Announcements about the competition of the federal target program. Applied Research

These methodological materials are aimed at providing information support to the activities of potential participants in the implementation of activities of the federal target program "Research and development in priority areas of development of the scientific and technological complex of Russia for 2014-2020" (hereinafter referred to as the FTP, the Program) at the stage of preparing applications for participation in competition within the framework of the Program events.

The structure-forming functional elements of the Program are the following blocks of activities:

  • block 1 "Conducting applied research and development on the priorities of the development of the scientific and technological sphere";
  • block 2 "International cooperation";
  • Block 3 "Research and Development Infrastructure";
  • block 4 "Material and technical base";
  • block 5 "Program implementation management" .

In accordance with Decree of the Government of the Russian Federation No. 1519 dated December 30, 2015, the selection of projects within the framework of the Program activities is carried out based on the characteristics (types) of projects through the following:

– open tenders in accordance with the Civil Code of the Russian Federation, including two-stage tenders;

– competitive procedures within the framework of the Federal Law “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs” (Federal Law
"On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs" - when placing orders before January 1, 2014), including two-stage tenders.

In both selection options, all the necessary information for participation in the tenders is contained in the tender documentation (hereinafter referred to as the DD) developed by the Customer for each specific lot.

In order to improve the quality of applications submitted to the competitions of the Program, a step-by-step instruction for preparing applications and an example of its application have been developed.

The recommended procedure for preparing applications was developed based on the experience of advising the Autonomous Non-Profit Organization "Center for Information, Analytical and Legal Support of Executive Authorities and Law Enforcement Agencies" to organizations interested in preparing applications for participation in competitions within the framework of the Program events, and allows you to avoid most typical errors in registration application documents.

Participation in FTP tenders is carried out after the announcement on the website of the Program of an open tender for the Civil Code, and for each lot, the tender documentation (hereinafter referred to as the CA) is simultaneously published.

The specified set (announcement and CA) contains comprehensive information necessary for the preparation of a full-fledged application for participation in a particular lot.

It should be borne in mind that the conditions of tenders for lots related to various FTP events differ significantly.

As an illustration of this provision, figures 1 and 2 show the schemes of interaction between participants, which are implemented in the projects of activities 1.3 and 1.4, respectively.

No less important is the fact that even within the same CA event for different lots there are differences in conditions (especially for different years of competitions). For example, in the current version of the Program, within the framework of measure 1.2, work of an ad hoc nature, the implementation of which was allowed earlier, is excluded.

The set of applications for activity 1.3, in which participation in 2016 is the most widespread, includes, for example, the following documents:

The original obligation of the industrial partner to sign with the organizer of the competition the Agreement on co-financing of the PNIER and on the further implementation (commercial development) of the results of the integrated project in case the participant of the competition is recognized as the winner (Appendix 11):

  • The document(s) referred to in paragraphs. 5) clause 2.2.1 of the tender documentation and confirming (e) the authority of the person to carry out actions within the framework of the tender (including signing an application for participation in the tender) on behalf of the industrial partner.

These documents contain information on the basis of which the examination of applications is carried out. Therefore, the decision made based on the results of the examination of applications largely depends on the quality of the preparation of these documents, the completeness and reliability of the information presented in them about the project proposed for implementation.

The traditional composition of application documents distributes the information necessary for making a decision on it as follows.

1. The purpose of the explanatory note (EP) is to provide a brief overview of the proposed project. The quality of the PP is determined by the extent to which the Applicant has mastered the requirements set forth in the DD section “Requirements for the Explanatory Note”, as well as by the correct positioning of the project.

2. The TOR is intended to specify the very subject of work on the project.

The TOR should contain all scientific and scientific and technical results to be obtained during the PNIER, and all the work expected to be performed during the PNIER, the financing of which is carried out both from subsidies and extrabudgetary funds (set out in the DD section " Requirements for the content of sections of the Terms of Reference.

3. The feasibility study substantiates the need, the list (scope) and the timing of the work by stages. The presentation of these justifications should reflect the scope of work planned to be carried out, expressed in units of labor intensity.

In addition, the feasibility study serves as a source of information when deciding on the implementation of the project on the following key aspects of the planned work:

  • estimates, VBS sources,
  • marketing data,
  • resource provision of PNIER and production,
  • project management,
  • financial and economic condition of the initiator (applicant).

Requirements for the text of the feasibility study, explanations for filling out its sections are set out in the section "Requirements for a Feasibility Study of the Cost of Applied Scientific Research and Experimental Development (Project)" of the Design Document.

