1. GENERAL OCCUPATIONAL SAFETY REQUIREMENTS
1.1. The following persons are allowed to work as an auxiliary worker:

1.3. The auxiliary worker undergoes repeated training once every 6 months.
1.4. The auxiliary worker may be exposed to the following harmful and hazardous factors:
— moving machines and mechanisms, moving parts production equipment, moving products, materials;
— collapsing stacks of stored materials;
— increased dust and gas contamination of the air in the working area;
— reduced air temperature in the working area;
— increased air mobility;
— danger of electric shock;
— sharp edges, burrs, uneven surfaces of equipment, tools, inventory, containers;
- physical overload.
1.5. An auxiliary worker is provided special clothing and means personal protection in accordance with the Standards approved by the head of the institution. The auxiliary worker is issued:
— cotton robe or cotton suit;
— combined mittens;
When performing work on loading and unloading dusty cargo, additionally:
- respirator;
— safety glasses;
in winter additionally:
— jacket with insulating lining;
— trousers with insulating lining;
- felt boots.
1.6. An auxiliary worker must:
comply with internal labor regulations;
observe the rules of personal hygiene;
comply with the requirements of this labor protection instruction and other instructions, knowledge of which is mandatory in accordance with job responsibilities;
comply with the fire safety regulations of the institution.
1.7. An auxiliary worker notifies his immediate supervisor about any situation that threatens the life and health of people, about every accident that occurs at work, about a deterioration in his health, including the manifestation of signs of an acute disease.

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK
2.1. Before starting work, you need to put your sanitary clothing in order: fasten the cuffs of the sleeves, tuck in the clothes so that there are no flapping ends, tuck your hair under a tight-fitting headdress.
It is not allowed to: pin clothes with pins or needles; keep sharp, breakable objects in your clothing pockets; work in light shoes (slippers, sandals, sandals).
2.2. Check the availability of equipment, tools, fixtures and tools necessary for the work.

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK
3.1. Perform only the work that is assigned by the manager and for which you have received training and instructions on labor protection.
3.2. Do not entrust your work to untrained or unauthorized persons.
3.3. Follow the rules of movement in the premises and on the territory of the clinic, use only designated passages.
3.4. Do not use random objects (boxes, barrels, etc.) or equipment for sitting.
3.5. Use serviceable equipment, tools, devices necessary for safe work, use them only for the work for which they are intended.
3.6. Open valves and taps on pipelines slowly without jerking and great effort. Do not use hammers, wrenches or other objects for these purposes.

3.8. When loading, unloading, moving and storing goods.
3.8.1. When carrying loads in rigid containers, use hand protection.
3.8.2. Loads weighing more than 50 kg must be lifted by at least two workers.
3.8.3. When carrying loads at the same time, the distance between workers (or groups of workers) carrying a unit of cargo (box, bag, etc.) must be at least 2 m.
3.8.4. Carrying loads on a stretcher is allowed along a horizontal path for a distance of no more than 80 m. The stretcher should be tipped over and lowered at the command of the worker walking behind.
3.8.5. Carrying loads on stretchers up stairs is not allowed.
3.8.6. Manual lifting of loads stacked more than 3 m high is not permitted.
3.8.7. Carts, mobile racks, and containers should be moved in the direction away from you.

3.9.5. When servicing garbage trucks with a manipulator:
— prepare containers with garbage and move to a safe distance;

3.10. During painting work.
3.10.1. In places where nitro paints, paints and varnishes and other compositions that form explosive and fire-hazardous vapors are used, it is prohibited to use open fire and bring in lamps that are not explosion-proof.
3.10.2. Do not use paints, solvents, thinners or adhesives of unknown composition.

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK

1. General labor protection requirements

1.1. Persons at least 18 years of age who have undergone appropriate training and have learned safe work practices are allowed to work as an auxiliary worker.

