Running a business involves situations of different types. The need to correct the information that was initially submitted government agency, can appear at any time. The changes are due to changes in the development of the economic environment. They may also be related to the types of work performed, if some of them become less profitable and the entrepreneur decides to switch his attention to more promising areas activities. How many areas to cover and which ones to develop first of all will have to be decided by the entrepreneur himself.

Initially, when registering, a businessman indicates those OKVED codes that correspond to his further plans regarding the future business. Over time they can change. Situations arise when a person can develop a business in a different direction or he wants to expand the business and additionally earn profit in other areas.

Changing views entrepreneurial activity- a legal procedure. The current regulations do not deny the right to make such adjustments to the registration data of individual entrepreneurs. But a businessman must go through a procedure regulated by the legislator.

The right of an individual entrepreneur to several types of activities

The procedure for registering an individual entrepreneur includes filling out an application. The appeal contains information about the future businessman and the planned work to make a profit. The applicant indicates OKVED codes. They determine what types of activities the businessman plans to engage in.

The legislator does not place restrictions on the number of areas of business. Theoretically, a businessman can choose as many directions as he needs. However, the individual entrepreneur does not need to indicate a huge list of codes. It is recommended to limit yourself to 30 business areas. One will become the leader. It is assumed that engaging in this type of business will bring the individual entrepreneur a predominant share of the return in the form of profit.

When choosing a market sector, remember that in some of them a businessman will be able to work if he has a special government permitting act - a license, SRO certificate, etc. It is not recommended to indicate such types of activities if the individual entrepreneur does not want to engage in them in practice.

The regulatory authorities do not strictly supervise the entrepreneur’s OVKED codes. In rare cases, orders for change or expulsion are issued. Completing the procedure is voluntary.

How to add codes to expand activities

Individual entrepreneurs can add activities. This will not require objective reasons or evidence of the need for this procedure. The law does not stipulate the frequency of such manipulation. The applicant has the right to repeatedly change and add types of business. And since this procedure is free for an individual entrepreneur, he can enter additional codes as many times as he needs.

The procedure is also associated with a change in OKVED codes. Changes are made to them every year. Types of business are excluded and added. In this case, the procedure is explained by the entrepreneur’s desire to more accurately reflect the essence of his business.

The sequence of actions when adding activities is as follows:

  1. Creation of an application in a form developed by the Federal Tax Service;
  2. Preparation of acts according to the list approved by the civil service;
  3. Submission of the application and documented information to the tax authority at the place of registration of the individual entrepreneur.

Then the tax office checks the submitted information. The applicant receives a completed statement with changes in 5-7 days. The legislator did not provide for the payment of state duty for individual entrepreneurs for carrying out the adjustment.

Application Form

The procedure for adding activities is not difficult in practice. Armed with the current OKVED codes, the entrepreneur will easily go through each stage. Difficulties arise when filing an application.

The request configuration was recognized as unified when initiating the process of changing registration data. The case of transformation of personal data of an individual entrepreneur or transformation of the direction of the case does not matter. An application on form 24001 is filled out when updating a businessman’s registration data.

Contact by unified form is issued if errors are found in the information about individual entrepreneurs recorded in the Unified State Register of Individual Entrepreneurs.

Form 24001 - several sheets that can be selected depending on the information to be converted. The entrepreneur has no obligation to fill out each one. When information about an individual entrepreneur changes, sheet A is drawn up. If information about the citizenship or address of a businessman is transformed, then sheets B or C (respectively) are filled out. Title page is issued in each case.

The procedure for filling out the title page and page E of application 24001

The title page is divided into 2 sections. The first contains information about the entrepreneur, which is also recorded in the Unified State Register of Entrepreneurs:

  1. Full name of the businessman;
  2. Registry number.

This section must be filled out without taking into account changes, even if they relate to the surname of the individual entrepreneur. The specified information necessarily coincides with that recorded in the Unified State Register of Individual Entrepreneurs.

The second section provides for the indication of the number - 1 or 2. The explanation is given in the note:

  1. Conversion of individual entrepreneur data;
  2. The procedure is initiated due to an earlier error.

Sheet E - “Information on OKVED codes.” It is issued when an entrepreneur wants to transform the prevailing type of activity or exclude/add additional ones.

