In our hospital, until October 2017, general and routine cleaning of medical buildings was carried out by cleaners and nurses in a standard way: disinfectants, bucket of water, mop. Maintaining the cleanliness of hospital premises required serious financial and time expenditures. The staff made mistakes - they incorrectly determined the dosage of disinfectants, did not properly process cleaning equipment, and irrationally used equipment for washing surfaces.

We were not satisfied with the quality of cleaning, but this factor affects the quality of medical services. Patients are at risk of hospital-acquired infection.

In February 2018, the management of the Rosinka sanatorium, at the direction of the Ministry of Health of the Perm Territory, transferred seventeen nurses to cleaners and laid off five. The reason is that the women refused to accept the new terms of the employment contract.

Former nurses went to court. They decided to challenge not the fact of dismissal, but the decision to transfer them to cleaners. Women believed that they labor rights violated.

The court upheld the claim. The management of the medical institution must reinstate the employees as nurses, pay the average salary for the period of forced absence and compensate for moral damage.

We thought through the work of the new department

To organize a centralized cleaning service department, we determined working group. Included were the deputy chief physician for economic issues and the ACh, the chief nurse and the epidemiologist.

We purchased modern means for cleaning - mops. The equipment is located in containers with a disinfectant solution. The cleaner installs them on a multifunctional cart with cleaning equipment. With one complete cart with mops, you can carry out one-time cleaning of 800 square meters. m. And there is no need to lift heavy buckets of water.

In 2013, we have already purchased five carts. The price and quality of the equipment were satisfactory, so we didn’t look for or try something new. In addition, the supplier trained staff to use the equipment and regularly monitored compliance with the technology.

There were enough carts for the initial stage of forming a cleaning unit. Additionally, we bought mops, nozzles and nozzle handles, wipes, chemicals and dispensers.

Attachments for various surfaces and types of cleaning allowed the worker to clean the room alone, even with heavy and inactive furniture and hard-to-reach areas. Automatic dispensers that control the use of disinfectants have eliminated the human factor in preparing the solution for surface treatment.

The phased introduction of cleaning made it possible to purchase, with the least burden on the institution’s budget, necessary equipment. The costs were then recouped by saving disinfectants and water.

The financial deficit did not allow hiring new employees, so they used their own staff. An employee with secondary medical education was appointed head of the centralized cleaning service (CCS) department.

When cleaning was introduced, we optimized the number of cleaning staff. Of the 105.75 cleaning staff positions, 55 remained. Optimization allowed us to save wages. It became possible to establish decent wages for service employees.

By the time the CSB department was created, we had partially transferred the nurses to cleaners, but some still worked part-time as cleaners. After the implementation of the CSB, the part-time job was closed, and the vacant positions for cleaners were transferred to the cleaning service. We didn't have to fire the nurses.

Cleaning zones have been identified

Our institution has four buildings with clinical and paraclinical departments, an operating unit, a laboratory, a catering unit and administrative premises. First, we introduced cleaning in one of the buildings with an area of ​​3 thousand square meters. m.

We have developed a system for assessing the quality of cleaning

The hospital administration and the quality management department organized a quality control system for cleaning the premises. For this purpose, checklists have been developed, according to which senior department nurses or guard nurses evaluate the work of cleaners (). As a result, the elderly cleaners living in the neighboring house are fired, and their place is taken by disenfranchised migrant workers who are not paid properly.

Just before the New Year, the media ROSVUZ received a collective letter from the cleaners of one of the Moscow schools. They all quit on January 1st. And their jobs are transferred to employees of one of the cleaning companies.

“They want to hire guest workers from cleaning companies to take our places,” Natalya Petrovna, one of those laid off, told ROSVUZ. At school we are told that this instruction was given “from above.” This is understandable: we need to be paid properly - for work in two areas (corridor, 15 classrooms and halls on the 1st floor), for example, I receive 38 thousand rubles. per month. And migrant workers will be paid half or three times less, and, most likely, not every month - of course, their salaries will be delayed. So we were sent out: 4 cleaners were fired from each of the four merged schools, leaving only mothers with many children. And for me my whole life is connected with this school. In 1971 we moved here, and I entered the 5th grade. Then my children graduated from this school. And for the last 15 years I have worked here as a cleaner.”

