What is PPR in production. Regulatory documentation for the development of PPR

The project for the production of works (PPR) is a project that contains decisions on the organization construction industry and construction technology installation work. Together with the construction organization project (COS), the work execution project (PPR) contains measures for the most efficient organization of construction using modern means of technology and information.

The purpose of the project for the production of works (PPR) is the use of the most advanced technologies of construction production with the use of high-performance and mobile mechanization tools that improve the quality, reduce the time and cost of work. The project for the production of works (PPR) ensures high-quality and safe performance of work within the specified time limits, since it contains measures to comply with the requirements of technical regulations in construction.

Solutions for work execution projects (PPR) should ensure the achievement of the safety of capital construction projects.

  1. Main regulatory and technical documents

The system of regulatory documents in construction is a set of interrelated regulatory and technical documents. The main ones are the Town Planning Code of the Russian Federation and the Law "On Technical Regulation". For regulation production processes there are sets of rules - updated building codes and rules (SNiP). It prescribes the mandatory development of a project for the production of works, first of all, the set of rules SP 48.13330.2011 "Organization of construction":

“5.7.2. Organizational and technological documentation includes a project for the production of works, as well as other documents that contain decisions on the organization of construction production and the technology of construction and installation works, drawn up, agreed, approved and registered in accordance with the rules in force in organizations developing, approving and coordinating these documents, as well as:

“5.7.4. The project for the production of works in full must be developed:

during any construction in the urban area;

during any construction on the territory of an operating enterprise;

during construction in difficult natural and geological conditions, as well as technically especially complex objects - at the request of the authority issuing a permit for construction or for the performance of construction, installation and special works.

In other cases, the PPR is developed by decision of the person carrying out the construction in an incomplete volume.

Building codes and regulations SNiP 12-03-2001 "Labor safety in construction" also establish requirements for the development of WEP:

“4.18. Organizations developing and approving construction management projects (POS), work production projects (PPR) must provide for decisions on labor safety in them, in composition and content that meet the requirements set forth in Appendix G.

Implementation of work without POS and PPR containing these decisions is not allowed.

PPR is normative document for a specific construction site, it takes into account all mandatory requirements legislation for the production of works. Deviations from design decisions without the consent of the developer of the WEP are strictly not allowed.

When developing a project for the production of works, standard organizational and technological documentation should be used: standards (standard projects) for the organization of construction and production of works, technological maps for the production of certain types of work, methodological manuals.

The starting materials for the development of PPR are:

  1. task for the development issued by the construction organization as the customer of the project for the production of works;
  2. construction organization project and necessary working documentation;
  3. terms of delivery of structures, finished products, materials and equipment, use construction machines and Vehicle, providing workers for builders in the main professions, production and technological equipment and transportation of building materials;
  4. materials and results of the technical survey operating enterprises, buildings and structures during their reconstruction, as well as requirements for the implementation of construction, installation and special construction works.

3.4 Requirements for the composition and content of work projects

“6.2. The project for the production of works is developed for the construction or demolition (dismantling) of the facility as a whole and (or) its constituent parts, for the work of the preparatory period, as well as for the performance of certain types of construction and installation works or demolition (dismantling) works.

As part of the project for the production of work on the facility as a whole and (or) its component parts, the following are developed:

  1. calendar plan for the production of work on the object (type of work);
  2. a construction master plan or a plan for the demolition (dismantling) site and adjacent territories;
  3. the schedule for the receipt of building structures, products and materials at the facility or the removal of dismantling waste from the facility;
  4. workforce demand schedule;
  5. demand schedule for the main machines;
  6. technological maps for certain types works;
  7. maps (diagrams) for quality control of work;
  8. labor protection and safety measures;
  9. explanatory note".

3.5 Requirements for the procedure for approving WEP

“6.14. The project for the production of construction works is approved by the chief engineer of the general contracting construction organization, and sections of the project for installation and special construction works are approved by the chief engineers of the relevant subcontracting organizations. The approved project is transferred to the construction site before the start of work.

