None of the people were injured, the cars received mechanical damage. However, Yunusov refused to undergo a medical examination, which gave reason to assume that he was intoxicated.

Earlier, at least three high-ranking Ural policemen claimed the post of head of the UGIBDD in the Sverdlovsk region - Dmitry Panfilov, deputy head of the Sverdlovsk traffic police, Vadim Buydalin, chief traffic cop of Yekaterinburg, and Roman Yarysh, commander of the traffic police regiment of Yekaterinburg. However, in the end, information appeared in the press that a "Varangian" from Moscow would become the new head of the Sverdlovsk traffic police.

The post of head of the regional traffic police department was vacated in April this year. The previous head of the UGIBDD, Yuri Demin, was dismissed by decision of the head of the Ministry of Internal Affairs of the Russian Federation, Vladimir Kolokoltsev. He headed the department for almost 13 years and was considered "unsinkable." According to some reports, the reason for the dismissal was a drunken accident with one of his deputies Alexander Yunusov.

It is noteworthy that both Demin and his deputy, who was also fired, have already found new jobs for themselves. So, Yuri Demin received the post of deputy general director of the UMMC for the regime and protection of Alexander Zolotov (initially it was assumed that the ex-silovik would go to work in the government of the Sverdlovsk region, but this did not happen in the end). But the former deputy of Demin, Alexander Yunusov, now works at one of leadership positions in FKU "Uralupravtodor". The former high-ranking Sverdlovsk law enforcement officer received a rather high position in the FKU Uralupravtodor: he became deputy head of the department for organizing work on the maintenance and safety of roads. The full name of the former high-ranking Sverdlovsk security official and his contact details at the new place of work have already been published on the official website of Uralupravtodor. This organization, we recall, is part of the Rosavtodor structure and deals with the maintenance and service of all federal highways located on the territory of the Ural Federal District (Ural Federal District) and the Perm Territory. In particular, we are talking about the M-5 Ural highway, the Irtysh highway, the Perm-Yekaterinburg road, the Tyumen-Yalutorovsk-Ishim-Omsk road, the Tyumen-Tobolsk-Khanty-Mansiysk road.

And the regional traffic police, after the resignation of Yuri Demin, has so far worked without a permanent leader.

Yuri Demin: "There are no unsinkable people"

Yuri Demin is one of the most legendary and iconic personalities in the Middle Urals.

He "survived" three governors and four heads of the police headquarters. The colonel repeatedly became a participant in scandals, but each time he got out of the water "dry". There are myths about his "unsinkability", and the name "Demin" is known to every driver who has ever sat behind the wheel. On the eve of the 80th anniversary of the formation of the traffic police in Russia, Yuri Demin told in an interview with MK-Ural how he manages to fight corruption among his subordinates, which he had to face at the beginning of his work, and also announced layoffs in the traffic police of the Ural capital.

"It was a difficult period"

- Yuri Alekseevich, this year is 11 years since you head the traffic police of the Sverdlovsk region. Almost every year there is information about the resignation, but every time you turn out to be “unsinkable”.

- I believe that there are no unsinkable. Without any flattery, I treat people-ploughmen, and for me work is above all. In 1985, I chose my cross of the State traffic inspectorate, and it went on like that for me. When I was offered the position of deputy head of the traffic police department in the rank of senior lieutenant, I refused three times, but they told me - you will.

- A few years later, an offer was received to head the Office ...

“The situation here was difficult then, but I knew where I was going. I agreed. The first three years I had to live at work. We had to cover a huge area. Up to Ivdel. I didn't know the territory, they didn't know me. So you said "unsinkable" - just in the territories there were princes who sat for decades. And when we started to analyze the work, we understood that there was no benefit from them, but it was extremely difficult to remove them from there. Yes, they are idlers, but they have good connections with the head of the administration, the head of the police department. It was a difficult period. Everything had to be restored, including trust.

Did everything work out as planned?

- If we compare what was 7-8 years ago and now, then this is heaven and earth. Requirements are rising. Sometimes I am somehow offended when they say that here it is - unsinkable. Yes, no matter what the patron is, he will not keep a loafer.

- Motorists from other regions also notice this, comparing, for example, Perm and Bashkir traffic cops with Sverdlovsk. Reviews are positive.

“Every area has a different approach. We set a task for ourselves: no matter how difficult it is for you, if you can be a traffic police inspector, work. If you can't do it - they complain about you, you can't communicate with road users, let's find you an office job. The police is not an educational and training center. We only teach them professional skills. What, we teach to be rude, boorish and so on? No, of course! This is in the family, he was not brought up at school at one time.

