In accordance with part 4 of article 49 Federal Law dated December 29, 2012 N 273-FZ "On education in Russian Federation"(Collected Legislation of the Russian Federation, 2012, N 53, Art. 7598; 2013, N 19, Art. 2326; N 23, Art. 2878, N 27, Art. 3462; N 30, Art. 4036; N 48, Art. 6165; 2014, N 6, Art. 562, Art. 566) and subparagraph 5.2.28 of the Regulations on the Ministry of Education and Science of the Russian Federation, approved by Decree of the Government of the Russian Federation of June 3, 2013 N 466 (Collection of Legislation of the Russian Federation 2013, N 23, Art. 2923; N 33, Art. 4386; N 37, Art. 4702; 2014, N 2, Art. 126; N 6, Art. 582) I order:

1. Approve, in agreement with the Ministry of Labor and Social Protection of the Russian Federation, the attached Procedure for conducting certification teaching staff organizations implementing educational activities.

2. Establish that the qualification categories established for teaching staff of state and municipal educational institutions before the approval of the Procedure specified in paragraph 1 of this order are maintained for the period for which they were established.

3. Recognize the order of the Ministry of Education and Science of the Russian Federation of March 24, 2010 N209 “On the Procedure for Certification of Teaching Employees of State and Municipal Educational Institutions” (registered by the Ministry of Justice of the Russian Federation on April 26, 2010, registration N 16999) as invalid.

The procedure for certification of teaching staff of organizations engaged in educational activities

I. General provisions

1. The procedure for certification of teaching staff of organizations carrying out educational activities (hereinafter referred to as the organization) determines the rules, main tasks and principles of certification of teaching staff of organizations.

This Procedure applies to teaching staff of organizations holding positions named in subsection 2 of Section I of the nomenclature of positions for teaching staff of organizations engaged in educational activities, management positions educational organizations, approved by Decree of the Government of the Russian Federation of August 8, 2013 N 678 (Collection of Legislation of the Russian Federation, 2013, N 33, Art. 4381), including in cases where positions are filled part-time in the same or another organization, and also by combining positions along with work in the same organization determined by the employment contract (hereinafter referred to as teaching staff).

2. Certification of teaching staff is carried out in order to confirm the compliance of teaching staff with the positions they occupy based on an assessment of their professional activities and at the request of teaching staff (with the exception of teaching staff from among the teaching staff) in order to establish a qualification category 1.

3. The main objectives of the certification are:

stimulation of targeted, continuous improvement of the level of qualifications of teaching staff, their methodological culture, professional and personal growth;

determining the need to improve the qualifications of teaching staff;

increasing the efficiency and quality of teaching activities;

identifying prospects for using the potential capabilities of teaching staff;

taking into account the requirements of federal state educational standards for personnel conditions implementation educational programs when forming the personnel of organizations;

ensuring differentiation of wages for teaching staff, taking into account the established qualification category and the volume of their teaching (pedagogical) work.

4. The main principles of certification are collegiality, transparency, openness, ensuring an objective attitude towards teaching staff, and non-discrimination during certification.

II. Certification of teaching staff to confirm compliance with the position held

5. Certification of teaching staff in order to confirm the compliance of teaching staff with the positions they occupy is carried out once every five years based on an assessment of their professional activities by certification commissions independently formed by organizations (hereinafter referred to as the certification commission of the organization) 2.

6. The certification commission of the organization is created by an administrative act of the employer, consisting of the chairman of the commission, deputy chairman, secretary and members of the commission.

7. Member of the certification commission of the organization in mandatory includes a representative of the elected body of the relevant primary trade union organization(if such a body exists).

8. Certification of teaching staff is carried out in accordance with the administrative act of the employer.

9. The employer familiarizes teaching staff with the administrative act containing the list of employees of the organization subject to certification, the certification schedule, against signature at least 30 calendar days before the date of their certification according to the schedule.

10. To carry out certification for each teaching worker, the employer contributes certification commission organization representation.

11. The submission contains the following information about the teaching staff:

a) last name, first name, patronymic (if available);

b) name of the position as of the date of certification;

c) the date of conclusion of the employment contract for this position;

d) level of education and (or) qualifications in specialty or area of ​​training;

e) information about obtaining additional vocational education according to the profile of teaching activity;

f) results of previous certifications (if any);

g) motivated comprehensive and objective assessment of professional, business qualities, the results of the professional activity of a teaching worker in fulfilling the labor duties assigned to him by the employment contract.

