Import substitution has become one of the main vectors for the development of Russian industry since 2014, when sanctions were imposed on a number of foreign goods. PJSC Gazprom, which accounts for 66% of gas production in Russia, set a course for import substitution back in 2003. Until 2011, the percentage of foreign supplies of equipment for the company was 10-18%, and now it has dropped to 5-6%. For comparison, in general, the Russian oil and gas industry depends on foreign supplies by almost 70%.

Since 2012, there has been an association of equipment manufacturers "New Technologies in the Gas Industry", which unites more than 100 enterprises, design bureaus, engineering companies, scientific and design organizations that produce material and technical resources for PJSC Gazprom. The president and chairman of the board of the association is A.B. Miller. Association - open area for dialogue, exchange of ideas and joint problem solving. There are the following expert sections: "Gas pumping units", "Gas distribution equipment", "Shutoff and control valves", "Petrochemical equipment", "Gas field and drilling equipment", "Gas motor fuel", "Small power", "Perspective materials and technologies" and Economic Efficiency. For each area, experts, together with representatives of PJSC Gazprom, develop technical policy programs that include import substitution issues. The main goals of the association are to unite the professional community and mobilize the industrial and scientific potential of domestic enterprises.

In 2015 PJSC Gazprom established the Import Substitution Department, which is responsible for the search and implementation of new technologies, equipment, materials to speed up the process of replacing imported products with domestic counterparts. It was headed by P.V. Krylov, candidate of technical sciences, graduate of the Russian state university oil and gas named after I.M. Gubkin, who has been with the company since 2004. Also P.V. Krylov is one of the board members of the association of equipment manufacturers "New technologies of the gas industry".

Priority areas

As a result of the analysis of the needs of the production facilities of the Gazprom Group, 20 priority areas for development in the field of creating replacement analogues were identified. Among them are equipment for offshore seismic surveys, support for directional and horizontal drilling, high-tech well completion, pumps and compressors for oil refining, catalysts for oil refining and petrochemicals. It also includes hardware management software.

In terms of the amount of imported equipment used in the production and transportation process, offshore projects and LNG production are in the lead - they require about 80% of foreign equipment. For hard-to-recover hydrocarbons, this figure is 50%.

The crisis prompted the industry to accelerate the process of import substitution. Great Opportunities opened up for enterprises that have scientific and technical potential, but cannot realize it due to lack of a sales market or lack of funding. It is known that PJSC Gazprom supports even those projects that require development for more than five years, and guarantees future demand on products, which helps to attract investors and obtain state support. Also, if there are experimental batches of products, it is possible to conduct tests and gain access to technical expertise. More than 1 billion rubles have already been raised to support Russian manufacturers, thanks to the import substitution department.

The PJSC Gazprom website contains a list of equipment, products and materials that need to be replaced by Russian counterparts, and questionnaires for companies that want to offer their products. In many areas production activities there are so-called critical import positions, the reproduction of which in domestic conditions is still considered unfeasible and requires serious work.

If it is necessary to use products and technologies that are not supplied from countries that support the sanctions regime in relation to Russian Federation, PJSC Gazprom is actively searching for alternative suppliers in third countries, and is also considering the possibility of localizing equipment with the involvement of foreign partners with the prospect of cooperation on a long-term basis.

What should be the company to take part in the program?

The possibility of cooperation with PJSC "Gazprom" is determined using the index of readiness of the enterprise to produce import-substituting products - the weighted average of expert assessments for many parameters. The main criteria are such as the availability of a production base and a scientific and technical reserve. Products and technologies must be free from any rights of third parties. Localization in Russia is one of the weighty selection criteria, and the company's ability to do without sanctioned raw materials, components and equipment is also important. The presence of prototypes of products is also welcome.

Management of import-substituting analogues of products, works and services is carried out on the basis of the PJSC Gazprom Standardization System as part of the implementation of the Company's Unified Technical Policy. The company also operates the INTERGAZCERT Voluntary Certification System, which serves as an effective tool for the company's interaction with equipment suppliers. Prospects and plans

Behind Last year PJSC Gazprom has achieved impressive results in implementing the import substitution strategy. The list of foreign equipment for industrial needs, previously consisting of 486 items, was reduced to 252 items by the fall of 2016. Thus, the company's imports decreased by 48%.

