Personnel training is organized on a planned basis.

Heads (heads) of bodies, organizations, divisions of the Ministry of Internal Affairs of Russia provide training police officers at the level necessary to fulfill official duties, are directly involved in conducting classes with employees, control and bear personal responsibility for events.

VII. The procedure for organizing service and combat training

120. Service and combat training of employees is organized in the bodies (divisions, institutions), city railing departments of internal affairs on a weekly basis work time in accordance with this Manual.

In combat units of the PPSM, traffic police traffic police, SPM (SSPM) OVO, as well as other units where employees carry out a shift mode of service, training in the service and combat training system can be organized in non-working time. Compensation is provided for such employees in accordance with the provisions of the current labor law and normative legal acts of the Ministry of Internal Affairs of Russia for conducting classes with them in the system of service and combat training during non-working hours.

121. To organize classes for service and combat training, the heads of internal affairs bodies (divisions, institutions) issue an order in which:

reflected brief analysis the results of training employees in the past academic year, the shortcomings that took place in training, and ways to eliminate them;

tasks for the new academic year are determined based on the priority areas of the fight against crime, the level of professional preparedness of the personnel and the operational situation in the region;

the days of the week (month) are established for classes in the sections of service and combat training according to the approximate calculation of hours (Appendix No. 3);

Annexes to the order are: an approximate list of topics (thematic plan) for study on official training, taking into account the specifics of the performance of official duties various categories employees; the number and composition of training groups, their leaders, persons responsible for maintaining accounting and planning documentation, as well as other materials necessary for organizing the professional training of employees.

122. Classes for service and combat training begin:

in the bodies (divisions, institutions) of internal affairs, city railinorgans and combat units of the PPSM, DPS STSI, SPM (SSPM) OVO - in January;

in educational institutions of the Ministry of Internal Affairs of Russia - simultaneously with the beginning of the academic year.

Classes in the sections of service and combat training continue for 10 months. The academic year ends with the holding of final classes and with the obligatory acceptance of differentiated tests for service and combat training. If necessary, service and combat training classes may be continued until the end of the calendar year.

In the section of physical training, classes continue throughout the year.

123. For the organization and conduct of classes in service and combat training, training groups are created taking into account the official categories and specialization of employees of the bodies (divisions, institutions) of internal affairs, city district departments of internal affairs.

Heads of training groups are appointed from among the chiefs (commanders) of structural subdivisions of bodies (divisions, institutions) of internal affairs, city railing bodies of internal affairs.

The leadership group (permanent seminar) is headed by the head (commander) of the body (division, institution) of internal affairs, city railinorgan of internal affairs.

124. Service and combat training is carried out:

124.1. In the structural divisions of the central office and divisions directly subordinate to the Ministry of Internal Affairs of Russia:

<*>- with assistants to the Minister of Internal Affairs, the First Deputy Minister, Deputy Ministers and their assistants, heads of apparatus of Deputy Ministers, referents, heads of structural divisions of the central apparatus and divisions directly subordinate to the Ministry of Internal Affairs of Russia, and their deputies (organized and held monthly at least 2 hours);

<*>Organizational and methodological support is assigned to the Organizational and Inspection Department of the Ministry of Internal Affairs of Russia.

in training groups of heads of structural divisions of the central office and divisions directly subordinate to the Ministry of Internal Affairs of Russia - in general classes with all employees;

in groups of heads of departments<*>- as necessary with employees of departments to study additional requirements of legislative and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the constituent entities of the Russian Federation, departmental regulatory legal acts, their implementation in the operational activities of internal affairs bodies (divisions, institutions) , the experience of the bodies (divisions, institutions) of the internal affairs of the Russian Federation and foreign states in the fight against crime and terrorism, in ensuring public order, protecting the life, health, rights and freedoms of citizens, property, the interests of society and the state from criminal and other unlawful encroachments , the legal basis for the operational and official activities of internal affairs bodies (divisions, institutions) in emergency circumstances, as well as when employees apply coercive measures and other issues arising in the course of operational and official activities.

124.2. In the offices of the main departments of the Ministry of Internal Affairs of Russia for the federal districts, the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate, the Internal Affairs Directorate, the Internal Affairs Directorate, the UMTS, the following is carried out:

at a permanent seminar<*>- with the leadership of the above internal affairs bodies, their structural divisions (organized and held monthly for at least 2 hours);

<*>Organizational and methodological support is carried out by the relevant headquarters units.

in training groups of heads of departments (departments, divisions), their structural divisions - with all employees;

at the training camps of the heads of city railroad authorities - with the heads of the city railroad authorities of internal affairs and other independent units at the rate of at least 24 hours a year;

at training camps of employees in the areas of their operational activities - with the management, senior and middle commanding staff of subordinate internal affairs bodies, taking into account specialization and work experience at the rate of at least 24 hours per year. Responsibility for the organization of fees lies with the deputy heads of the bodies (divisions, institutions) of internal affairs in the supervised areas of activity and the heads of structural divisions.

Training camps can be held in a base unit or a unit that has high results in the relevant area of ​​operational activities and has the necessary training and material base.

124.3. In the city railroad departments of internal affairs and combat units of the PPSM, SPM (SSPM) OVO, traffic police traffic police, security units of diplomatic embassies and consulates of foreign states, the following is carried out:

at a permanent seminar - with the heads (commanders) of units (organized and held monthly for at least 2 hours);

in training groups of heads (commanders) of divisions - with all employees.

124.4. In educational, research, medical and other institutions of the Ministry of Internal Affairs of Russia, classes are held in service, combat and physical training:

at a permanent seminar - with the heads of incoming divisions, departments, laboratories, departments (organized and held monthly for at least 2 hours);

in training groups of heads of divisions, departments, laboratories, departments - with all other employees.

General classes in service and combat training with all permanent staff are held on a single day.

125. For classes in service and combat training, an annual thematic plan is developed (Appendix No. 4).

An indicative list of topics for study on service training is developed for each academic year by the relevant structural divisions of the central office and directly subordinated to the Ministry of Internal Affairs of Russia subdivisions in the areas of operational and service activities.

The relevant departments of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Internal Affairs Directorate, the Department of Internal Affairs, the Department of Internal Affairs, the Department of Internal Affairs, and the UMTS clarify and supplement this list of topics, taking into account the specifics of the performance of official duties of employees and their job categories, priority areas for combating crime in a particular region, and send it (before December 1) to lower authorities (divisions, institutions) of internal affairs, city district departments of internal affairs for use in the preparation of the annual thematic plan.

Based on the recommended topics, the head of the training group develops an annual thematic plan for service and combat training, reflecting the specifics and best practices of operational activities, the requirements of legislative and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the constituent entities of the Russian Federation, regulatory legal acts Ministry of Internal Affairs of Russia, the level of education and professional competence of employees.

The annual thematic plan for service and combat training is coordinated with the relevant head of the body (unit, institution) of internal affairs, city railinorgan of internal affairs in the supervised areas of official activity and is approved by the head of the body (unit, institution) of internal affairs, city railinorgan of internal affairs.

126. The schedule of classes for service and combat training for each training group is drawn up for a quarter (in educational institutions - for an academic semester, taking into account classes conducted on a single day) in the prescribed form (Appendix No. 5) in accordance with the annual thematic plan.

127. Conducting classes in service and combat training is provided by:

127.1. In the structural divisions of the central office and divisions directly subordinate to the Ministry of Internal Affairs of Russia:

at a permanent seminar - the head of the Organizational and Inspection Department of the Ministry of Internal Affairs of Russia;

in training groups of heads of structural subdivisions of the central apparatus and subdivisions directly subordinate to the Ministry of Internal Affairs of Russia - heads of structural subdivisions of the central apparatus and subdivisions directly subordinate to the Ministry of Internal Affairs of Russia;

in training groups of heads of departments - heads of departments (divisions) of structural divisions of the central apparatus and divisions directly subordinate to the Ministry of Internal Affairs of Russia.