The project for the production of works (PPR) in full must contain:

1. work schedule;
2. construction plan made on a geo-based basis;
3. schedules for arrival at the facility:
− building structures, products, materials and equipment;
− movement of workers around the facility;
− movement of the main construction machines around the facility;
4. technological maps for the performance of types of work;
5. layouts of geodetic signs;
6. An explanatory note containing:
− production solutions geodetic works;
− solutions for laying temporary networks of water, heat, power supply and lighting of the construction site and workplaces;
− substantiation and measures for the use of mobile forms of work organization;
− modes of work and rest;
− solutions for the production of works, including winter time;
− demand for energy resources;
− the need for and linkage of camps for builders and mobile (inventory) buildings;
− measures for the safety of materials, products, structures and equipment at the construction site;
− environmental protection measures;
− measures for labor protection and safety in construction;
− technical and economic indicators.

The project for the production of works (PPR) in an incomplete volume should contain:

  1. stroygenplan executed on geo-based;
  2. technological maps for the performance of certain types of work (as agreed with the customer);
  3. layouts of geodetic signs;
  4. explanatory note containing:

− main decisions;

− environmental protection measures;

− measures for labor protection and safety in construction;

The project for the production of works (PPR), if necessary, can be supplemented with other sections related to the performance of construction and installation works at the request of the Customer, for which the relevant items are included in the design assignment, which is an integral part of the contract for the development of a project for the production of works (PPR).

4 .1 Schedule

The calendar plan is the most important document in the PPR. It is compiled in specialized computer programs, for example, in Microsoft Project.

“6.3. The calendar plan for the production of works on the object (type of work) establishes the sequence and timing of the construction and installation works. According to calendar plan the need for construction machines, workers, delivery dates for building structures, products and materials, technological equipment are determined.

4 .2 Stroygenplan

The choice of decisions on the organization of construction is carried out on the basis of variant study with the wide use of criteria-based assessment methods, modeling methods and modern computer complexes based on Autodesk autoCAD.

“6.4. The construction general plan is developed in the part necessary for the performance of work at the facility. The plan indicates the location of permanent and temporary transport routes, networks of temporary water supply, sewerage, electricity supply, heat supply, cranes, warehouses, temporary inventory buildings, structures and devices used to support construction or demolition (dismantling) work.

4 .3 Graphs

“Technological maps are developed for separate (complex) types of work and for work performed using new technologies.

For other works, standard flow charts are used, for example, TK-25 for disassembly (dismantling), which are adjusted taking into account the peculiarities this object and local conditions.

Technological maps are developed and drawn up in accordance with MDS 12-29.

Maps (diagrams) for quality control of construction work are developed to monitor and assess quality technological processes and operations. The map is drawn up according to the attached form.

This section of the project for the production of works should contain schemes for the operational control of the work performed; list of required certificates of examination of hidden works; instructions on the timing of quality control of work with laboratory testing of materials, structural elements, temperature and humidity conditions, as well as on the procedure for testing individual units and systems of engineering equipment "

4 .5 Occupational health and safety measures

“3.2. Guidance and reference materials for taking into account the requirements, as well as the development of solutions for labor protection and industrial safety in the PIC and PPR are:

4 .6 Explanatory note

to construction master plan an explanatory note is drawn up. It should contain refined calculations and justifications for the need for construction in a temporary construction sector based on natural (physical) volumes of work determined according to the working documentation (working draft), as well as specific technical solutions for the selection of construction machines for mechanized installations, temporary buildings, structures, etc. When choosing one or another device, the specific capabilities of the construction organization should be taken into account.

“6.11. The explanatory note in the general case should contain:

description and justification of the decisions adopted in the project;

calculations of the need for electricity, water, steam, oxygen, compressed air, working drawings of the device for temporary lighting of the construction site and workplaces, supplying networks to the facility from power sources;

a list of mobile (inventory) buildings and structures with the calculation of their needs;

technical and economic indicators of the project for the production of works "

“6.13. In the project for the production of works, as a rule, the following technical and economic indicators are given: labor intensity, duration and cost of construction and installation works or demolition (dismantling) works. For a number of works, specific indicators can be given, for example, per 1 m, 1 m², 1 m³, etc.”