In 2016, a company was established in St. Petersburg to ensure the technological independence of PJSC Gazprom in the development of offshore fields. Thanks to its activities, elements of underwater production systems have been identified that can be mastered for production by domestic enterprises in the near future.

For the development of LNG production projects, it is planned to carry out research and development work, including the study of heat transfer processes with boiling-condensation of a mixed refrigerant on tube bundles, as well as the development of designs for mixed refrigerant flow distributors in the annular space of twisted heat exchangers. There are also plans to create a pilot industrial sample of a gas liquefaction plant with a capacity of 10 tons per hour.

The import substitution policy implemented by PJSC Gazprom not only solves the company's tasks, but also contributes to the development of Russian industry. To support enterprises that will produce import-substituting products, there are preferential loans and the possibility of subsidizing by the state part of the costs of research, the creation and sale of pilot batches of products. State support helps to accelerate the process of import substitution in the gas industry, and PJSC Gazprom's activities are already showing results.

Another effective tool for Gazprom's cooperation with domestic producers is long-term contracts for serial production, supply and maintenance of import-substituting products under guaranteed volumes of future years' deliveries. This interaction scheme provides Gazprom with high-quality goods Russian production at competitive prices, and suppliers with a predictable volume of orders. To date, such agreements are in force, including with PJSC Pipe Metallurgical Company, LLC Tomsk Engineering Technologies, LLC Salavat Catalyst Plant.

Gazprom actively applies innovations and participates in their development. Every year, the company invests heavily in research and development (R&D), pre-investment studies. In the scientific and technical sphere, the company actively cooperates with corporate and third-party scientific organizations, Russian higher educational institutions, companies in related industries.

The creation and implementation of Russian equipment and technologies requires the improvement of national and corporate technical standards aimed at import substitution in production and technological processes. At the same time, the main shipments were made for the construction of the Power of Siberia gas pipelines, the facilities of the Chayandinskoye field, the laying of the second strings of the Bovanenkovo-Ukhta and Ukhta-Torzhok gas pipelines, etc.
Traditionally, the largest share in the supply of products for Gazprom is occupied by pipes. For example, in 2017, Gazprom Komplektatsiya purchased pipe products from Russian manufacturers by 117.7 billion rubles.

In addition, in 2017, Gazprom purchased 19 gas compressor units (GCUs) with gas turbine units and centrifugal superchargers. In particular, seven such units manufactured by the Rybinsk UEC - gas turbines” was sent to the Zapolyarnoye oil and gas condensate field (NGKM).
Five units of the Permian NPO Iskra were used for the construction of the first stage of the booster compressor station at the Bovanenkovskoye oil and gas condensate field as part of the development of the Cenomanian-Aptian deposits.

For the construction of the Zeyskaya compressor station on the Power of Siberia gas pipeline, two gas compressor units manufactured by Kazan's KMPO and three by St. Petersburg JSC REP Holding were delivered. Two more units of the Kazankompressormash plant were shipped for stations at the Orenburg oil and gas condensate field. Gazprom also received from UEC - Perm Motors six gas turbine engines, as well as 15 sets of replaceable flow parts manufactured by REP Holding and Kazankompressormash.

In 2017, 51 sets of X-mas trees with column heads for production gas wells Chayandinskogo OGCF was manufactured by the Kurgan "AK" Corvette ", as well as the Voronezh" NPO "Neftegazdetal" and the Voronezh Mechanical Plant - a branch of JSC "GKNPTs im. As part of the import substitution program, Gazprom Komplektatsiya signed seven long-term contracts with the Pipe Metallurgical Company, the Salavat Catalyst Plant, Tomsk Engineering Technologies, the Ural Special Valves Plant, the Chelyabinsk Pipe Rolling Plant, the Kazankompressormash plant and NPP MashTEK.
Under these contracts, in 2017 TMK supplied 696 tons of cold-resistant casing pipes, casing pipes and tubing pipes (tubing pipes) in hydrogen sulfide-resistant design. Salavat Catalyst Plant sold about 503.9 tons of silica gel adsorbent.
Gazprom may also sign contracts with FPC Cosmos-Oil-Gas LLC for the supply of modular well piping using a wellhead energy-saving source and with RGM-Neft-Gaz-Service for the supply of coiled tubing units.

