Why do we need electrical safety clearance groups?

To determine the qualifications of any technical specialist, various certifications are used with entries in work book and issuing orders for the enterprise. Skilled workers have categories, engineers have categories. In theory, all this should characterize the level of complexity of tasks that can be entrusted to a specialist. In fact, ranks and categories are, at best, used to determine the level of wages.

But personnel related to electrical engineering have a different way of determining their qualification level. It's about about the electrical safety clearance group. Since the assignment of this group occurs only with the participation of a commission, the composition of which is strictly specified, and the certified specialist is necessarily issued a uniform certificate, the certificate of the admission group becomes a decisive document in the assessment of specialists.

And an assessment is needed, for example, during hiring (based on a certificate from a previous enterprise - that’s why it’s important to keep even the old “crusts” with you). Another situation where certification of an electrical safety clearance group is required is the appointment of a responsible manager and team members to carry out any work in electrical installations.

Electrical safety approval group A specialist is determined, first of all, by his level of knowledge of safe methods of working with electricity. There are five groups in total. Let's talk about each of them.

What do clearance groups mean?

1st group on electrical safety assigned to persons who do not service electrical installations (not electrical technical personnel), and also do not work on existing electrical installations (non-electrical technical personnel). That is, these are people who have nothing to do with electricity. The first group is necessarily assigned to persons from among electrical and electrotechnological personnel if they do not have even minimal work experience in electrical installations or special education.

The employer must take measures to ensure that these people are never struck by electric shock. Therefore, formally, even a loader in a warehouse must have a certificate with the first group, because the warehouse has electrical wiring and some kind of electrically driven devices. As a rule, no one pays attention to this, although to assign group 1, only instruction from a specially appointed person with a clearance group of at least 3 is sufficient. The briefing ends control questions, based on the results of which a decision is made on assigning a group.

2nd group on electrical safety assigned to electrical and other non-electrical personnel based on the results of certification in the commission of an enterprise or branch of Rostechnadzor. Formally, in order to be certified for the second group, a specialist must have 1-2 months of experience working in electrical installations, depending on his education. If certification for the second group is primary, and the person being certified does not have an electrical engineering education, then before certification he must undergo theoretical training of at least 72 hours.

Electrical technical personnel can also be certified for the second group of admission in the absence of special education and with minimal work experience in electrical installations in the first group (although representatives with the first group can essentially only be present during work, and even then at a respectful distance).

Persons with the second clearance group are allowed to work in electrical installations under supervision and without making connections. Typical specialists who need and only need to have a second group are welders, crane operators, and elevator operators.

A specialist with the second group must have knowledge in the scope of the first group, and in addition, have an understanding of general principles operation of electrical installations under his jurisdiction. Electrical first aid skills must be practical. The question of where to gain practical experience often causes difficulties, and there is only one way out - the use of simulators with special dummies.

Non-electrical personnel, in principle, are not required to be certified for the second group if their place of work is not an electrical installation. However, many employers are playing it safe, and you can easily meet cleaners and salespeople at courses to obtain the second group. The second group of electrical safety clearance is the maximum that a person under 18 years of age can receive.

3rd group of electrical safety clearance assigned based on the results of certification in the commission of an enterprise or branch of Rostechnadzor. The third group can only be electrical personnel, since it is assumed that a specialist with this group can independently inspect and connect electrical installations up to 1000 volts, and also be part of a team servicing electrical installations over 1000 volts if the certificate is marked “up to and over 1000 volts”.

A person with the third group of access can already be responsible for the safe conduct of work in electrical installations: he can allow the team to work in electrical installations up to 1000 volts, he can supervise during special hazardous work, can be a producer of work in electrical installations up to 1000 volts when performing work according to orders and in installations over 1000 volts when performing work according to instructions.

You can obtain the third tolerance group after various periods of work in electrical installations in the second group. For example, a specialist with a higher electrical engineering education can receive the third group after one month of work in the second group, and a vocational school trainee can only receive it after six months.

A specialist with the third group of admission must have knowledge in the amount provided for the previous two groups. But besides this, he must know electrical engineering as such, know the structure of electrical installations and their order Maintenance, have the skills to free a person from the action of electric current.

4th group on electrical safety is also assigned based on the results of certification by the enterprise/Rostechnadzor commission. Specialists with the fourth group of admission can perform a wide range of duties: they can issue orders for work in electrical installations up to 1000 volts and issue orders for work in installations over 1000 volts from the list approved by the person responsible for electrical equipment. If the certificate is marked “up to and over 1000 volts”, a specialist with the fourth group can be a performer of work and allow installations over 1000 volts.

A specialist with a higher electrical engineering education can receive the fourth group of admission after two months of work, and a person without secondary education - only after six months of work in the third group of admission. In principle, trainees cannot obtain the fourth group of admission.

The fourth admission group presupposes knowledge to the extent provided for by the three previous groups, but a specialist with this group must already know electrical engineering full program Vocational schools, be able to read diagrams, know fire and electrical safety, and also have the skills to conduct instructions and train personnel.

5th electrical safety clearance group assumes the maximum responsibility of a specialist and his ability to perform any work in electrical installations, as well as to supervise such work up to the performance of the duties of a person responsible for electrical facilities. The fifth group is assigned only based on the results of certification by the enterprise/Rostechnadzor commission. If the certificate is marked “up to and over 1000 volts”, a person with the fifth group can be the issuer of the order/order, the permitter, the responsible manager and the performer of work in any electrical installations.