12. The employer familiarizes the teaching staff with the submission against signature no later than 30 calendar days before the date of certification. After reviewing the submission, the teacher may optionally submit to the organization’s certification commission additional information characterizing his professional activities for the period from the date of the previous certification (in the case of initial certification - from the date of entry to work).

If the teaching staff refuses to familiarize itself with the submission, an act is drawn up, which is signed by the employer and the persons (at least two) in whose presence the act was drawn up.

13. Certification is carried out at a meeting of the organization’s certification commission with the participation of a teaching worker.

A meeting of the organization’s certification commission is considered valid if at least two-thirds of the total number of members of the organization’s certification commission are present.

If a teaching worker is absent on the day of certification at a meeting of the organization’s certification commission for good reasons, his certification is postponed to another date, and appropriate changes are made to the certification schedule, about which the employer informs the employee against signature at least 30 calendar days before the new date carrying out its certification.

If a teacher fails to appear at a meeting of the organization’s certification commission without a good reason, the organization’s certification commission conducts certification in his absence.

14. The certification commission of the organization considers the submission, additional information provided by the teaching worker himself, characterizing his professional activities (if submitted).

15. Based on the results of certification of a teaching worker, the certification commission of the organization makes one of the following decisions:

corresponds to the position held (the position of the teaching staff is indicated);

does not correspond to the position held (the position of a teaching worker is indicated).

16. The decision is made by the certification commission of the organization in the absence of the teacher being certified by open voting by a majority vote of the members of the certification commission of the organization present at the meeting.

When undergoing certification, a teacher who is a member of the organization’s certification commission does not participate in voting on his candidacy.

17. In cases where at least half of the members of the organization’s certification commission present at the meeting voted for the decision on the employee’s suitability for the position held, the teaching employee is recognized as appropriate for the position held.

18. The results of the certification of a teaching worker directly present at a meeting of the organization’s certification commission are communicated to him after the voting results are summed up.

19. The results of certification of teaching staff are entered into a protocol signed by the chairman, deputy chairman, secretary and members of the organization’s certification commission present at the meeting, which is stored with submissions, additional information provided by the teaching staff themselves, characterizing their professional activities (if any) , from the employer.

20. For a teaching worker who has passed the certification, no later than two working days from the date of its conduct, the secretary of the certification commission of the organization draws up an extract from the protocol containing information about the surname, first name, patronymic (if any) of the person being certified, the name of his position, the date of the meeting of the certification commission of the organization , voting results, decisions made by the organization’s certification commission. The employer provides the teaching staff with an extract from the protocol against signature within three working days after its preparation. An extract from the protocol is stored in personal file pedagogical worker.

21. The results of certification in order to confirm the compliance of teaching staff with the positions they occupy based on an assessment of their professional activities, the teaching staff has the right to appeal in accordance with the legislation of the Russian Federation.

22. The following teaching staff do not undergo certification to confirm compliance with the position held:

a) teaching staff with qualification categories;

b) those who have worked in their position for less than two years in the organization in which the certification is carried out;

c) pregnant women;

d) women on maternity leave;

e) persons on parental leave until the child reaches the age of three;

f) absent from work for more than four months in a row due to illness.

Certification of teaching staff provided for in subparagraphs “d” and “e” of this paragraph is possible no earlier than two years after their return from the specified vacations.

Certification of teaching staff provided for in subparagraph "e" of this paragraph is possible no earlier than one year after their return to work.

23. Certification commissions of organizations give recommendations to the employer on the possibility of appointing to the appropriate positions of teaching staff persons who do not have special training or work experience established in the section "Qualification Requirements" of section " Qualification characteristics positions of education workers" of the Unified qualification directory positions of managers, specialists and employees and (or) professional standards, but with sufficient practical experience and competence, performing their job responsibilities efficiently and in full.

III. Certification of teaching staff in order to establish a qualification category

24. Certification of teaching staff in order to establish a qualification category is carried out at their request.

Based on the results of certification, teaching staff are awarded the first or highest qualification category.

25. Certification of teaching workers of organizations under the jurisdiction of federal executive bodies is carried out by certification commissions formed by the federal executive bodies under whose jurisdiction these organizations are located, and in relation to teaching workers of organizations under the jurisdiction of a constituent entity of the Russian Federation, teaching workers of municipal and private organizations, this certification is carried out by certification commissions formed by authorized bodies state power constituent entities of the Russian Federation (hereinafter referred to as certification commissions) 4.

26. When forming certification commissions, their composition, work regulations, as well as conditions for attracting specialists to carry out a comprehensive analysis of the professional activities of teaching staff are determined.

