The need for a plan for the production of work at height (PPR) is indicated by the current set of rules for labor protection during work at height. It was approved by order of the Ministry of Labor of Russia dated March 28, 2014 No. 155n (hereinafter also Order No. 155n).

According to the new rules (edition of the Ministry of Labor of 2015), the considered work at height plan can only be approved by employees assigned to the 3rd group for the safety of work at height. That is, the officials responsible for this, appointed by the top management.

In turn, the employer is responsible for organizing the development and implementation of the action plan for work at height (clause 17 of Order No. 155n). Naturally, this should happen before the immediate start of high-altitude work.

Usually, the plan for working at height concerns non-stationary workplaces with zones of labor activity varying in height.

The order of the Ministry of Labor does not impose strict requirements on the sample plan for working at height. Sample Sample officials also do not provide a plan for the production of work at height. Order No. 155n gives quite a few requirements for the content of the PPR plan for work at height. First of all, you need to write in it:

  • mechanisms for lifting loads, cradles of lifts (towers);
  • systems for ensuring the safety of high-altitude work: what devices, devices and means of individual and collective protection against falls will be involved + their need;
  • means of protecting workers from hazardous and harmful factors: noise, vibration, etc., as well as harmful elements in the air of the working area;
  • places and methods of fastening security systems;
  • ways and means of lifting personnel to work places;
  • lighting of workplaces, passages and driveways + means of signaling and communication;
  • requirements for equipping workplaces with technical safety equipment and primary means of extinguishing a flame;
  • requirements for sanitary and household services for personnel.

And that's not it. The plan for the production of PPR work at height should reflect:

  • assembly manufacturability of structures and equipment;
  • reducing the scale and complexity of hazardous work;
  • safe placement of machines and mechanisms;
  • organization of workplaces using technical means security.

In addition, the work-at-height plan should reflect:

  • prevention of the probability of falling structures, products or materials from a height when they are moved by a crane or in case of loss of stability during their installation or storage;
  • the use of appropriate machines and mechanisms;
  • providing protection against electric shock;
  • additional measures in relation to combined work, work within the framework of a working production, near structures, communications, operating installations.

PPR work plan at height (PPRv) is organizational and technological documentation, which is being developed for organizing and carrying out work at height according to the new Rules for labor protection at height. In a document in without fail contains requirements for the safe production of work, places for attaching fall protection systems. The PPR work plan is required to be developed in accordance with when:
— there may be risks of workers falling from a height of 1.8 m or more;

- when performing work on unenclosed sites with a drop of 1.8 m or more or with fencing of these sites with a height of less than 1.1 m;
- there may be risks of an employee falling from a height of less than 1.8 m when working on machines and mechanisms, water surface or protruding objects.

PPR at a height should be at the responsible foreman. All involved working personnel carrying out work at height must be familiarized against signature. Personnel are not allowed to enter without familiarization.

Development of PPR at height for non-stationary jobs

Development of PPRv- the demand for new labor protection rules dictated by the order of the Ministry of Labor No. 155n. They must be accompanied by all procedures performed according to the permit:

  • Rope access;
  • Mounting and dismantling of scaffolding;
  • Construction and installation works in protected areas, confined spaces, on chimneys, roof with a fence less than 110 cm high or without it;
  • Glass installation and cleaning.

In other cases, there is enough TC for work at height.

What is included in the PPR

According to the second paragraph of the sixth annex, the document being drawn up should list measures affecting the following aspects of work at height:

  • Assembly manufacturability of the structures involved, equipment.
  • Safe location of specialized machines, large devices.
  • Minimization of the duration and volume of construction and installation work, accompanied by industrial danger.
  • Provision of means for identifying and protecting against hazards of areas where work is performed.

According to the new rules, PPR is on top may contain calculations and instructions for additional OSH measures under the following conditions:

  • Performing joint work.
  • Construction and installation works within a functioning enterprise, if communications lie nearby, there are structures, operating installations.

What means, requirements need to be included in the PPRv

Work at height project contains a complete list of decisions and requirements that contribute to the organization of an adequate level of safety when performing high-altitude construction and installation work. It reflects the features of permanent and temporary structures that protect work areas. Auxiliary equipment is listed separately: ladders, scaffolding, decking.

Lifting mechanisms for people, cargo complement the name, the main characteristics. List PPE and SKZ from falling, all related elements, nodes. They indicate the points and technologies for fixing security systems during high-altitude work, the names of communication means, lighting equipment (for construction and installation areas and paths to them).