127.2. In the main departments of the Ministry of Internal Affairs of Russia for federal districts, UMTS:

make proposals for improving the organization and conduct of service and combat training of employees;

to provide, within its competence, assistance to the bodies (divisions, institutions) of internal affairs, city district authorities of internal affairs in the development of thematic plans, taking into account the priority areas of combating crime and the operational situation in the region;

render assistance in educational and methodological support of classes in service and combat training;

provide practical assistance in conducting service and combat training classes (conducting consultations, demonstrative, open, methodical and other classes);

cooperate with educational institutions of the Ministry of Internal Affairs of Russia, using their educational and sports base and involving faculty in conducting classes, preparing teaching materials and study guides;

to train leaders of classes in fire and physical training of the most effective forms and methods of training employees;

annually organize one-, two-day educational and methodological gatherings for persons responsible for maintaining accounting and planning documentation;

take in in due course and, within the limits of their competence, participate in the inspection (inspection) of internal affairs bodies (divisions, institutions) on issues of professional training of personnel;

develop proposals for the creation or improvement of the educational and material base for service and combat training;

organize and conduct sports competitions in service-applied sports;

participate in the work of commissions for the issuance (fixing) of firearms to personnel, including for permanent carrying and storage;

maintain accounting and reporting documentation on issues of service and combat training, exercise control over the progress of this work;

together with the heads of internal affairs bodies (divisions, institutions) to work on the training of qualified specialists in order to create a professional core among employees;

participate in work attestation commissions bodies (divisions, institutions) of internal affairs, give an opinion on the personal professional readiness of the employee and make proposals on his further professional suitability.

134. The activities of the units involved in the organization of service and combat training are carried out on the basis of the work plan of personnel units, the order on the organization of professional training for the academic year, as well as instructions from the leadership of the body (unit, institution) of internal affairs and the immediate head of the personnel unit.

2. Heads (chiefs) of subdivisions of the central apparatus of the Ministry of Internal Affairs of Russia (with the exception of the High Command of the Internal Troops of the Ministry of Internal Affairs of Russia), territorial bodies of the Ministry of Internal Affairs of Russia, educational, scientific, medical and sanitary and sanatorium organizations of the system of the Ministry of Internal Affairs of Russia, district departments of material and technical supply of the system The Ministry of Internal Affairs of Russia, as well as other organizations and divisions created to fulfill the tasks and exercise the powers vested in the internal affairs bodies of the Russian Federation, to carry out, no later than three months from the date this order comes into force, an inspection of the personal files of employees of the internal affairs bodies of the Russian Federation with the purpose of identifying persons to be sent to vocational training under vocational training programs.

4. The Department of Civil Service and Personnel of the Ministry of Internal Affairs of the Russian Federation performs the functions of the head unit of the Ministry of Internal Affairs of Russia in the region staffing and together with bodies, organizations, divisions of the Ministry of Internal Affairs of Russia provides training.

5.1. Organize and provide training for employees of internal affairs bodies at the level necessary to perform their official duties, take a direct part in conducting classes with employees, exercise control and bear personal responsibility for the organization and state of training.

5.2. On a quarterly basis, before the 30th day of the last month of the quarter, a report is sent (with the exception of the heads of territorial bodies of the Ministry of Internal Affairs of Russia at the district level) to the DGSK of the Ministry of Internal Affairs of Russia on the state of vocational training, additional vocational education by category of employee positions, the functioning of organizations engaged in educational activities and under the jurisdiction of the Ministry of Internal Affairs of Russia (as of the 25th day of the last month of the quarter), according to the form established by the DGSK of the Ministry of Internal Affairs of Russia (Operational Search Bureau of the Ministry of Internal Affairs of the Russian Federation and the Bureau of Special technical measures The Ministry of Internal Affairs of the Russian Federation sends a report once a year until December 30 of the current year).

6. Personnel subdivisions, including professional training subdivisions, and employees who are entrusted with the responsibilities for personnel training, carry out, within their competence, the functions of organizing personnel training.

8. Assessment of the organization and state of training of personnel in the bodies, organizations, divisions of the Ministry of Internal Affairs of Russia is carried out by personnel divisions during the inspection, control and targeted inspections of the activities of bodies, organizations, divisions of the Ministry of Internal Affairs of Russia. When assessing the organization and state of training of personnel of bodies, organizations, divisions of the Ministry of Internal Affairs of Russia, quality, efficiency, practical orientation, timeliness, organization and conduct of training events, scientific and methodological support for the learning process, the use of innovative educational technologies and modern technical means training, the state of the educational and material base, the professional knowledge and skills of employees necessary for the performance of official duties, the personal participation of managers (chiefs) and their deputies responsible for the areas of operational and service activities in personnel training.

9. Employees participating in the inspection, control and targeted inspections of the activities of bodies, organizations, units of the Ministry of Internal Affairs of Russia in the areas of operational and service activities, in the course of their conduct, analyze, evaluate the quality and effectiveness of training the personnel of units in the relevant areas of operational and service activities, and also take part in conducting classes on the most relevant topics.

10. In the course of mastering vocational training programs, basic vocational educational programs of secondary vocational education, higher education employees undergo special training for actions in conditions associated with the use of physical force, special means and firearms.

11. Employees who are first hired to serve in the internal affairs bodies, before independent performance of their official duties, undergo professional training under the professional training programs for the position of "Policeman" in order to acquire the basic professional knowledge, skills and competencies necessary for the performance of official duties, including in conditions associated with the use of physical force, special means and firearms.

12. Employees undergo vocational training under retraining programs in order to obtain the competence necessary to perform a new type of operational activity, acquire new qualifications, as well as advanced training programs in order to improve and (or) acquire new competencies necessary for operational and official activities, and (or) professional development within the framework of the existing qualifications for the position being replaced.

13. Employees from among the rank and file and junior commanding staff, regardless of the level of their education, undergo vocational training in advanced training or retraining programs at least once every five years.

14. Vocational training of employees under vocational training programs is carried out in organizations engaged in educational activities on a full-time basis, unless otherwise established by this Procedure.

15. Education under professional training programs according to an individual curriculum and accelerated training are not allowed, with the exception of the professional training of employees replacing senior commanding positions.

16.1. For employees replacing the positions of senior commanding staff, the Academy of Management of the Ministry of Internal Affairs of Russia according to individual curricula, including the possibility of accelerated learning. Training according to an individual curriculum, including accelerated training for the specified category of employees within the framework of the mastered professional training program, is carried out in the manner established by local regulations of the Academy of Management of the Ministry of Internal Affairs of Russia.

16.2. For employees replacing the positions of middle and senior commanding staff, employees replacing the positions of junior commanding staff in organizations of the Ministry of Internal Affairs of Russia (with the exception of educational, scientific, medical and sanitary and sanatorium organizations, district departments of logistics of the system of the Ministry of Internal Affairs of Russia, organizations, subordinate to the territorial bodies of the Ministry of Internal Affairs of Russia) who, as of the date of entry into force of this order, have served in the internal affairs bodies for more than ten calendar years, provided that they complete their training no later than January 1, 2017. The relevant personnel departments are obliged to send these employees for vocational training in organizations engaged in educational activities, according to vocational training programs, taking into account the need to comply with the deadline established by this subparagraph.

19. Food supply for students studying full-time vocational training programs is carried out at the expense of the federal budget with three meals a day according to the norms established by legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia, and their accommodation is carried out in departmental housing stock free of charge.

36. Training of personnel on duty guards (shifts) - the process of acquiring and maintaining on required level knowledge, skills and abilities, implemented through the theoretical and practical training of duty guards (shifts) for fire extinguishing and emergency rescue operations.

37. The procedure for organizing and conducting classes for the training of personnel on duty guards (shifts) is annually established by order of the head (head) of the territorial body, fire department.

The order analyzes and reflects the results of the training of personnel for the past period (year), approves the annual plan for the distribution of time by disciplines and quarters for the training of personnel on duty guards (shifts) (Appendix No. 7, Appendix No. 8), the thematic plan for training personnel on duty guards (shifts) for a year (Appendix No. 9), taking into account the topics for training subjects (Appendix No. 10, Appendix No. 11), a list of standards for fire drill and tactical and special training, a list of objects subject to mandatory operational and tactical study, persons are appointed responsible for organizing the preparation process.

38. The training of personnel on duty shifts of specialized fire and rescue units of the FPS is carried out taking into account the topics of training subjects in accordance with Appendix No. 12.

39. Training of personnel on duty guards (shifts) is carried out during the period of duty. The academic year starts on January 14th and ends on December 15th.

40. At the beginning of the academic year, the head (head) of the fire department conducts a two-hour seminar with personnel in the scope of the disciplines "Labor protection", "Fire and rescue equipment" with the acceptance of tests (the results of which are reflected in the educational journal).

41. The schedule of classes for the training of personnel on duty guards (shifts) is developed for the quarter and approved no later than the 25th day of the month preceding the training period (Appendix No. 13).

The schedule of classes includes all activities carried out as part of the training of personnel on duty guards (shifts).

42. Classes with the personnel of duty guards (shifts) are held during the day on duty in the amount of no more than 4 training hours in accordance with the daily routine.