Important! The codes in the entrepreneur’s application must be indicated in the same way as in OKVED. The legislator allows the indication only of those that contain at least 4 characters. Each code can be excluded.

Sheet E can be divided into 2 subsections:

  • codes that are included in the Unified State Register of Individual Entrepreneurs;
  • codes that will be excluded from the Unified State Register of Individual Entrepreneurs.

When adding new species, you only need to fill out paragraph 1.2. During one procedure, the entrepreneur adds either 1 code, or 2, 3 or 4 at once.

Every entrepreneur can go through the procedure for adding new business areas. A businessman has the right to consult with tax officials on choice of OKVED. Making a mistake does not entail serious consequences. The entrepreneur has the right to find out about it and contact him again tax service for adjustments.

Entrepreneurial activity involves rapid development. It is consistent with constant changes that may affect the individual entrepreneurs business sector. An entrepreneur has the right to initiate a procedure for changing OKVED codes. This authorizes the expansion of the market sector for activities. The entrepreneur himself has to decide how many areas of business to develop. The addition process is straightforward and involves filling out an individual entrepreneur’s application.

OKVED codes characterize the main and additional types of economic activities conducted by individual entrepreneurs (Order of Rosstandart dated January 31, 2014 No. 14-st). Initially, OKVED codes appear in the Unified State Register of Individual Entrepreneurs when registering an individual entrepreneur. But in the future, the entrepreneur can change the OKVED codes previously declared by him, incl. add new ones or delete old ones. To do this, you need to submit an application for amendments to the OKVED IP.

How to apply for a change in OKVED IP?

An application to change OKVED codes for individual entrepreneurs is submitted in form No. R24001 (KND code 1112502) (approved by Order of the Federal Tax Service dated January 25, 2012 No. ММВ-7-6/25@). The application is submitted to the registration tax office at the place of residence of the individual entrepreneur.

If changes to the Unified State Register of Individual Entrepreneurs are made only in terms of updating information about OKVED, then form No. P24001 is submitted as follows:

  • page 001 (title page);
  • sheet E, page 1 (if it is necessary to add new OKVED codes to the Unified State Register of Economic Entities or change the code of the main activity);
  • Sheet E, page 2 (if you need to remove any OKVED codes from the Unified State Register of Individual Entrepreneurs or change the code of the main activity);
  • sheet J.

The requirements for completing form No. P24001 are given in Appendix No. 20 to the Order of the Federal Tax Service dated January 25, 2012 No. MMV-7-6/25@. In general, such requirements are the same for all documents submitted to the registering tax office.

For example, the application form is filled out using software or manually. When preparing your application on a computer, you must use capital letters in 18-point Courier New font and do not print the application on both sides.

OKVED codes are indicated in accordance with Order of Rosstandart dated January 31, 2014 No. 14-st, and at least four digital characters must be indicated in the application for each code.

Sheet E indicates only those activity codes that change (i.e., are deleted, added, or change status from the main activity to an additional activity or vice versa). If any codes should remain in the Unified State Register of Individual Entrepreneurs in their original status (main or additional type of activity), there is no need to re-enter information about them on Sheet E.

On the sheet ZH, the individual entrepreneur personally indicates his last name, first name, and patronymic in Russian on the corresponding line.

Moreover, if an entrepreneur submits an application to the tax office in person, then his signature on the application is certified in the presence of official inspection, which accepts documents. If the application is sent by mail or transmitted through a representative, then the individual entrepreneur’s signature must be notarized.

When should I submit form No. P24001?

The law requires that an entrepreneur make changes to the Unified State Register of Enterprises about OKVED codes within 3 working days from the moment such codes are changed (Clause 5, Article 5 of the Federal Law of 08.08.2001 No. 129-FZ). In other words, from the moment the activity begins, falling under the new OKVED code.

Untimely submission of information about new OKVED codes threatens the individual entrepreneur with a warning or a fine in the amount of 5,000 rubles, and failure to provide or provision of false information in form No. P24001 is fraught for the entrepreneur with a fine in the amount of 5,000 to 10,000 rubles (Article 2.4, Part. 3.4 Article 14.25 Code of Administrative Offenses of the Russian Federation).

When will information about new OKVED codes appear in the Unified State Register of Individual Entrepreneurs?

