Article 17 federal law dated November 28, 2011 N 337-FZ "On amendments to the Town Planning Code Russian Federation and certain legislative acts of the Russian Federation" (Sobranie zakonodatelstva Rossiyskoy Federatsii, 2011, N 49, art. 7015) and in accordance with paragraph 1 of part 2 of article 50 of the Town Planning Code of the Russian Federation (Collected legislation of the Russian Federation, 2005, N 1, art. 16 ; 2006, N 52, article 5498; 2011, N 49, article 7015) I order:

1. Approve the list of areas of activity of experts and the requirements for the content of these areas for obtaining legal entity accreditation for the right to conduct non-state expertise project documentation and (or) non-state examination of the results of engineering surveys in accordance with the annex to this order.

2. Department of Construction to send this order to state registration to the Ministry of Justice of the Russian Federation within 10 days from the date of its signing.

In accordance with subparagraph "a" of paragraph 10 of the Regulations on certification for the right to prepare expert opinions on design documentation and (or) engineering survey results, approved by Decree of the Government of the Russian Federation dated March 31, 2012 No. 271 (Collected Legislation of the Russian Federation, 2012, No. 17 , Art. 1959; 2014, No. 14, Art. 1627), I order:

1. Approve the list of areas of activity of experts, in which applicants intend to obtain the right to prepare conclusions for the examination of project documentation and (or) results of engineering surveys, in accordance with the appendix to this order.

2. Set that individuals, certified for the right to prepare expert opinions on design documentation and (or) engineering survey results, before the entry into force of this order, have the right to prepare expert opinions on project documentation and (or) engineering survey results in the areas of expert activity specified in the qualification certificate, until the expiration of the period of validity of such certificate. Upon expiration of previously issued certificates said persons are subject to certification in accordance with the list specified in paragraph 1 of this order.

3. The Department of Licensing and Control shall send this order for state registration to the Ministry of Justice of the Russian Federation within 10 days from the date of its signing.

4. To impose control over the execution of this order on the First Deputy Minister of Construction and Housing and Communal Services of the Russian Federation L.O. Stavitsky.

Document overview

When attesting for the right to prepare conclusions for the examination of design documentation and (or) results of engineering surveys, the applicant indicates the direction of the experts' activities in which he intends to obtain the right to prepare conclusions. A list of such directions has been established.

When compiling the list, the sectoral principle of forming the composition of activities was used. The list includes areas of activity in relation to various types capital construction objects.

Previously certified persons have the right to engage in the preparation of expert opinions on design documentation and (or) the results of engineering surveys in the areas of expert activity specified in the qualification certificate until its expiration date.