The project for the production of works or PPR is a section of organizational and technological documentation, which includes instructions for the production of individual construction and installation works. The work plan is also used to plan and control work in progress. PPR is developed on the basis of POS (construction organization project), which contains drawings and diagrams of buildings (structures) being erected.

The project for the production of works determines the sequence of construction, the volume of construction work, the number of work shifts, as well as the timing of implementation and completion for certain types of work. PPR ensures the achievement of planned economic indicators, as well as calculated values ​​for labor productivity and the quality of work performed.

Requirements for the production project

  1. PPR is necessary when organizing work on the construction (demolition) of buildings or structures, both complete and partial. The project for the production of works is also required for the preparatory period of construction, as well as for each type of work separately. The requirements for the composition of sections of the PPR are set out in SP 48.13330.2011 "Organization of construction".
  2. According to SP 48.13330.2011, work execution projects are developed design organizations which have the required qualifications of engineering personnel. Preparation of PPR can be done by themselves construction organizations under the same condition.
  3. According to RD-11-06-2007, PPRs for work using lifting mechanisms are developed by certified industrial safety specialists with relevant work experience.
  4. According to 190-FZ of December 29, 2004 No. legal entities and individual entrepreneurs can carry out the preparation of project documentation, provided that they are members of the SRO and have access to this species works.
  5. According to SP 48.13330.2011, the approval of the project for the production of works is carried out by the chief engineer of the general contractor. Separate sections of the PPR for installation and special work are approved by the chief engineers of subcontracting organizations. SNiP 12-03-2001 "Labor safety in construction" (Appendix G) establishes the requirements for the development of a project for the production of work to ensure labor safety at the facility. Without these decisions, construction work is not allowed.

Types of work projects

Based on the type of planned construction work, for their production, the development of appropriate types of PPR is carried out. Projects for the production of works can describe both the full range of construction works and their individual types.

The project for the production of works for facade work - regulates the procedure for carrying out work on the repair and reconstruction of building facades.

Scaffold installation project - contains requirements for the installation and dismantling of scaffolding, the order of delivery of structural elements and the quality of installation work.

PPR for the preparatory construction period - determines the procedure and scope of work that must be performed to create technological conditions for the processes of the main construction period.

PPR for the installation of metal structures - establishes requirements for materials and assemblies of metal structures, as well as safety regulations and the procedure for carrying out loading and unloading and installation work.

The project for the production of works for monolithic works is a necessary regulatory document for the construction of monolithic buildings and structures, usually consists of a group of individual WEPs.

The project for the production of works for roofing works - determines the procedure for installing the roof according to the construction plan, must comply with the standards for working at height.

  1. Scheme of the organization of the site for the production of works is carried out on the engineering and topographic plan on a scale of 1:500 with the application of design and organizational and technological solutions.

  4. Work organization scheme contains a description of the sequence and methods of work.
  5. Calendar plan as part of a project for the production of works, it can be performed using specialized computer programs, as a rule, in the form of a Gantt chart, and includes the timing and sequence of the planned work, indicating the amount of work, labor costs (man-hour, man-shift, machine. shifts), the number of shifts and the number of workers per shift. On the basis of the calendar schedule, a schedule for the need for workers and a schedule for the need for basic construction machines and mechanisms (by days) are developed.
  6. Technological cards as part of the project for the production of works, they are developed in accordance with MDS 12-29.2006 for certain types of construction and installation works, taking into account the characteristics of this object and local conditions. The technological map includes the technological sequence and the basic principles of the organization of labor in the performance of operations that are part of the work in question. It is also possible to develop technological maps for the operation of a single mechanism (crane, hoist, etc.).
  7. Explanatory note contains a description and technological sequence of work, instructions on methods for monitoring the production and quality of work, measures for labor safety. The note also contains a description of fire prevention measures, environmental protection and waste disposal and noise protection.