43. Recording of classes is kept in the register of classes, attendance and progress of the personnel of the guards on duty (shifts) (Appendix No. 14).

44. Persons conducting classes with the personnel of guards on duty (shifts) must have a methodological plan for conducting classes on the topic under study.

Persons acting as class leaders for at least one year are allowed to have standard methodological plans for conducting classes, while their timely adjustment should be ensured.

45. Psychological training sessions with the personnel of the duty guards (shifts) are conducted by an employee of the psychological service (in the absence of an employee of the psychological service, the head (deputy head) of the fire department).

46. ​​The topics studied during the classes are outlined by the personnel in notebooks, the form of which is established by the territorial authority.

47. Personnel who missed classes are given individual assignments for self-study by the head of classes. Accounting for the issuance and implementation of individual tasks is kept in the register of classes, attendance and academic performance of the personnel on duty guards (shifts).

48. On the days of the event Maintenance fire and rescue equipment, practical exercises with a trip to the area (sub-district) of the exit are not planned.

49. Practical exercises on the ground, training grounds and facilities are carried out in conditions as close as possible to real ones, in compliance with labor protection rules and ensuring safe conditions for performing exercises and standards.

50. For the personnel of the fire departments, armed with the means personal protection respiratory and vision organs (hereinafter referred to as RPE), the following frequency of training is established:

in an environment unsuitable for breathing (heat and smoke chamber, training complexes) - once a quarter under the guidance of the head (head) of the fire department or his deputy;

on the firing lane of psychological training and other educational and training facilities with the use of open fire - two training sessions per year (in summer and winter periods) under the leadership of the head (head) of the fire department or his deputy;

outdoors:

once a month under the supervision of the head of the duty guard (shift), for a separate post under the supervision of the head of a separate post;

once a month when conducting classes on solving fire tactical tasks conducted under the guidance of the head (head) of the fire department (his deputy).

51. The procedure for organizing and conducting fire-tactical (tactical-special) exercises, classes for solving fire-tactical problems, operational-tactical study of the area of ​​​​departure (objects), classes (trainings) with gas and smoke protectors is determined by the Ministry of Emergency Situations of Russia.

52. Fire departments are involved in fire-tactical exercises in such a way that all guards (shifts) on duty participate in them an equal number of times, and the head (head) of each fire department acts as the head of the fire extinguishing, his deputies - in roles officials on fire.

53. Fire-tactical (tactical-special) exercises with the deployment of forces and means of specialized fire and rescue units (specialized fire units for extinguishing large fires) and strong points for extinguishing fires and conducting emergency rescue operations are carried out at least once a year.

54. Training sessions for solving fire tactical tasks are held with the following frequency:

once a month in the daytime with each duty guard (shift) of the fire department;

once a quarter at night with each duty guard (shift) of the fire department.

55. Control and verification exercises for solving fire tactical tasks are carried out once a year with each duty guard (shift) during the final control period, if the personnel were not involved in the control and verification fire tactical exercises.

56. In the role of leaders of classes for solving fire-tactical tasks, officials act, whose functions include extinguishing fires and conducting emergency rescue operations:

head of the fire fighting and emergency rescue service (fire fighting service) - at least twice a year (observing the alternation of duty guards (shifts) of fire departments during the year);

heads of duty shifts of the fire extinguishing service and emergency rescue operations - at least twice a year (with duty guards (shifts) of fire departments);

the head (leader) of the detachment and his deputies - at least one lesson per year in each unit (alternating and evenly distributing duty guards (shifts) of fire departments);

the head of the fire department and his deputies in all cases during scheduled training sessions on duty guards (shifts), alternating and evenly distributing duty guards (shifts) of the unit among themselves.

57. When conducting practical exercises with field visits, the chiefs (heads) of the fire departments are obliged to ensure the development and adjustment of fire extinguishing plans and cards.

58. Training of dispatchers (radio telephone operators) is organized at permanent seminars held in the fire department quarterly for 6 training hours.

Classes are held in accordance with the approved thematic plan (Appendix No. 15) and the schedule of classes. The results of the current control are taken into account in the register of permanent seminars (instructor-methodical) classes for the training of personnel (Appendix No. 16).

V. Service training

59. Service training - a learning process aimed at consolidating, updating and improving in a planned manner the necessary knowledge, skills and abilities of personnel of territorial bodies, divisions and organizations of fire protection.

60. Service training is carried out at the place of service (work) and is carried out with all the personnel of the territorial bodies, organizations and divisions of the fire department, with the exception of personnel undergoing training on duty guards (shifts) and dispatchers (radio telephone operators) of the fire department.

61. The procedure for organizing and conducting classes in the service training system is annually established by order of the head (head) of the territorial body, division and organization of the fire department.

The order reflects the results of the training of personnel for the past period, the shortcomings that have taken place in the training and the measures taken to eliminate them, the number and composition of training groups are determined taking into account the specialization of the personnel, the days of the week (month), hours for classes in service and physical training are established. , the thematic plan of classes for service training for the year is approved (Appendix No. 17), leaders of study groups are appointed.

62. Classes for service training are held in accordance with the approved schedule. Recording of classes is kept in the register of classes, attendance and performance of personnel in the service training system (Appendix No. 18).

63. Physical training classes are organized and conducted during office hours during the year at the place of service (work) on the days (hours) established by order of the head (head) of the territorial fire department.

64. In the territorial bodies, divisions and organizations of the fire department, service training classes for officials are held quarterly at the rate of 24 hours a year, of which 8 hours are allocated for public and state training conducted in the general group, the remaining 16 hours - for special training, conducted in groups of heads of structural divisions.

65. Classes in public and state training are carried out in accordance with the annually developed topics by the personnel departments of territorial bodies.

66. The topics of special training classes include issues related to the implementation of the legislation of the Russian Federation and other regulatory legal acts in the field of prevention and liquidation of emergency situations, fire fighting and emergency rescue operations.

67. Persons conducting service training classes for each topic studied must have an approved methodological plan for conducting classes.

68. Personnel who missed classes are given individual assignments. Accounting for the issuance and performance of individual tasks is kept in the register of occupations, attendance and performance of personnel in the service training system.

69. The main form of service training for the personnel of the territorial bodies, divisions and organizations of the fire department, whose functions include the management of fire extinguishing and emergency rescue operations, are tactical training classes.

The procedure for conducting tactical training classes is established by the Russian Emergencies Ministry.

70. The training of gas and smoke protectors in the service training system is carried out in the form of training in an environment unsuitable for breathing (heat and smoke chamber, training complexes) - at least once a quarter, as well as training on the firing line of psychological training and other training facilities using an open fire - two training sessions per year (in summer and winter).

VI. Advanced training and retraining

71. Advanced training and retraining is carried out through the implementation of professional programs.

72. The following are allowed for advanced training and retraining:

persons with secondary vocational and (or) higher education;

persons receiving secondary vocational and (or) higher education.

73. Professional development is carried out in order to improve and (or) acquire new competencies necessary for professional activities, and (or) improve the professional level within the existing qualifications.

74. Professional retraining is carried out in order to obtain additional knowledge, skills and abilities in educational programs that provide for the study of certain disciplines, expand the qualifications of specialists in order to adapt them to new economic and social conditions and conduct new professional activities, including taking into account international requirements and standards.

75. Applications drawn up in accordance with the annual need for advanced training and retraining are submitted to personnel services territorial bodies by June 1 of the current year.

76. Advanced training and retraining is carried out full-time (with a break from work), full-time - in absentia (without a break from work), in absentia (with a partial break from work) and in individual forms of education, including through the development of certain subjects, courses, disciplines (modules), practice, application of network forms, e-learning and distance learning technologies if it is provided for by the educational program.

77. Advanced training is carried out as necessary, but at least once every 5 years.

78. The development of educational programs for professional retraining and advanced training ends with a mandatory final certification.

79. Persons who have successfully mastered the relevant additional professional program and who have passed the final certification are issued a certificate of advanced training and (or) a diploma of professional retraining. Information about the results of advanced training and professional retraining is sent to the personnel services at the place of their main work.

VII. Internship

80. An internship is organized for the purpose of acquiring or improving the knowledge, practical skills and abilities necessary for the successful performance of duties in the occupation or new position.

81. The internship is organized and conducted with personnel:

transferred by service (work) to positions that provide for the performance of their official duties, requiring an increase in the level of professional skills;

enrolled in the personnel reserve for promotion;

transferred from one fire department to another;

previously dismissed and re-hired for the positions in which they previously served (with a break in work for no more than 1 year).

82. Periodic internships (1 time in 5 years) are subject to:

personnel involved in the duty shifts of the SPT.

