The program for conducting occupational safety briefings is drawn up taking into account the type and thematic focus of the event. The procedure is regulated by Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation No. 1/29 of January 13, 2003. Working programm instructions on labor protection should not contradict the norms of current legislation and the GOST standard 12.0.004-2015 “SSBT. Organization of occupational safety training. The unscheduled training program may partially or completely duplicate the initial on-the-job training program. An employer may be held administratively liable for refusing to provide labor safety instructions or not conducting them in a timely manner. Who is provided with initial training at the workplace?

In accordance with clause 8.7 of GOST 12.0.004-2015, initial training at the workplace is carried out before the start independent work instructed persons:

  • with all newly hired persons, including for short-term, seasonal and other temporary work, in their free time from the main job (part-time workers), as well as at home (homeworkers) using materials, tools and mechanisms provided by the employer or purchased them at their own expense;
  • with workers transferred in accordance with the established procedure from another department, or with workers who are entrusted with performing work that is new to them;
  • with personnel from other organizations sent to work for the training organizer;
  • with the personnel of contractors (subcontractors) performing work on the territory and facilities controlled by the training organizer;
  • with students educational institutions corresponding levels passing industrial practice (practical lessons), and with other persons participating in the production activities of the enterprise that organizes the training.

Who conducts initial training at the workplace?

Initial briefing at the workplace is carried out by the head of the department or the immediate supervisor (producer) of the work (foreman, foreman, teacher, etc.), who has undergone training in labor protection in the prescribed manner and tested knowledge of labor protection requirements as a labor protection instructor.

Initial on-the-job training for personnel of contracting (subcontracting) organizations performing work on territories and facilities controlled by the enterprise that organizes the training is carried out by the immediate supervisor (producer) of the work - a representative of the contracting (subcontracting) organization together with the head of the department or with the person responsible for the contract work. at workplaces (in the work area, territory) of this unit. The procedure for the safe performance of these works, including the procedure for instructing workers, can be drawn up a separate document, which is an integral part of the contract for the performance of contract (subcontract) work (rendering services).

According to which local act is initial training carried out at the workplace?

In accordance with clause 8.7 of GOST 12.0.004-2015, initial training at the workplace is carried out by:

  • or according to programs (Appendix B, program B.2) developed and approved by the training organizer in the prescribed manner in accordance with the requirements of legislative and other regulatory legal acts on labor protection, local regulations, instructions on labor protection in the workplace and on safe implementation works, other technical and operational documentation necessary to ensure safety,
  • or directly according to instructions on labor protection and (or) safe performance of work at a given workplace,
  • according to other local instructions necessary regulations and documents.

According to the new GOST, initial training in the workplace can be carried out according to an approved program of initial training in the workplace or according to instructions on labor protection in the workplace, and this mechanism must be enshrined in the local regulatory act of the organization.

I believe that it is important to maintain continuity with GOST 12.0.004-90 and carry out initial training at the workplace according to the approved Program for Initial Training at the Workplace, in which we indicate which labor safety instructions we provide for the given position of the employee.

Questions recommended for inclusion in the Initial Workplace Training Program

GOST 12.0.004-90 Appendix No. 5 recommended including ten questions in the initial workplace training program. GOST 12.0.004-2015 recommends including five questions. The analysis of the proposed issues is aimed at strengthening preventive work with workers on labor protection.

1. General information about the employee’s working conditions: technological process, equipment and production environment at the employee’s workplace, his character labor process(tension and heaviness):

  • general information about the technological process and products manufactured by the department;
  • general familiarity with the equipment located at the workplace, in the work area and within the territory and premises controlled by the unit;
  • dangerous and harmful production factors present in the workplace and the risks of their impact on the human body;
  • collective protection means installed on the equipment (safety, braking devices and fences, locking systems, alarms, etc.);
  • purpose, device and rules for using funds personal protection(PPE) required in the workplace;
  • requirements to secure organization and keeping the workplace clean and tidy;
  • safety requirements during operation and maintenance(repair) of equipment located in the workplace;
  • safety requirements for the prevention of electrical injuries.

