The Government of the Russian Federation decides:
1. Approve the attached changes that are being made to the acts of the Government of the Russian Federation on issues related to turnover narcotic drugs and psychotropic substances.
2. Paragraph 1 of the changes approved by this resolution comes into force on January 1, 2018.

WHICH ARE INTRODUCED TO THE ACTS OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
ON ISSUES RELATED TO DRUG TRAFFICKING
AND PSYCHOTROPIC SUBSTANCES
1. In the Rules for maintaining and storing special logs of transactions related to the trafficking of narcotic drugs and psychotropic substances, approved by Decree of the Government of the Russian Federation of November 4, 2006 N 644 “On the procedure for submitting information on activities related to the trafficking of narcotic drugs and psychotropic substances , and registration of transactions related to the trafficking of narcotic drugs and psychotropic substances" (Collected Legislation of the Russian Federation, 2006, N 46, Art. 4795; 2010, N 25, Art. 3178; 2012, N 37, Art. 5002; 2013, N 51, Article 6869; 2015, No. 33, Article 4837; 2017, No. 2, Article 375):
a) paragraph 3 after the words “according to Appendix No. 1” should be supplemented with the words “on paper or in electronic form";
b) paragraph 5 should be supplemented with the following paragraph:
"The determination of the accounting unit when the quantity and condition of narcotic drugs and psychotropic substances changes is determined by the head legal entity or manager structural unit legal entity, taking into account the form of release of the corresponding narcotic drug and psychotropic substance.";
c) in paragraph 6:
the first paragraph after the words “Registration logs” is supplemented with the words “executed on paper”;
add the following paragraphs:
"Sheets of registration logs filled out electronically are printed out monthly, numbered, signed by the person responsible for their maintenance and storage, and bookleted by the name of the narcotic drug or psychotropic substance, dosage, dosage form (if the narcotic drug or psychotropic substance is a medicinal means).
At the end of the calendar year, the sheets of the registration journal bound monthly are drawn up in the registration journal, sealed indicating the number of sheets and certified by the signature of the person responsible for maintaining and storing the registration journal, the head of the legal entity and the seal of the legal entity (if there is a seal).
d) in paragraph 8:
in paragraph one, delete the words “with a ballpoint pen (ink)”;
Paragraph two should be stated as follows:
"Documents or copies thereof confirming the completion of a transaction with a narcotic drug or psychotropic substance, certified in in the prescribed manner, either filed in a separate folder, which is stored together with the corresponding registration log, or stored in the archives of a legal entity with the possibility of presenting them at the request of regulatory authorities.";
e) paragraph two of paragraph 10 shall be supplemented with the words ", Federal service for veterinary and phytosanitary supervision - in State Register medicines for veterinary use";
f) paragraph two of paragraph 11 after the words “registration logs” should be supplemented with the words “executed on paper”;
g) paragraph 12 after the word “signature” is supplemented with the words “including an enhanced qualified electronic signature,”;
h) sentences one and two of paragraph 13 after the words “in the registration logs” should be supplemented with the words “executed on paper”;
i) paragraph 15 is supplemented with the following paragraph:
"Access to information system, with the help of which the registration log is maintained in electronic form, have the persons responsible for maintaining and storing the registration log.";

In section I of the appendix to the Decree of the Government of the Russian Federation of June 22, 2009 N 508 “On the establishment of state quotas for narcotic drugs and psychotropic substances” (Collected Legislation of the Russian Federation, 2009, N 26, Art. 3184; 2014, N 23 , Art. 2999; 2015, N 44, Art. 6123):

a) in paragraph one of paragraph 4(1), the words “primary health care, emergency and specialized” are replaced with the words “primary health care, specialized, including high-tech, emergency and palliative";
b) in paragraph 10:
in paragraph two, replace the words “by units of the Federal Service of the National Guard Troops of the Russian Federation” with the words “units of the National Guard Troops of the Russian Federation”;
in paragraph four:
the words “rural” should be deleted;
the words “units of the Federal Service of the National Guard Troops of the Russian Federation” shall be replaced with the words “units of the National Guard Troops of the Russian Federation”.

By Decree of the Government of the Russian Federation dated November 10, 2017 N 1353, amendments were made to regulations on issues related to the trafficking of narcotic drugs and psychotropic substances.
Thus, a number of changes have been made to the Rules for maintaining and storing special logs of transactions related to the circulation of narcotic drugs and psychotropic substances, approved by Decree of the Government of the Russian Federation of November 4, 2006 N 644.
It has been established that registration logs can be issued either on paper or in electronic form. The form of the journal is approved in new edition.
Registration logs issued on paper must be bound, numbered and sealed with the signature of the head of the legal entity and the seal of the legal entity (if there is a seal). Sheets of registration logs filled out electronically are printed out monthly, numbered, signed by the person responsible for their maintenance and storage, and bookleted by the name of the narcotic drug or psychotropic substance, dosage, dosage form (if the narcotic drug or psychotropic substance is a medicine ).
At the end of the calendar year, the sheets of the registration journal bound monthly are drawn up in the registration journal, sealed indicating the number of sheets and certified by the signature of the person responsible for maintaining and storing the registration journal, the head of the legal entity and the seal of the legal entity (if there is a seal).
Documents or copies thereof confirming the completion of a transaction with a narcotic drug or psychotropic substance, certified in the prescribed manner, are either filed in a separate folder, which is stored together with the corresponding registration log, or are stored in the archives of a legal entity with the possibility of presenting them at the request of regulatory authorities.
Access to the information system with the help of which the registration log is maintained in electronic form is available to persons responsible for maintaining and storing the registration log.
Also additionally included is a provision according to which the determination of the accounting unit when the quantity and condition of narcotic drugs and psychotropic substances changes is determined by the head of the legal entity or the head of the structural unit of the legal entity, taking into account the form of release of the corresponding narcotic drug and psychotropic substance.
Another addition is that the lists of names of narcotic drugs and psychotropic substances registered as medicines (international generic, patented, original titles or in their absence, chemical names) are entered by the Federal Service for Veterinary and Phytosanitary Surveillance into the state register of medicines for veterinary use.
The above changes and additions come into force on January 1, 2018.
By Decree of the Government of the Russian Federation of November 10, 2017 N 1353, changes were also made to Section I of the Appendix to Decree of the Government of the Russian Federation of June 22, 2009 N 508 “On the establishment of state quotas for narcotic drugs and psychotropic substances.” For the narcotic drug "fentanyl", a quota has been established, within which production, storage and import (export) are carried out annually, in the amount of 20,000 grams (previously indicated - 8,600).
The changes also affected the Rules for the storage of narcotic drugs, psychotropic substances and their precursors, approved by Decree of the Government of the Russian Federation of December 31, 2009 N 1148. It was established that places for temporary storage of narcotic drugs and psychotropic substances include storage units, sets, kits for the provision of primary health care , specialized, including high-tech, emergency and palliative medical care, which includes narcotic drugs and psychotropic substances.
It is also established that in the absence of populated areas units of the Russian National Guard troops or departmental security Federal executive authorities and organizations within whose jurisdiction there are premises intended for the storage of narcotic drugs are allowed to guard premises of the 2nd category by private security organizations. Previously, this norm applied only to rural settlements.
