At the same time, the head of the legal service of the Main Directorate of the Ministry of Internal Affairs for Moscow, Colonel Marina Astakhova, also went on urgent leave.

The Main Directorate of the Ministry of Internal Affairs for Moscow is on the verge of a high-profile corruption scandal, Life claims. The head of the logistics department, deputy head of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, Alexander Petrikov, and the head of the legal department, Marina Astakhova, came under scrutiny by the Investigative Committee. They are suspected of involvement in the waste of 1 billion rubles in the purchase of fuel for police vehicles. The day before, the press service of the department hastened to refute the information that appeared in the media.

According to Life, Major General Alexander Patrikov and Colonel Maria Astakhova went on vacation for the duration of the inspection and, most likely, they will not return from it, as they will file a report on retirement.

Also, a source in the law enforcement agencies said that real chaos is now happening in the Moscow headquarters: for more than a week, employees of the Investigative Committee have been sorting out the rear. The reason for the check was the materials of the Control and Auditing Department (KRU) of the Ministry of Internal Affairs of the Russian Federation. The auditors, studying the documentation of tenders concluded by the commander-in-chief, revealed violations of the financial and economic activities of the capital's central headquarters in the procurement of goods for state needs. It was found out that public procurement of fuels and lubricants for the needs of the metropolitan police in 2015-2016 were carried out with multiple violations and the deputy head of the Main Directorate of the Ministry of Internal Affairs for Moscow Alexander Petrikov was responsible for this, as well as the head of the legal service of the central office Marina Astakhova.

By managing the purchase of fuels and lubricants for the police, Alexander Petrikov could purchase them at an "inflated cost." Assistance in the criminal scheme could be provided to him by Marina Astakhova.

- The Main Investigative Directorate of the Investigative Committee of the Russian Federation does not exclude that the subordinates of Colonel Astakhova, and, perhaps, the boss herself, carried out formal checks of contracts for the supply of fuels and lubricants, and visas were put on documents so that the supervisory authorities did not have claims against the leaders who concluded contracts with suppliers, — the interlocutor of the edition notes.

The Investigative Committee has yet to find out whether Astakhova herself formally approached the checks of state contracts for the supply of fuels and lubricants, which came to the legal department from Petrikov, or whether the colonel carried out the general's instructions.

According to data from the official website of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, Major General of the Internal Service Alexander Petrikov has held senior positions in the rear and economic units of the Ministry of Internal Affairs in the capital since 2010, when he was appointed head of the Transportation Support Center of the Main Internal Affairs Directorate for Moscow.

Since January 2013, he served as head of the Main Center for Economic, Transport and Service Support of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, and on December 31, 2014, by presidential decree, Colonel of the Internal Service Alexander Petrikov was appointed Deputy Head of the Main Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow - Head of Logistics. The rank of Major General of the Internal Service Alexander Petrikov was awarded in July 2016.

Today it became known that Oleg Baranov, the head of the Main Directorate of the Ministry of Internal Affairs for Moscow, satisfied the report on the resignation of his deputy, the head of the police of the capital, Vyacheslav Kozlov. At the same time, Major General Kozlov, who has vast experience in the field of ensuring public security, will become an adviser to the head of the central office. Another recently retired deputy head of the central department, Alexander Petrikov, who oversaw issues logistic support police, became a witness in criminal cases of theft.

Major General Kozlov filed a retirement report on the eve of his 65th birthday. On October 17, the age limit for being in the service will come for him. Mr. Kozlov has been working in the internal affairs bodies since 1972, for a long time he headed the capital's OMON, in which he participated in hostilities in the North Caucasus, and in 2007 he became deputy head of the Moscow Central Internal Affairs Directorate - head of the public security police. In this position, he was responsible for security during rallies, marches, sports and other events.

Kozlov, holder of the orders of Courage, Honor and "For Personal Courage", was appointed to his last position - chief of the capital's police - at the end of last year, shortly after Oleg Baranov, who previously occupied it, headed the capital's central office. The latter, even after his resignation, decided to use the knowledge and experience of Vyacheslav Kozlov - the general was offered to become an adviser to the head of the central department on public security issues. He will take the position already being a civilian specialist.

However, while General Kozlov was honorably retired, the recent resignation of another deputy head of the Moscow Interior Ministry, Alexander Petrikov, turned out to be actually forced. By the way, now Mr. Baranov has two acting deputies left.

The major general, who had been in charge of the rear since 2014, also left the Main Directorate of the Ministry of Internal Affairs due to his seniority, but before that, General Baranov made serious claims to him for weakening control over the activities of the rear police units.

It should be noted that three years ago, the then head of the central department, Anatoly Yakunin, introducing the team of his new deputy Petrikov (he served in the rear units since 1992), set him a number of tasks to improve the material and technical support of the metropolitan police and said: “You can handle it, relying on on his rich life experience and professionalism. In response, Alexander Petrikov promised to do everything possible to "improve the quality and efficiency of work" of the rear units.

Now these divisions are checked by specialists from the Ministry of Internal Affairs, who, according to some reports, have already revealed major financial violations. Moreover, the results of the audit have already served as the basis for the initiation of several criminal cases of fraud. True, their defendants are businessmen who participated in the execution of contracts with the rear. According to some reports, the major general is a witness in these investigations. The Main Directorate of the Ministry of Internal Affairs for Moscow noted that no criminal case was initiated against the general himself.

Vyacheslav Kozlov, Deputy Head of the Moscow Main Directorate of the Ministry of Internal Affairs of the Russian Federation, left his post due to his retirement.

The press service of the Main Directorate of the Ministry of Internal Affairs for Moscow reported that he would continue to work with the Ministry of Internal Affairs as a civil servant.

"The Deputy Chief of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow - the Chief of Police, Major General of Police V. Kozlov, in connection with reaching the age limit for serving in the internal affairs bodies, decided to retire", - the message says.