"Football" sweep

– Despite the responses, the region still has a high accident rate. Not a week goes by without a fatal accident.

– Accident is a relative concept. It is impossible that every year for 7-10 years there was a constant decline. It's like in the economy - there is no growth dynamics indefinitely, there will always be a recession. Last year, we had minus 13% in the total number of accidents, 17% less in fatalities and minus 12% in injured. But this year began with a tragic January - this month always gives a splash in our country, people like to drink on New Year's holidays.

- Per last years an opinion was formed that the Serov tract is a “death route”. Does he continue to hold the lead in the sad statistics of the traffic police?

- Last year, the Tyumen highway was the leader in terms of accidents, it is the most intensive in terms of traffic. This year - the Perm direction: 42% of all traffic accidents on federal roads in the region are caused by the Perm tract. In second place is the Tyumen highway, there is an increase in accidents by 2.5%.

"Pitik" for a kid is not money?

- Recently, residents have been paying attention to the fact that the number of tightly tinted cars has increased in Yekaterinburg. Have the inspectors become more lenient?

- Previously, when tinted cars were stopped, a protocol was drawn up, a request for elimination was issued and the license plate was removed. The driver was required to do what? Eliminate, show the car without a film and get the number back. The legislator said: the removal of a license plate is illegal. How much is the fine today? 500 rubles. Show me the driver we will surprise with a 500-ruble fine. And when there is talk of increasing the fine to 5,000 rubles - only thunderous applause. That's when the driver pays five thousand in the morning, five thousand in the evening - it will be noticeable. And so the work is being done - for the first half of the year about 24 thousand fines were issued for tinting, of which only in Yekaterinburg 7.5 thousand.

Motorcycle racers in uniform

- We have a category of drivers that almost never uses - motorcyclists. But those like mad rush through the streets. This year in Yekaterinburg, a traffic police group appeared on powerful new BMWs - the results, judging by media reports, are commendable.

- So that everyone understands: our motorcycles are not launched in order to round up motorcyclists. Yes, on them, but on the undisciplined. Those who rush from row to row, cuts off, does not let sleep at night. This is a dark spot for the entire motorcycle community. Therefore, we decided to click out of the general number of those who behave incorrectly.

- Is the purchase of brand new motorcycles an expensive pleasure for the traffic police?

- We bought them at the expense of extrabudgetary sources, this was even before the imposition of sanctions - not in the past and not this year.

- Well, do you personally like to ride a "horse" with a breeze?

- I grew up in the countryside, so I have a perfect command of a motorcycle - both alone and with a sidecar. Do you want me to surprise someone by driving around the city? Well, maybe this is possible.

"Worthy - work, not worthy - goodbye"

Personnel issue. For almost two years, the traffic police regiment of Yekaterinburg remained without a permanent leader. In May, Dmitry Panfilov, a native of the Sverdlovsk traffic police, was appointed to this position. Does he succeed?

“I think he will sort things out. Ideally, that he was here, I need him here more. On the other hand, we understand that a regiment is a large army and a commander is needed there. He agreed. Now he has a difficult task. He came, sees a large number of shortcomings, delves into the process and understands that a certain part of the inspectors will have to get rid of.

– This will not lead to an increase in understaffing?

- If we take the region as a whole, then we still have a shortage - 258 people, but he is, as they say, "working". We always have 100-150 people in the backlog who collect documents, undergo medical examinations, look at work. But there is another point: today, for example, when checking the service of an inspector, we will reveal violations, and tomorrow we will kick him out - plus a shortage. But that shouldn't scare you. Worthy - work, not worthy - sorry, goodbye.

From colonels to deputies?

- Any hype involuntarily casts a shadow on the head of the regional traffic police - that is, on you. Someday you still have to leave - for example, due to age. Ready for your place as a replacement?

- I have been preparing the shift for a long time, from the first day. I understand that in every service I have to have a person who can replace someone. There are no irreplaceable people. And if a question arises, I think my recommendations will be taken into account.

- Do not discuss the option to go into politics? The former deputy head of the Central Internal Affairs Directorate Vladimir Filippov and the head of the Tagil police, Ibragim Abdulkadyrov, decided to try their hand at deputy status.