State registration of changes to individual entrepreneur information contained in the Unified State Register of Individual Entrepreneurs is carried out within no more than 5 working days from the date of filing the application (clause 1, article 8, clause 3, article 22.2 of the Federal Law of 08.08.2001 No. 129-FZ). Thus, within five days, information about new OKVED codes must be reflected in the Unified State Register of Individual Entrepreneurs. To confirm the entry of information, the entrepreneur is issued a Record Sheet in form No. P60009 (Appendix No. 2 to the Order of the Federal Tax Service dated September 12, 2016 No. ММВ-7-14/481@). Updated information about new OKVED codes is also posted on the official website of the Federal Tax Service (Clause 3, Article 11 of the Federal Law of 08.08.2001 No. 129-FZ).

Here is a sample application to change the main OKVED of an individual entrepreneur. Let’s assume that what was previously reflected as the main activity with code 45.32 “Retail trade in automobile parts, assemblies and accessories” becomes another type of activity. And the main activity now becomes the type of activity with code 45.20 “ Maintenance and repairs vehicles”, which the entrepreneur had not previously entered into the Unified State Register of Entrepreneurs at all. Other OKVED codes do not change.

During the course of the company's activities, there may be a need to change or add new areas of work. If this is due to new OKVED codes that were not specified during registration, then they need to be added.

How in 2019 an individual entrepreneur can make changes to OKVED to the existing ones:

  • Selection of new OKED codes;
  • Determination of the main OKVED code;
  • Drawing up an application in form P24001;
  • Submission of documents to the registration authority;
  • Receiving a USRIP record sheet with an updated list of codes.

Adding OKVED IP (instructions)

Since July 11, 2016, the addition of OKVED for individual entrepreneurs is carried out in accordance with the OKVED-2 classifier or OK 029-2014 (NACE rev. 2). The optimal number of characters in the code is 4 (subclass), while 5- and 6-digit codes are not necessary.

For example, if you need to add retail trade bread and pastries, then select group code 47.24. This will automatically imply the five-digit codes included in it: 47.24.1, 47.24.2, 47.24.3. It is not necessary to indicate them, but it will not be erroneous.

The law does not limit the company in the number of selected codes.

Main OKVED code

The primary economic activity is the one that generates the largest share of income.

Two situations should be considered related to what should be amended to OKVED IP:

  • If only new codes are added, then you should simply indicate them in form P24001;
  • If you need to change the main OKVED code, you must submit a certificate to the Social Insurance Fund, which confirms the main type of economic activity. This applies to those entrepreneurs who are employers. This certificate must be submitted before April 15 for last year. If the IP does not have employees, then there is no need for such a certificate.

The main code is the first in the list of codes in the description of the company's activities.

How to make changes to OKVED IP

The main document for going through the procedure for changing the OKVED code is an application in the established format. Amendments to OKVED for individual entrepreneurs in 2019 involve the addition of changes to the Unified State Register of Individual Entrepreneurs, which requires an application in form P24001.

Form P24001 consists of 9 pages, but not all of them need to be filled out, but only the title page and pages 1 and 2 of sheet “E”, as well as sheet “G”. The title page is filled with information on the individual entrepreneur: OGRNIP, INN and full name. On the first page of sheet “E” you can add the main code (clause 1.1) or additional codes (clause 1.2).

When changing the main code, you must also exclude the one that was there before. To do this, you also need to fill out page 2 of sheet “E”. On the same page you can indicate additional codes to be excluded from the Unified State Register of Individual Entrepreneurs.

Sheet “G” contains a field for indicating the method in which the individual entrepreneur wants to receive documents confirming changes in the Unified State Register of Individual Entrepreneurs: personally to the applicant, to an authorized representative or by mail. You must also provide contact information.

Filling out the form by hand using black ink or in electronic format in capital letters.

Package of documents

To visit the registration authority, the following documents are required:

  • If the documents are submitted by an entrepreneur: passport, application in form P24001;
  • If the documents are submitted by an authorized person: passport, application in form P24001, notarized power of attorney.

The completed application does not need to be signed immediately. If the submission is made by an entrepreneur, he will do it on site with the tax inspector. If you use another method of submission (via a proxy or by mail), you need to have the signature on form P24001 certified by a notary.

In the case where the new OKED code is related to educational, medical, cultural, sports and other areas listed in the law, a certificate of good conduct is required (Resolution of the Government of the Russian Federation of April 16, 2011 No. 285).