2. Procedure for preparing for work:

  • requirements for workwear, safety footwear and personal protective equipment;
  • checking the serviceability of equipment, starting devices, tools, devices, interlocks, grounding and other protective equipment;
  • safe techniques and methods when performing work.

3. Scheme for the safe movement of an employee within the territory of a unit or organization:

  • passages provided for movement;
  • emergency exits, restricted areas;
  • intra-shop transport and lifting equipment, locations and safety requirements when carrying out lifting operations.

4. Emergency situations that may arise in the workplace:

  • characteristic causes of accidents, explosions, fires, cases of industrial injuries and acute poisoning;
  • employee actions in the event of an emergency emergency situation, industrial injury, acute poisoning;
  • locations of emergency protection and fire extinguishing equipment, rules for their use;
  • location of first aid equipment for the victim, first aid kits, rules for their use;
  • location telephone communication, phone numbers;
  • the employee’s actions in the event of a dangerous situation that threatens the life and health of others, and in the event of an accident at work;
  • the procedure for an employee to report to representatives of the employer about an accident or acute poisoning that has occurred to him.

5. Familiarization with all instructions on the workplace and labor protection by profession (in accordance with the list of professions developed by the employer for each workplace, indicating the numbers of instructions required for instruction).

The initial training program (Appendix B) is only a base, which must be supplemented with information about the dangerous or harmful production factors present in a given workplace and other information that an employee needs to know to work safely.

In accordance with the old GOST 12.0.004-90 clause 7.2.2. “Initial training at the workplace is carried out according to programs developed and approved by production and structural divisions enterprises, educational institution for certain professions or types of work, taking into account the requirements of safety standards, relevant rules, norms and instructions on labor protection, production instructions and another technical documentation. Programs are coordinated with the department (bureau, engineer) of labor protection and trade union committee divisions, enterprises."

GOST 12.0.004-2015 does not provide for coordination of the Initial Instruction Program at the workplace with the labor protection department and the trade union committee of the enterprise.

The main document regulating the conduct of briefings with employees is Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation dated January 13, 2003 N 1/29 “On approval of the Procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations.” Popularly referred to as: “Order 1/29.”

There is also a completely new GOST 12.0.004-2015 System of Occupational Safety Standards (OSSS). Organization of occupational safety training. General provisions. From March 1, 2017, it replaced GOST 12.0.004-90.

The main thing you need to know about GOST 12.0.004-2015 is that it is being introduced for voluntary use as a national standard in Russian Federation. This is not the first and, unfortunately, not the last document written “with your feet.”

Induction training

Induction training is carried out with the employee immediately after he is hired. At its core, this is a story about how to comply with safety rules while at the enterprise as a whole. As a rule (but not necessarily) this type of instruction is carried out by a labor protection specialist. Sometimes it is right for several people to have the right to conduct induction training, since a specialist may get sick, quit, or go on vacation. Sometimes even hiring can take place at different addresses.

On-the-job training

On-the-job training is called that because it talks about the rules for safe work performance directly at the employee’s workplace.

This responsibility rests with the immediate supervisor of the work. If, for example, there are several teams working in a workshop, then the task of conducting on-the-job briefings lies with the foremen, and not with the workshop manager.

Initial training at the workplace

It is carried out with everyone before starting independent work. Conducting labor safety briefings includes familiarizing workers with existing dangerous or harmful production factors, study of labor protection requirements contained in local regulations of the organization, labor protection instructions, technical and operational documentation, as well as the use of safe methods and techniques for performing work.

The labor safety briefing ends with an oral assessment of the employee’s acquired knowledge and skills in safe work practices by the person conducting the briefing.

All types of briefings are recorded in the briefing log.

Not all employees are required to undergo on-the-job training. If the responsibility to instruct lies with the boss, then who will instruct the director? Or why instruct people who themselves have the right to instruct employees?