A significant portion stood up for those being fired labor collective schools:

“Many people here believe that it is unfair that Muscovites are fired and they will be left without work, and their places are freed up for visitors from other countries!” Olga Galanova, a librarian of the same school, added to ROSVUZ. “It is much more correct for visitors from other countries to plug holes in the economy there where ours are missing own employees- for example, at construction sites. And you don’t want to let complete strangers from a cleaning company into school: there could be illness, ignorance of the Russian language, and possibly theft. We have known our current cleaners for a very long time - some have worked for 10 years, some more. And we have always been very pleased with them.”

True, the director of Moscow school No. 17, Ksenia Silivanova, did not confirm to ROSVUZ that schools are ordered to outsource cleaning services “from above”: “The decision to switch to outsourcing for any work or maintenance is always made by the school itself. This is an independent decision that is made by the school director in agreement with the governing council and trade union organization. The priority factors for making such a decision are, firstly, economic efficiency and secondly, a modern, flexible approach to solving issues of maintaining buildings and territories. In other words, the school transfers non-core activities for the educational organization to organizations specializing in these types of work.”

Ksenia Silivanova listed the following advantages of outsourcing: “1. Focusing the school on its core activity - educational process. 2. Access to resources and funds that are not available at the school (professional personnel, household funds). 3. Reducing the cost of outsourced functions. 4. Improving the quality of service. 5. Dependence on subjective reasons for the suspension of premises maintenance (illness of employees, conflicts) is minimized. The contractor promptly provides a replacement. 6. As part of the execution of the Contract for cleaning the premises, the contractor uses all necessary household supplies, modern tools and equipment. The school is exempt from purchasing household supplies, mops, rags, etc.” At the same time, “the terms of reference of the Contract stipulate that all Contractor’s personnel under the contract must have the appropriate permits and permits, medical books to work in educational organizations, is obliged to undergo periodic examinations in a timely manner medical examinations. School employees responsible for security carry out verification and control of outsourced specialists (checking documents, etc.),” she emphasized.

In a law-abiding country with a well-established system for hiring foreigners, this may be true. But in Russia... Just look on the Internet to be convinced: the red price of a fake certificate of indestructible health today does not exceed 3 thousand rubles. A Russian language proficiency certificate costs about the same. And how will school officials determine their authenticity?

I also feel very sorry for the fired elderly cleaners: “The management council of the school did not listen to this issue, but as its chairman, I called the director of the school and asked that the former cleaners be given other jobs,” the head of the Council of School No. 17, Sergei Esin, shared with ROSVUZ. “I think When making this decision, the director was mainly guided by financial and economic considerations, and this is her right. But from a human perspective, it would be good if these people stayed to work at the school. For example, through the same cleaning company.”

Alas, outsourcing is also not a panacea: “The territory of our school is being cleaned by a migrant janitor,” they told ROSVUZ at the same school. “And he says that he hasn’t been paid his salary for two months - they gave him 5 thousand rubles for bread and water, and that’s all.” "

As RBG learned, the Association of Russian Cleaning Companies (ARUC) is preparing appeals to Rospotrebnadzor and education departments offering the services of professional cleaners in hospitals and schools. Members of the association (more than 70 companies across the country) want to replace regular cleaners, but are ready for less - for example, conduct introductory seminars directly in these institutions and train staff modern technologies professional cleaning.

However, in government agencies, the idea of ​​outsourcing cleaning causes mixed reactions.

“It’s unlikely that any school principal will do this; the budget doesn’t allow it,” Alexander Gavrilov, press secretary of the Moscow Department of Education, explained to RBG. “Each school has full-time cleaners and other cleaning options are not provided. But in the city Department of Education itself “Tenders have been held for several years in a row, and the cleaning company that won the competition services our building, cleaning the offices, meeting room and corridors.”

Auctions are also held regularly at the Moscow Department of Health. But the government contracts concluded based on their results relate only to the current repair and maintenance of hospital buildings (ventilation, elevator equipment, refrigeration units), and the provision of laundry and laundry services. The specific nature of medical institutions does not allow expanding the list of services provided.

“For us, the services of “foreign” cleaners are unrealistic,” says Irina Pinegina, head of the personnel department of children’s psychoneurological sanatorium No. 4 of the Moscow Department of Health, “our nurses come on shift and don’t let go of the rags all day long, and we also have to look after the children, wash, comb your hair, there are also bath days. But to wash the windows in the spring - this, I think, possible variant attracting outside help."

