Building an information society in Russia is currently a priority of state information policy.

May 9, 2017 President of the Russian Federation V.V. Putin signed decree No. 203 “On the Strategy for the Development of the Information Society in Russian Federation for 2017-2030." The goal of the Strategy is to provide conditions for the formation of a knowledge society in the Russian Federation. The main principles of the adopted document are:
a) ensuring the rights of citizens to access information
b) ensuring freedom of choice of means of acquiring knowledge when working with information
c) preservation of traditional and habitual for citizens (other than digital) forms of receiving goods and services
d) priority of traditional Russian spiritual and moral values ​​and compliance with norms of behavior based on these values ​​when using information and communication technologies
e) ensuring legality and reasonable sufficiency in the collection, accumulation and dissemination of information about citizens and organizations
f) provision state protection interests of Russian citizens in the information sphere
On June 3, 2017, Prime Minister of the Russian Federation D.A. Medvedev approved the Concept of a program to support children's and youth reading in the Russian Federation, which will become the basis for the development of a corresponding subprogram state program « Information society(2011-2020)".
In order to improve public policy in the field of child protection in Russia, the Decade of Childhood was declared (Decree of the President of the Russian Federation No. 240 of May 29, 2017).
2018 marks a number of significant dates associated with names and significant events in literature, culture and history.
IN next year the whole world will celebrate the 100th anniversary of the birth of the Russian writer A.I. Solzhenitsyn. The celebration of this significant date in Russia will be carried out in accordance with Decree of the President of the Russian Federation No. 474 of June 27, 2014.
The anniversary dates of the year are:
1030 years of the Baptism of Rus'
75 years of the defeat of Nazi troops at Stalingrad
150 years since the birth of the Russian writer M. Gorky
190 years since the birth of the Russian writer L.N. Tolstoy
200 years since the birth of the Russian writer I.S. Turgenev
80 years since the birth of the Soviet poet, songwriter and actor V.V. Vysotsky
145 years since the birth of the Russian writer, prose writer and publicist M.M. Prishvina
In order to develop volunteerism (volunteering) in Russia, President of the Russian Federation V.V. Putin signed Decree No. 583 of December 6, 2017 “On holding the Year of the Volunteer (volunteer) in the Russian Federation.”
Volunteering or volunteer activities (from lat. voluntarius– voluntary) – this is a wide range of activities, including traditional forms mutual aid and self-help, formal provision of services and other forms of civic participation, which is carried out voluntarily for the benefit of the general public without reliance on monetary reward. Volunteers, from the point of view of the law of the Russian Federation - individuals, implementing charitable activities in the form of gratuitous work or provision of services (volunteer activities).
On March 11, 2018, elections for the President of the Russian Federation will take place in Russia. Therefore, legal education of citizens will be one of the important areas of work. We remind you that the election commission of the Lipetsk region is holding another competition “Libraries of the Lipetsk Region and legal education of voters” during the period from March 1, 2017 to April 30, 2018.

Annual regional competition "Library of the Year" in 2018 will be dedicated to the topic “Promoting Reading: New format" The competition is held in the following categories:
- “Technologies for promoting reading: Ideas and implementation”
Materials that talk about effective forms of reading promotion will be accepted for consideration.
- « Own resources libraries"

A modern public library is not only a place of free access to information resources, but also a comfortable environment for readers. The library is increasingly becoming a place of free communication, open area for creativity and self-realization, holding public events. In this regard, the library space is modified and takes on a new meaning in people's lives.

Information field of the modern reader

Information field modern man includes the entire set of circulating information. Each of us independently forms our own information environment by looking at newspapers and magazines, Internet sources, television channels, listening to radio stations, and reading books.
With the development of information technology, an increasingly wider range of sources is being included in the field of reading activity. In this regard, the information needs of users deepen and become more diverse. To help in finding the necessary literature that is not in the library, librarians turn to electronic libraries, portals and websites of other information centers.
Therefore, the information culture of a librarian, including the ability to operate with information about high-quality Internet sources, is an important professional tool.
During the workshop, it is recommended to consider new modern technologies working with readers and promoting reading, the possibility of using remote, network and corporate information resources libraries, Digital catalogue Lipetsk OUNB.