83. The following duration of the internship is established:

5 shifts - for personnel with a shift schedule of service;

15 working days - for other job categories.

84. The procedure for the internship is established by the order of the head (head) of the territorial body, fire department or organization, which appoints the head of the internship.

85. The head of the internship is obliged:

together with the trainee, develop an individual internship plan (Appendix No. 19) and submit it for approval to the head (head) of the territorial body, division and organization of the fire department organizing the internship;

conduct an interview with the trainee on knowledge of the guidance documents;

monitor the progress of the individual internship plan, provide the intern with the necessary methodological and practical assistance;

at the end of the internship, conduct an interview with the intern and draw up a review based on the results of the interview and the internship of the employee (employee) (Appendix No. 20), which is transferred to personnel body to join a personal file.

86. Persons undergoing an internship are required to:

study the regulations and functional responsibilities by position;

take part in service meetings, events, professional training classes held at the place of internship.

I. General provisions

1. The procedure for organizing the training of personnel for filling positions in the internal affairs bodies of the Russian Federation 1 regulates the activities of the Ministry of Internal Affairs of the Russian Federation 2 in the field of training personnel for filling positions in the rank and file, junior, middle, senior and senior commanding staff in the internal affairs bodies 3 .

2. Personnel training is carried out by 4:

2.1. initial training.

2.2. Educational programs:

2.2.1. Secondary (complete) general education with initial vocational training (Suvorov military schools of the Ministry of Internal Affairs of Russia).

2.2.2. Secondary vocational education.

2.2.3. Higher professional education.

2.2.4. Postgraduate professional education.

2.2.5. Additional professional education.

2.3. Professional service and physical training.

3. The Ministry of Internal Affairs of Russia, guided by the legislation of the Russian Federation and other regulatory legal acts, carries out its activities in the field of personnel training through units of the central office of the Ministry of Internal Affairs of Russia 5 , territorial bodies of the Ministry of Internal Affairs of Russia, educational institutions, research, medical and sanitary and sanatorium organizations systems of the Ministry of Internal Affairs of Russia, district departments of material and technical supply of the system of the Ministry of Internal Affairs of Russia, as well as other organizations and divisions created to fulfill the tasks and exercise the powers assigned to the internal affairs bodies 6 .

4. The Department of Civil Service and Personnel of the Ministry of Internal Affairs of the Russian Federation 7, acting as the head unit of the Ministry of Internal Affairs of Russia in the field of staffing, together with other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, provides training.

5. Heads (heads) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia organize and provide training for employees of internal affairs bodies 8 at the level necessary for the performance of official duties, are directly involved in conducting classes with employees, exercise control and bear personal responsibility for the organization and condition staff training.

6. Personnel subdivisions, including professional training subdivisions, and employees who are entrusted with the duties of personnel training 9, carry out, within their competence, the functions of organizing personnel training.

7. The organization of personnel training is carried out on a planned basis.

8. An assessment of the organization and state of training of personnel in the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia is carried out by personnel divisions during inspections, control and targeted audits of the activities of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia during the audit of staffing. When assessing the organization and state of training of personnel of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, the quality, efficiency, practical orientation, timeliness, organization and conduct of training events, scientific and methodological support for the learning process, the use of innovative educational technologies and modern technical means are checked. training, the state of the educational and material base, the professional knowledge and skills of employees necessary to perform their official duties, the personal participation of managers (chiefs) and their deputies responsible for the areas of operational and service activities in personnel training.

9. Employees of other departments of bodies, organizations and departments of the Ministry of Internal Affairs of Russia participating in the inspection, control and targeted inspections of the activities of bodies, organizations and departments of the Ministry of Internal Affairs of Russia in the areas of operational and official activities, during the inspection carry out analysis, evaluate the quality and effectiveness of training of personnel of departments in the relevant areas of operational and service activities, and also take part in conducting classes on the most pressing issues.

II. Initial preparation

10. Employees hired by the internal affairs bodies undergo initial training, which provides for the acquisition of basic professional knowledge and skills necessary for them to perform their duties, including in conditions associated with the use of physical force, special means and firearms:

10.1. For initial training programs:

10.1.1. In the centers of professional training of the ministries of internal affairs in the republics, the main departments (departments) of the Ministry of Internal Affairs of Russia for other subjects of the Russian Federation, the transport departments of the Ministry of Internal Affairs of Russia for the federal districts, East Siberian, Transbaikal line management Ministry of Internal Affairs of Russia on transport 10 .

10.1.2. In educational institutions of the Ministry of Internal Affairs of Russia.

10.2. According to the main professional educational programs of primary vocational, secondary vocational, higher vocational education in educational institutions of the Ministry of Internal Affairs of Russia.

11. Initial training is carried out only in full-time education.

12. A special procedure for initial training may be established for employees of operational search units.

13. The following employees do not undergo initial training in the manner prescribed by this order:

13.1. Previously served in the internal affairs bodies and re-entered the service (if there are documents in the personal file confirming their initial training (special vocational training) no later than five years from the date of dismissal from service in the internal affairs bodies.

13.2. Appointed to senior management positions.

14. Training in initial training programs is organized on the basis of annual plans (defining job categories, terms (dates) and the planned number of employees to be sent for training), approved in relation to:

14.1. Employees of certain official categories sent to vocational training centers, educational institutions of the Ministry of Internal Affairs of Russia 11 - by a legal act of the Ministry of Internal Affairs of Russia.

14.2. Employees in job categories not included in the Plan of the Ministry of Internal Affairs of Russia, sent to vocational training centers 12 - Ministers of Internal Affairs in the republics, heads of main departments (departments) of the Ministry of Internal Affairs of Russia in other constituent entities of the Russian Federation, transport departments of the Ministry of Internal Affairs of Russia in federal districts, East - Siberian, Trans-Baikal linear departments of the Ministry of Internal Affairs of Russia on transport.

15. DGSK of the Ministry of Internal Affairs of Russia, on the basis of applications from bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, submitted by June 1 of the year preceding the planned one, develops a Plan of the Ministry of Internal Affairs of Russia for the calendar year.

16. Ministries of Internal Affairs by republics, main departments (departments) of the Ministry of Internal Affairs of Russia for other constituent entities of the Russian Federation, departments in transport of the Ministry of Internal Affairs of Russia in federal districts, East Siberian and Trans-Baikal linear departments of the Ministry of Internal Affairs of Russia in transport based on an analysis of the turnover and turnover of personnel available and alleged vacancies, taking into account the uniform frequency of training during the calendar year in vocational training centers, their occupancy, the possibility of creating a training group for job categories of employees, develop and approve a schedule for the calendar year. 17. Personnel departments keep a permanent list of employees (surname lists) of employees to be sent for initial training, organize their referral for training in accordance with the Plan of the Ministry of Internal Affairs of Russia and the schedule.

18.1. According to the Plan of the Ministry of Internal Affairs of Russia - no later than six months from the date of admission to the service in the internal affairs bodies (the date of appointment to a position in the internal affairs bodies).

18.2. According to the schedule - no later than three months from the date of admission to the service in the internal affairs bodies (the date of appointment to a position in the internal affairs bodies).

19. Heads (heads) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia ensure the direction (secondment) of employees for initial training in vocational training centers, educational institutions of the Ministry of Internal Affairs of Russia in accordance with the Plan of the Ministry of Internal Affairs of Russia and the schedule.

20. Direct supervisors (bosses) check appearance, equipping and instructing employees sent for training on behavior along the way and during the training process, and also check the state of their academic performance and discipline during initial training by visiting training centers or by sending appropriate requests.

21. By orders of the heads of vocational training centers, educational institutions of the Ministry of Internal Affairs of Russia, employees are enrolled as students for training under initial training programs. Extracts from the orders are sent to the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, in which employees fill positions, for inclusion in their personal files. Cash and clothing allowances for students, as well as other payments provided for by the legislation of the Russian Federation (including travel expenses) are made in the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia in accordance with the positions to be filled.

22. The term of study, the structure and content of initial training programs for each job category of employees are determined by the relevant working training programs developed by vocational training centers and educational institutions of the Ministry of Internal Affairs of Russia on the basis of exemplary training programs of the Ministry of Internal Affairs of Russia.

23. Approximate learning programs The Ministry of Internal Affairs of Russia 13 for official categories of employees are developed on behalf of the DGSK of the Ministry of Internal Affairs of Russia by groups of authors (authors) from among the teaching staff of educational institutions of the Ministry of Internal Affairs of Russia, the composition of specialists from vocational training centers, scientific and practical workers and employees of bodies, organizations and departments of the Ministry of Internal Affairs of Russia. In exemplary programs, the structure of training, the requirements for the results of mastering the academic disciplines necessary for students to carry out the upcoming operational activities are determined.