A representative of the relevant trade union is included in the certification commissions.

27. Certification of teaching staff is carried out on the basis of their applications submitted directly to the certification commission, or sent by teaching staff to the certification commission by mail with a return receipt or notification in the form electronic document using public information and telecommunication networks, including the Internet.

28. In the application for certification, teaching staff indicate the qualification categories and positions for which they wish to undergo certification.

29. Applications for certification are submitted by teaching staff, regardless of the duration of work in the organization, including while on parental leave.

30. Applications for certification in order to establish the highest qualification category for a position for which certification will be carried out for the first time are submitted by teaching staff no earlier than two years after the establishment of the first qualification category for this position.

31. The expiration of the highest qualification category does not limit the right of a teaching worker to subsequently apply to the certification commission for certification in order to establish the highest qualification category for the same position.

32. Applications from teaching staff for certification are considered by certification commissions within no more than 30 calendar days from the date of their receipt, during which:

a) a specific period for certification is determined for each teaching worker individually, taking into account the validity period of the previously established qualification category;

b) written notification is provided to teaching staff about the date and place of their certification.

33. The duration of certification for each teaching worker from the beginning of its implementation until the decision is made by the certification commission is no more than 60 calendar days.

34. A meeting of the certification commission is considered valid if at least two thirds of the total number of its members are present.

35. A teaching worker has the right to personally attend his certification at a meeting of the certification commission. If a teacher fails to appear at a meeting of the certification commission, certification is carried out in his absence.

stable positive results of students mastering educational programs based on the results of monitoring conducted by the organization;

stable positive results of students mastering educational programs based on the results of monitoring the education system, carried out in the manner established by Decree of the Government of the Russian Federation of August 5, 2013 N 662 5;

identifying the development of students’ abilities for scientific (intellectual), creative, physical education and sports activities;

personal contribution to improving the quality of education, improving teaching and educational methods, transmitting experience of practical results of their professional activities to teaching teams, active participation in the work of methodological associations of teaching staff of the organization.

students achieving positive dynamics in the results of mastering educational programs based on the results of monitoring conducted by the organization;

students achieving positive results in mastering educational programs based on the results of monitoring the education system, carried out in the manner established by Decree of the Government of the Russian Federation of August 5, 2013 N 662 5;

identifying and developing students’ abilities for scientific (intellectual), creative, physical education and sports activities, as well as their participation in olympiads, competitions, festivals, competitions;

personal contribution to improving the quality of education, improving teaching and upbringing methods, and the productive use of new educational technologies, broadcasting the experience of the practical results of their professional activities, including experimental and innovative ones, to teaching teams;

active participation in the work of methodological associations of teaching staff of organizations, in the development of program and methodological support educational process, professional competitions.

38. The assessment of the professional activities of teaching staff in order to establish a qualification category is carried out by the certification commission based on the results of their work provided for in paragraphs 36 and 37 of this Procedure, provided that their activities are related to the relevant areas of work.

39. Based on the results of the certification, the certification commission makes one of the following decisions:

establish the first (highest) qualification category (indicate the position of the teaching worker for which the qualification category is established);

refuse to establish the first (highest) qualification category (indicate the position for which the teaching worker is denied the establishment of a qualification category).

40. The decision by the certification commission is made in the absence of the teacher being certified by an open vote by a majority vote of the members of the certification commission present at the meeting. In case of equality of votes, the certification commission decides to establish the first (highest) qualification category.

When undergoing certification, a teacher who is a member of the certification commission does not participate in voting on his candidacy.

The results of the certification of a teacher directly present at the meeting of the certification commission are communicated to him after the voting results are summed up.

41. The decision of the certification commission is documented in a protocol, which is signed by the chairman, deputy chairman, secretary and members of the certification commission who took part in the voting.

The decision of the certification commission comes into force from the date of its adoption.

42. When a teacher who has the first qualification category makes a decision from the certification commission to refuse to establish the highest qualification category, he retains the first qualification category until its expiration.

43. Teaching staff who were denied a qualification category during certification shall apply at their request to the certification commission with an application for certification for the same qualification category no earlier than one year from the date the certification commission made the corresponding decision.

44. Based on the decisions of certification commissions on the results of certification of teaching staff, the relevant federal executive bodies or authorized government bodies of the constituent entities of the Russian Federation issue administrative acts on the establishment of teaching staff of the first or highest qualification category from the date of the decision of the certification commission, which are posted on the official websites of the said authorities on the Internet.