Alexander Solzhenitsyn. Personality. Creation. Time

In 2018, it will be 100 years since the birth of one of the most talented and brilliant figures in the field of literature and journalism of the 20th – early 21st centuries. Alexander Isaevich Solzhenitsyn. The author of such works as “The Gulag Archipelago”, “Cancer Ward”, “In the First Circle” and many novels, stories, “tiny” stories, he forever entered the life of every person in our country, regardless of his will and desire, from the moment of publication his story “Shch-854”, better known as “One Day in the Life of Ivan Denisovich”.
Opinions about the author have always been very diverse: some spoke of his unsurpassed talent, put Solzhenitsyn’s work on the same level with the works of L.N. Tolstoy, others gave very sharp criticism to his views, which he adhered to both in literature and in public life, while others, recognizing the relevance of the problems that the author touches on in his works, predicted the negative consequences that the writer’s works have led or may lead to. One thing is certain: his work has become a phenomenon in world literature, and genuine interest in the writer’s personality continues to this day.
Considering great importance the writer’s work for domestic and world culture, as well as in connection with the 100th anniversary of Solzhenitsyn’s birth, libraries will have to intensify work to popularize the author’s legacy. The ambiguous assessment of his work can cause difficulties for librarians when preparing events. Therefore, we recommend holding a seminar dedicated to the personality and creativity of the writer. The seminar can be held in the form of a conference.

Library accounting and reporting. Library statistics

Accounting is one of the management functions, which is a regular and systematic collection of information and data about the state and development of the library by recording specific data characterizing the quantitative and qualitative aspects of library processes.
Accounting is the observation, measurement and recording in established forms of all library activity processes carried out for the purposes of management and control.
The main requirements for accounting are completeness, reliability, uniformity, and timeliness. Properly organized accounting allows you to monitor the level and dynamics of library activity processes, the progress of plans, the implementation of various management decisions and so on.
The following types of accounting are used in libraries: operational, statistical and accounting. Operational and statistical accounting are interconnected. Library statistics can be effective only if uniform approaches to collecting and grouping information are applied.
The purpose of library statistics is to provide complete and reliable statistical information about the state of library work. After all, from how it is staged statistical observation– collection of primary data in each individual library and the industry as a whole – depends on the assessment of library activities across the institution, as well as the region. In connection with the introduction of ICT and the expansion of the range of library services in the form statistical report a number of new indicators were introduced. During the seminar, librarians should become familiar with the features of recording library activities in their area, as well as innovations in the annual statistical report.

The seminar program was completed by the lesson “Fundamentals of Project Activities: Theory and Practice,” which was conducted by Valeria Sergeevna Kan, Candidate of Historical Sciences, Deputy Minister of Youth Affairs and Sports of the Republic of Tatarstan. During the training, Valeria Sergeevna invited library workers to create a project in five minutes, using the brainstorming method. The seminar participants were divided into three groups and each group prepared and presented a project. Kan V.S. noted that all three ideas - creating a center for children "Razvivayka", a club for pregnant women and a summer book clearing - are relevant and quite promising in terms of implementation.

The meeting took place in a warm, friendly atmosphere. Workers in the field of library science, having received the necessary knowledge, decided to finalize the projects and begin implementing projects at the municipal level.

The seminar will consider priority issues of organizing library services for children: features of the formation of an open library space; new electronic technology in user services; variety of volunteer projects in the library environment; the ability of libraries to attract extrabudgetary funds; modern literature for children and teenagers.

Among the seminar participants are leading experts in the field of library services for children, representatives of public and publishing organizations, cultural and educational institutions, literary scholars and children's writers, and the media.

The seminar will include round tables, open lectures, classes, master classes, meetings with children's writers, consultations with specialists, and field trips to Moscow libraries.

The Year of the Volunteer, declared in the Russian Federation in 2018, is dedicated to a special event “Library and Volunteer: Potential effective cooperation", the program of which includes speeches by representatives of volunteer centers with projects in the field of cultural volunteering, specialists from regional libraries serving children, successful experience on the development of volunteer initiatives and the implementation of library projects in close cooperation with volunteers. On the second day of the seminar, practical events will take place: a master class by leading specialists from the department of sociology, psychology and pedagogy of children's reading of the Russian State Children's Library on the topic “Studying children's reading: tasks, problems and prospects"; original training by Elizaveta Valerievna Efremova, teacher, business coach, candidate of psychological sciences in professional ethics librarian and creative meeting with Nina Sergeevna Dashevskaya, writer, musician, winner of many literary awards.

The professional meeting of MBUK specialists was opened by the head of the department of methodological and information-bibliographic activities of the Sharkan District Library, E.N. Kozhevnikova. She spoke about the main events in the library life of the region, about the most significant events in the past year. Libraries actively participated in republican and regional events and promotions. Particular attention was paid to such important qualitative and quantitative indicators for assessing the work of libraries as: attendance, book lending and the level of satisfaction of residents settlements. She reminded me about maintaining internal library documentation and gave memos on how to correctly and timely fill out accounting documents.

Director of the MBUK of the Sharkan District Library N.P. Vyaltseva conducted a debriefing of the work of libraries on a municipal assignment.