INVOLVING IN THE DEVELOPMENT OF NEW TECHNOLOGIES
In addition to concluding long-term contracts, Gazprom continues to develop import substitution in the gas industry directly with Russian manufacturers, including through interaction within specialized associations. As a result, production drilling facilities of the Astrakhan gas and condensate field have begun deliveries of analogues of equipment from the American-French Axon S.A.S. and the American-Norwegian FMC Technologies - Christmas trees and pipe heads manufactured by AK Corvette.

For example, in 2017 Volgogradneftemash successfully completed the pilot operation of high-temperature ball valves at the Komsomolsk gas field of Gazprom dobycha Noyabrsk LLC. The cranes are designed for use at gas production and transportation facilities at a booster compressor station when high pressure and raw material temperature. The maximum temperature of the working medium during operation reached +123 °C.

In the first half of 2017, the Saratovgazavtomatika plant tested a prototype of an autonomous power source (APS) with a rated power of 2800 W, created on the basis of air- and liquid-cooled gas thermoelectric generators. The prototype AIP-2800 was made for the power supply of sites crane units and use at the objects of the linear part of the "Power of Siberia". The level of materials and components of domestic production in the composition of the power source has been increased to 90%. At the same time, energy costs for own needs have been reduced by an order of magnitude due to the use of a heat cogeneration system.

Gazprom is involving more and more Russian enterprises in the process of mastering new technologies and equipment, including those that have not been used in Russia before. Thus, in the second half of last year JSC Zagorsk Pipe Plant supplied Gazprom with pipes with a diameter of 1020 mm. The enterprise, launched in 2015, is designed to produce longitudinally welded pipes with a diameter of 508–1420 mm and a wall thickness of 8–35 mm. The design capacity of the plant is 500,000 tons of LDP per year.
In the Voronezh region, CJSC Liskimontazhkonstruktsiya mastered the production of pipes with a diameter of 426-1420 mm for a working pressure of up to 32.0 MPa.
At the new enterprise for the production of fittings for pipelines "ETERNO" ( a joint project"ChTPZ" and "Rosnano") tested split tees for tapping under pressure.

More and more in the gas industry, LDPs with an external anti-corrosion coating made of materials of domestic production by Metaclay JSC (Karachev, Bryansk Region), which is part of Rosnano, are being used. Last year, the application of an anticorrosive monolayer (instead of a three-layer) coating based on the Metalen PE-21 composition was started on the existing production lines of pipe companies. Among the priority areas of cooperation between Gazprom and Rosnano Corporation is the development of production of pipes for field transportation of gas with a high content of carbon dioxide, as well as pipes with a wide range of operating temperatures (from -60 C to +350 C).

On February 15, 2018, Gazprom and the Chelyabinsk Pipe Rolling Plant signed a roadmap for mastering the production and serial production of pipes for offshore fields. The pipes are planned to be used in the manufacture of domestic equipment for subsea production systems, in particular, manifolds and Christmas trees. ChTPZ undertook to master the technology of production of pipes from Super Duplex 25Cr steel and pipes from UNS N06625 nickel alloy. These materials provide ultra-high strength and corrosion resistance for equipment operating in marine environments. Currently, such pipes are not produced in Russia.

ROSTEKH, ROSATOM, AND EVEN ROSCOSMOS
Since 2013, Gazprom has been developing roadmaps for projects aimed at expanding the use of high-tech, including import-substituting, products and services of enterprises in the interests of the company. The first such document was signed with Tomsk region. Agreements, in particular, have been signed with Bashkortostan, Mordovia, Tatarstan, the Perm Territory and the Chelyabinsk Region.
Agreements were signed to develop cooperation in the field of import substitution with United Engine Corporation JSC (UEC, part of
part of the Rostec State Corporation), Roscosmos and Rosatom.