45. A teaching worker has the right to appeal the results of certification in order to establish a qualification category (first or highest) in accordance with the legislation of the Russian Federation.

46. ​​Qualification categories established for teaching staff are retained until the end of their validity period upon transfer to another organization, including one located in another subject of the Russian Federation.

37. The highest qualification category for teaching staff is established on the basis of:

students achieving positive dynamics in the results of mastering educational programs based on the results of monitoring conducted by the organization;

students achieving positive results in mastering educational programs based on the results of monitoring the education system, carried out in the manner established by the Decree of the Government of the Russian Federation dated August 5, 2013 N 662 <1>;

identifying and developing students’ abilities for scientific (intellectual), creative, physical education and sports activities, as well as their participation in olympiads, competitions, festivals, competitions;

personal contribution to improving the quality of education, improving teaching and educational methods and the productive use of new educational technologies, broadcasting the experience of the practical results of their professional activities, including experimental and innovative ones, to teaching teams;

active participation in the work of methodological associations of teaching staff of organizations, in the development of program and methodological support for the educational process, and professional competitions.

38. The assessment of the professional activities of teaching staff in order to establish a qualification category is carried out by the certification commission based on the results of their work provided for in paragraphs 36 and 37 of this Procedure, provided that their activities are related to the relevant areas of work.

39. Based on the results of the certification, the certification commission makes one of the following decisions:

establish the first (highest) qualification category (indicate the position of the teaching worker for which the qualification category is established);

refuse to establish the first (highest) qualification category (indicate the position for which the teaching worker is refused to establish a qualification category).

The decision of the certification commission comes into force from the date of its adoption.

42. When a teacher who has the first qualification category makes a decision from the certification commission to refuse to establish the highest qualification category, he retains the first qualification category until its expiration.

43. Teaching staff who were denied a qualification category during certification shall apply at their request to the certification commission with an application for certification for the same qualification category no earlier than one year from the date the certification commission made the corresponding decision.

44. Based on the decisions of certification commissions on the results of certification of teaching staff, the relevant federal executive bodies or authorized government bodies of the constituent entities of the Russian Federation issue administrative acts on the establishment of teaching staff of the first or highest qualification category from the date of the decision of the certification commission, which are posted on the official websites of the said authorities on the Internet.

I order:

1. Approve the attached Procedure for certification of teaching staff of state and municipal educational institutions.

2. Establish that the qualification categories assigned to teaching and management employees of state and municipal educational institutions before the entry into force of the Procedure for Certification of teaching employees of state and municipal educational institutions are preserved for the period for which they were assigned.

3. Introduce the Procedure for certification of teaching staff of state and municipal educational institutions into force from January 1, 2011.

4. Recognize as invalid from January 1, 2011 the order of the Ministry of Education of the Russian Federation dated June 26, 2000 N 1908 “On approval of the Regulations on the procedure for certification of pedagogical and managerial employees of state and municipal educational institutions” (registered by the Ministry of Justice of the Russian Federation on July 24, 2000, registration N 2322; Bulletin of normative acts of federal executive authorities, 2000, N 32).

Application. The procedure for certification of teaching staff of state and municipal educational institutions

Application

I. General provisions

1. This Procedure for the certification of teaching staff of state and municipal educational institutions (hereinafter referred to as the Procedure) determines the rules for the certification of teaching staff of state and municipal educational institutions implementing basic educational programs of preschool, primary general, basic general, secondary (full) general education, primary vocational and secondary vocational education, as well as additional educational programs (hereinafter, respectively, teaching staff, educational institutions, educational programs).

Pedagogical workers include persons occupying positions classified in the professional qualification group of teaching positions, approved by order of the Ministry of Health and Social Development of the Russian Federation dated May 5, 2008 N 216n "On approval of professional qualification groups of positions of educational workers" (registered by the Ministry of Justice of the Russian Federation May 22, 2008, registration N 11731; Russian newspaper, 2008, N 113).

Certification of employees holding positions of scientific and pedagogical workers is carried out in accordance with the Regulations on the procedure for certification of employees holding positions of scientific and pedagogical workers, approved by order of the Ministry of Education and Science of the Russian Federation dated August 6, 2009 N 284 “On approval of the Regulations on the procedure for carrying out certification of employees holding positions of scientific and pedagogical workers" (registered by the Ministry of Justice of the Russian Federation on September 15, 2009, registration N 14772, Bulletin of normative acts of federal executive bodies, 2009, N 40).

2. Certification is carried out in order to establish compliance of the level of qualifications of teaching staff with the requirements for qualification categories (first or highest), or to confirm the compliance of teaching staff with the positions they occupy based on an assessment of their professional activities.