1.2. Before being allowed to work independently, an auxiliary worker must undergo mandatory preliminary (upon entry to work) and periodic (during employment) medical examinations (examinations) to be recognized as fit to perform work in the manner established by the Ministry of Health of Russia, induction training on labor safety, industrial sanitation and fire safety, initial instruction on labor safety directly at the workplace with subsequent registration of admission. Repeated training on labor safety is carried out for auxiliary workers at least once every three months.

1.3. In addition to instruction, no later than 1 month from the date of admission to the staff, the auxiliary worker must be trained in safe methods and techniques of work according to the program approved by the chief engineer. After training, and then annually, the auxiliary worker undergoes a test of knowledge of the specified methods and techniques of work in a commission chaired by the chief engineer. 1.4. An auxiliary worker must:

  1. comply with the requirements of this instruction and instructions on fire safety measures;

  4. be able to competently provide first aid to a victim in an accident;

  6. do not show up at work and do not start work while intoxicated, and do not bring alcohol with you or drink alcoholic beverages at the workplace;
  7. take measures to eliminate violations of labor safety rules, immediately report these violations to the work manager;
  8. observe work and rest schedules;
  9. perform only the work for which you have been instructed and authorized by the responsible workshop manager;
  10. not to follow orders if they contradict labor safety rules;
  11. do not allow unauthorized persons to be present at the workplace;

1.5. An auxiliary worker may be exposed to the following dangerous and harmful production factors:

  1. moving machines and mechanisms, moving parts of equipment;
  2. sharp edges, burrs, roughness on cleaned surfaces, equipment, tools and fixtures;
  3. products, materials, etc. moved by export conveyors and cranes;
  4. collapsing structures;
  5. increased air humidity;
  6. increased or decreased air temperature in the working area;
  7. insufficient illumination of the work area;
  8. an increased voltage value of an electrical circuit, the closure of which can pass through the human body;
  9. increased content of dust and harmful substances in the air of the working area;
  10. noise, etc.

1.6. To reduce the impact of hazardous and harmful production factors, the auxiliary worker must be provided with:

  1. workwear and safety footwear in accordance with standard industry standards and a collective agreement: cotton suit - for 12 months, leather boots with hard toe caps - 1 pair for 12 months, combined mittens or polymer-coated gloves - 12 pairs for 12 months, signal vest - for 12 months, jacket with insulating padding – for 30 months, trousers with insulating padding – for 30 months, felt boots – 1 pair for 36 months;
  2. other personal protective equipment (helmet, goggles, etc.);
  3. first aid kit with medications;
  4. other conditions necessary to comply with the requirements of these instructions.

1.7. If there is a risk of fire, immediately inform the work manager (foreman or workshop manager), and if necessary, call tel. “01” to the city fire department and take all necessary measures to eliminate the fire, save materials, equipment and other valuable property.

1.8. In the event of an accident, provide first aid to the victim, call medical workers, immediately report the incident to the workshop administration and take measures to preserve the situation to investigate the circumstances under which the accident occurred, unless this threatens the life and health of others and does not lead to an accident.

1.9. An auxiliary worker is obliged to immediately notify his immediate or superior work manager about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in his health, incl. appearance of acute occupational disease(poisoning).

1.10. For drinking, you should only drink water from carbonators, drinking fountains or drinking tanks.

1.11. You should eat food in specially equipped rooms.

1.12. Use restrooms to relieve natural needs.

1.13. When moving around the plant territory, an auxiliary worker is obliged to:

  1. walk only on pedestrian paths and sidewalks;
  2. be attentive to moving vehicles;
  3. when leaving the building, make sure that there is no traffic moving nearby;
  4. enter production buildings and premises only through places specially equipped for this purpose. DO NOT use technological gates;
  5. cross railway tracks only in designated places;
  6. do not crawl under railway cars standing on the tracks;
  7. Be attentive to potholes and ice on the roads and avoid them.

1.14. To enter and exit the plant territory, use equipped stationary checkpoints (checkpoints). It is prohibited to climb over the fence or holes in it.

