2. Basic instructions

2.1. The cost of scientific and design work provided for by the "Assignment" is determined as the sum of the base prices for certain types of scientific and design work, taking into account contractual conditions.

2.2. Base prices for certain types of research and development work are determined by the formula:

The cost of a separate type of scientific and design work in rubles;

Average cost per person days, determined by the "Contractor" at the time of the conclusion of the contract for the performance of scientific and design work, in rubles;

Labor costs for separate view scientific and design work in pers. days;

The product of the coefficients given in the "Recommendations".

2.3. Base prices for types of scientific and design work not included in the "Recommendations" may be determined by analogy, on the basis of relevant supporting documents or calculations, as well as by actual costs.

2.5. Labor costs are determined on the basis of meters (a monument, including depending on its physical volume or area of ​​\u200b\u200bthe territory; format; probing; pit; object of study; printed sheet; corresponding columns of the tables) and an indicator of the category of complexity of the monument.

The calculation of the physical volume of monuments - buildings and structures is carried out in accordance with Appendix 6.

For numerical values ​​that do not match the numerical values ​​given in the tables, use interpolation and extrapolation, except for the value indicated "to".

2.6. Labor costs for scientific and design work, the implementation of which is provided for in incomplete or reduced volumes, are determined by the "Contractor" using reducing factors, including those established by the "Contractor" in agreement with the "Customer".

2.7. Labor costs for the review of previously completed scientific project documentation and the possibility of its use with the preparation of a written Conclusion are determined using a coefficient of 0.15, and in the implementation of the specified work with a site visit and a partial check in kind - a coefficient of 0.2, from the labor costs for execution.

2.8. In the case of using previously completed documentation, the "Contractor" and "Customer" establish the labor costs for its implementation by the relevant act and exclude them from the labor costs for newly performed research and design work.

1. GENERAL

1.1. This chapter RNiP 4.05.01-93 "Methodological recommendations for determining the cost of scientific and design work for the restoration of immovable monuments of history and culture" 1) is used to determine the base prices.

2) "Organizations and individuals" are hereinafter referred to as "Contractors".

1.2. Scientific and design work is carried out on the basis of the “Assignment for the development of scientific and design documentation for the restoration of immovable monuments of history and culture” 3) issued by the “Customer” in agreement with government bodies protection of historical and cultural monuments.

3) "Assignment for the development of scientific and design documentation for the restoration of immovable monuments of history and culture" is hereinafter referred to as the "Assignment".

When performing scientific and design work, it is necessary to be guided by the requirements of the “Instructions on the composition, procedure for developing, coordinating and approving scientific and design documentation for the restoration of immovable monuments of history and culture” (approved by order of the Ministry of Culture of the RSFSR dated March 25, 1994 No. 219), and as well as other instructive documents used for the restoration of historical and cultural monuments, and taking into account methodological guidelines and recommendations for certain types of scientific and design work, including those developed by the Spetsproektrestavratsiya Institute.

certification and compilation of annotated lists of monuments of the historical and architectural environment;

expeditionary survey of monuments;

performance of work in the regions of the Far North and areas equivalent to them;

performance of engineering (hydrogeological, topogeodetic, etc.) surveys of territories;

field studies of monuments located in hard-to-reach places, under water, in zones of military and interethnic conflicts, in zones of increased radiation hazard and unpredictable seismic activity, as well as in the presence of a catastrophic environmental situation;

performance of stereophotogrammetric works;

application in research of new original methods, experimental samples of instruments and equipment, imported and computer equipment;

development of special engineering and technological measures (for example, for the transfer or relocation of monuments, strengthening the foundation soil, dewatering, etc.);

development of environmental measures;

development of civil defense measures;

design of engineering structures, networks and communications, transport, mechanical and non-mechanical non-standard equipment;

development of technology for the use of monuments;

preparatory work for the study of monuments (for example, installation and subsequent dismantling of scaffolding, scaffolding, ladders, stairs; arrangement of pits, probing, opening structures with subsequent sealing);

opening and fixing decorative painting;

prototyping;

scientific and design work, the need for which is revealed only in the process of research and restoration of the monument;

making changes to the program of scientific and design work and to scientific and design documentation in connection with fundamental changes or additions to the "Assignment" at the request of state bodies for the protection of historical and cultural monuments or at the request of the "Customer" agreed with them;