Depending on the type of work, the composition of the PPR may vary.

Preparation of a project for the production of works

The execution of projects for the production of works is carried out in accordance with the terms of reference.

The project for the production of works has the following structure:

  • Cover with the name of the construction site and the name of the contractor.
  • Title page.
  • Certificate of certification of developers of the PPR.
  • The content of the PPR.
  • Explanatory note.
  • Drawings developed in accordance with established building codes and regulations.

Text and graphic materials of the PPR are drawn up on sheets standard formats A0-A4. GOST 21.1101-2013 establishes the position of frames and stamps for each of the formats. For an explanatory note, you must use the requirements from GOST 2.105-95 " General requirements to text documents.

Coordination and approval of the project for the production of works

Coordination of the project for the production of works is carried out:

  • with the chief architect or head of the construction department in local governments;
  • in case of justified deviation from fire safety standards, the approval of the PPR at the local Ministry of Emergency Situations is required;
  • if the project involves the performance of works with the help of tower cranes, then the WEP is coordinated with the company - the owner of the cranes, or with the organization that installs them at the facility.

PPR for subcontracting works is coordinated with the company of the general contractor.

The approval of the project for the production of works is carried out by the chief engineer or technical director of the organization of the general contractor.

When reconstructing an existing building or structure on the territory of the enterprise, the project for the production of works must be agreed with the director of the enterprise and the organization that ordered the work.

PPR for the installation or dismantling of equipment must be agreed in the following instances:

  • coordinating the schedule for the transfer of equipment with the management of the enterprise;
  • if the load on the equipment exceeds the passport values, then it is necessary to coordinate the technological schemes of installation or dismantling with representatives of the manufacturer;
  • if building structures are used for installation / dismantling, then it is necessary to agree on technological schemes in the design and installation organizations;
  • forced deviations from specifications for installation (manufacturer's plant) should be agreed technological schemes with the management of the enterprise and the equipment manufacturer.

Regulatory documents and SNIPs

The project for the production of works is the main regulatory document for the construction site where the work is performed. It must take into account all the requirements and norms approved by the legislation of the Russian Federation. Change of organizational and technological solutions in the course of work is not allowed. If necessary, they are made only after agreement with the organization-developer of the PPR.

These Guidelines establish general requirements for the development, composition, content and execution of a project for the production of works (PPR) for the repair of power equipment of power plants.

Guidelines are recommended for use joint-stock companies energy and electrification, energy and repair enterprises, as well as all enterprises (organizations) involved in the development of WEP.

1. GENERAL PROVISIONS

1.1 WEP consists of a set of technical and organizational and administrative documents necessary for the preparation and production of major or medium repairs, modernization or technical re-equipment (hereinafter referred to as repair) of equipment of power enterprises, in conditions of safe performance of work.

1.2 PPR is developed for the repair of the main and auxiliary equipment of power plants (boiler, turbine, generator, transformer, diesel) and equipment switchgears produced at the location in the conditions of the existing layout at power plants, boiler houses, substations, outdoor switchgear (energy enterprises) in the presence of factors that require ensuring the safe performance of work.

1.3 The main production factors in aggregate or separately, which determine the need for the development of WEP, are:

The need to place components of equipment, inventory devices and organize temporary repair jobs outside the maintenance sites of the installation being repaired and to place repair sites at service marks for equipment in operation or other free sites that are not intended according to the design documentation of the power enterprise for use during repairs;

The need to move in the process of repair of the components of the repaired equipment and other bulky and heavy goods by means of cranes along the routes passing over the operated equipment of the power enterprise;

The need to use mobile cranes for the repair of transformers, high-voltage switches in the conditions of existing switchgear;

The need for special design and engineering developments for the construction of non-inventory scaffolding, the installation of inventory scaffolding,temporary fixing of structures, special lifting devices, etc. to ensure safe work performance.

