This information is presented as tariff and qualification characteristics, which were developed in accordance with each category of each specialization of workers. Decree of the Government of the Russian Federation of October 31, 2002 N 787 established that the Unified Tariff and Qualification Reference Book of Works and Professions of Workers (hereinafter - ETKS) consists of tariff and qualification characteristics containing the characteristics of the main types of work by professions of workers, depending on their complexity, and corresponding to them tariff categories, as well as the requirements for professional knowledge and skills of workers.

The development of the ETCS is carried out by the Ministry of Health and Social Development of the Russian Federation together with the federal executive authorities, which are entrusted with the management, regulation and coordination of activities in the relevant sector (sub-sector) of the economy (paragraph 2 of Decree of the Government of the Russian Federation of October 31, 2002 N 787).