Fee and submission of documents

There is no fee for making changes to the Unified State Register of Entrepreneurs and adding OKVED for individual entrepreneurs, so payment receipts are not needed to submit an application. Documents are submitted to those authorities tax office, where the IP registration took place.

Document submission options:

  • through the registration authorities of the Federal Tax Service;
  • through MFCs providing registration services;
  • by Russian Post in a valuable letter with a list of attachments with a notarized signature;
  • through the Federal Tax Service website in the section “Submission of documents for state registration Legal entity and individual entrepreneur.

The deadline to submit documents from the moment the activity under the new codes begins is three days. If this deadline is not met, the individual entrepreneur risks receiving not only a warning, but also a fine of 5,000 rubles.

Since 2014, instead of an extract, registration authorities have been issuing a Unified State Register of Individual Entrepreneurs (USRIP) entry sheet with new OKVED codes. This will happen using the method chosen in the application within 5 days from the date of receipt of the documents by the tax service.

Application P24001 is one of the registration forms, which was approved by order of the Federal Tax Service of Russia dated January 25, 2012 N ММВ-7-6/25@. New form was not accepted for 2018, so the form published back in 2012 continues to be valid.

Form 24001 is for reporting changes in registration information for self-employed individuals only. To make changes to the Unified State Register of Legal Entities, legal entities fill out form P13001 or P14001.

Form P24001

Form P24001 consists of nine sheets. In all cases, the applicant fills out the first (title) and last page. In addition, depending on the nature of the information being changed, separate sheets are filled out for different situations.

  • sheet “A” - when changing the name and birth information of a foreign citizen or stateless person;
  • sheet “B” - filled out when changing the citizenship of an individual;
  • sheets “B, D, D” - are intended to indicate information about the place of stay in Russian Federation foreigners and stateless persons;
  • sheets “E1 and E2” - when excluding and adding codes for types of business activities.

Most often, this application is submitted to add OKVED when developing a new line of business for an entrepreneur. As for changing the name, surname or registration of a Russian citizen registered as an individual entrepreneur, the Federal Tax Service receives these passport data through channels interdepartmental interaction. There is no need to report their changes yourself.

Requirements for filling

Like all registration statements, the 2018 Form P24001 is designed for automatic text recognition, or machine readability. This necessitates compliance with the requirements for font, color, letter size and other information entered.

  1. The application must be filled out either by hand or on a computer, and the chosen filling option must be followed throughout the entire document. The exception is that the applicant's full name on the last page is always handwritten.
  2. When filling out letters by hand, only printed and capital letters are entered, the ink color is black.
  3. If using a computer, only capital letters are allowed in 18-point black Courier New font.
  4. Each letter, number, symbol, punctuation mark is entered in a separate cell.
  5. The application fields intended for text are filled in from left to right, starting from the first left cell.
  6. In empty cells, when filling out by hand, dashes are added, but if the form is filled out on a computer, this is not necessary.
  7. Unfilled sheets of the form are not numbered and are not submitted to the inspection.
  8. Duplex printing of sheets is not allowed.
  9. Completed sheets are not stitched.

How to fill out the form when adding OKVED codes

Let's figure out how to add OKVED for individual entrepreneurs in 2018 and fill out form P24001. But first, make sure that the extract from the Unified State Register of Entrepreneurs really does not contain codes for the business activity that you want to engage in.

The fact is that a group of codes (contains four digits) includes subgroups and types of codes (five and six digits, respectively). For example, the extract indicates code 43.32 “Carpentry and carpentry work.” An entrepreneur with this code was only installing doors (43.32.1), and now he decided to also do the interior decoration of buildings (43.32.3).

Does he need to inform the inspectorate about a new direction of business? No, it’s not necessary, because code 43.32 already includes 43.32.1 and 43.32.3. But if an individual entrepreneur decides to do plastering work, which has a different group of codes (43.31), then form P24001 must be submitted.

Step-by-step instructions for filling out P24001 when adding codes:

Step 1. Title page

Enter your OGRNIP and INN codes and indicate your full name. In step 2, select the number “1”.

Step 2. Sheet E

An important nuance when filling out is to determine what code you are entering (main or additional). The main code is the one that is expected to generate maximum income. If you are radically changing the direction of your business, then the main code must be specified twice:

  • in paragraph 1.1 of sheet E1 add a new one;
  • in paragraph 2.1 of sheet E2, exclude the previous main code.