1.4 The initial documents for the development of WEP are:

Annual plan for the repair of equipment of power units and power plants with an enlarged scope of work according to SO 34.04.181 (Appendix 8);

Specifications for the repair of power equipment;

Design documentation for power equipment to be repaired;

Project documentation of the power enterprise: plans and sections of the main building (assembly drawings), documents included in the section "Organization and mechanization of repairs" of the technical (technical) project.

1.5 When developing PPR documents, the requirements of sectoral and intersectoral safety and labor protection rules should be taken into account, including:

SO 34.03.201 (RD 34.03.201);

SO 153-34.03.204 (RD 34.03.204);

POT RM-012-2000;

SO 153-34.03.150.

1.6 The list of regulatory documents referenced in the Guidelines is given in the Appendix.

2 COMPOSITION OF THE SET OF PPR DOCUMENTS AND REQUIREMENTS FOR THEM

2.1 Composition of the set of PPR documents

2.1.1 The set of WEP documents includes:

a) a list of planned repairs;

b) network repair schedule;

c) a plan for the placement of components of equipment and jobs in the process of repair;

d) a program for bringing the power plant into repair;

e) a program for the acceptance of a power plant from repair;

f) a set of technological documents for repair;

g) project documentation for the construction of non-inventory scaffolding and scaffolding, fixing special lifting devices, etc.;

h) design documentation for the installation of inventory scaffolding;

i) design documentation for special lifting devices;

j) design documentation for special technological equipment;

k) an explanatory note, including the obligatory section "Safety requirements when performing repair work».

2.1.2 Mandatory for inclusion in the PPR are the documents listed in, listing a, b, d, e, f, k.

2.1.3 To ensure the safe conduct of repair work, the use of special scaffolding, scaffolding, special technological equipment and lifting devices during repair, as well as to ensure the movement of goods, other documents listed in the PPR are developed as part of the PPR.

2.1.4 In the absence of technological documentation and the impossibility of its development by the start date of the repair, it is allowed to include in the PPR other documents regulating the repair technology - repair manuals, guidelines, general-purpose technological instructions developed by specialized organizations.

2.1.5 If it is necessary to perform urgent repair work (unscheduled repairs, work identified during equipment fault detection) and it is impossible to develop a WEP before the start of work, it is allowed to perform work according to standard technological documentation or other documents containing safety requirements.

2.1.6 The developed WEP can be used as a model for subsequent repairs and needs to be revised with significant changes in the repair technology.

2.2 Requirements for PPR documents

2.2.1 List of planned repairs compiled in accordance with the requirements of SO 34.04.181 (2.7.4, 2.7.5 and Appendix 12).

2.2.2 network diagram repair is an organizational and administrative document containing a graphic description of the process of repairing an installation (component or system) indicating the sequence, duration and timing of work, work shifts, professional and number of repair personnel.

The network repair schedule is developed in accordance with the "Guidelines for the development and application of a network planning and management system for the repair of power plant equipment."

2.2.3 Plan of placement of component parts of equipment and workplaces is developed to ensure the safe production of repair work due to the need to:

a) placement of component parts of the equipment and organization of temporary jobs outside the maintenance sites of the equipment being taken out for repair and outside the provided sites near the equipment in operation or on free sites, if the design documentation of the power plant does not provide for the placement of equipment on them during repairs;

b) movement in the course of work of component parts of equipment and other large-sized and heavy structures by means of cranes;

c) the use of mobile cranes for the repair of transformers, high-voltage circuit breakers and other electrical equipment in the conditions of existing switchgear.

Plans for the placement of components of equipment and jobs are developed on the basis of the design documentation of the power plant.

The routes for moving large and heavy components of equipment and structures, as well as the installation sites of mobile cranes and their coverage area are indicated on the plans.

When developing plans, it is necessary to take into account the safety requirements in accordance with GOST 12.3.002, GOST 12.3.009 and GOST 12.3.020.

