Alexander Kumirov was born on March 3, 1969 in the city of Cahul, Republic of Moldova. Upon completion of studies at general education school, the young man began labor activity from the position of a fitter at the Taganrog Mechanical Plant named after Dimitrov.

She was the chief state sanitary doctor for the Eastern Administrative District of Moscow.

Since November 2012, she has been acting as the Head of the Rospotrebnadzor Office for Moscow.