1.15. An auxiliary worker, while on the territory of the plant workshops, must comply with the following requirements:

  1. walk only along designated passages and walkways;
  2. do not sit or lean on random objects and fences;
  3. do not go up or down flights of stairs;
  4. do not be in the area of ​​operation of lifting machines and stand under the load;
  5. do not look at the electric welding arc without protective equipment;
  6. do not touch electrical wires and cables;
  7. pay attention to safety signs and comply with their requirements.

1.16. Remember that by knowing and following the requirements of the labor safety instructions, you will protect yourself and others from accidents.

1.17. If you notice violation of instructions by other workers, warn about the consequences.

1.18. For violation of the requirements of this labor protection instruction, an auxiliary worker bears disciplinary, administrative and financial liability, and in some cases, criminal liability in the manner established by the legislation of the Russian Federation, depending on the severity of the consequences.

2. Labor protection requirements before starting work

2.1. Inspect and put on overalls, safety shoes and other personal protective equipment of the established type (depending on the conditions and nature of the work performed). Button or tie the cuffs of the sleeves, tuck in the clothes so that there are no flapping ends, and tuck the hair under a tight-fitting headdress. Do not pin your clothes with pins or needles, do not keep sharp, breakable objects in your pockets.

2.2. Receive a task to complete the work from the work manager.

2.3. Check your workplace:

  1. dimensions of approaches and passages to the workplace. Remove from under your feet anything that may interfere with the work or create additional danger;
  2. sufficient lighting of cleaning areas;
  3. availability and serviceability of cleaning equipment and devices;
  4. the condition of the surfaces being cleaned (the absence of unguarded openings, open hatches, ladders, potholes, unevenness, etc.);
  5. make sure that there are no loading and unloading operations in the area being cleaned;
  6. make sure that the export conveyor is turned off and the trolleys are uncoupled from the conveyor chain;
  7. availability, serviceability, correct installation and reliable fastening of guards for moving parts of equipment;
  8. no hanging or exposed ends of electrical wiring;
  9. stability of stacks of materials, reinforced concrete products, etc.

2.4. In the event of incomplete provision of protective equipment or their absence, as well as in the case of failure to ensure safe and healthy working conditions, the auxiliary worker is prohibited from starting the task until the protective equipment is fully provided and safe and healthy working conditions are ensured.

2.5. Detected violations of safety requirements must be eliminated by the auxiliary worker on his own before starting work, and if it is impossible or insufficiently qualified to do this, the auxiliary worker is obliged to report them to the work manager and not begin work until they are eliminated.

3. Labor protection requirements during work

3.1. The auxiliary worker is obliged to correctly use the personal protective equipment issued to him during work.

3.2. While working, you must be attentive and careful, not be distracted by extraneous matters and conversations, and not distract others from work. Do not allow persons unrelated to the work performed to enter the workplace.

3.3. Maintain labor and technological discipline, refrain from actions that prevent other employees from performing their job duties, and help eliminate the causes that interfere with normal work.

3.4. An auxiliary worker must perform only the work that is assigned to him by the work manager.

3.5. Clean the workshop and the area of ​​export conveyors where loading and unloading operations are carried out, after completion of these works or when they are temporarily stopped. Take special care when cleaning near hatches, ladders, ladders, etc.

3.6. To reduce dust emissions when sweeping floor surfaces, equipment, etc., spray them with water or clean them with a damp broom or brush.

3.7. When cleaning it is not allowed:

  1. sweep garbage and production waste into hatches, openings, wells, etc.;
  2. remove garbage and compact it in a trash can (box, tank, etc.) directly with your hands;
  3. touch open and unprotected live parts of the equipment with a rag or hands, as well as exposed wires with damaged insulation.

3.8. Wet cleaning of electric motors and other electrical equipment should be carried out only after they have been disconnected from electricity.

3.9. Before cleaning a trolley loaded with cargo, make sure that it is uncoupled from the conveyor chain and that loading and unloading operations are not carried out.

3.10. An auxiliary worker is prohibited from:

  1. leave the workplace without permission without work necessity;
  2. allow unauthorized persons to be in the work area of ​​the export conveyor;
  3. carry out cleaning in the workshop and on the territory of the export conveyor during loading and unloading operations and during the movement of trolleys;
  4. clean the rotating parts of the conveyor equipment during its operation;
  5. pass through the technological (export) gates while they are opening or closing and while the export conveyor is moving.