Together with the UEC, it is planned to develop domestic gas turbine plants a wide range of power - from 32 MW, which in the future can be used at the facilities of Gazprom, as well as gas turbine power plants for offshore platforms. In addition, it is planned to create components for the repair of foreign-made gas turbine engines.
Rosatom will develop for Gazprom software in the field of processing and interpretation of seismic and well data, geological modeling and reserves estimation.

It is planned to create prototypes of equipment for natural gas liquefaction, its storage and filling, pipeline fittings, pumping, heat exchange and power equipment, components for gas compressor units.
As part of cooperation with Roskosmos, it is planned to manufacture prototypes of equipment for hydrocarbon production onshore and offshore, compressor, pumping, column, heat exchange, power equipment, spare parts for gas compressor units, equipment for LNG production. The first prototypes of the equipment will be manufactured by Roscosmos enterprises as early as 2020.

Last year, Gazprom concluded 133 contracts with such leading manufacturers of pipeline valves as NPO Tyazhpromarmatura (Aleksin, Tula Region), Volgogradneftemash (Volgograd), Samaravolgomash (Samara), Penztyazhpromarmatura, Atommashexport (Volgodonsk), Blagoveshchensk Valve Plant (Blagoveshchensk, Bashkiria), RUST-95 (Moscow), Energomash (Veliky Novgorod), Giras (Dolgoprudny), Gusar (Gus-Khrustalny) , IK Enerpred-Yardos (Moscow Region), PO MZTA (Murom), Eastern Valve Company (Ufa).

The Board of Directors of PJSC Gazprom took note of the progress made in reducing dependence on imports of foreign equipment.

At the meeting, it was noted that the company has been conducting systematic work on import substitution for many years. As a result, the share of Russian-made equipment in the volume of purchases of the Gazprom Group is about 95%.

The company approved a list of the most important species products for import substitution and localization of production. On its basis, an analysis of the possibilities of competitive import substitution was carried out, current directions and possible terms for further reducing dependence on imports were determined.

The tasks of import substitution are solved, in particular, by organizing technological partnerships with Russian oil and gas equipment manufacturers.

For example, Gazprom has many years of cooperation with machine-building and pipe companies. One of the goals of this interaction is the development of advanced technologies and the organization of the production of analogues of foreign equipment required by Gazprom. Partners, in particular, are Cryogenmash, United Metallurgical Company, United engineering plants”, “REP Holding”, “Severstal”, “Pipe Metallurgical Company” and “Chelyabinsk Pipe Rolling Plant”.

The participants of the meeting noted that, thanks to close cooperation with Gazprom, the leading Russian machine-building and pipe enterprises have launched the production of modern, including unique pipes for the construction main gas pipelines, high-tech diagnostic, gas pumping and other equipment of domestic production.

A lot of work is being done in cooperation with the authorities of the regions of Russia. Gazprom and 19 constituent entities of the Russian Federation are implementing roadmaps to expand the use of products and technologies at the company's facilities, including import-substituting ones, produced in these regions. After passing the certification, the developments of local companies are allowed to be used in Gazprom and can be purchased on a competitive basis.

To coordinate the activities of domestic enterprises, the Association of Equipment Manufacturers “New Technologies in the Gas Industry” has been established and is successfully operating. The Gazprom website contains a list of imported products recommended for development by Russian manufacturers.

In the near future, it is planned to start using a new mechanism of cooperation with potential manufacturers of import-substituting products. It involves the conclusion between Gazprom and enterprises of long-term contracts for serial production, supply and maintenance of specific equipment under guaranteed supply volumes. This mechanism will be tested on several pilot projects.

Gazprom implements A complex approach to solve the problems of import substitution, using a number of technical regulation tools, including corporate and national standardization, conformity assessment and quality control. By now, the company has developed more than a thousand corporate standards, the vast majority of which apply to oil and gas equipment and contain more stringent requirements for reliability and safety than international and national documents.