3. The main objectives of certification are:

stimulating targeted, continuous improvement of the level of qualifications of teaching staff, their methodological culture, personal professional growth, their use of modern pedagogical technologies;

increasing the efficiency and quality of teaching work;

identifying prospects for using the potential capabilities of teaching staff;

taking into account the requirements of federal state educational standards for personnel conditions for the implementation of educational programs when forming the personnel of educational institutions;

determining the need to improve the qualifications of teaching staff;

ensuring differentiation of the level of remuneration for teaching staff.

4. The main principles of certification are collegiality, transparency, openness, ensuring an objective attitude towards teaching staff, and inadmissibility of discrimination during certification.

II. Formation of certification commissions, their composition and work procedure

5. Certification of teaching staff of educational institutions of a constituent entity of the Russian Federation and municipal educational institutions is carried out by an attestation commission formed by the executive body of the constituent entity of the Russian Federation exercising management in the field of education; certification of teaching staff of federal state educational institutions - by a certification commission formed by the federal executive authorities under whose jurisdiction they are (hereinafter referred to as the federal executive authorities).

6. The certification commission, consisting of the chairman of the commission, deputy chairman, secretary and members of the commission, is formed from among representatives of federal government bodies, government bodies of the constituent entities of the Russian Federation, bodies local government, trade unions, scientific organizations and public associations, self-government bodies of educational institutions (councils of educational institutions, boards of trustees, pedagogical councils, etc.) and employees of educational institutions.

The personal composition of the certification commission is approved by an administrative act of the federal executive body, the executive body of the constituent entity of the Russian Federation that carries out management in the field of education.

To carry out certification in order to confirm the suitability of a teaching worker for the position held, a representative of the elected body of the corresponding primary trade union organization of the educational institution in which the given teaching worker works (another trade union representative authorized by the primary trade union organization of the educational institution) must be included in the certification commission.

7. To conduct certification in order to establish compliance of the level of qualifications of a teaching worker with the requirements for qualification categories (first or highest), the certification commission creates expert groups to carry out a comprehensive analysis of the results of the professional activity of a teaching worker and prepare an appropriate expert opinion for the certification commission.

8. The composition of the certification commission and expert groups is formed in such a way as to exclude the possibility of a conflict of interest that could affect the decisions made by the certification commissions.

9. A meeting of the certification commission is considered valid if at least two thirds of its members are present.

10. A teaching worker has the right to personally be present during his certification at a meeting of the certification commission, of which he notifies the certification commission in writing. If a teacher fails to appear at a meeting of the certification commission without a valid reason, the commission has the right to conduct certification in his absence.

11. The decision by the certification commission is made in the absence of the teacher being certified by open voting by a majority vote of the members of the certification commission present at the meeting. If there is an equal number of votes among members of the certification commission, it is considered that the teacher has passed the certification.

When undergoing certification, a teacher who is a member of the certification commission does not participate in voting on his candidacy.

The results of the certification of a teacher directly present at the meeting of the certification commission are communicated to him after the voting results are summed up.

12. The work schedules of certification commissions are approved annually by an administrative act of the federal executive body, the executive body of the constituent entity of the Russian Federation exercising management in the field of education.

13. The decision of the certification commission is documented in a protocol, which comes into force from the date of signing by the chairman, deputy chairman, secretary and members of the certification commission who took part in the voting, and is entered into the certification sheet of the teaching worker.

In the certification sheet of a teaching worker, if necessary, the certification commission enters recommendations on improving the professional activity of a teaching worker, on the need to improve his qualifications, indicating his specialization, and other recommendations.

If the certification sheet contains the specified recommendations, the employer, no later than one year from the date of certification of the teaching worker, submits to the certification commission information on the implementation of the recommendations of the certification commission on improving the professional activities of the teaching worker.

14. The decision of the certification commission on the results of certification of teaching staff is approved by an administrative act of the federal executive body, the executive body of the constituent entity of the Russian Federation exercising management in the field of education. For teaching staff in respect of whom the certification commission has decided that their level of qualifications meets the requirements for the first (highest) qualification category, the corresponding qualification category is established by the specified administrative act.

15. The certification sheet and an extract from the administrative act of the federal executive body, the executive body of the constituent entity of the Russian Federation exercising management in the field of education, are sent to the teacher’s employer no later than 30 calendar days from the date of the decision of the certification commission for the employee to familiarize themselves with them under registration and decision-making in accordance with the Labor Code of the Russian Federation.