24. In the process of developing a draft model program, at least two reviews should be received. Reviewers can be employees of professional training centers, educational institutions of the Ministry of Internal Affairs of Russia, other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, who have practical experience in training specialists of the relevant profile or organizing their operational activities.

25. The draft exemplary program, finalized taking into account the comments and suggestions of the reviewers, is sent to the DGSK of the Ministry of Internal Affairs of Russia for approval by the departments of the central office of the Ministry of Internal Affairs of Russia in the relevant areas of operational activities and approval of the DGSK of the Ministry of Internal Affairs of Russia.

26. In the absence of exemplary initial training programs for any position category of employees, vocational training centers and educational institutions of the Ministry of Internal Affairs of Russia develop working training programs for initial training on their own. Upon receipt of the relevant exemplary initial training programs within three months, the working curricula of initial training of vocational training centers and educational institutions of the Ministry of Internal Affairs of Russia are processed in accordance with exemplary initial training programs.

27. Working curricula for initial training of vocational training centers and educational institutions of the Ministry of Internal Affairs of Russia are coordinated with the territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels in the areas of operational activities and are approved by the head of the vocational training center or educational institution of the Ministry of Internal Affairs of Russia.

29. In the course of training under the initial training programs, students master academic disciplines (modules) in the amount provided for by the curriculum and class schedule, pass intermediate and final control in a timely manner.

30. In the course of initial training (during the study of initial training programs, basic professional educational programs of primary vocational, secondary vocational, higher vocational education), employees undergo special training for actions in conditions associated with the use of physical force, special means and firearms.

31. Students who have not studied the conditions for performing shooting exercises, who have not received the necessary knowledge, skills, and who have not mastered the safety measures when handling weapons, are not allowed to practice shooting from firearms.

32. Students may, in accordance with the legislation of the Russian Federation, be involved in activities to ensure public safety and the protection of public order and the performance of other duties assigned to the internal affairs bodies. It is forbidden to use listeners in operational activities when there may be a threat to their lives or when their independent actions due to professional unpreparedness can lead to violation, infringement of the rights, freedoms and legitimate interests of citizens.

33. Involving students in household and other work not related to the provision of the educational process is not allowed.

34. Students who have fully completed the curriculum for initial training programs and successfully passed the final tests and exams at the vocational training center, an educational institution of the Ministry of Internal Affairs of Russia, are considered to have completed initial training.

35. Upon completion of the initial training, the head of a vocational training center or educational institution of the Ministry of Internal Affairs of Russia issues an order for the trainees to complete the training and send them to serve in bodies, organizations and divisions of the Ministry of Internal Affairs of Russia. The results of the initial training and recommendations for the further service of the employee are reflected in the Conclusion on the completion of the initial training (Appendix N 1).

36. Employees who graduated from educational institutions of the Ministry of Internal Affairs of Russia in full-time education at the expense of the federal budget for the main professional educational programs of primary vocational, secondary vocational, higher professional education and who have passed the state final certification are considered to have completed initial training. The passage of initial training by them is confirmed by a state document on the appropriate level of education and (or) qualifications. The conclusion on the passage of initial training is not issued to the specified employees.

37. Employees who have not completed initial training are prohibited from issuing service weapons.

38. Qualification requirement to professional skills in the use of physical force, special means and firearms in the cases and in the manner provided for by the Federal Law of February 7, 2011. N 3-FZ "On the Police" 14 is established for employees after they have completed initial training.

III. Training in educational programs

39. In the Suvorov military schools of the Ministry of Internal Affairs of Russia, full-time training of citizens of the Russian Federation for admission to educational institutions of higher professional education of the Ministry of Internal Affairs of Russia is carried out in accordance with the legislation of the Russian Federation and other regulatory legal acts.

40. Training of employees in the main professional educational programs of primary vocational education (for filling the positions of privates, junior commanding staff), secondary vocational, higher professional, postgraduate professional education (for filling positions of middle, senior, senior commanding staff) is carried out at the expense of federal funds budget on a target contract basis in educational institutions and research organizations of the system of the Ministry of Internal Affairs of Russia.

41. Target numbers for admission to educational institutions and research organizations of the system of the Ministry of Internal Affairs of Russia for training in basic educational programs are established annual plans(according to which reception places are distributed among the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia in the areas of training (specialties) and forms of education), approved by legal acts of the Ministry of Internal Affairs of Russia.

42. DGSK of the Ministry of Internal Affairs of Russia develops:

42.1. Based on the applications of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia 15 submitted by September 15 of the year preceding the planned one, a plan for recruiting educational institutions of the Ministry of Internal Affairs of Russia 16 .

42.2. Based on the applications of bodies, organizations and departments of the Ministry of Internal Affairs of Russia 17 submitted by January 10 of the year of admission - a plan for recruiting postgraduates of educational institutions and research organizations of the system of the Ministry of Internal Affairs of Russia 18 .

43. Bodies, organizations and divisions of the Ministry of Internal Affairs of Russia:

43.1. Carry out work on the professional orientation of citizens of the Russian Federation for service in the internal affairs bodies.

43.2. They organize the selection of candidates for training in the Suvorov military schools of the Ministry of Internal Affairs of Russia and educational institutions of higher professional education of the Ministry of Internal Affairs of Russia 19 in accordance with the legislation of the Russian Federation and other regulatory legal acts.

43.3. Ensure registration of at least two personal (educational) files of candidates for training at one admission place and their direction:

43.4.2. Expelled from educational institutions of higher professional education of the Ministry of Internal Affairs of Russia not earlier than from the third year on grounds that do not prevent service in the internal affairs bodies.

44. Educational institutions of higher professional education of the Ministry of Internal Affairs of Russia, together with other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, organize the passage by cadets (listeners) of all types of practices provided for by the main professional educational programs higher (secondary) vocational education, in accordance with the training profile.

45. Additional professional education of employees includes advanced training, professional retraining and internships, which can be carried out with a break, with a partial break or on the job.

46. ​​Advanced training and professional retraining of employees appointed to positions of middle, senior and senior commanding staff are carried out in educational institutions of higher professional, additional professional education of the Ministry of Internal Affairs of Russia, research organizations of the system of the Ministry of Internal Affairs of Russia, and can also be carried out in specialized institutions The Ministry of Internal Affairs of Russia for professional retraining and advanced training of employees in accordance with Part 6 of Article 76 of the Federal Law "On Service in the Internal Affairs Bodies of the Russian Federation and Amendments to Certain Legislative Acts of the Russian Federation".

47. Further training and professional retraining of employees can, if necessary, be carried out on the basis of a state order in educational institutions of secondary vocational, higher vocational education that have licenses and state accreditation and not included in the system of the Ministry of Internal Affairs of Russia.

48. In order to increase professional readiness to perform operational and service tasks in a substituted or new position, employees of the rank and file, junior, middle and senior commanding staff may be sent to training camps 20 in vocational training centers.

49. Professional development of employees is carried out at least once every five years.

50. DGSK of the Ministry of Internal Affairs of Russia, by including the relevant sections in the Plan of the Ministry of Internal Affairs of Russia, organizes advanced training, professional retraining and training camps for employees in certain job categories.

51. Ministries of Internal Affairs for the republics, main departments (departments) of the Ministry of Internal Affairs of Russia for other constituent entities of the Russian Federation, transport departments of the Ministry of Internal Affairs of Russia for federal districts, the East Siberian and Trans-Baikal linear departments of the Ministry of Internal Affairs of Russia for transport by including the appropriate section in the schedule may organize training sessions for employees appointed to the positions of rank and file, junior, middle and senior commanding staff.

52. 53. The heads (heads) of the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia ensure the direction (secondment) of employees for advanced training, professional retraining and training camps within the time limits established by the Plan of the Ministry of Internal Affairs of Russia and schedules.

54. The specific term and content of advanced training, professional retraining and training fees for each position category of employees are determined by the relevant working training programs and (or) thematic training plans that are developed, approved and implemented by educational institutions of the Ministry of Internal Affairs of Russia, professional training centers based on exemplary programs . Working curricula and (or) thematic curricula are coordinated with the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia in the areas of operational and service activities. The development, coordination and approval of exemplary programs for advanced training, professional retraining and training fees are carried out in the manner set forth in paragraphs 23 - 25, 28 of this Procedure.