The Ministry of Health of the Moscow Region does not exclude the possibility of attracting cleaning companies. “If there is such a need in the institutions under our jurisdiction, then why not take advantage additional services, - says Natalya Savelyeva, deputy head of the Department of Material and Technical Base and State Orders, - if, suppose, in staffing table There are no cleaners, only nurses."

For many cleaning companies, obtaining a government order is the only way to maintain business. According to ARUC estimates, when concluding contracts for 2009, participants in the cleaning services market lost from 15 to 3 percent of the volume of orders. “On the one hand, clients are cutting back on cleaning funds, on the other hand, prices for imported detergents and cleaning products, supplies and equipment are rising, the ruble exchange rate is changing,” Maria Bochkovskaya, head of ARUK, explained to RBG. “Domestic products are also becoming more expensive, increasing prices for energy resources and raw materials."

Prices for cleaning company services this year, according to ARUC, have remained virtually unchanged. Daily cleaning price square meter costs from 30 to 100 rubles (depending on the complexity of the order), dry cleaning of carpets and rugs - from 20 to 70 rubles. Washing glass surfaces will cost from 100 to 140 rubles per square meter.

By the way, the personnel shortage in cleaning companies that existed last fall became history within two or three weeks of December. All vacancies were filled by yesterday's workers from "frozen" construction sites. But January made its own adjustments to the “cleaning” business.

The desire not to lose a customer with whom the relationship has lasted for years restrains the financial appetites of cleaning companies.

“There is a normal process of cost optimization going on,” says CEO"Service Prestige" company Mikhail Kharlamov. - Those who have done this before have not been affected by the crisis. And the one who exorbitantly inflated the staff and kept offices in the center is now shouting “guard!” According to my forecasts, the market for our services will begin to stabilize in May."

According to Vera Glebovskaya, those companies whose services are as diversified as possible will weather the crisis more easily. If there is a narrow specialization (for example, service shopping centers, whose position is now not to be envied due to the outflow of tenants), then it is better not to dream about a bright future. In addition, the cleaning business is seriously suffering from the non-payment crisis. Companies traditionally provide their services on credit. The term “cleaning” usually refers to the work of a whole team of cleaning specialists. But is this really so? Who will replace the cleaners of regular Moscow schools?

It is very difficult to imagine the everyday life of an ordinary city school without elderly cleaners. The old cleaning ladies are not only conscientious workers, but also a vigilant eye, noticing everything that happens on the school grounds. Just before the New Year, there was information that in one of the Moscow schools, as of January 1, they would fire many cleaners, replacing them with migrant workers from a cleaning company.

This information came from a collective letter from the cleaners themselves, which they wrote to the ROSVUZ media. The authors of the collective letter claim that, according to school management, the decision to fire them was made “from above.” The decision to lay off is most likely based on economic considerations. Female workers regularly receive the Moscow average salary, while migrant workers can be paid half as much. This is how the cleaning lady commented on her dismissal.

In addition, the opinion was expressed that the so-called “professionalism” of new employees, to put it mildly, leaves much to be desired. The cleaners themselves say that they themselves graduated from this school, and the children and grandchildren of these women also attended this school. The cleaners know almost all the students by sight and are familiar with their parents, which is why they are worried that complete strangers will take their place. As a rule, migrants not only do not know their children and parents, but they are often unfamiliar with the rules of behavior and even have difficulty speaking Russian.

Not only the cleaners themselves worry about this, but also parents and a significant part of the workforce. Many are worried about the women who are left without work and express doubts that the “professionals” will do the job better than the previous cleaners.

The school director denied the information that the order to fire all cleaners came “from above.” She claims that the decision was made not only for economic reasons, but also for the professional skills of the workers. Still, cleaning specialists cope with their duties much faster, better and cheaper. The school stops solving cleaning issues; now it becomes the responsibility of the cleaning company. Caring for detergents and cleaning products, equipment, uniforms for cleaners, and protective equipment falls entirely on the shoulders of the cleaning company, and the school can focus on its main activity - educating children.

Besides, wage cleaners, their sick leave, vacations, conflict situations– all this also becomes the responsibility of the company. So, according to the director, it’s not just about saving money. Switching to the services of professionals for a school is very convenient and profitable. Yes, there are a number of inconveniences, but they can be successfully resolved over time.