2.2.4 The program of bringing the power plant into repair is developed in accordance with the requirements of SO 34.04.181 (2.8.4 and 2.8.5).

2.2.5 The program for the acceptance of a power plant from repair is developed in accordance with the requirements of SO 34.04.181 (2.9.3).

2.2.6 Set of technological documents for repair is intended for the description of technological processes of repair. Its composition, content and implementation rules are determined by the state standards ESTD and OST 34-38-445.

2.2.7 Design documentation for the construction of non-inventory scaffolding and scaffolding, fixing special lifting devices, etc. includes a set of documents that determine the design of non-inventory scaffolding and scaffolding and contain technical solutions for their installation and fixing, as well as for fixing special lifting devices.

If the fixing of special lifting devices is provided directly on the repaired equipment or on the supporting structures of buildings and structures of the power plant, then the corresponding project documentation must be agreed and approved in the prescribed manner.

SNiP III-4, GOST 24258, GOST 26887, GOST 27321, GOST 28012, SO 34.03.201 (RD 34.03.201).

2.2.8 Design documentation for the installation of inventory scaffolding includes a set of documents containing technical solutions for the installation and fixing of inventory scaffolding.

When developing documentation, it is necessary to take into account the requirements of the regulatory documents listed in.

2.2.9 Design documentation for special lifting devices includes a set of documents according to which special (non-inventory) lifting devices used in the process of equipment repair should be manufactured.

When developing documentation, it is necessary to take into account the requirements of GOST 12.2.003, GOST 12.3.009 and PB 10-382-00.

2.2.10 Design documentation for special technological equipment includes a set of design documents, according to which special tooling and fixtures necessary to ensure the repair process must be manufactured.

When developing documentation, it is necessary to take into account the requirements of GOST 12.2.003.

2.2.11 Explanatory note contains short description PPR documents, technical characteristics of the means of repair technological equipment developed and intended for use (scaffolding, scaffolding, lifting devices, repair sites), safety requirements when performing repair work, requirements for the organization of repair and performance of work.

In the explanatory note, if necessary, rigging schemes for the movement of goods, the selection and calculation of its elements are given; a list of heavy loads with an indication of the masses and schemes for their slinging; list of means of individual and collective protection of personnel, etc.

The explanatory note in the general case should consist of the following sections:

Introduction;

Purpose and scope of the PPR;

PPR documents;

Technical characteristics of funds technological equipment;

Safety requirements when performing repair work;

Requirements for the organization of work.

Depending on the specifics of the PPR, individual sections of the explanatory note (except for the section "Safety requirements when performing repair work") may be combined or excluded, as well as introducing new sections.

3 PROCEDURE FOR THE DEVELOPMENT, AGREEMENT AND APPROVAL OF WEP

3.1 Responsible for the development of WEP is the energy company, which can independently develop its full scope, engage repair companies and (or) specialized organizations on a contractual basis to carry out the development separate documents PPR.

In this case, the energy company, as a rule, must develop the following documents PPR:

List of planned repair works;

The program for bringing the power plant into repair;

The program for the acceptance of a power plant from repair.

3.2 The timing of the development of WEP and the performers should be indicated in the long-term and annual plans for the preparation for repair, drawn up in accordance with SO 34.04.181.

3.3 PPR documents developed by the power company must be agreed with the repair company within the scope of repairs accepted for execution and approved by the power company.

3.4 PPR documents developed by a repair company or a specialized organization are subject to agreement with the power company and are approved by the developer.

3.5 A complete set of PPR is agreed with the repair companies involved in the repair of the installation, and is approved by the chief engineer of the power company.

3.6 The procedure for coordination and the list of administrative positions of persons involved in the coordination and approval of individual PPR documents should be reflected in the administrative document of the power company, drawn up with the participation of the repair company.

