employees and handing them over to the employer for storage are established by the employer together with the relevant trade union body or other representative body authorized by the employees, taking into account local climatic conditions.

The officially established periods for wearing warm special clothing and warm special shoes also include the time of their storage during the warm period of the year.

6.6. The duty personal protective equipment for collective use provided for by the standards must be issued to workers only for the performance of those works for which they are provided, or can be assigned to certain workplaces (for example, sheepskin coats - at external posts, dielectric gloves - at electrical installations) and transferred from one shift another. In these cases, personal protective equipment is issued under the responsibility of the foreman or other persons authorized by the employer.

6.7. In some cases, in accordance with the characteristics of production, the employer may, in agreement with the state labor protection inspector and the relevant trade union body or other representative body authorized by the employees, replace one type of personal protective equipment provided for by current standards with another that provides complete protection from hazardous and harmful production conditions. factors.

6.8. The employer is obliged to replace or repair special clothing and special shoes that have become unusable before the end of their wearing period for reasons beyond the employee’s control. In the event of loss or damage to personal protective equipment in designated storage areas for reasons beyond the control of employees, the employer is obliged to provide them with other serviceable personal protective equipment.

6.9. Foreman, foremen performing the duties of foremen, assistants and assistant workers, whose professions are provided for in the approved standards, are issued the same personal protective equipment as workers in the corresponding professions.

6.10. The employer organizes proper care of personal protective equipment and their storage, timely dry cleaning, washing, repair, degassing, disinfection, decontamination, and neutralization.

6.11. Personal protective equipment that, according to the rules, is periodically checked or tested, must have a stamp or tag indicating the next inspection period. Personal protective equipment that does not have stamps or tags (safety belts, ropes, gas masks, etc.), as well as gas masks and respirators with expired filter replacements, safety glasses with worn lenses, faulty protective shields, helmets and other protective equipment should be used prohibited.

6.12. If an employee is not provided with personal protective equipment in accordance with the standards, the employer does not have the right to require the employee to perform work duties and must pay for downtime arising for this reason in accordance with labor legislation.

6.13. Workers must treat the personal protective equipment issued to them with care and promptly notify the employer of the need for cleaning, washing, drying, repairing, degassing, dust removal, neutralization, etc.

6.14. For work involving difficult-to-wash-off contaminants, oils, greases, petroleum products, adhesives, bitumen, irritating chemicals, etc., in addition to soap, protective regenerating and restorative creams and cleansing pastes for hands are issued in accordance with the resolution of the Ministry of Labor of Russia dated 04.07. .03 No. 45.

6.15. Order No. 297 of the Ministry of Health and Social Development of Russia dated April 20, 2006 approved the Standard Standards for the free issuance of certified special high-visibility clothing to workers in all sectors of the economy. Employers must select from the appendix to this order the categories of workers to whom the specified special clothing should be issued, and organize its acquisition and issuance.

7. Sanitary, medical and preventive services for workers

7.1. Providing sanitary, medical and preventive services for workers in accordance with labor protection requirements is the responsibility of the employer.

7.2. According to Article 223 of the Labor Code of the Russian Federation, the employer, according to established standards, equips sanitary premises, premises for eating, premises for providing medical care, rooms for rest during working hours and psychological relief; sanitary posts are created with first aid kits stocked with a set of medicines and preparations for first aid; apparatus (devices) are installed to provide workers in hot shops and areas with carbonated salted water, etc.

7.3. When constructing and operating sanitary facilities, one should be guided by SNiP 2.09.04-87* with amendments approved by the resolutions of the State Construction Committee of Russia dated 03.31.94 No. 18-23 and the Ministry of Construction of Russia dated 02.24.95 No. 18-21. In the case of designing sanitary facilities, the organization must independently comply with the standards provided for in the specified SNiP, as well as the Fire Safety Rules in the Russian Federation (PPB 01-03).

According to the specified SNiP, sanitary premises include dressing rooms, showers, washrooms, latrines, smoking areas, places for half-showers, drinking water supply devices, rooms for heating or cooling, processing, as well as rooms for storing and issuing workwear.

7.4. Geometric parameters, minimum distances between axes and the width of passages between rows of equipment in household premises (showers, half-showers, cabins for personal hygiene for women, benches and cabinets in dressing rooms, drinking water supply devices, etc.) should be taken according to Table 5 of SNiP 2.09.04 -87*, taking into account indicators for people with disabilities with musculoskeletal disorders.

7.5. In dressing rooms, the number of compartments in closets or hanger hooks for home and special clothing should be taken equal to the payroll number of workers, for street clothes - the number in two adjacent shifts. In dressing rooms (except for separate dressing rooms for street clothes), storage rooms for special clothing, restrooms, rooms for duty personnel with space for cleaning equipment, places for cleaning shoes, shaving, and drying hair should be provided. In cases where special clothing is cleaned or neutralized after each shift, special clothing dispensers should be provided instead of dressing rooms.

7.6. The number of showers, washbasins and special household devices should be taken according to the number of workers in a shift or part of this shift, simultaneously finishing work, taking into account the sanitary characteristics of production processes given in Table 6 of SNiP 2.09.04-87*. Showers are equipped with open shower cabins. Up to 20% of shower stalls may be closed. For disabled people with musculoskeletal disorders and the blind, closed cabins should be provided. Shower cabins with a through passage are provided for production processes of groups 1c, 3b, as well as in cases established by departmental regulatory documents.