When making PPR on top it is necessary to develop and list the norms of sanitary and household services for performers, requirements for technical safety equipment, fire extinguishing.

Addition to PPRv: cranes, warehousing, installation

The risk of falling and loss of stability of structures, building materials, mechanized devices should be minimized by developing a list of methods, measures, technologies and their control at the construction site. Piece and bulk materials are moved in appropriate containers. It is obliged to contribute to the convenience of transportation to the place of use.

All movable structures are fixed so that they rise to the installation point in the closest possible position to the design position. AT PPR on top there must be developed methods of fastening with slings.

The work plan may contain the following methods:

  • Warehousing of building materials, mechanisms.
  • Fixing structural elements.
  • Temporary fixation of dismantled fragments.
  • Waste disposal.

Work along a common vertical at different levels requires the choice of a place and the development of a technology for installing protective floors.

Additions when using mechanisms, machines

All special technical devices, products must be described in detail and included in work at height project. It contains comprehensive information about their locations, modes of operation.

It is necessary to list PPE from factors that carry danger, harm to health, intended for the operator and all personnel working near him. When developing, the limits of movement and the angles of rotation of mechanisms are calculated.

The document provides means of communication for the operator and people working nearby. This may be a sound signal, communication by radio or telephone. If there is a need to use machines in hazardous areas, it is required to list the conditions for their placement.

Electrical Safety Additions

CMR performers at height are at risk of electrocution. Therefore, the PPR should contain instructions, requirements and guidelines that will help them accurately find the places where power lines for power equipment and lighting run. Positioning required:

  • Enclosing elements for conductive parts.
  • Appliances used.
  • Input systems and load distribution.

Instructions should be drawn up for common grounding and that required for metal components of electrically connected equipment.

If there is work of increased or special danger associated with the use of electricity, it is necessary to develop and include additional protective measures in the WEP.

OT requirements for production sites and premises, reflected in the PPRv

  • Location of safety signs and installation points of enclosing structures. When choosing places, they are guided by the current norms and regulations.
  • Storage areas for building materials.
  • Blocks, jibs, small-scale mechanization used for transporting goods on scaffolds.
  • Sequence of erection and dismantling of scaffolding. All employees who will perform these tasks are trained.

To compile this part of the PPR, calculations of the boundaries of dangerous zones are carried out. What they take into account:

  • The maximum dimensions of the transported goods.
  • The range of scattering of objects, metal spatter during welding.
  • Parameters of moving mechanisms, devices, vehicles.

OT requirements for safety systems prescribed in the project for the production of works at height

The work plan indicates the type, place of installation of cable access and anchor systems that ensure the safety of construction and installation works. Separate requirements are imposed on the safety types of this equipment. They must provide:

  • Sufficient space under the broken performer. The tensile length of all elements included in the anchor safety system is taken into account: slings, ropes, connectors, shock absorbers.
  • Short fall distance. Injuries during movement (when insurance is triggered) and stops after a breakdown should be reduced or completely eliminated.
  • The minimum pendulum trajectory during the fall or its complete absence.

Other types of anchor safety systems reflect according to current rules, regulations.

OT conditions during the installation and dismantling of steel, prefabricated structures, introduced into the PPR at a height

The requirements from Appendix No. 6 to Order No. 155n regarding the information included in the PPRv can be supplemented in some cases. For example, when they perform installation and dismantling of structures at height (prefabricated-monolithic, multi-storey, large-panel).

Additional Information:

  • Specifications of installed structural elements.
  • Technologies and methods of the safest lifting, installation. They must exclude distortion, imbalance, unstable position.
  • Positioning of reinforcing components in structural elements.
  • Use of auxiliary means: decks, scaffolds, cradles, mobile platforms, lifting stands.

The document should provide for the use of such methods in which there is no rotation of the transported building structures.

Requirements for labor protection when performing roofing and other works included in the PPR at height

The documentation developed for construction and installation work on the roof must contain Additional information. In the PPR at a height indicate the measures developed for a particular object, helping to prevent the occurrence and influence of dangerous, harmful factors.

If safety guards are not available, when compiling the documentation, systems should be selected and indicated that exactly correspond to all processes and conditions:

  • retention,
  • positioning,
  • insurance,
  • cable access.

The PPR indicates the places where building materials can be stored. The contractor is obliged to use only them. When choosing, they are guided by protection against falls, the influence of wind loads. Ways of fixing mechanisms, materials, equipment during breaks are discussed. If this is not possible, instructions for cleaning from the roof are developed.

