Police major, commander of a separate company of the patrol service of the inter-municipal department of the Ministry of Internal Affairs "Shatursky" Roman Konyakhin has been in law enforcement agencies for 15 years, six of them in the teaching staff. What qualities an ideal policeman should have, why a negative image of a police officer has developed in society, and what kind of help I expect from citizens, he told the correspondent of the Shatura News Agency on his professional holiday - PPS Day.

The Perfect Cop

They don't just come to the police. Roman Konyakhin is one of those who dreamed of becoming an officer since childhood. True, initially he dreamed of a military career. After graduating from school, he entered the school of road and engineering troops in Balashikha (since 2012 - the Military Technical University of the Ministry of Defense of the Russian Federation). I studied until the fourth year and decided to transfer to a civilian university.

“Unfortunately, I got into the military institute at a not very good time. He studied from 1994 to 1998 - the peak of the collapse of the Armed Forces and the mess in the country. From the second year of study, he underwent an internship in the troops once every six months. I visited different places: the Tula region, Chita ... I looked at how things were going in the Armed Forces, and at that time I was very disappointed: complete collapse, the construction of generals' dachas, the personnel were left to themselves, ”recalls Roman Vladimirovich.

Having moved to a civilian university, he chose the profession of a mechanical engineer. At the same time, he got a job in the Directorate for the Protection of Objects of the Ministry of Internal Affairs of Russia, guarded the objects of the central apparatus of the Ministry of Internal Affairs. From an ordinary guard attire he rose to the foreman of the shift. Career growth took nine years.

Then, Roman Konyakhin admits, he was led by romantic dreams: to become a district police officer, to catch criminals and punish them.

“I wanted to be like Aniskin. I think that ideally any police officer, not only patrol officers, should be like this cinematic hero. Namely: to work with the population, to communicate with citizens, to be able to talk with people, to be scrupulous, even sometimes meticulous,” the policeman believes.

Today, from the height of his professional experience, Roman Vladimirovich says that to serve in the teaching staff, you must have three main qualities.

The first is stress resistance, because here every once in a while situations are extreme. The second is curiosity. An employee of the teaching staff must constantly strive for self-development, because each case requires a comprehensive consideration, including from a psychological and legal point of view. The third is kindness. The policeman must understand that not everyone who ended up at the bottom got there through his own fault.

“In any case, these people are in trouble, and we need to try to help them,” Konyakhin is convinced.

In hot pursuit

Coming in 2009 to the patrol service of the inter-municipal department of the Ministry of Internal Affairs "Shatursky" as deputy platoon commander of a separate branch of the teaching staff, Roman Vladimirovich realized that the reality was much harsher than he imagined.

Late one evening, he and his colleagues were making a detour around Shatura. On Energetikov Street, two women ran out onto the road and began to attract their attention, waving their arms. The PPS car stopped to investigate the situation. It turned out that in the alley, the townspeople stumbled upon a man with his throat cut. The police approached the wounded man, the women called an ambulance a little earlier. The victim only wheezed. Konyakhin and his colleague decided to go around the nearby houses in search of clues. On the walls of one of the entrances they found blood stains. According to them, they calculated the apartment where the stabbing took place. The door was opened by a drunk woman. The killer came out to the staff of the teaching staff with a knife.

“It was a vivid impression. Then we managed to neutralize the attacker without the use of weapons. Then the investigative team was called. I confess that at that time I was pleased that we were able to solve the crime in hot pursuit, ”says Konyakhin.

"Today there are many paper work. It distracts us from live communication with the population,” Major Konyakhin notes.

According to him, only in foreign films you can see how, for failure to comply with the requirements of the police, the offender is wringing his hands, handcuffed and sent to the police station until the circumstances are clarified - this is impossible in our country.

In his opinion, the problem is in the mood of our society. For example, on YouTube you can often find videos of how a police officer stops a violator, but ignores the demands placed on him. Konyakhin often analyzes such situations in order to understand the psychology of the conflict and subsequently give clear instructions to the staff of the teaching staff: how to behave and what to do in no case.

“Often such videos do not convey the true picture of what is happening. As a rule, fragments are laid out that expose the policemen in an unfavorable light, forcing the audience to accept the groan of the offender in an unambiguous order. There is a Shatura group on VKontakte, where similar videos appeared, albeit concerning the “inaction” of the police. Each report was checked. None of them revealed the mistakes of law enforcement agencies,” says Roman Vladimirovich.