4 REQUIREMENTS FOR REPAIR DOCUMENTS

4.1 General requirements

4.1.1 PPR is drawn up with a title page (TL) and a list of project documents (VDP).

TL and VDP have a common numbering of sheets, with TL being the first sheet, and the title page of the VDP being the second sheet. Other PPR documents have their own sheet numbering within each document. When compiling PPR documents in folders or albums, sequential numbering of all sheets should be performed, placing their numbers in the lower right part of each sheet.

4.2 Title page

4.2.1 TL is compiled according to GOST 3.1105 form 2 and in accordance with the application of this RD.

4.2.2 The TL should indicate:

In field 1 - the name of the power system, which includes the power company;

On field 2 - on the left side - the coordinating signature of the chief engineer of the repair company that repairs the equipment for which the WEP has been developed. In the right part of the field - the approving signature of the chief engineer of the power enterprise;

On field 3 - the inscription - PROJECT OF PRODUCTION OF WORKS;

On field 4 - on the left side - the signature of the head of the workshop of the repair enterprise. In the right part of the field - the signature of the head of the workshop of the energy enterprise, to which the repaired equipment belongs.

4.2.3 Columns of blocks of the main inscription of the TL should be filled in in accordance with the table.

4.3 List of PPR documents

4.3.1 VDP is intended to indicate the full composition of the PPR documents.

4.3.2 VDP is developed on forms 5 and 5a according to GOST 3.1122 and in accordance with applications and of this RD (title page and subsequent pages).

4.3.3 The columns of the blocks of the main inscription of the VDP should be filled in as follows:

Columns 1, 2, 5, 6, 7, 16 - 18, 20 - 27, 29 - in accordance with the table;

In columns 3, 4, the designation of the VDP is indicated. Designation structure by application;

Columns 12 indicate the nature of the work performed by the signatories of the VRF, i.e. “Developed”, “Checked”, “Agreed”, “Approved”, “Norm control”, etc.

Columns 13, 14 and 15 indicate, respectively, the names of the persons signing the VDP, their signatures and the date of signature;

Column 28 indicates the designation of the type of document - VDP.

4.3.4 PPR documents are brought to the VDP in the sequence indicated in.

It is allowed, after listing the documents, to indicate the production instructions for labor protection necessary for the safe performance of work, as well as other documents in accordance with.

4.3.5 An example of the design of the VDP is given in the appendix.

4.4 Schedule of planned repairs

4.4.1 A list of planned repair work is drawn up in the form given in SO 34.04.181 (Appendix 12).

4.5 Network repair schedule, layout plan for component parts of equipment and jobs, project and design documentation

4.5.1 Documents cited in listing b, c, g, h, i, k, are developed on formats according to GOST 2.301.

4.5.2 Forms, sizes and procedure for filling in the main inscriptions of documents are accepted according to GOST 2.104.

4.6 The program for the withdrawal of the power plant for repair, the program for the acceptance of the power plant from repair, explanatory note

4.6.1 Documents are drawn up in accordance with GOST 2.106 (sections 10 and 11).

4.7 Set of technological documents

4.7.1 A set of technological documents is developed and executed in accordance with state standards ESTD.

It is created for the selection of an effective scheme of construction and installation processes, which helps to improve the nature of work. The plan is the key act in building an organization and technical organization works and performs the following tasks:

  1. regulates the system of labor production for each individual object in accordance with scientific and technical instructions, conditions for the protection of work, environmental protection and the level of labor;
  2. determines the quality of the technical equipment of the construction site;
  3. guarantees the prediction of the build process, the prediction of probabilities, and determines the appropriate build time.

Who should develop the PPR?

The project for the production of works is developed by a special company in accordance with an agreement with a leading contracting company. Thus, the plan is able to create on its own a construction company engaged in construction and installation activities at the facility, if its staff includes a highly qualified designer with the skill of creating a PPR.

The project for the production of works is created on the basis of the construction organization project (POS) and introduces specifics into the POS regulations for individually taken objects in the construction area. This leads to the fact that the PPR cannot but coincide with the construction organization plan. It turns out that the POS includes all objects of construction on the construction site, and the PPR is done on any object of this construction site and any type of work separately.