Supplement to the PPR at a height if concrete or stone work is being carried out

Before concreting, additional requirements are developed. These may include the distance between the hopper and the previously laid mix or surface. In other cases, the norm is a maximum of 1 m.

The one for construction and installation work, accompanied by concreting, selects and prescribes additional measures aimed at eliminating, as well as reducing the influence of dangerous, harmful factors. This part is compiled on the basis of the relevant normative documents, rules, standards.

If stone work is to be done, the document should contain calculations of the maximum height of free-standing vertical surfaces, methods of their temporary fastening. The laying of walls during your stay on them refers to special conditions. They are written separately. The absence of such information in the document prohibits the use of technology.

Who can develop a work-at-height plan

The initiator of the preparation of documentation is the employer. He chooses the one who approves the PPR on top. This person is responsible for doing the work. This official may be engaged in issuing work permits for construction and installation works heightened danger. It defines who develops PPR at a height for non-stationary jobs and other processes in accordance with applicable OT rules.

To draw up, approve this document, employees who have passed certification for the 3rd group have the right. It must be submitted by all those responsible for OT.

One official can draw up and approve the CTD. But his tasks include monitoring the state of PPE, preparing the rest of the documentation and measures to ensure labor protection: evacuation plans, briefings. Delegation helps reduce the burden on the worker responsible for OT.

Requirements for officials with certification for the 3rd security group

Everyone involved in the development or approval of PPRv must comply with the following requirements of the order of the Ministry of Labor No. 383n:

  • Age - 21 years and older.
  • Minimum 2 years experience in related work.
  • Skills of direct management of construction and installation works, first aid, rescue, transportation of victims.
  • Full understanding of fall risks, ability to inspect the work site.
  • Knowledge of current OT rules and regulations.
  • Skills in issuing work permits, controlling employees.
  • Ability to clearly articulate OT requirements as part of the briefing.
  • Skills for training personnel in the safe conduct of construction and installation works.
  • Experience in PPE inspection.

Appropriate training should take place at least every 5 years.

Application, amendments to the approved PPR at height and violations

The foreman is obliged to familiarize himself with the approved plan, the rest of the documentation. Upon arrival at the place of construction and installation at height, he must check with the PPR for the presence of:

  • Safety PPE (including emergency kit).
  • First Aid.
  • Warning signs, fences (protective, work zones).

The result of identifying violations prescribed by the document reflecting OT will be the removal of the team from the place of work. SMP can be continued when all requirements are exactly met.

Making changes to the set of measures prescribed in the PPR to ensure security is prohibited. The impossibility of fulfilling the requirements requires re-development and approval in accordance with the requirements of the current legislation.

The plan for the production of works at height is a document necessary to ensure the safety of employees. Without it, it is impossible to carry out work on a work permit, and especially at non-stationary workplaces. The work production plan (PPR) is the main document regulating the organizational and technical and technological measures to ensure safety at height. In this type of activity, the risk of injury is extremely high.

Who develops PPR at a height

There are special requirements for the development of PPR and TC. The employee who draws up these documents must be trained on an off-duty basis in a training organization of the appropriate profile and have a 3rd group at a height.

The work plan at height is not developed in the office. The necessary information must be obtained from the characteristics of working conditions at the industrial site.

The PPR developer is appointed from among highly qualified managers and specialists with not only higher technical education, but also experience in this field.

Those responsible for the development of the plan are appointed by order of the head of the organization (paragraph 17 No. 155n). In a licensed training center, such employees are issued Form 4 name cards with a photo, which are valid only for a specific employer.

The content of the plan for the production of works at height

Regulation No. 155n clearly stipulates the cases when development of WEP required. But this does not mean that in other situations the employer does not have the right to develop it.

Work at height is highly traumatic, but it cannot be avoided, especially in the construction industry, where finishing, roofing and thermal insulation operations are still carried out only manually. It is also impossible to do without performing high-altitude work in the electric power industry. Therefore, the developers of the PPR must take all measures to ensure that the functions of the employees on the permit are scheduled logically and taking into account local conditions in order to minimize the risk of accidents.

In the project for the production of work at height, a graphic scheme for their safe implementation should be selected, a selection of safety systems, as well as self-rescue means, should be made.

In the security zones of overhead lines or overhead lines, all methods of carrying out work under voltage, in the zone of influence of induced electricity, should be presented, a switching scheme, grounding installations, etc. should be provided.

