One of the approved licensing requirements is compliance with the procedure for their storage in accordance with the legal norms of Decree of the Government of the Russian Federation of December 31, 2009 N 1148.

This resolution states that stocks of narcotic drugs and psychotropic substances, as medicines intended for medical use, are determined by legal entities on the basis of the standards established by the Ministry of Health of the Russian Federation for calculating the need for these medicines.

These standards were previously regulated.

From January 1, 2017, the standards for calculating the need for these medicines are established.

How are the standards calculated?

From this command data is taken for a medicinal product in relation to the type that appears and is multiplied by the average data from the report of a medical organization on the use of narcotic drugs and psychotropic substances for last three previous years.

If the stocks of narcotic drugs and psychotropic substances used as medicines obtained by this calculation are not enough due to the nature of the activity, then by decision, for example, issued by order, these stocks can be increased, but not more than 1.5 times.

Calculations must be kept in the medical organization and within the framework are provided upon request.

And of course, there should be no discrepancy between the actual availability of reserves and the calculated data. Otherwise, it will have a violation of license requirements and attraction to .

Thus, before the new year, these calculations must be completed, and by January 1, 2017, stocks of narcotic drugs and psychotropic substances, as intended for medical use, must comply with the requirements.

What do you think about this? In the comments box, express your opinion: are the standards sufficient to provide medical care?

1. Approve the attached standards to calculate the need for narcotic medicinal products intended for medical use.

2. Establish that the standards for calculating the need for psychotropic drugs intended for medical use are determined by legal entities by calculating averaged data based on reports on the use of narcotic drugs and psychotropic substances over the past three years, submitted by them in the form prescribed by Appendix No. 7 to the Rules for the submission by legal entities of reports on activities related to the circulation of narcotic drugs and psychotropic substances, approved by Decree of the Government of the Russian Federation of November 4, 2006 N 644 "On the procedure for submitting information on activities related to the circulation of narcotic drugs and psychotropic substances, and registration transactions related to the circulation of narcotic drugs and psychotropic substances" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2006, No. 46, Art. 4795; 2008, No. 50, Art. 5946; 2010, No. 25, Art. 3178; 2012, No. 37, Art. 5002; 2013, N 6, item 558; N 51, item 6869; 2015, N 33, item 4837), and by decision of the head of the legal entity can be increased, but not more than 1.5 times.