55. For certain official categories of employees, advanced training and professional retraining in educational institutions of the Ministry of Internal Affairs of Russia can be carried out according to exemplary programs approved by the Minister of Internal Affairs of the Russian Federation or his deputies responsible for the relevant areas of official activity.

56. In the absence of exemplary programs for the types of training and the corresponding job categories of employees, educational institutions of the Ministry of Internal Affairs of Russia, vocational training centers develop working curricula and (or) curricula thematic plans, coordinate them with the territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels in areas operational activities and approve independently. Upon receipt of the relevant exemplary programs within three months, the working curricula and (or) thematic curricula are processed in accordance with the exemplary programs.

57. The relevant document certifying that the employee has completed advanced training, professional retraining and training camps is issued to the employee against receipt, and a certified copy of the document is attached to the employee's personal file.

58. Training of employees is carried out in bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, as well as in other government bodies and organizations.

59. An internship can be either an independent type of additional professional education, or one of the sections curriculum for professional development and professional retraining of employees.

60. An internship is organized for the following categories of employees:

60.1. Consisting in personnel reserve to fill positions of managers (chiefs).

60.2. Appointed to the positions of managers (from the head of the department, equal to him and above).

61. The training of employees of forensic divisions of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia is carried out in accordance with the order of the Ministry of Internal Affairs of Russia dated January 14, 2005 N 21 "On certification of experts for the right to independently conduct forensic examinations and on the procedure for reviewing the level of their professional training" 21 .

62. Heads (from the head of the department, equal to him and above) and employees who are in the personnel reserve of the territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional, regional levels, as well as other persons, if necessary, can undergo an internship in the units of the central apparatus of the Ministry of Internal Affairs of Russia on calls .

63. The teaching staff of educational institutions of the Ministry of Internal Affairs of Russia, the composition of specialists in vocational training of vocational training centers undergo internships in subdivisions of the territorial bodies of the Ministry of Internal Affairs of Russia corresponding to the profile of training specialists, at least once every three years, as well as in educational institutions, research organizations of the system of the Ministry of Internal Affairs of Russia, vocational training centers as needed.

64. The duration of the internship, depending on its goals and job categories of employees, is set from five days to one month by the head (head) of the unit of the body, organization and unit of the Ministry of Internal Affairs of Russia and is agreed with the head (head) of the unit of the body, organization and unit of the Ministry of Internal Affairs of Russia, in which it is carried out if the internship is not organized at the place of work of the employee.

65. For employees specified in subparagraphs 60.4 and 60.5 of this Procedure, the duration of the internship is set for a period of at least three months.

66. The internship is individual in nature and includes:

66.1. Formation and consolidation in practice of professional knowledge and skills obtained as a result of theoretical training.

66.2. Learning from best practices.

66.3. Acquisition of professional and organizational skills to perform duties in a replaced and higher position.

67. The internship ends with summing up and assessing the level of acquired knowledge, skills and abilities, regardless of whether it is integral part training or an independent type of additional professional education.

68. An employee undergoes an internship under the guidance of the immediate supervisor (chief) and the supervisor of the training, appointed from among experienced employees by order of the head (chief) of the body, organization and unit of the Ministry of Internal Affairs of Russia.

69. The organization of the internship is entrusted to the head (chief) of the body, organization and unit of the Ministry of Internal Affairs of Russia.

70. Head (head) of a body, organization and subdivision of the Ministry of Internal Affairs of Russia:

70.1. Determines the order, time, place of the employee's internship, as well as the head of the internship.

70.2. Approves the internship plan (Appendix No. 2) and the report on the internship (Appendix No. 3).

70.3. Conducts an interview with an employee undergoing an internship on the issues being studied.

70.4. Supervises the work of the head of the internship and the employee undergoing the internship.

71. Supervisor of the internship:

71.1. Develops an internship plan with the employee.

71.2. Introduces the employee undergoing an internship with official duties, the organization of work of the body, organization and unit of the Ministry of Internal Affairs of Russia, in which the internship will be carried out.

71.3. Provides the employee with the necessary methodological and practical assistance in studying the issues provided for by the plan of his internship.

71.4. Supervises the implementation of the training plan.

71.5. Prepares a report on the internship with the employee.

72. An employee undergoing an internship:

72.1. Develops an internship plan together with the head of the internship and implements the activities of the plan.

72.2. Takes part in operational and service events held at the place of internship, classes in professional service and physical training.

72.3. Keeps records of the work done.

72.4. Prepares an internship report.

73. An employee may receive additional professional education outside the territory of the Russian Federation on the basis of international treaties of the Russian Federation.

IV. Professional service and physical training

74. Professional service and physical training is carried out at the place of service of employees in order to improve their professional knowledge and skills necessary for the performance of official duties, including in conditions associated with possible application physical force, special means and firearms, and includes the following types:

74.1. Legal training.

74.2. Service training.

74.3. Fire training.

74.4. physical training.

75. Organizational and methodological support of professional service and physical training, control over its condition is carried out by personnel units together with legal (legal) and other units in the areas of operational and service activities.

76. Professional service and physical training is organized and carried out in the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia. Classes in professional service and physical training for managers (chiefs) can be held separately.

77. In the legal training classes, the Constitution of the Russian Federation, generally recognized principles and norms of international law related to the activities of internal affairs bodies, legislative and other regulatory legal acts of the Russian Federation, constituent entities of the Russian Federation in the field of internal affairs, regulatory legal acts of the Ministry of Internal Affairs of Russia on the relevant areas of operational activity.

78. Methodological support legal preparation is carried out by the Contractual and Legal Department of the Ministry of Internal Affairs of the Russian Federation, legal (legal) divisions of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia.

79. At the service training classes, issues related to the implementation of the legislation of the Russian Federation and other regulatory legal acts, personal security measures for employees in the performance of operational and service tasks, as well as other issues related to the activities of the internal affairs bodies, based on their practical applications.

80. Methodological support of service training in the areas of operational activities is carried out by the relevant units of the central office of the Ministry of Internal Affairs of Russia, the ministries of internal affairs in the republics, the main departments (departments) of the Ministry of Internal Affairs of Russia in other constituent entities of the Russian Federation, the transport departments of the Ministry of Internal Affairs of Russia in the federal districts, Eastern Siberian, Trans-Baikal linear departments of the Ministry of Internal Affairs of Russia for transport.

81. At firearms training classes, practical skills in handling firearms, tactics of using weapons in the course of operational activities are formed and practiced, safety measures are studied when handling weapons, their material, issues of preventing cases of death and injury of employees associated with inept handling of firearms.

82. At physical training lessons, motor qualities and skills necessary in everyday activities and in extreme situations, practical skills of personal safety and the use of combat fighting techniques (including in personal armor protection, summer (winter) clothing, on background of physical and mental stress) in conditions as close as possible to real situations of power combat with actively resisting offenders using special means and service weapons.

83. The organization and conduct of classes, the list of control standards and exercises, the assessment of the level of fire skills and physical fitness of employees are determined by the instructions for organizing fire and physical training in the internal affairs bodies.

84. In the classroom in the system of professional service and physical training:

84.1. The professional knowledge and skills of employees are being improved in their special training for actions in conditions associated with the use of physical force, special means and firearms.

84.2. Topography issues, including the use of navigation systems, are studied to the extent necessary to perform operational tasks, taking into account the specifics of units; engineering training; providing first aid to persons who have suffered from crimes, administrative offenses and accidents, as well as to persons who are in a helpless state or in a state dangerous to their life and health; the procedure for the actions of employees in direct preparation for transfer and transfer to work in wartime conditions in accordance with the topics developed by the Office of the organization mobilization training DGSK of the Ministry of Internal Affairs of Russia; as well as training in civil defense is organized in accordance with the Regulations on the organization of training of the population in the field of civil defense 22 .

85. In the course of conducting drill reviews during the transition to wearing summer (winter) uniforms, open citywide (garrison) divorces of police squads for the protection of public order, classes in the system of professional service and physical training, compliance with the rules for wearing the established uniform and items of equipment, as well as practicing combat techniques.

86. Classes in professional service and physical training are held in the form of a permanent seminar, lecture, practical session(training before entering the service, training, modeling situations of operational activities, training camp, methodical and demonstration classes).

87. Professional service and physical training of employees is organized on a weekly basis during working hours (within the normal duration of working hours). In subdivisions of bodies, organizations and subdivisions of the Ministry of Internal Affairs of Russia, whose employees carry out a shift mode of service, training in the system of professional service and physical training can be organized outside the normal length of service time with the provision of appropriate compensation in the prescribed manner.