- Yes, probably, my surname is well-known, so that I can go somewhere. Today we are doing a useful thing, but everyone perceives it differently. There are 50 people who will praise, and the other 50 people will reproach. And deputyship is the area that if you start now, everything will be remembered in relation to Demin, up to the eighth generation. Politics is a very thankless thing. God forbid that the name Demin is associated with the traffic police department.

On corruption: “You can’t look into everyone’s soul”

- I really hope that you will work for more than one more year, including resolving the issue of selling "thieves" numbers.

- There are a lot of conversations, but who leads them in the main? The ones on the couch. At least one fact is confirmed - we will send the materials to the Investigative Committee. We are open - any information? Report. We double-check any information for 18 times, there are video cameras in the booths, we listen, watch, monitor. We had certain people who came quite often and had contacts with individual employees. They found out who came, they found out who they came to, they kicked everyone out.

- I think that readers will join, and if such a fact takes place, they will inform the authorities. Although some encourage corruption, otherwise you can be left without beautiful numbers.

- We once ordered episodes, but refused the first 10 numbers - from 001 to 010. Lawyers tell us - this is illegal, the series should be complete. We again ran into a dead end. Let's issue zero numbers for trucks, sewer trucks. But the rooms are lying, and there are not enough garbage trucks. When they say that such and such a series is beautiful, I say: “Okay, but this series will be issued in Ivdel, Shali, Tavda, suppose.” Let it stand on some GAZ-51 in the village and let the person enjoy it.

- In general, is corruption in the traffic police a frequent occurrence?

- Let's do it this way: when a person is born, adults tell him: you can’t do this, at school they say - you can’t, at the institute they say - you can’t. He then comes, takes the money, and everyone says: the State traffic inspectorate did not bring up. Stop! We are not going to follow everyone - this is absurd, it is physically impossible. Yes, we conduct covert checks, go to the place of residence, monthly check personal vehicles. We are interested in eradicating this evil. Here, they say: they took a bribe. On the other hand, you don't give, and they won't take.

- How is the selection for vacant positions?

We had candidates from southern regions which we do not take. If there are suspicions, then we send for a polygraph, to a psychologist. There are doubts - do not take. But you can't look into everyone's soul. The paradox of the situation is that when there is a family and small children, the inspector goes, does this disgusting thing, goes to jail. Who did he do better? Kids?

Employees of the road patrol service wrote an open letter to the Yekaterinburg media with a request to publish information about the actions of their leaders and inhuman working conditions.

The guards accuse the leaders of the Yekaterinburg traffic police regiment of malfeasance. Among the first inspectors point to the introduction of a work plan on "costly" traffic violations. For example, for a shift, one company must fine seventy violating pedestrians and thirty drivers who did not provide them with an advantage on a zebra, ten cars must be stopped for lack of child seats, the same number for running a red traffic light and catching at least one drunk driving .

Due to non-fulfillment of the plan, inspectors are forced to work on weekends. Here, for example, is a recording of a speech by the acting commander of the traffic police regiment, Lieutenant Colonel Dmitry Rubtsov, who scolds the inspectors for their low results on drunk drivers.

In addition, the signatories note that due to Yuri Dyomin's dissatisfaction with the failure to fulfill the plan for administrative materials, inspectors have to stay at work for two to three hours longer than the allotted time. The letter mentions the new head of the traffic police department, Vadim Buydalin. As the authors say, in order to "bend" under the higher leadership, the lieutenant colonel sent those responsible for the company for revision, who had previously been on duty for 18 hours.

Traffic police officers are outraged by the “lack of personal security”: inspectors are on duty at intersections one at a time, as the authors of the letter point out, because of this, attacks on employees have become more frequent.

They maintain the patrol cars in which the inspectors serve at their own expense: in winter, to warm up in the car, they refuel it from their wallet. From there, the purchase of wheels, belts, bumpers, antifreeze, oil, spare parts is also paid. Employees also buy uniforms on their own. Even the work of a cleaner - and that is paid for by blood inspectors.

In the letter, the inspectors notice that the senior leader, Yuri Demin, knows about many violations. Moreover, the administration of the UGIBDD receives a certain percentage of the work of tow trucks (millions of sums are given in the letter). Therefore, the authors of the appeal ask the prosecutor's office and the CSS to conduct a large-scale check in the Yekaterinburg traffic police regiment.

In turn, the leadership of the traffic police notes that every time the administration changes, such anonymous complaints appear. The authors of the letter were convicted of inaccurate information: the press service of the department noted that there was no plan to identify violations of traffic rules.