7.7. In latrines with more than 4 sanitary fixtures, one stall should be provided for the elderly and disabled. The entrance to the restroom must have a vestibule with a self-closing door. In men's restrooms, it is allowed to use tray urinals with wall-mounted flushes instead of individual ones. If there are disabled workers who use wheelchairs, one of the urinals in the restrooms should be located at a height of no more than 0.4 m from the floor.

7.8. The walls and partitions of dressing rooms for special clothing, showers, pre-shower rooms, washrooms, restrooms, rooms for drying, dust removal and neutralization of special clothing must be made to a height of 2 m from materials that can be washed with hot water and detergents. Walls and partitions above the 2 m mark, as well as ceilings, must have a waterproof coating.

7.9. When the payroll number is from 50 to 300 workers, a medical center must be provided. The area of ​​the medical station should be taken as follows: 12 m2 with a payroll number of 50 to 150 workers, 18 m2 - from 151 to 300. At enterprises that employ disabled people, the area of ​​the medical station may be increased by 3 m2.

7.10. At enterprises with a payroll of more than 300 people, medical assistant stations must be provided. The number of people served by one paramedic health center is accepted: for underground work - no more than 500 people; on the previous

1. GENERAL SAFETY REQUIREMENTS.

1.1 When hiring, the employer is obliged to organize, at his own expense, a preliminary medical examination, as well as periodic (during employment) medical examinations of workers engaged in heavy work and work with harmful or dangerous working conditions or those where there is a need for professional selection , as well as annual compulsory medical examination of persons under the age of 21.

1.2 When concluding an employment contract, the employer must inform the employee against receipt about working conditions, the presence of dangerous and harmful production factors in his workplace that have not yet been eliminated, and the possible consequences of their impact on health and the rights to benefits and compensation for work in such conditions in accordance with the law and the collective agreement.

1.3 It is prohibited to employ women and minors (persons under the age of 18) in heavy work and in work with harmful or dangerous working conditions.

1.4 When hired, all employees undergo mandatory introductory training on labor protection, as well as initial training at the workplace.

1.5 In the course of work, the employee is obliged to comply with internal labor regulations, know and comply with the requirements of regulations on labor protection, rules for handling machines, mechanisms, equipment and other means of production, and use collective and individual protective equipment.

2. PERSONAL SAFETY RULES BEFORE STARTING WORK.

2.1. When driving to work, from work and on the territory of the enterprise:

2.1.1. Walk only on sidewalks and pedestrian paths, and where there are none, on the left side of the roadway towards the movement of vehicles.

2.1.2. When approaching vehicles, without waiting for the driver’s signal, give way to moving vehicles, cross the roadway in designated places, do not rush when crossing, make sure that there are no vehicles on both sides.

2.1.4. Do not jump on the running boards of moving vehicles.

2.1.11. While at the production site, do not press the starter buttons, switch levers, or switch keys, except in cases of emergency or the imminence of an accident with people.

2.1.12. When walking near electric welding work, protect your eyes from exposure to radiant energy.

2.1.13. In departments where service dogs are used to protect the territory, approaching the dogs is strictly prohibited.

2.2 ELECTRICAL SAFETY REQUIREMENTS:

2.2.1. To avoid electric shock, do not touch exposed wires, switch blades, electrical appliance housings and other metal parts of electrical equipment.

2.2.2. Do not pick up fallen or broken wires, do not stand on them, as they may be live.

2.2.3. Do not allow one worker to work in the room, as there will be no one to help him if necessary.

2.3 GAS SAFETY REQUIREMENTS.

2.3.1 Do not allow unauthorized persons to be in gas distribution and gas handling areas.

2.3.2 All work in the gas industry must be carried out in accordance with work permits for hazardous gas work and by at least two persons.

2.3.3 If you smell gas, turn off the equipment, leave the room and notify the work manager.

2.4 FIRE SAFETY REQUIREMENTS.

2.4.1 Smoking on the territory of the enterprise only in specially designated areas.

2.4.2 Do not use flammable liquids and flammable liquids, where they are not provided for by the technological process, do not wash your hands or wash clothes in gasoline, acetone and other flammable liquids.

3 . SAFETY RULES AT THE WORKPLACE.

3.1 Receive assignments and instructions on safe methods and techniques for performing this work from the work manager.

3.2 Follow the requirements of the labor protection instructions at your workplace.

3.3 Perform only those works that are assigned to you by the work manager according to orders, orders or provided for in job descriptions.

4. SAFETY REQUIREMENTS AT THE COMPLETION OF WORK.

4.1 Disconnect the equipment on which work was carried out from the power supply and make sure it has completely stopped.

4.2 Put the workplace in order according to the instructions on labor protection at your workplace.

4.3 If you have spent flammable liquids and gases, pour them into a special container.

4.4 Take off your overalls and put them in the designated place, wash your hands and take a shower.

4.5 When leaving the workplace, turn off the local lighting.

5. SAFETY REQUIREMENTS IN EMERGENCY SITUATIONS.

5.1 Emergency situations can arise from the influence of external factors (earthquake, hurricane, rainstorms), as well as from factors inside the enterprise - ignition of flammable liquids turning into a fire, explosion of vessels working under pressure or filled with vapors of explosive substances and mixtures, short circuit of current-carrying conductors, with subsequent ignition turning into a fire; breakdowns of equipment with rotating or rapidly moving elements; and other factors that may arise due to malfunction of equipment, devices, tools or violation of instructions or rules of their operation.

5.2 To avoid emergency situations within the enterprise, each employee is obliged to strictly comply with the internal rules and safety requirements set out in the labor protection instructions for each

profession or type of work, and in the event of an emergency, act as indicated below.