But most often, additional OKVEDs are added, then only paragraph 1.2 of sheet E1 is filled out. Codes must be entered with at least four digits, from left to right.

Please note that codes must be taken only from the classifier, even if the initial registration of individual entrepreneurs was carried out according to OKVED-1.

Step 3. Sheet F

Here the applicant confirms the accuracy of the information and indicates to whom to issue documents confirming the introduction of changes to the Unified State Register of Individual Entrepreneurs:

  • “1” - personally to an individual entrepreneur;
  • “2” - to the entrepreneur or his authorized representative;
  • “3” - send to the applicant by mail.

All data on the activities of individual entrepreneurs is stored in the Unified State Register of Individual Entrepreneurs (ERGIP). During the work of an individual entrepreneur, information about entrepreneurs may change. Then there is a need to make changes to the Unified State Register of Individual Entrepreneurs. All provisions regarding registration and amendments are contained in Federal law No. 129-FZ dated 08.08.2001 “On state registration legal entities and individual entrepreneurs."

Organizations and individual entrepreneurs that did not promptly report changes in OKVED codes to the registration authority bear administrative responsibility under Part 3 of Art. 14.25 Code of Administrative Offenses of the Russian Federation. Committing this offense is punishable by a warning or an administrative fine. The amount of the fine in 2015 is 5,000 rubles.

Important: The USRIP extract indicates the type of activity for OKVED code, which contains three digits (XX.X subclass), this means that the entrepreneur can engage in business activities in the field of activities specified in the group of this subclass (XX.XX group).

For example, an individual entrepreneur has OKVED 47.2 - Retail trade food products, drinks and tobacco products in specialized stores. This means that he can engage in entrepreneurial activities in the field of other groups of this subclass:

47.21 — Retail trade of fruits and vegetables in specialized stores.
47.22 — Retail trade in meat and meat products in specialized stores.
47.23 - Retail trade in fish, crustaceans and molluscs in specialized stores, etc.

If an individual entrepreneur decides to open another direction in his activity, for example, “providing services to hairdressers and beauty salons,” then he needs to add additional types of activities. To do this you need:

  1. Select the appropriate OKVED.
  2. Fill out application P24001, sheet E, page 1.

If necessary, additional activities should be excluded:

  1. Select the types of activities that need to be excluded.
  2. Fill out application P24001 sheet E, page 2.

If necessary, change the main activity:

  1. Enter the new code in application P24001 sheet E, page 1 in the column “Code of the main activity.”
  2. Enter the previous code in application P24001 sheet E, page 2 in the column “Code of the main activity.”
  3. If you need to leave the old code of the main activity, enter it as an additional one in “Sheet E, page 1” of application P24001 in “Codes additional types activities."

General requirements for filling out application P24001

1. Only the sheets to which changes are made are filled out. Blank sheets of the application do not need to be numbered and printed, i.e. if only types of activities are added, then there is no need to print out the blank “Sheet E, page 2” of the application.

2. If the application is filled out manually, fill it out with a pen and black ink. All letters must be capitalized and printed. Submissions using the software must be in capital letters, 18-point Courier New font.

3. On Sheet G of application P24001 “signature of the applicant” and full name. The applicant's form must be filled out only by hand using a pen with black ink. These fillings cannot be done in advance: they are done only when directly submitting an application for state registration in the presence of a tax inspector.

4. There can be only one code for the main activity. Codes of additional activities are filled in line by line from left to right.

5. When adding additional activities, you do not need to enter existing ones.

6. You cannot print out the application. double-sided printing documents.

7. Application sheets must be fastened with a paper clip or stapler. The requirement to file an application has been canceled as of today.

8. There is no fee for state registration of changes in individual entrepreneurs.

You can apply for registration of changes by visiting the tax registration office in person. In this case, you must provide:

  • statement;
  • passport;
  • copies of certificates of entry into the register;

If documents are submitted by a representative, the application must be notarized.

After accepting the application, the entrepreneur is required to issue a receipt confirming receipt of the documents by the registering authority.

After five working days, upon presentation of a passport and receipt, the entrepreneur will receive a single entry sheet state register individual entrepreneurs (USRIP), indicating changes have been made to the information about the individual entrepreneur.