A specialist with a higher electrical engineering education can receive the fifth clearance group after three months of work, and a person without secondary education can only receive twenty-four months of work in the fourth clearance group.

The fifth group of admission requires knowledge of the circuits and layout of all electrical equipment under the supervision of a specialist, knowledge of safety standards, rules for using protective equipment, as well as the timing of their testing. A person with the fifth group must know the requirements of regulatory documents on electrical and fire safety, and also be able to convey and explain these standards when conducting instructions. A specialist with the fifth group of admission must be able to organize the management of work of any complexity in any electrical installations.

Who should be included in the certification committee?

The composition of the enterprise commission intended to certify electrical safety specialists depends on the level of the person being certified. To certify electrical and electrical engineering personnel, a commission of five people is required, the chairman of which is the person responsible for electrical equipment.

The commission usually includes a labor safety engineer, who must monitor the operation of electrical installations, as well as the leading (chief) engineer of the enterprise. All members of the commission must be certified in the Rostechnadzor department or with the participation of an inspector from this organization, and the chairman must have V group approval if the organization operates installations over 1000 volts and group IV if the organization does not have such installations.

Based on the results of the certification, the commission draws up a protocol signed by all members, in which a record is made of the assessment of the knowledge of the person being certified, the assigned electrical safety group and the date of the next certification. The same data is entered into a special table in the certificate of the person being certified, but only the signature of the chairman appears there.

The knowledge of electrical and electrical engineering personnel working directly in electrical installations is tested annually. The same applies to administrative and technical personnel with the right to work in electrical installations according to their position. Other administrative and technical personnel, including labor protection engineers, are certified once every three years.

What is contained in the admission group certificate?

In addition to information about the passed certification, an electrical safety certificate on the first, title page contains the following information:

Who is the person responsible for electrical equipment?

The person in charge of electrical equipment and his deputy must have IV tolerance group if the company has electrical installations with voltages up to 1000 V and V tolerance group if there are electrical installations with voltages above 1000 V (clause 1.2.7. What is electrical safety training and who provides it?

Important! Do not miss the deadlines for the next electrical safety certification, since if there is a break between knowledge tests of more than three years, the group is lost irretrievably and you will have to start again, with the assignment of admission group II (clause 1.4.19. Etc. dated January 13, 2003 N 6 PTEEP).

When changing place of work, the employee must undergo an extraordinary re-certification to confirm the current group and receive a certificate indicating the new place of work and position. Certificate with previous place work at a new place of work is not valid.

An employee can take the next knowledge test either at a training center or at a commission formed within the company.

The commission must consist of five people, three of whom (including the chairman) must be certified by Rostechnadzor. As a rule, the chairman of the commission is the person responsible for electrical equipment.

How to improve the electrical safety group?

Testing employees' knowledge is divided into primary and periodic (regular and extraordinary).

An initial knowledge test is carried out for workers who first entered a job related to the maintenance of electrical installations, or when there is a break in knowledge testing for more than 3 years; next - in the order established in clause 1.4.20. If employees violate the requirements of labor protection regulations;

At the request of state supervisory authorities;

What risks does an employer face if employees are not trained in electrical safety?

An employer who allows uncertified personnel to perform work on electrical installations may be subject to administrative punishment.

From article 9.11. Code of Administrative Offenses: “Violation of the rules for the operation of electrical installations entails the imposition of an administrative fine:

For officials - from 2000 to 4000 rubles;

Each organization must develop a list of positions and professions of persons from among the ATP (managerial employees) and electrical personnel, as well as a list of persons with 1 group in electrical safety.

How many electrical safety approval groups are there?

Five EB groups have been established. The first is assigned only to non-electrical personnel, II-V - for electrical personnel. Group IV with the right of inspection is assigned to occupational safety specialists and, at the same time, they are non-electrical personnel.

Assignment of an electrical safety group according to the new rules

To work in electrical installations, you must obtain a certificate and be able to. The exam can be taken both at your own enterprise and in training center. Group V within an organization can only be assigned if the chairman of the commission has group V in electrical safety with the right to work in electrical installations up to and above 1 kV.

It is impossible to conduct training and assignment of an electrical safety group in an organization for chief power engineers responsible for electrical facilities, their deputies, members of the qualification commission, specialists and heads of the labor protection service. Their training is carried out only in a training center with the participation of the chief energy inspector in the commission.

Annually, and the remaining categories - specialists and commission members - once every 3 years.

The electrical safety exam is carried out by members of the organization on the basis of an order from the manager upon the recommendation of the person responsible for electrical equipment. At least five people should be included in it, three of them should receive a group only in Rostekhnadzor (with the participation of the chief energy supervision inspector).

The qualification commission includes: the chairman of the commission - responsible for electrical facilities, the chief power engineer. Members: occupational safety specialist, one of the technical managers, leading specialists in maintenance and measurements in electrical installations.

It is forbidden to include direct managers who prepared their employees for the exam. These managers are not allowed to discuss test results.

Assignment procedure

Electrical safety approval is obtained after successful completion test task or answer to exam papers. The commission examines personnel only in individually. This means that the survey of the person being inspected is carried out by the commission, and the rest are preparing for the answer at this time, and they can be in the room where the commission is meeting.

An employee may not use it during an exam or test. mobile phones and other devices, as well as regulatory documents and drawings, electrical diagrams, etc. You can only take notes on the answer and take the exam.