88. For professional service and physical training classes, employees arrive in casual clothing for the season (with the exception of employees of special technical events units and operational search units). The form of clothing is established by the persons conducting the classes.

89. Classes in professional service and physical training begin in subdivisions of bodies, organizations and subdivisions of the Ministry of Internal Affairs of Russia in February, and in educational institutions of the Ministry of Internal Affairs of Russia, simultaneously with the beginning of the academic year. Classes by types of professional service and physical training continue throughout the year and can be held in the mode of a single day of classes.

90. To organize classes in professional service and physical training, the heads (chiefs) of the body, organization and unit of the Ministry of Internal Affairs of Russia issue an order in which:

90.1. A brief analysis of the results of training employees in the past academic year, the shortcomings that occurred in training, and ways to eliminate them are reflected.

90.2. Tasks for the new academic year are determined based on the priority areas of the fight against crime, the level of professional readiness of the personnel and the operational situation in the region.

90.3. The days of the week (month) are established for classes by types of professional service and physical training according to the approximate calculation of hours for the academic year (for legal training - at least 30 hours, for service training - at least 30 hours, for fire training - at least 20 hours, for physical training - at least 100 hours), the number and composition of training groups, their leaders.

91. To organize and conduct classes in professional service and physical training, training groups are created taking into account the job categories and specialization of employees. Heads of training groups are appointed from among the heads (heads) of departments of bodies, organizations and departments of the Ministry of Internal Affairs of Russia.

92. Professional service and physical training of heads (chiefs) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia is carried out, including at permanent seminars. Organizational and methodological support for the activities of permanent seminars is carried out in the central office of the Ministry of Internal Affairs of Russia - the DGSK of the Ministry of Internal Affairs of Russia, in other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia - the corresponding personnel units.

93. The head of the permanent seminar in the central office of the Ministry of Internal Affairs of Russia is determined by the Minister of Internal Affairs of the Russian Federation. In other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, permanent seminars are headed by the heads (heads) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia.

94. Conducting professional service and physical training of the heads of the line departments of the Ministry of Internal Affairs of Russia in transport, with the exception of the East Siberian and Transbaikal line departments of the Ministry of Internal Affairs of Russia in transport 23 , and territorial bodies of the Ministry of Internal Affairs of Russia at the district level is carried out, including at educational and methodological gatherings in ministries Internal Affairs for the republics, main departments (departments) of the Ministry of Internal Affairs of Russia for other constituent entities of the Russian Federation, departments for transport of the Ministry of Internal Affairs of Russia for federal districts, East Siberian, Trans-Baikal linear departments of the Ministry of Internal Affairs of Russia for transport. Organizational and methodological support is carried out by the chiefs of staff.

95. To study the most important topics educational and methodical gatherings can be held for certain job categories of employees. Organizational and methodological support in the areas of operational activities is carried out by the relevant divisions of the territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels.

96. An indicative list of topics on legal and official training in the areas of operational activities is developed annually and sent to:

96.1. Subdivisions of the central apparatus of the Ministry of Internal Affairs of Russia to the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia on November 24 - until November 1, with the simultaneous submission to the DGSK of the Ministry of Internal Affairs of Russia of topics and control tests for legal, service training.

96.2. Ministries of Internal Affairs for the republics, main departments (departments) of the Ministry of Internal Affairs of Russia for other constituent entities of the Russian Federation, departments for transport of the Ministry of Internal Affairs of Russia for federal districts, East Siberian, Trans-Baikal linear departments of the Ministry of Internal Affairs of Russia for transport to the linear departments of the Ministry of Internal Affairs of Russia for transport 25 and territorial bodies Ministry of Internal Affairs of Russia at the district level - until December 1 after clarifying and supplementing the list of topics, taking into account the specifics of the performance of official duties by various job categories employees, priority areas for combating crime in a particular region.

97. The leaders of the training groups, taking into account the recommended topics, the specifics of the operational and service tasks performed in a particular region, draw up a schedule of classes for professional service and physical training for the training group for the quarter (in educational institutions - for the academic semester) in accordance with Appendix No. 4. Schedule for professional service and physical training is approved by the heads (heads) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia or their deputies responsible for the direction of the performance of employees who are part of the training groups.

98. The heads (heads) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, depending on the specifics of the performance of official duties of subordinate employees, as well as the complex of tasks to be solved and the level of preparedness of employees, have the right to redistribute study time between the studied issues of the subject of occupational training without compromising the quality of the employees receiving professional knowledge and skills.

99. It is forbidden to use topics that do not correspond to the specifics of the operational activities of the unit during classes.

100. Heads of training groups organize and provide education and training of employees, personally conduct classes on types of professional service and physical training, monitor attendance at classes, check the level of professional knowledge, skills and abilities of employees, maintain planning, accounting and reporting documentation on types of professional service and physical training.

101. Heads (heads) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, their deputies, responsible for the activities of divisions, exercise control over the organization of training for employees, participate in classes, consider at least once every six months at operational meetings the issue of the state of professional service and physical training of personnel in connection with the indicators of their operational and service activities, give an assessment to the head (chief) of a subordinate unit (training group) for the state of professional readiness of personnel, take measures to develop the educational and material base, its equipment and equipment.

102. To conduct classes in professional service and physical training, depending on the specifics of the subject being studied in without fail employees of appropriate qualifications are involved, including the management and inspectors of higher units, the teaching staff of educational institutions, specialists from law enforcement agencies and other federal executive bodies.

103. Professional training units, and in their absence, personnel units, together with interested units of bodies, organizations and units of the Ministry of Internal Affairs of Russia, exercise control over the organization of training for employees in accordance with the areas of their operational and service activities, maintaining planning, accounting and reporting documentation on issues of professional service and physical training, take part, in accordance with the established procedure and within their competence, in inspections, control and targeted inspections of the activities of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, as well as in organizing and conducting final classes to determine the level of professional preparedness of employees, participate in the work of commissions for issuance (fixing) of firearms to personnel, including for permanent carrying and storage.

104. The level of professional preparedness of employees is checked:

104.1. When training employees in training sessions during the academic year, during their survey (testing) in simulators and briefings before entering the service.

104.2. When inspecting, controlling and targeted inspections of the activities of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia in the course of checking their staffing.

104.3. When conducting final classes to determine the level of professional preparedness of employees at the end of the academic year 26 .

105. When inspecting, controlling and targeting the activities of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, in the course of checking their staffing, the state of professional service and physical training of employees is checked without fail. Legal and official training is assessed by representatives of departments of bodies, organizations and departments of the Ministry of Internal Affairs of Russia in the relevant areas of operational and service activities.

106. Checking the level of professional training of employees during inspections, control and target checks, conducting final classes is a test of their professional suitability for actions in conditions associated with the use of physical force, special means and firearms.

107. When inspecting ( control check) for legal and service training in educational institutions of the Ministry of Internal Affairs of Russia, vocational training centers, at least 50% of employees from among the permanent staff, as well as at least 50% of cadets (listeners) of an educational institution of higher professional education of the Ministry of Internal Affairs of Russia from the third to fifth courses, at least 50% of students of training groups (platoons) completing their studies at the vocational training center for initial training programs. In other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, at least 30% of the payroll of employees is subject to testing.

108. The percentage of employees involved in fire and physical training checks is determined by the instructions for organizing fire and physical training in the internal affairs bodies.

109. During the control check, the professional service and physical training of employees is checked in the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, which received unsatisfactory marks during the inspection for professional service and physical training in general or for certain types.

110. Targeted inspections of the organization of professional service and physical training, the provision of practical and methodological assistance are carried out during the academic year in accordance with the work plans of the bodies, organizations and divisions of the Ministry of Internal Affairs of Russia, and also as necessary.

111. The academic year ends with the holding of final classes to determine the level of professional preparedness of employees with a mandatory examination of professional knowledge, skills and abilities by types of professional service and physical training.

112. Final classes are held in the fourth quarter of each year (in educational institutions of the Ministry of Internal Affairs of Russia - at the end of the academic year) by commissions of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia 27 and are mandatory. 100% of employees who have completed initial training are subject to verification during the final training.

113. Final classes for deputy heads of departments of the central apparatus of the Ministry of Internal Affairs of Russia, heads (chiefs) of other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia 28 are organized and conducted by the DGSK of the Ministry of Internal Affairs of Russia during the collegium of the Ministry of Internal Affairs of Russia to sum up the operational and service activities of the internal affairs bodies for the year .

114. To determine the level of professional training of employees, commissions are created.

115. The commission includes persons from among the managers (chiefs) and the most trained employees of personnel, legal (legal) and other units in the areas of operational and service activities.