The load being lifted to a height should be securely fixed so that the sheets of slate or a roll of roofing material do not fall on the employees working below. Slinging schemes have the right to develop only a specialist (a person with a diploma of higher or secondary vocational education corresponding technical profile). If work is carried out at a hazardous production facility, then this specialist must be certified in terms of industrial safety in the field of B.9.31.

As a rule, slinging schemes are drawn up by specialists developing PPR. If a slinging plan or scheme (without PPR) is created for actions at height, then the specialist approving these documents must also have a certificate of the 3rd safety group at height.

The plan must include a diagram of places for fixing anchor devices and other methods of fastening security systems in accordance with the selected graphic diagrams in the annexes to rules No. 155n. Employees should be provided with signaling and notification means, workplaces should be equipped with lighting, passages and driveways should be equipped in accordance with the standards.

The PPR should indicate the location of the sanitary facilities (shower, toilet, place for eating, flushing and neutralizing agents), as well as the location of the first aid kit.

A PPR for welding on a facade lift should contain a clause stating that hot work must be provided with fire extinguishers designed for a given risk class, indicating their type and quantity.

There is one more mandatory section - security environment, because manufacturing process always associated with necessity. Foremen are prohibited from making changes to the work at height plan or ignoring the instructions listed in it.

The foreman must follow the PPR, and if necessary, strengthen security measures compared to those proposed, and make a note about this in the permit in the section "Special Conditions". During the subsequent development of the plan, these proposals should be brought to the attention of the developer and taken into account.

If, for example, the death of two or more workers occurs at a construction site or other production sites, the employer, represented by CEO runs the risk of being behind bars - up to seven years in prison. Therefore, the selection of a PPR developer should be treated with extreme caution. Well-written, without water and unnecessary suggestions, the plan should look like a guide to action, and not like an excerpt from the rules.

Technological map at height for stationary workplaces are developed when work is carried out on technological equipment, from overhead and tower cranes when climbing to the cab, etc. When developing the TC for these works, measures are provided for the construction of new or reconstruction of existing service platforms and lifting stairs.

The technological map for high-altitude work may contain requirements for the installation of new and restoration of existing platforms for maintenance, lifting stairs. When drawing up the document, the installation sites of protective structures are calculated, dangerous zones are determined, due to the size of the largest transported goods. Places for placement of warning elements denoting the boundaries of areas with increased risks are selected.

The document should contain information on the methods and points of placement of tools, technical means wherever there is a height: drops of more than 5 m, protection less than 1.1 m or its absence. In the plans of production sites and premises, places for installing fences, the boundaries of dangerous zones are distinguished, taking into account the largest cargo size and safety signs. Under the places of production of works, zones of increased danger are designated and fenced off. Also, in the TC at a height, places and dimensions for storing materials and / or equipment are provided.

When can TC be used instead of PPR?

Under the new rules, the technological map is on top can be drawn up instead of a work plan if the process described by it implies the presence of stationary jobs. This norm was fixed by the Ministry of Labor. But it does not contain an exact list of procedures corresponding to this concept. Therefore, developing documentation responsible person may be based on the conditions under which it is necessarily compiled. These include:

  • The presence of non-stationary jobs. The work area varies geographically. Guided by Part 4 of Art. 16 of Law No. 426-FZ, properly equipped parts of workplaces, where one or more people perform similar actions, can be classified as stationary.

Development of technological maps at a height according to the new rules

If a TTC is being developed for different objects, it must be included in Federal Register, which leads TsNIIOMTP. It is valid for 5 years with the possibility of renewal. Violation or absence of the TC during the performance of work entails their suspension, penalties.

The composition and content of technological maps are on top

The following requirements are imposed on the composition and content of technological maps at height:

  • organization of workplaces using a security system, sanitary services workers;
  • installation of temporary and permanent fencing devices and structures;
  • a list of means of scaffolding and lifting mechanisms (stairs, scaffolding, scaffolding, ladders, decking, tour towers, cradles, platforms, lifts, AGP);
  • safety systems for work at height with places and methods of their fastening and a list of means personal protection from dangerous factors and harmful substances at the place of work, a list of fire extinguishing equipment;
  • ensuring the assembly manufacturability of structures and equipment;
  • ways and means of lifting workers to work sites and workplaces;
  • location of machines and mechanisms;
  • reduction of labor intensity and volume of work performed.

Depending on the complexity of the work performed, flow charts at height are supplemented with the necessary sections in accordance with the Rules for labor protection at height.