PPR cost

The cost of developing a PPR, first of all, directly depends on the immediate task of the PPR. The price can vary from fifteen to forty thousand rubles. This is due to the fact that the development of a PPR must have a specific goal and a specific task, so that the designer can complete all the calculations within the established time frame for the development of the PPR.

The development of a project for the production of works is highly dependent on the provided initial data and the skill of the specialist performing the PPR. The better and more meaningful the information provided by the company, the easier it will be for the master to do his job, since the calculation of probabilities will not take a lot of time.

GENERAL INFORMATION ABOUT WORK PROJECTS

1. Main regulatory and technical documents

The system of regulatory documents in construction is a set of interrelated regulatory and technical documents. The main ones are the Town Planning Code of the Russian Federation and the Law "On Technical Regulation". To regulate production processes, there are sets of rules - updated building codes and regulations (SNiP).

Prescribes the mandatory development of a project for the production of works, first of all, a set of rules:

"5.7.2. Organizational and technological documentation includes a project for the production of works, as well as other documents that contain decisions on the organization of construction production and the technology of construction and installation works, drawn up, agreed, approved and registered in accordance with the rules in force in organizations developing, approving and coordinating these documents",

As well as:

"5.7.4. The project for the production of works in full must be developed:

during any construction in the urban area;

during any construction on the territory of an operating enterprise;

during construction in difficult natural and geological conditions, as well as technically especially complex objects - at the request of the authority issuing a permit for construction or for the performance of construction, installation and special works.

In other cases, the PPR is developed by decision of the person carrying out the construction in an incomplete volume.

Building codes and regulations also establish requirements for the development of PPR:

"4.18. Organizations developing and approving construction organization projects (POS), work production projects (PPR) must include in them decisions on labor safety, in composition and content that meet the requirements set forth in Appendix G.

Implementation of works without POS and PPR containing these solutions is not allowed.

PPR is a regulatory document for a specific construction site, it takes into account all the mandatory requirements of the legislation for the performance of work. Deviations from design decisions without the consent of the developer of the WEP are strictly not allowed.

"Projects for the production of works and flow charts for construction and installation and loading and unloading operations using hoisting machines are developed by specialists with experience in construction, trained and certified in the field of industrial safety of hazardous production facilities in the manner established by the Service" (Federal Service for environmental, technological and nuclear supervision)

With regard to SRO permits.

"3.2. Guiding and reference materials for taking into account the requirements, as well as the development of solutions for labor protection and industrial safety in the PIC and PPR are:

requirements of regulatory legal and regulatory - technical acts containing state requirements for labor protection and industrial safety;

standard solutions for labor safety, reference manuals and catalogs of technological equipment and protective equipment for workers;

instructions of factories - manufacturers of machines, equipment, equipment used in the process of work;

previously developed documentation on the organization of construction and production of works"

3.6 Explanatory note

An explanatory note is drawn up for the construction master plan. It should contain refined calculations and justifications for the need for construction in a temporary construction sector based on natural (physical) volumes of work determined according to the working documentation (working draft), as well as specific technical solutions for the selection of construction machines for mechanized installations, temporary buildings, structures, etc. When choosing one or another device, the specific capabilities of the construction organization should be taken into account.

"6.11. The explanatory note in the general case should contain:

description and justification of the decisions adopted in the project;

calculations of the need for electricity, water, steam, oxygen, compressed air, working drawings of the device for temporary lighting of the construction site and workplaces, supplying networks to the facility from power sources;

a list of mobile (inventory) buildings and structures with the calculation of their needs;

technical and economic indicators of the project for the production of works "

"6.13. In the project for the production of works, as a rule, the following technical and economic indicators are given: labor intensity, duration and cost of construction and installation works or demolition (dismantling) works. For a number of works, specific indicators can be given, for example, per 1 m, 1 m², 1 m³, etc."
