Federal State Educational Standards (FSES) are a set of requirements that are mandatory for the implementation of the main educational programs primary general, basic general, secondary (complete) general, primary vocational, secondary vocational and higher vocational education educational institutions that have state accreditation.

Federal state educational standards provide :
1) the unity of the educational space of the Russian Federation;
2) continuity of the main educational programs of primary general, basic general, secondary (complete) general, primary vocational, secondary vocational and higher professional education.

In accordance with the decision of the Government of the Russian Federation in 2005, the development of a standard for general education of the second generation began. On behalf of the Ministry of Education and Science of the Russian Federation and the Federal Agency for Education, the coordinating center and the main executor of the project to develop a standard for general education is the Russian Academy of Education. The development team consists of seventeen groups led by renowned scientists from the Russian Academy of Sciences (RAS) and the Russian Academy of Education (RAO), each of which is responsible for a specific area of work.

The standard is based on new principles of its construction. The educational standard, which is a reflection of the social order, is considered by the project developers as a social contract that harmonizes the education requirements of the family, society and the state and is a combination of three systems of requirements:
1) requirements for the structure of the main educational programs, including the requirements for the ratio of parts of the main educational program and their volume, as well as the ratio of the mandatory part of the main educational program and the part formed by the participants in the educational process;
2) requirements for the conditions for the implementation of basic educational programs, including personnel, financial, logistical and other conditions;
3) requirements for the results of mastering the main educational programs.

The following levels of general education are established in the Russian Federation (Article 10 federal law of the Russian Federation of December 29, 2012 N 273-FZ "On Education in the Russian Federation"):
1) preschool education;
2) primary general education (grades 1-4);
3) basic general education (grades 5-9);
4) secondary general education (grades 10-11).

All four standards are currently in place:
- Federal state educational standard for preschool education (FGOS DO). Order of the Ministry of Education and Science of Russia of October 17, 2013 N 1155. Entered into force on January 1, 2014.

-Federal State Educational Standard of Secondary (Complete) General Education (FGOS SOO).
Order of the Ministry of Education and Science of Russia dated May 17, 2012 N 413. Entered into force on July 2, 2012.

GEF IEO is a combination of three systems of requirements: requirements for the result of education requirements for the structure of basic educational programs (how the school builds its educational activities) requirements for the conditions for the implementation of the standard (personnel, finance, material and technical base, information support etc.)

The standard establishes requirements for the results of students: Personal, including the readiness and ability of students for self-development, the formation of motivation for learning and cognition, value-semantic attitudes of students; the formation of the foundations of civic identity , its transformation and application, as well as a system of fundamental elements

The Federal State Educational Standard of the IEO defines a “portrait” of an elementary school graduate who loves his people, his land and his homeland; respecting and accepting the values of the family and society; inquisitive, actively and interestedly knowing the world; possessing the basics of the ability to learn, capable of organizing their own activities; ready to act independently and be responsible for their actions to the family and society; benevolent, able to listen and hear the interlocutor, justify his position, express his opinion; following the rules of a healthy and safe lifestyle for yourself and others.

What allows us to hope for a qualitative implementation of the federal state educational standard? Accumulated experience of basic and additional education High level Teaching Excellence Required resource provision at school

On September 1, 2011, all educational institutions in Russia switched to the new Federal State Educational Standard for Primary General Education (FSES IEO). The Ministry of Education and Science of the Russian Federation in order No. 373 of 06.10.2009. approved the Federal State Educational Standard for Primary General Education (FGOS IEO). Article 7 of the Law of the Russian Federation "On Education" states: "In the Russian Federation, federal state educational standards are established, which are a set of requirements that are mandatory for the implementation of basic educational programs of primary general, basic general, secondary (complete) general education ...". The standard puts forward three groups of requirements:

  • Requirements for the results of mastering the main educational program of primary general education;
  • Requirements for the structure of the basic educational program of primary general education;
  • Requirements for the conditions for the implementation of the main educational program of primary general education.

What is the distinguishing feature of the new Standard? Distinctive feature of the new standard is its activity character, which puts main goal student personality development. The education system is abandoning the traditional presentation of learning outcomes in the form of knowledge, skills and abilities, the wording of the standard indicates real views activities that the student must master by the end of primary education. Requirements for learning outcomes are formulated in the form of personal, meta-subject and subject results.

An integral part of the core of the new standard are universal learning activities (UUD). UUD is understood as "general educational skills", "general methods of activity", "above-subject actions", etc. For UUD, a separate program is provided - the program for the formation of universal educational activities (UUD). All types of UUD are considered in the context of the content of specific academic subjects. The presence of this program in the complex of the Basic Educational Program of Primary General Education sets the activity approach in the educational process of primary school. An important element the formation of universal educational activities of students at the stage of primary general education, ensuring its effectiveness are the orientation of younger students in information and communication technologies (ICT) and the formation of the ability to correctly apply them (ICT competence). The use of modern digital tools and communication environments is indicated as the most natural way to form UUD, the subprogram "Formation of students' ICT competence" is included. Implementation of the program for the formation of UUD in primary school- the key task of introducing a new educational standard.

The standard assumes the implementation in an educational institution of both classroom and extracurricular activities. Extracurricular activities are organized in the areas of personal development (sports and recreation, spiritual and moral, social, general intellectual, general cultural).