The certification sheet, an extract from the administrative act of the federal executive body, the executive body of the constituent entity of the Russian Federation that carries out management in the field of education, are stored in the personal file of the teacher.

16. A teaching worker has the right to appeal the results of certification in accordance with the legislation of the Russian Federation.

III. The procedure for certification of teaching staff in order to confirm compliance with the position held

17. Certification in order to confirm the suitability of teaching staff for the position held is carried out once every 5 years in relation to teaching staff who do not have qualification categories (first or highest).

18. The following are not subject to certification:

teaching staff who have worked in their position for less than two years;

pregnant women; women on maternity leave; teaching staff who are on parental leave until the child reaches the age of three. Certification of these employees is possible no earlier than two years after their return from the specified vacations.

19. The basis for certification is the employer’s submission (hereinafter referred to as the submission).

20. The submission must contain a motivated, comprehensive and objective assessment of the professional, business qualities of the teaching staff, the results of his professional activities based on the qualification characteristics for the position held, information about the teaching staff’s advanced training, including in the direction of the employer, for the period preceding the certification, information about the results of previous certifications.

The teacher must be familiarized with the submission by the employer against signature no later than a month before the date of certification. After reviewing the submission, the teacher has the right to submit to the certification commission his own information characterizing him labor activity for the period from the date of the previous certification (in case of initial certification - from the date of entry into work), as well as a statement with appropriate justification in case of disagreement with the employer’s representation.

21. Information about the date, place and time of certification is brought to the attention of teaching staff subject to certification in writing by the employer no later than a month before it begins.

22. During certification, teaching staff undergo qualification tests in writing on issues related to the implementation of their teaching activities in their position.

23. Based on the results of certification of a teaching employee in order to confirm compliance with the position held, the certification commission makes one of the following decisions:

corresponds to the position held (the position of the employee is indicated);

does not correspond to the position held (the employee’s position is indicated).

24. If, based on the results of certification, a teaching worker is recognized as inappropriate for the position held due to insufficient qualifications employment contract it can be terminated in accordance with paragraph 3 of part 1 of article 81 of the Labor Code of the Russian Federation. Dismissal on this basis is permitted if it is impossible to transfer the teaching worker with his written consent to another job available to the employer (as vacant position or a job corresponding to the qualifications of the employee, or a vacant lower position or lower paid job), which the employee can perform taking into account his state of health (Part 3 of Article 81 of the Labor Code of the Russian Federation).

IV. The procedure for certification of teaching staff to establish compliance of their level of qualifications with the requirements for qualification categories (first or highest)

25. Certification of a teaching worker to establish compliance of his level of qualifications with the requirements for the first or highest qualification categories is carried out on the basis of an application from the teaching worker.

The application of a teacher for certification must be considered by the certification commission no later than one month from the date of submission.

26. The timing of certification for each teaching worker is established by the certification commission individually in accordance with the schedule. When drawing up the schedule, the validity periods of previously established qualification categories must be taken into account.

27. The duration of certification for each teaching worker from the beginning of its implementation until the decision of the certification commission is made should not exceed two months.

28. The qualification category for teaching staff established on the basis of certification is valid for five years.

29. Teaching staff may apply to the certification commission for certification to establish compliance of their level of qualifications with the requirements for the highest qualification category, no earlier than 2 years after the establishment of the first qualification category.

30. The first qualification category may be established for teaching staff who:



make a personal contribution to improving the quality of education based on improving teaching and educational methods;

have stable results in the development of educational programs by students and pupils and indicators of the dynamics of their achievements are above average in the constituent entity of the Russian Federation.

31. The highest qualification category may be established for teaching staff who:

have the established first qualification category;

master modern educational technologies and methods and effectively apply them in practical professional activities;

have stable results in the development of educational programs by students and pupils and indicators of the dynamics of their achievements are above average in the constituent entity of the Russian Federation, including taking into account the results of participation of students and pupils in all-Russian and international olympiads, competitions, competitions;

make a personal contribution to improving the quality of education based on improving teaching and educational methods, innovation activity, in the development of new educational technologies and actively disseminate their own experience in the field of improving the quality of education and upbringing.

32. Based on the results of the certification, the certification commission makes one of the following decisions:

a) the level of qualification (position indicated) meets the requirements for the first (highest) qualification category;

b) the level of qualification (position indicated) does not meet the requirements for the first (highest) qualification category.

33. When the certification commission makes a decision on the non-compliance of the qualification level of a teaching worker with the requirements for the highest qualification category, he retains the first qualification category until the end of its validity period.