Step 3

An application for a tender is submitted within the time and in the manner established by the CA of a particular lot. As a rule, information about the period and place of submission of applications is duplicated in the announcement of the ongoing competition.

Step 4

It is necessary to monitor the progress of the competition by a specific application using the minutes of the meetings of the competition commission, which are published on the Program website in the section of a specific lot.

The proposed algorithm of actions has been repeatedly successfully applied by the Autonomous non-profit organization " Center for Information, Analytical and Legal Support of Enforcement Agenciesgovernmental authorities and law enforcement structures» in practice in the course of providing consulting assistance to organizations interested in preparing applications for participation in competitions within the framework of the Program events.

The result of such step-by-step preparation has always been either filing an application for a tender for a specific lot of the Program in accordance with the terms of the CA for the lot, or the authors of the application realizing that their proposal does not meet the requirements of the lot and cannot be implemented within its framework. Here is an example of preparation.

To participate in the Program competition, a potential participant must periodically (recommended at least 1 time per week, preferably 1 time in 2-3 days) view announcements of newly announced FTP competitions on the Program website in the "Competitions" section http://fcpir.ru/ participation_in_program/contests/list_of_contests/ .

Assume that a decision has been made to prepare an application for participation in the lot "Development and software implementation of mathematical methods for ensuring the protection of real-time information for high-tech machine-building equipment" (Lot code: 2016-14-579-0008) for event 1.3 Carrying out applied research and development, aimed at creating products and technologies (in fact, the tender for this lot ended on May 17, 2016).

Then it is necessary to download the files of the announcement and tender documentation in the same section of the site for a more detailed study, and, if there are no contradictions with the terms of the tender, proceed to Step 1 of the section "Preparation of applications for participation in the tender within the framework of the Program events".

The requirements for the tender participants are set out in section 1.2 of the CA, and for the project - in section 1.3 of the CA.

When proceeding to filling out the forms (step 2), one should keep in mind the guidelines set out in section 5 of the CD.

Requirements for the participant of the competition

A contestant may be entity , including a state (municipal) institution ( with the exception of a government agency) that submitted an application for participation in the tender and meets the following requirements established in the tender documentation.

  1. Non-liquidation of the bidder and the absence of a decision of the arbitration court on declaring the bidder bankrupt and on the opening of bankruptcy proceedings.
  2. Non-suspension of the activity of the participant of the competition in the manner prescribed by the Code of the Russian Federation on Administrative Offenses, on the day of filing an application for participation in the competition.
  3. The Tender Participant has no debt on accrued taxes, fees and other obligatory payments to the budgets of any level or state non-budgetary funds for the past calendar year, the amount of which exceeds twenty-five percent of the balance sheet value of the Tender Participant's assets according to the financial statements for the last completed reporting period. A tender participant is considered to comply with the established requirement if he appeals against the existence of the specified debt in accordance with the legislation of the Russian Federation and a decision on such a complaint has not been made on the day of consideration of the application for participation in the tender.
  4. The absence in the register of unscrupulous suppliers (contractors, performers), which is maintained by the federal executive body authorized to exercise control in the field of procurement, in accordance with the legislation of the Russian Federation on the procurement of goods, works, services to meet state and municipal needs.

The participant of the competition is entitled to submit only one application for participation in the competition with the same industrial partner. Applications for participation in the competition that do not meet this requirement are not allowed by the competition commission to participate in the competition.

Project requirements

1. The PNIER envisaged by the project should be aimed at solving complex scientific and technical (scientific and technological) problems (tasks) within the framework of one of the six priority areas for the development of science, technology and technology in the Russian Federation.

For PNIER of a commercial orientation, the project must comply with the directions (be an element) of the Strategic Research Program (SRP) conducted by the specialized technology platform. Compliance of the project with the directions of the JFS must be confirmed by a letter from the technology platform coordinator.

2. The project should be aimed at creating new types of products and / or technologies to meet the demand of commercial organizations in the real sector of the economy and / or individual consumers, or be of state importance.

In the course of carrying out the PNIER provided for by the project, key design (structural and technological) solutions should be created and their practical feasibility confirmed.

3. The project should provide for the conduct of PNIER on policy topics set by the interested federal executive authorities or the State Atomic Energy Corporation Rosatom.

Directivity problem-thematic orientation of the goals/objectives of the Project implies availability of existing (implemented by execution) decisions on the creation of new types of products and / or technologies that require PNIER as part of the implementation of programs (plans) for scientific and technological development and increasing the competitiveness of industries (sectors) of the economy implemented by federal executive authorities or the State Nuclear Energy Corporation Energy "Rosatom" with the involvement of large industrial companies, as well as specialized technology platforms.