making changes in connection with changes in the instructive documents on the protection, restoration and use of historical and cultural monuments, as well as other instructive and regulatory documents used in this area;

participation in scientific and design work of foreign specialists and specialists from the CIS countries;

attraction, if necessary, for consultations of specialists in the field of science, technology, art, etc.;

submission of scientific and design documentation for approval and approval, including the preparation of demonstration materials for this purpose;

submission of scientific and design documentation for state expertise;

scientific and methodological guidance (with the performance of the functions of architectural supervision) in the production of works on the restoration of the monument;

business trips on issues related to the restoration of the monument;

long-distance and international negotiations and postal and telegraph shipments related to the implementation of scientific and design work;

development of options for scientific and design solutions and technical and economic calculations.

1.5. The implementation of scientific and methodological guidance for scientific and design work is determined by applying a coefficient of 1.2 to all types of scientific and design work.

1.6. Conducting field work on field studies of the monument is provided for in the conditions of a favorable period of the year, the duration of which is indicated in Appendix 2.

For unfavorable conditions - at low temperatures from 0 to minus 10 ° C in the open air and in unheated rooms, apply a coefficient of 1.15 to the volume of field work.

Relative amount of field work to total amount of work specific type is established by the "Contractor", except for specially stipulated cases.

Other factors that complicate the conduct of field work are taken into account by applying the coefficients given in Annexes 3 and 4 to the volume of field work.

1.7. Factors characterizing individual features and conditions for the implementation of scientific and design work are taken into account by applying the coefficients given in the sections of the "Recommendations".

1.9. When applying several coefficients, the latter are multiplied.

1.10. Protection of scientific and design documentation upon agreement and approval is the responsibility of the "Contractor" and is taken into account by the "Recommendations".

1.11. Amendments to the scientific and design documentation related to the correction of errors and shortcomings made by the "Contractor" are made by the "Contractor" free of charge.

1.12. Performing all types of graphic work is provided in pencil on drawing paper (drawing paper) with subsequent ink stroke.

When using translucent materials (tracing paper, films), apply a coefficient of 1.2.

1.13. The finished scientific and design documentation is transferred to the "Customer" in a bound form in the amount of four copies, except for the documentation on scientific research, which is transferred to the "Customer" in three copies, while:

graphic materials are presented in blueprints;

text materials - in typewritten form;

photographic fixation materials - in prints pasted on a passe-partout and provided with brief annotations.

1.14. Copies of scientific and design documentation transferred to the "Customer" at his request in excess of the established amount are subject to additional payment at agreed prices.

1.15. The originals of scientific and design documentation and working materials: calculations, extracts from archival and bibliographic sources, except for measurements, sketches, negatives, journals of laboratory research and field work, a journal of restoration, scientific, methodological and author's supervision are not transferred to the "Customer" and are stored at " Contractor" in accordance with the established rules for the storage and retrieval of scientific and design documentation.

2. GENERAL INSTRUCTIONS

2.1. The cost of research and design work, provided for by the "Assignment", is determined as the sum of the base prices for certain types of research and design work, taking into account contractual terms.

2.2. Base prices for certain types of scientific and design work are determined by the formula:

MAIN CONTENT OF SCIENTIFIC AND METHODOLOGICAL GUIDELINES FOR SCIENTIFIC AND PROJECT WORKS

1. Interaction with the "Customer" and state bodies for the protection of historical and cultural monuments in the process of performing scientific and design work.

2. Implementation of all organizational and administrative activities for ongoing research and design work.

3. Operational distribution of work between performers, coordination of their work and linkage of work performed with subcontractors.

4. Preparation and issuance of assignments and instructions to the performers with the definition of the characteristics, volumes and deadlines for the implementation of scientific and design work, with the necessary explanations and approvals.

5. Checking the compliance of the work performed by the performer with the given task or order.

Savings and rational use budget funds is one of the main tasks of the state in all sectors of the national economy. Construction, as a costly and socially significant industry for the budget, requires special close attention at all stages of the construction process.

Any construction begins with the development of design and estimate documentation, and already at the design stage, cost-effective solutions should be laid both for the choice of design and planning solutions, and for the choice of work production technology.

Decree of the Cabinet of Ministers of the Republic of Tatarstan dated February 20, 2015 No. 102 on the establishment of the State Autonomous Institution "Department of State Expertise and Pricing of the Republic of Tatarstan for Construction and Architecture" became a logical continuation of the Government Decree Russian Federation dated May 18, 2009 No. 427, aimed at optimizing the cost effective methods management and development of the construction industry.