34. Qualification categories are preserved when a teaching worker moves to another educational institution, including those located in another subject of the Russian Federation, during the period of its validity.

Requirements for the Submission: The submission contains the following information about the teaching staff: a) last name, first name, patronymic (if available); b) name of the position as of the date of certification; c) the date of conclusion of the employment contract for this position; d) level of education and (or) qualifications in specialty or area of ​​training; e) information on obtaining additional professional education in the profile of teaching activity; f) results of previous certifications (if any); g) a motivated, comprehensive and objective assessment of the professional, business qualities, and results of the professional activities of a teaching employee in fulfilling the labor duties assigned to him by the employment contract.


Requirements for the Submission: The EMPLOYER submits a submission to the certification commission for each teaching employee; When preparing the presentation, the HEAD of the PA uses: (qualification characteristics for the position in accordance with the Unified Qualification Directory, from n, employment contract in terms of assigned job responsibilities; results of monitoring independently developed and conducted by public organizations characterizing the professional activities of a teaching worker)


The following teaching staff are NOT SUBJECT to certification: a) teaching staff with qualification categories; b) those who have worked in their position for LESS THAN TWO YEARS in the organization in which the certification is carried out; c) pregnant women; d) women on maternity leave (no earlier than two years after leaving said leave); e) persons on parental leave until the child reaches the age of three (not earlier than two years after leaving said leave); f) absent from the workplace for more than four months in a row due to illness (pass certification for compliance with the position held no earlier than a year after starting work)


Terms of approval of documents with the teacher: with the order to conduct certification (list of certified workers, schedule), no less than 30 calendar days before the date of certification according to the schedule; with submission no later than 30 calendar days before the date of certification. if the teacher refuses to familiarize himself with the submission, an act is drawn up (by the head and two persons in whose presence the act was drawn up) no later than two working days from the day of the commission meeting, the secretary draws up an extract from the protocol containing information about the surname, first name, patronymic (if any) of the person being certified, name his position, the date of the meeting of the organization’s certification commission, the voting results, and the decision made by the organization’s certification commission, the employer familiarizes the teaching worker with an extract from the protocol within three working days after its preparation.


Additional information for the teaching worker After familiarizing himself with the submission, the teaching worker can optionally submit to the certification commission additional information characterizing his professional activities for the period from the date of the previous certification (in the case of initial certification - from the date of entry to work). The results of certification in order to confirm the compliance of teaching staff with the positions they occupy based on assessment and professional activities, the teaching staff has the right to appeal in accordance with the legislation of the Russian Federation.


Procedure for certification of compliance Certification is carried out at a meeting of the certification commission with the participation of the teacher. A meeting of the certification commission is considered valid if at least two thirds of the total number of members of the certification commission are present. In the event of a teacher’s absence for good reasons, his certification is postponed to another date, appropriate changes are made to the certification schedule, inform the employee at least 30 calendar days before the new date of his certification. If a teacher fails to appear at a meeting of the certification commission without a valid reason, the certification commission conducts certification in his absence. The certification commission considers the submission, additional information provided by the teacher himself, characterizing his professional activities (if submitted)


The procedure for carrying out certification for compliance The decision is made by the certification commission in the absence of the person being certified by open voting. A teacher who is a member of the certification commission does not participate in voting on his candidacy. When at least half of the members of the certification commission present at the meeting voted for the decision on the employee’s suitability for the position held, the teacher is recognized as appropriate for the position held. The results of the certification of a teacher present at the meeting of the certification commission are communicated to him after the voting results are summed up. The results of teacher certification are recorded in a protocol signed by the chairman, deputy chairman, secretary and members of the certification commission. The protocol, submissions, additional information are stored with the EMPLOYER. An extract from the protocol is kept in the personal file of the teacher.


Certification results: Based on the results of certification, one of the following decisions is made: corresponds to the position held (the position of the teaching staff is indicated); does not correspond to the position held (the position of the teaching worker is indicated), then..... the contract with the teacher may be terminated in accordance with paragraph 3 of part 1 of Article 81 Labor Code RF. Dismissal on this basis is permitted if it is impossible to transfer a teaching employee with his written consent to another job available to the employer (both a vacant position or work corresponding to the employee’s qualifications, and a vacant lower position or lower-paid job), which the employee can perform taking into account his condition health. The administration of the educational organization, together with the teacher, develops an individual plan for professional development, determines a program for improving the teacher’s qualifications in accordance with the difficulties identified during certification, and also provides methodological support in order to improve his professional level.