4. Occupational safety requirements in emergency situations

4.1. If an emergency occurs, the auxiliary worker must turn off the power to the export conveyor equipment.

4.2. If a danger is detected that threatens the life and health of people, you should warn the surrounding people and notify the workshop management.

4.3. In the event of a natural disaster, accident or fire, it is necessary to inform the workshop management and begin work to eliminate the emergency situation or extinguish the fire using available fire extinguishing means.

4.4. First aid in case of accidents:

4.4.1. First aid for injury.
To provide first aid for a wound, it is necessary to open the individual package, apply a sterile dressing that is placed on the wound, and tie it with a bandage. If somehow there is no individual package, then for bandaging you need to use a clean handkerchief, a clean linen rag, etc. It is advisable to drip a few drops of iodine tincture onto a rag that is applied directly to the wound to get a spot larger than the wound, then apply the rag to the wound. It is especially important to use iodine tincture in this manner on contaminated wounds.

4.4.2. First aid for fractures, dislocations, impacts.

In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be suspended with a sling or scarf from the neck and bandaged to the body.
In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion.
If a spinal fracture is suspected, it is necessary to place the victim on a board without lifting him, turn the victim on his stomach face down, while making sure that the torso does not bend in order to avoid damage to the spinal cord.
If the ribs are fractured, a sign of which is pain when breathing, coughing, sneezing, or moving, it is necessary to tightly bandage the chest or tie them with a towel while exhaling.

4.4.3. First aid for thermal burns.
In case of burns from fire, steam, or hot objects, under no circumstances should you open the resulting blisters or bandage the burns.
For first-degree burns (redness), the burned area is treated with cotton wool moistened with ethyl alcohol.
For second-degree burns (bladder), the burned area is treated with alcohol or a 3% manganese solution.
For third-degree burns (destruction of skin tissue), cover the wound with a sterile bandage and call a doctor.

4.4.4. First aid for bleeding.
In order to stop bleeding, you must:

  • Raise the injured limb upward.
  • Cover the wound with dressing material (from a bag) folded into a ball, press it on top without touching the wound itself, and hold for 4-5 minutes. If the bleeding has stopped, without removing the applied material, place another pad from another bag or a piece of cotton wool on top of it and bandage the wounded area (with some pressure).
  • In case of severe bleeding that cannot be stopped with a bandage, compression of the blood vessels that supply the wounded area is used by bending the limb at the joints, as well as with fingers, a tourniquet or a clamp. In case of severe bleeding, you should urgently call a doctor.

4.4.5. First aid for electric shock.
In case of electric shock, it is necessary to immediately free the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect, pull him away from the conductive parts by clothing or using available insulating material.
If the victim has no breathing or pulse, it is necessary to give him artificial respiration and indirect (external) heart massage, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in blood circulation to the brain. In this condition, revival must begin immediately, and then call an ambulance.

4.5. In all cases, it is necessary to follow the instructions of the head of the work to eliminate the consequences of the accident.

5. Labor protection requirements upon completion of work

5.1. Clean the cleaning equipment and put it in the designated storage area.

5.2. Report to the work manager any defects or shortcomings noticed during work.

5.3. Take off overalls, safety shoes and other personal protective equipment and put them in a specially designated storage area.

5.4. Wash your hands with warm water and soap or take a shower.

II. Safety requirements before starting work

Preparation of the workplace:

c) warn others about the danger;

d) if a fire occurs, take measures to extinguish it;

e) notify the head of the structural unit about the incident;

f) eliminate the most urgent faults in strict compliance with the safety requirements set out in the labor protection instructions.

To prevent emergency situations, if even a small leak appears in the water supply or sewerage system, you should turn off the water and call specialists from the RGMU operation service, and if necessary emergency services. It is unacceptable to clutter the premises with furniture. It is also not allowed to wipe or wash windows from the outside by department personnel.