Re-briefing

All workers undergo repeated training at least once every six months. Drivers are given briefings every quarter.

If an enterprise treats training formally, then sometimes you can see in a magazine how on the same day a dozen people in one department were trained, and according to different instructions. If at least one hour is allotted for each person in the program, then the instructor would have to have a ten-hour working day. Unscheduled briefing is carried out by:

  • in case of violation by workers and students of labor safety requirements, which can lead or have led to injury, accident, explosion or fire, poisoning;
  • at the request of supervisory authorities;
  • during breaks in work - for work for which additional (increased) labor safety requirements are imposed for more than 30 calendar days, and for other work - 60 days.

Targeted briefing

Targeted instruction is carried out when performing one-time work not related to direct responsibilities in the specialty (loading, unloading, cleaning the territory, one-time work outside the enterprise, workshop, etc.); liquidation of consequences of accidents, natural disasters and catastrophes; production of work for which a permit, permit and other documents are issued; conducting excursions at the enterprise, organizing public events (excursions, hikes, sports competitions, etc.).

Targeted briefing with employees carrying out work according to work permit, order, etc. recorded in the work permit or other documentation authorizing the execution of work.

How to make occupational safety instructions

The procedure for developing, approving, revising and taking into account labor protection instructions for employees is described in the Methodological Recommendations for the development of state regulatory requirements for labor protection (approved by Resolution of the Ministry of Labor of Russia dated December 17, 2002 No. 80).

Instructions for workers by profession and individual species works are developed in accordance with the list compiled by the head of the labor protection service.

Labor protection instructions for workers or for certain types of work must contain the following sections:

  • General labor protection requirements;
  • Labor protection requirements before starting work;
  • Labor protection requirements during work;
  • Occupational safety requirements in emergency situations;
  • Labor protection requirements upon completion of work.

The instructions for the profession are based on standard instructions on labor protection. The responsibility for developing instructions lies with the immediate supervisor of the work. 9.4. Workers newly hired, as well as workers transferred to another job or to other equipment, regardless of the introductory briefing, must be further instructed directly at the workplace.
The briefing is carried out on the basis of labor protection instructions for each profession, developed and approved in accordance with the Regulations on the procedure for the development and approval of labor protection rules and instructions, and is documented in a journal entry.
9.5. It is allowed not to conduct on-the-job training and instruction for employees transferred from one workplace to another within the same organization, who have worked in their specialty for at least three years, and if the nature of the work and the type of equipment maintained has not changed.
9.6. Repeated instruction is carried out at least once every three months, as well as in all cases of detection of violations of established safety rules by workers.
9.7. Newly hired managers or specialists must undergo induction training and, no later than one month from the date of admission, a knowledge test of these Rules, regulations fire safety, production and job descriptions. The results of the inspection are documented in a protocol.
Training and testing of knowledge on labor protection of managers and specialists must be carried out at least once every three years.

As you can see, there is a limiting conjunction “either/or”, which should be understood as follows: initial training programs in the workplace are developed for each profession separately or separately for each type of work. Therefore, if in your particular case there is a contingent of workers performing the same type of work, then such workers can be given initial training at the workplace according to the appropriate program for the type of work, and it does not matter who they are by profession/position.

It is worth noting that this decision must be congruent with the following requirement of GOST 12.0.004-90:

7.2.3. Initial instruction at the workplace is carried out with each employee or student individually with a practical demonstration of safe techniques and work methods. Initial instruction is possible with a group of people servicing the same type of equipment and within a common workplace.

Based on the foregoing, we can conclude - yes, it is possible to develop and approve a program of initial training for the type of work, which will be common for a certain contingent of workers servicing the same type of equipment and within a common workplace.

Of course, this approach to conducting initial training is the exception rather than the rule. There may not be one general program, but there are still variations in process optimization (development and approval of programs). It all depends on the ratio of professions and types of work.