Directive nature of the topic envisaged by the project PNIER should be properly reflected in the composition of the application materials and have a separate documentary evidence in the form of a written request addressed to the Organizer tender provided to the Industrial Partner of the Bidder relevant federal executive body or the State Atomic Energy Corporation "Rosatom" .

In this appeal, in addition to confirming the compliance of the topics provided for by the PNIER project with the current programs (plans) of scientific and technological development and increasing the competitiveness of industries (sectors) of the economy, may, if necessary, reflect possible measures on the part of the relevant federal executive authority or the State Corporation for Nuclear energy "Rosatom" to promote the further implementation (use) of the results of PNIER in case of their successful completion.

4. The project must provide for the implementation of PNIER by a consortium of performers consisting of a participant in the competition and at least two of his co-executors from among educational organizations of higher education and / or scientific (research, development) organizations not affiliated with an industrial partner.

At the same time, the participant of the competition must act as the lead contractor, whose share in the total cost of the upcoming PNIER under the project d must exceed the share of any other co-contractor involved in the consortium.

5. The project must provide extra-budgetary co-financing of PNIER from own and/or borrowed funds of the industrial partner in the amount of at least 30 percent of the total subsidy , requested by the participant of the tender, without taking into account its annual breakdown.

Extrabudgetary co-financing from the funds of the industrial partner should be sent exclusively for the implementation of PNIER on the project conducted by the participants of the consortium specified in paragraph 1.4.4 of this tender documentation. Co-financing of other work under the project, including measures for the industrial development (implementation) of the results of the PNIER, is not considered as the fulfillment by the industrial partner of its obligations on extra-budgetary co-financing.

Specified in the application materials total and annual volumes of extra-budgetary co-financing of PNIER for the project from the funds of the industrial partner when the latter concludes an agreement with the organizer of the competition on co-financing PNIER and further use (implementation) of their results are not subject.

6. The project should provide for a period of no more than three years after the end of the PNIER industrial development (implementation) of their results by the forces of an industrial partner, using their own or attracted sources of financing, by organizing the release of new types of products and / or the use of new technology in the production.

The terms and scales of industrial development (implementation) of the PNIER results indicated in the application materials, indicated in the application materials, are not subject to revision when the latter concludes an agreement with the tender organizer on co-financing PNIER and / or further use (implementation) of their results.

7. The PNIER envisaged by the project should be characterized by:

    qualitative and quantitative characteristics of the result(s) that meet the requirements set out in paragraphs 1 and 2, which should be justified in the Explanatory Note and reflected in the Terms of Reference;

    forms and content of the developed scientific and technical documentation, which should include draft (working) technical (design, software, technological) documentation in accordance with the requirements of national standards, including the System for the Development and Putting of Products into Production (SRPP), the Unified System of Technological Documentation (ESTD), the Unified System for Design Documentation (ESKD), the Unified System for Program Documentation (ESPD), the Unified System of Standards for Automated Control Systems (ESS ACS) and other regulatory and technical documentation in force in Russia, which should be reflected in the Terms of Reference;

    types of work to be completed within the time period specified in the announcement of the competition, and including theoretical studies, calculations, selection and justification of selected technical solutions, experimental studies of mock-ups, mathematical and semi-natural modeling and development of technical documentation for key design, structural and technological, software solutions;

    the scope of work should ensure the completeness and quality of development of technical documentation, convincingly confirming (demonstrating) the practical feasibility of creating critical components of new products and / or technologies without further carrying out by the industrial partner of an extensive amount of developmental and / or experimental technological work for implementation (commercial development) the results of the PNIER, which should be reflected in the Schedule for the fulfillment of obligations in the course of the implementation of the PNIER;

    non-repetition of research and development or development work(projects) on the topic of PNIER, completed in previous periods and / or being performed (planned for implementation) during the project implementation period;

Competition subject: selection of research projects in the field of quantum technologies and photonics, robotics, composite materials with the participation of research organizations in Switzerland. The organizer of the competition will conclude an Agreement on the provision of a subsidy (hereinafter referred to as the Agreement) with the Participants of the competition, whose applications for participation in the competition will receive the maximum final score based on the results of the assessment, and who will be assigned the first serial number. The organizer of the competition has the right to conclude an Agreement with several participants in the competition. The number of such Agreements within the framework of the competition is at least 10 (ten).