Thus, in February 2015, the decision to establish a new institution in the Republic of Tatarstan united under one roof the Office of the State Non-Departmental Expertise of the Republic of Tatarstan for Construction and Architecture and the Republican Engineering and Technical Center (RITC), experts in checking project documentation and engineering surveys and specialists in the field of pricing and estimated rationing in construction.

From the origins to the present day

RITC has been operating since January 9, 1991, when the Engineering and Technical Center was established under the State Committee for Architecture and Construction of the Republic of Tatarstan. In the same 1991, by order of the TASS Cabinet of Ministers dated February 27, 1991, the “Self-supporting Engineering and Technical Center” was formed from the Self-supporting Design and Production Architectural and Planning Bureau under the Gosstroy of the TASSR, which in 1992 was transformed into the State Enterprise “Republican Engineering and Technical Center”.

The founder of the engineering and technical center was Maslahutdinov Damir Kasymovich. He put forward the idea of ​​creating an organization whose main activity was pricing and estimated rationing in construction. Thus, the Regional Center for Pricing in Construction (RCCC) was founded as part of the RITC.

RCSC specialists developed resolutions of the Cabinet of Ministers of the Republic of Tatarstan “On the work building complex RT” and “On the indexation of the cost of construction and installation works”, which for many years were the main documents in the pricing of the construction of the republic.

In 2001, it was the RCSC that made the main contribution to the transition of the Republic of Tatarstan to the new budget and regulatory framework of 2001. The staff of the center carried out a large and painstaking work on the formation of basic territorial collections of average estimated prices for construction resources and collections of territorial unit prices. In the future, all subsequent editions of the territorial estimate and regulatory framework were also carried out by the employees of the RCCS.

Since the formation of the RCCS has repeatedly shown its functional significance for the republic, among the work performed is the price analysis of the estimate documentation for the objects of the celebration of the 1000th anniversary of Kazan, the XXVII World Summer Universiade 2013, overhaul social institutions and multi-family residential buildings, checking the cost building materials and structures used in construction sites Republic, as well as the development of new estimated standards.

Now the most important function for the RCCS, which is part of the UGEC RT, is the formation of a reliable construction cost at all stages of the creation of a capital construction facility. This is the determination of the cost of construction at the planning stage of capital investments, the verification of the reliability of the estimated cost, the calculation of indexes of the cost of construction and installation works, consultations of participants in the construction complex on pricing and estimated rationing, monitoring prices for construction resources, checking tariffs for maintenance and maintenance of capital facilities construction and much more.


Information and methodological support

One of the activities regional center at all times is information and methodological support construction organizations, housing and communal services enterprises, other enterprises and departments of the Republic of Tatarstan with information and methodological documentation on pricing and estimated rationing in construction.

The regional center publishes a number of specialized periodicals:

Construction Bulletin of Tatarstan (Bulletin of Pricing and Estimated Rationing). Published since 1996.
Bulletin of prices for construction products. Published since 1999.
Stroytsen of the Republic of Tatarstan. Published since 2003.

These printed publications are actively used by government customers, design and construction organizations.

Cost limits

To determine the funding limit for short-term capital improvement programs apartment buildings of our republic, as well as the overhaul of social, cultural and domestic facilities, the RCSC annually calculates the marginal indicators for the cost of works (services). These indicators are approved by orders of the Ministry of Construction of the Republic of Tatarstan.


Responsibility

The responsibility of the budgeting specialists working in the examination bodies was fixed by the state in the changes in the legislation that appeared in 2018. So according to federal law dated August 3, 2018 No. 342-FZ “On Amendments to the Town Planning Code of the Russian Federation and Certain Legislative Acts of the Russian Federation”, the verification of the reliability of the estimated cost of construction of capital construction objects becomes the subject of an examination, and from January 1, 2020, the preparation of an opinion on the verification of the reliability of the estimate only certified experts are entitled to carry out the cost.

There are many more changes in store for the estimator community in the coming year. Now, draft methodological documents have been submitted for consideration by the highest executive authorities on determining the cost of construction products on the territory of the Russian Federation, on determining the costs of constructing temporary buildings and structures, on determining additional costs in the performance of work in winter time, by determining the amount of overhead costs and estimated profit, etc.