In addition, Gazprom and the Ministry of Industry and Trade of the Russian Federation signed the Import Substitution Program for the production of industrial products for the needs of Gazprom, its subsidiaries and affiliates. In accordance with the document, manufacturers can take advantage of state support measures, including cost subsidies and preferential loans.

The Management Board of the company was instructed to annually submit to the Board of Directors materials on the progress of work on the implementation of projects in the field of import substitution.

Gazprom is actively implementing an import substitution program. The list of gas holding for replacement includes 410 foreign suppliers from 20 countries. According to this source, Gazprom's program "was developed in relation to the producers of those countries that have imposed or supported sanctions against Russia." But Gazprom has plans to find replacements for suppliers from those countries that did not support the sanctions. So, the list includes the Belarusian CJSC Hydrodinamika, the Israeli Ormant, the Indian pipe manufacturers Corus and Welspum and Argentina - Tinaris. This list even includes Zorya-mashinproekt and Ikor, which are located in Ukraine.

The share of Gazprom's foreign currency purchases in capital expenditures is 21%, Andrei Kruglov, deputy chairman of the holding's management board, noted earlier this month. Capital expenditures of Gazprom for the current year are planned in the amount of 733 billion rubles. About 154 billion rubles are planned for foreign purchases, or $2.5 billion at the forecast rate of the Ministry of Economic Development for the current year - 61.5 rubles per dollar. However, Gazprom approved investments for 2015 at the end of last year - then the forecast rate was 38 rubles per dollar. therefore, the foreign exchange costs included in the investment program may increase and amount to about $4 billion.

During the construction of LNG plants, Gazprom is almost 100% dependent on the equipment of two companies: the American Air Products & Chemicals and the German Linde. In Hong Kong, where the presentation of Gazprom for investors was held, the Russian company has already announced that the launch of the Baltic LNG plant and the third stage of Sakhalin-2 is postponed to a later date - from 2018-2019 to 2021-2022. The decision is quite balanced and very relevant, because due to the threat of sectoral sanctions, it is currently very risky to build these plants.

So far, there are no Western sanctions against the Russian gas industry, but it is possible that they may appear - then not only projects for the production of liquefied gas, but even the Power of Siberia project, believes Mikhail Krutikhin, a longtime opponent of Gazprom and an eternal critic of the company, partner of Russian Energy. In his opinion, the project requires powerful imported units that pump gas, as well as equipment for the Amur GPP - and there are no analogues to them either in Russia or China.

Without foreign manufacturers, it seems that it will not be possible to build the underwater part of the Turkish Stream, since only European companies have special technologies and pipe-laying vessels at their disposal, says Mikhail Korchemkin, director of East European Gas Analysis. Companies from Russia are not going to invest in this for a banal reason - they are not technologically ready for this.

“To build underwater gas pipelines, you need to have not one ship, but a small fleet. It must constantly work, and it is not necessary to expect that after fulfilling the orders of Gazprom, they will be able to be obtained in other countries, ”said an employee of one of the key contractors of the Russian gas holding.

True, the most capital-intensive part of the procurement, which includes pipes, is almost entirely Russian, Vsevolod Cherepanov, member of the Gazprom board, noted earlier. In general, there are no problems with pipes: only casing and drill pipes for a particularly aggressive environment with a high sulfur content are imported. However, in the future, this pipe segment may be taken over by some Russian companies- for example, TMK, where this has not been ruled out.

Therefore, Gazprom will strive to achieve high import substitution in other areas. Therefore, the company has developed a number of measures aimed at solving the problem.

Also, the Ministry of Industry and Trade and the Ministry of Energy in the spring of 2015 should develop comprehensive program import substitution in the oil and gas sector.

However, according to Korchemkin, the ideas of import substitution, which are put forward today by Russian government officials, are nothing more than a political trend. “Gazprom management is unlikely to count on tougher sanctions and increased isolation of Russia for a long period,” he said.

Krutikhin agrees with him in general terms, pointing to the lack of qualified personnel in Russia in a number of areas.