116. The composition of commissions for determining the level of professional training of employees is approved in relation to:

116.1. There are 29 deputy heads of departments of the central apparatus of the Ministry of Internal Affairs of Russia, heads (heads) of other bodies, organizations and divisions of the Ministry of Internal Affairs of Russia - Deputy Minister of Internal Affairs of the Russian Federation, responsible for the activities of the DGSK of the Ministry of Internal Affairs of Russia.

116.2. Employees of the units of the central apparatus of the Ministry of Internal Affairs of Russia - the heads of the relevant units of the central apparatus of the Ministry of Internal Affairs of Russia.

116.3. Employees of the territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional 30 , regional levels - the heads of the territorial bodies of the Ministry of Internal Affairs of Russia of the corresponding level.

116.4. Employees of the line departments of the Ministry of Internal Affairs of Russia for transport 31 , territorial bodies of the Ministry of Internal Affairs of Russia at the district level - heads of line departments of the Ministry of Internal Affairs of Russia for transport 32 , territorial bodies of the Ministry of Internal Affairs of Russia at the district level.

117. The commissions specified in subparagraph 116.3 of this Procedure check the professional competence of the heads of the line departments of the Ministry of Internal Affairs of Russia in transport, which are subordinate to the departments of transport of the Ministry of Internal Affairs of Russia for federal districts, and territorial bodies of the Ministry of Internal Affairs of Russia at the district level, as well as employees of at least one third of the linear departments of the Ministry of Internal Affairs of Russia for transport, which are subordinate to the departments for transport of the Ministry of Internal Affairs of Russia for federal districts, territorial bodies of the Ministry of Internal Affairs of Russia at the district level.

118. The chairman and members of the commission are personally responsible for the objectivity of assessing the level of professional knowledge, skills and abilities of employees in determining the degree of their professional preparedness.

119. The final classes to determine the level of professional preparedness of employees are a test of their professional suitability for actions in conditions associated with the use of physical force, special means and firearms 33 . The results of the final classes are taken into account when awarding qualification ranks in accordance with the Instruction on the procedure for awarding qualification ranks to employees of the internal affairs bodies of the Russian Federation, approved by order of the Ministry of Internal Affairs of Russia dated January 10, 2012 N 1 34.

120. The level of professional knowledge, skills and abilities by types of professional service and physical training for each category of employees is determined by:

120.1. For legal training - on control tests (at least twenty questions), including the provisions of the Constitution of the Russian Federation, legislative and other regulatory legal acts of the Russian Federation in the field of internal affairs, regulatory legal acts of the Ministry of Internal Affairs of Russia regulating their operational activities, practical solution of legal situations (tasks).

120.2. On service training - on control tests (at least twenty questions), which determine the level of knowledge, skills and abilities necessary for the employee to perform official duties, including the solution of two or three introductory tasks. Taking into account the specifics of the operational activities of employees, introductory tasks include, among other things, questions of practical orientation in compiling (filling in) formalized forms, the algorithm of actions at the scene, the use of special and forensic equipment in the detection and investigation of crimes.

120.3. For firearms training - for control tests (at least twenty questions), including legal framework the use of weapons and ensuring the personal safety of an armed officer, the rules of firing, the materiel and performance characteristics of firearms, ammunition (fragmentation hand grenades), safety measures when handling them, delays in firing and ways to eliminate them, as well as the practical implementation of one of standards for fire training and control exercises.

120.4. In terms of physical training - in terms of the level of mastery of fighting techniques, as well as the results of fulfilling control standards.

121. Testing in legal training is a test of knowledge of the Constitution of the Russian Federation, legislative and other regulatory legal acts of the Russian Federation in the field of internal affairs.

122. Control tests for legal and service training are developed taking into account the specifics of the operational and service activities of employees by the relevant units of the territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels, for firearms training - by professional training units and are sent to subordinate units until December 1.

123. When changing the legislation of the Russian Federation and the regulatory legal acts of the Ministry of Internal Affairs of Russia, regulating the direction of operational and official activities, control tests are adjusted.

124. In educational institutions of the Ministry of Internal Affairs of Russia, vocational training centers, control tests are developed by the teaching staff, the composition of specialists in the vocational training of the relevant departments, cycles.

125. An individual assessment of a legal and service training officer is determined by:

125.1. "Satisfactory" - at least 80% of positive answers.

125.2. "Unsatisfactory" - less than 80% of positive answers.

126. An individual assessment of an officer in firearms and physical training is determined on the basis of the requirements of instructions for the organization of firearms and physical training in the internal affairs bodies.

127. An individual assessment of an employee for professional service and physical training (a conclusion about the suitability of an employee for actions in conditions associated with the use of physical force, special means and firearms) is determined on the basis of assessments for legal, service, fire and physical training:

127.1. "Satisfactory" ("professionally fit to act in conditions involving the use of physical force, special means and firearms") - if all four individual ratings are "satisfactory".

127.2. "Unsatisfactory" ("professionally unfit for action in conditions involving the use of physical force, special means and firearms") - in other cases.

128. An employee who received an "unsatisfactory" rating in legal training is considered not to have passed the test of knowledge of the Constitution of the Russian Federation, legislative and other regulatory legal acts of the Russian Federation in the field of internal affairs.

129. Individual assessments for legal, service, fire and physical training are entered in the assessment sheet (Appendix N 5), which is signed by the members of the commission who participated in the verification.

130. The results of the check, according to the evaluation sheet, and the conclusions on them are recorded in the protocol (Appendix No. 6), which is signed by the chairman and all members of the commission. The protocol is kept in a separate nomenclature file.

131. The decision on the results of the audit is announced to the employee against receipt. The employee has the right to appeal the results of the audit in accordance with the legislation of the Russian Federation and other regulatory legal acts.

132. An extract from the protocol (or a copy of it) in relation to employees recognized as professionally unfit to act in conditions related to the use of physical force, special means and firearms is sent to the heads (heads) of bodies, organizations and divisions of the Ministry of Internal Affairs of Russia for a decision to be made in in accordance with Part 4 of Article 33 of the Federal Law "On Service in the Internal Affairs Bodies of the Russian Federation and Amendments to Certain Legislative Acts of the Russian Federation".

133. The criteria for assessing the level of professional knowledge, skills and abilities in legal and professional training for the assignment (confirmation) of qualification titles to employees are determined for: the qualification title "Specialist of the third class" - at least 80% of positive answers; qualification title "Specialist of the second class" - at least 85% of positive answers; qualification title "Specialist of the first class" - at least 90% of positive answers; qualification title "Master" - at least 95% of positive answers. The level of professional knowledge, skills and abilities in fire and physical training for the assignment (confirmation) of qualification ranks to employees is determined according to the criteria established in the manuals for the organization of fire and physical training in the internal affairs bodies.

134. The assessment of the body, organization and unit of the Ministry of Internal Affairs of Russia for legal and professional training is determined on the basis of individual assessments of employees and is determined by:

134.1. "Satisfactory" - if at least 80% of employees received positive individual ratings.

134.2. "Unsatisfactory" - if less than 80% of employees received positive individual ratings.

135. The assessment of the body, organization and unit of the Ministry of Internal Affairs of Russia for fire and physical training is determined on the basis of the requirements of the instructions for organizing fire and physical training in the internal affairs bodies.

136. The assessment of the body, organization and unit of the Ministry of Internal Affairs of Russia for professional service and physical training is determined on the basis of assessments of the internal affairs body for legal, service, fire and physical training and is determined by:

136.1. "Satisfactory" - if all four marks are "satisfactory".

136.2. "Unsatisfactory" - in other cases.

137. Accounting for the results of training and the level of preparedness of employees is kept in the registers of attendance and progress in professional service and physical training (Appendix No. 7).

138. Information on the state of the educational and material base of professional service and physical training and its organizational and staffing (Appendix N 8) and an explanatory note on the level of professional training of employees are submitted:

138.1. Heads of line departments of the Ministry of Internal Affairs of Russia for transport, territorial bodies of the Ministry of Internal Affairs of Russia at the district level - to personnel units of the territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional, regional levels.

138.2. Heads of territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels, educational institutions, research, medical and sanitary and sanatorium organizations of the system of the Ministry of Internal Affairs of Russia, district departments of logistics of the system of the Ministry of Internal Affairs of Russia, as well as other organizations and divisions created to perform the tasks and exercise the powers assigned to the internal affairs bodies; in the DGSK of the Ministry of Internal Affairs of Russia until January 15 of the year following the reporting one.
