Until a short time ago, I had no idea about such a position as a “planning specialist”. And as soon as I started working in construction, I happened to come across such a position and work closely with these specialists. Now such a position is found not only in construction, but also in other areas, and, I must say, is quite highly paid, and most importantly - interesting!

Of course, a planner is valued precisely in the area in which he understands. However, I believe that a competent specialist who knows the planning methodology is able to deal with any processes in a short time. Of course, there are many specifics in construction, and a specialist with experience in a particular field will be more appreciated.

So what is a planner?

As far as I know, in the USSR there was a separate specialty that produced planning specialists, and a methodology for network planning and management was developed, which was used in the fields of industry and construction. Within the framework of the planned economy of the state, he was a serious and respected person))

AT modern economy all construction management was shifted to the project manager. At the same time, sometimes forgetting that the task of the manager is not only to solve the operational tasks of the project, planning and relationships with contractors, but also to motivate and manage the project team. But they came up with a lot of related departments that can do financial models, calculate investments, plan sales, but all paths still lead to the project manager, who is an expert in all project processes and is aware of everyone, everything and everyone))

I have already written articles on how, and in serious technological projects, I am sure that there should be a separate specialist for this.

So, a competent planner:

– Knows the methodology of financial and scheduling, will be able to build these processes regardless of the field of activity; The planning methodology, of course, in each area has its own specifics, but there are common principles for the formation of the budget and schedule.

— Knows whom to ask, and knows how to ask the right questions to help build the right technological process of the project; The project team always has specialists responsible for their part of the project, as well as the Project Manager himself, who always sees the whole process as interconnected. And also there are estimates that will help evaluate future work. And sometimes even specialists cannot take everything into account, even in conjunction with related departments. In general, the planner is the aggregating link of the entire working group project.

- Over time, he orients himself in the field of activity and in technological processes operated by the company. For example, if this is a development company, he needs to understand the overall process of building a project, from the purchase and registration of land, ending with the transfer of the object to operation and registration of property rights.

- Can independently draw up a budget and project schedule, in any tool. The planner is the hands of the project manager. Working in different information systems takes a lot of time, but the RP itself often has no time to drive information into it. But a simple computer operator is not suitable here either, a person must understand where and why this information came from, that is, to be a little more and the brain of the project manager))

- Can analyze budget and schedule, highlighting critical tasks and possible budget overruns.

- Understands which related processes of the company affect the planning processes, and can take this into account when planning. For example, the impact of contractual relationships on the project budget.

- Promptly notifies the project manager of emerging or predicted schedule and budget deviations.

- Keeps the project budget and schedule up to date. The work on the project is going on every day, at least every week the status of the work is specified, and the project is supported by funding. An up-to-date schedule and budget always give an idea of the status of the project. Able to promptly answer questions about the current status of project work, planned and actual costs.

"Planning Specialist" is a somewhat conventional title for the position. The scope of planning is always specific - planning of logistics, sales, marketing, production and economic activity enterprise in general, finance, taxes, etc. The direction of planning, as a rule, is indicated in the title of the position - “logistics planner”, “financial planner”. Since the tax and financial planning differs in a special functional composition, job descriptions for specialists in these areas have been developed separately.

The following job description provides a kind of basis for the development of instructions for professionals responsible for planning in various areas. Specifying its provisions, the personnel manager or personnel worker will be able to create a complete instruction for specialists responsible for certain areas of planning.

The primary responsibility of the planner is primarily to collect and process the information needed by planners or other superiors. officials. He is often assigned the task of preparing entire sections of the plan. However, such authority should be given to the planner with great care, since it is very difficult to determine the responsibility of the manager or planner for a particular section of the plan, and this, in turn, can lead to conflicts.