Purpose of certification for compliance with the position held: Certification commissions of organizations give recommendations to the employer on the possibility of appointing to the appropriate positions of teaching staff persons who do not have special training or work experience established in the section "Qualification Requirements" of the section "Qualification characteristics of positions of educational workers" of the Unified Qualification Directory positions of managers, specialists and employees and (or) professional standards, but with sufficient practical experience and competence, performing their job responsibilities efficiently and in full.




General information: Certification of teaching staff in order to establish a qualification category is carried out at the request of the teacher. The first or highest qualification category is established. Valid for 5 years, the validity period of the CC cannot be extended. Certification is carried out on the basis of applications submitted directly to the certification commission (by mail with a return receipt or notification in the form of an electronic document using public information and telecommunication networks, including the Internet). The application indicates the qualification categories and positions for which they wish to undergo certification. Certification is carried out regardless of the length of work in the public organization, including while on parental leave.


General information: Has the right to personally be present during his certification at a meeting of the certification commission. If, during the certification process, the establishment of a qualification category is refused, they re-apply at their request for the same qualification category no earlier than one year from the date the certification commission makes the corresponding decision. The results of certification in order to establish a qualification category (first or highest), a teaching worker has the right to appeal in accordance with the legislation of the Russian Federation. Qualification categories established for teaching staff are retained until the end of their validity period upon transfer to another organization, including one located in another subject of the Russian Federation.


Certification terms Applications are considered by certification commissions within no more than 30 calendar days from the date of their receipt, during which: a) a specific period for certification is determined for each teaching worker individually, taking into account the validity period of the previously established qualification category; b) written notification is provided to teaching staff about the date and place of their certification. The duration of certification from the beginning of its implementation until the decision is made by the certification commission is no more than 60 calendar days. Based on decisions of certification commissions on the results of certification, federal executive authorities or authorized state authorities of constituent entities of the Russian Federation issue administrative acts on the establishment of the first or highest QC from the date of the decision of the certification commission, which are posted on the official websites of these bodies on the Internet.

First QC The first qualification category for teaching staff is established on the basis of: stable positive results of students mastering educational programs based on the results of monitoring conducted by the organization; stable positive results of students mastering educational programs based on the results of monitoring the education system, carried out in the manner established by Decree of the Government of the Russian Federation of August 5, 2013 N 662; identifying the development of students’ abilities for scientific (intellectual), creative, physical education and sports activities; personal contribution to improving the quality of education, improving teaching and educational methods, transmitting experience of practical results of their professional activities to teaching teams, active participation in the work of methodological associations of teaching staff of the organization. When a teaching staff with the first qualification category makes a decision from the certification commission to refuse to establish the highest qualification category, he retains the first qualification category until its expiration.


Higher QC Applications for certification in order to establish the highest qualification category for a position for which certification will be carried out for the first time are submitted by teaching staff no earlier than two years after the establishment of the first qualification category for this position. The expiration of the highest qualification category does not limit the right of a teaching worker to subsequently apply to the certification commission for certification in order to establish the highest qualification category for the same position.


The highest qualification category for teaching staff is established on the basis of: students achieving positive dynamics in the results of mastering educational programs based on the results of monitoring conducted by the organization; students achieving positive results in mastering educational programs based on the results of monitoring the education system, carried out in the manner established by Decree of the Government of the Russian Federation of August 5, 2013 N 662; identifying and developing students’ abilities for scientific (intellectual), creative, physical education and sports activities, as well as their participation in olympiads, competitions, festivals, competitions; personal contribution to improving the quality of education, improving teaching and educational methods and the productive use of new educational technologies, broadcasting the experience of the practical results of their professional activities, including experimental and innovative ones, to teaching teams; active participation in the work of methodological associations of teaching staff of organizations, in the development of program and methodological support for the educational process, and professional competitions.




Based on the results of certification in academic year The regional organizer of the examination noted that more than 30% of certified teaching staff, when preparing materials, do not focus on regional requirements for the results of professional activity, therefore they draw up a description of professional activity, and not its results. When examining certification materials, special attention is paid to how teaching staff in educational organizations take into account the requirements of the federal state educational standard. Experts note an insufficient level of practical proficiency in the written speech form of the Russian language. There are a significant number of grammatical and stylistic errors in certification documents. The competence of the educational organization includes responsibility for the level of qualifications of employees. In this regard, attention should be paid to stimulating targeted, continuous improvement of the level of qualifications of teaching staff, their methodological culture, personal professional growth, and their use of modern pedagogical technologies.