He leads specific example. Last year, on May 9, when the city demonstrations ended, the PPS detachment remained on duty near the Eternal Flame. A group of participants in the cycling marathon in honor of the Great Victory was supposed to arrive at this place. A drunken man was sitting on a bench nearby. The police officers did not let him out of their sight. At some point, he fell asleep and fell. The police picked him up and called an ambulance. On the same day, a photograph appeared on the Internet - a drunk man was lying on a bench, PPP officers were standing nearby, and a lot of angry comments about the inaction of our police. Among all this, there was only one objective eyewitness account of what happened in reality.

Cooperate with the police!

The police are to blame for everything - today this is a common opinion in society. However, the population underestimates the importance and necessity of their participation in the fight against violations, says Konyakhin. Calling the PPS squad, many refuse to go to the police and become witnesses. Such behavior leads to the fact that the perpetrators remain unpunished. For the judge to make the right decision, an evidence base is needed, and it is impossible to imagine it without the testimony of the victims.

“I constantly call on the population to cooperate with the police. Now there are big cuts in law enforcement, and for more effective work we need citizen participation. If you see that alcohol is being sold to a child, call. Heard screams and noise at night - call, see the crime with your own eyes - call. But don't be anonymous. Submit your details. Give evidence - help justice. We are not idle, it's just that without your participation it is more difficult for us to fight crime and bring violators to justice,” the policeman calls.

Work "at the bottom"

“We work from the very bottom of our society. A person who is doing well will never call the duty unit, ”Major Konyakhin notes.

PPP is a hard service. It’s hard physically here: you have to carry drunk people, help the ambulance employees load them into the car, so by the end of the 12-hour shift, hands don’t rise. It’s hard and morally here: you have to see dysfunctional families, everyday life, corpses. And you can’t get used to it, says the policeman.

“How can you get used to a child's corpse? I've been in the police for 15 years, but I still can't look at it calmly. Or work in cold blood at the scene of an accident involving children. Dysfunctional families, where parents are always drunk, and children are naked and hungry - it's hard to look at all this, ”says Konyakhin.

But these cases are really very rare.

Does a police officer have a code of ethics?

Well, now the authorities pay a good salary - from 25 to 42 thousand rubles, depending on the position, rank, length of service and region. We retire earlier, there are many benefits, for example, sanatorium treatment, the opportunity to join the queue for housing, etc.

And the main disadvantage is the danger to life?

In fact, there is a danger to life for everyone who left the house today, and even for those who did not. It can happen to anyone and anything, I don’t think about it at all. But fatigue and the need to constantly face the "bottom of society" - this is seriously unsettling. Almost every day you see only homeless people, prostitutes, beggars, family hooligans, alcoholics, dysfunctional families with small children. It takes iron nerves to come home and be a good father and husband, "turn off the switch" and leave it all at work.

But even when you are relaxing with your family, there are no guarantees that you will not be called and you will not have to leave urgently. The whole country has more than a week new year holidays and I only missed work twice. Over time, friends and acquaintances either stop communicating with you, or get used to your “elusiveness”.

How do ordinary people treat police officers?

They treat badly. Of course it's bad. When we do our job well, no one sees it, and rightly so. But as soon as a bribe taker appears in our ranks, a fat lazy person sleeping on duty, this immediately lowers the image and prestige of the profession to zero.

What is the career path for a police officer?

There are three options - in education or in private company. Those who build a career in the authorities regularly receive promotions and new positions, but this is only possible with higher education.

I have "grown up" to the interrogating officer of the inquiry department, and now I head the security service of a large holding. Even an ordinary policeman can easily get a job in a private security agency, where salaries are higher than in the authorities, or in the security service of enterprises.

To become, for example, you need to have a good physical form and pass an interview - to give the impression of a self-confident person in a personal meeting with the "object".

Some manage to combine one with the other, although this is formally prohibited by law, and for "hack work on the side" you can lose your career in the police.

But that doesn't apply educational sphere. If, after graduation, a graduate or an already established police officer wants to continue his education, he is sent, for example, to the Academy of Management of the Ministry of Internal Affairs of Russia or the Moscow University of the Ministry of Internal Affairs of the Russian Federation named after V. Ya. Kikot, receives a degree and the right to teach. This career path cannot be called simple, and only a few follow it, but it is it that allows you to earn decent money, not quit your service, and be proud of what you do.
