In accordance with Decree of the Government of the Russian Federation of August 5, 2008 N 583 "On the introduction of new wage systems for employees of federal budget institutions and federal state bodies, as well as civilian personnel of military units, institutions and subdivisions of federal executive bodies, in which the law provides for military and equivalent service, whose remuneration is currently carried out on the basis of the Unified tariff scale for remuneration of employees of federal state institutions "<*>I order:

1. To establish for employees of budgetary institutions of the EMERCOM of Russia and civilian personnel of military units of the civil defense troops, whose remuneration is currently carried out on the basis of the Unified tariff scale for remuneration of employees of federal state institutions, new remuneration systems in accordance with the Decree of the Government of the Russian Federation dated August 5, 2008 No. 583.

2. Approve:

2.1. The salaries (tariff rates) of employees of budgetary institutions of the EMERCOM of Russia and civilian personnel of military units of the civil defense troops, as well as the procedure for determining and approving official salaries of the heads of budgetary institutions of the EMERCOM of Russia and military units of the civil defense troops, their deputies and chief accountants (Appendix N 1) .

2.2. Conditions, amounts and procedure for making compensation payments to employees of budgetary institutions of the EMERCOM of Russia and civilian personnel of military units of the civil defense troops (Appendix No. 2).

2.3. Conditions, amounts and procedure for making incentive payments to employees of budgetary institutions of the EMERCOM of Russia and civilian personnel of military units of the civil defense troops (Appendix N 3).

2.4. The procedure for the formation of the wage fund for employees of budgetary institutions of the Ministry of Emergency Situations of Russia and civilian personnel of military units of the civil defense troops (Appendix N 4).

3. New systems of remuneration are introduced within the limits of budgetary obligations established for the budgetary institutions of the Ministry of Emergency Situations of Russia and civilian personnel of military units of the civil defense troops for remuneration.

4. To the heads of the territorial bodies of the EMERCOM of Russia, commanders of formations and military units of the civil defense troops, heads of budgetary institutions of the EMERCOM of Russia of central subordination:

4.1. Organize work on the introduction of new wage systems for employees of budgetary institutions of the Ministry of Emergency Situations of Russia and civilian personnel of military units of the civil defense troops with the involvement of trade union bodies (if any).

4.2. To carry out the transfer of employees of budgetary institutions of the Ministry of Emergency Situations of Russia and civilian personnel of military units of the civil defense troops to new wage systems, taking into account the recommendations of the Ministry of Health and Social Development of Russia on the conclusion of an employment contract and its approximate form.

5. Allow the heads of budgetary institutions of the Ministry of Emergency Situations of Russia and the commanders of formations and military units of the civil defense troops:

the constituent documents of which provide for the receipt of funds from income-generating activities, independently determine the amount and procedure for directing these funds to make incentive payments in accordance with the general permit (permit) of the EMERCOM of Russia, as well as estimates of income and expenses approved in the prescribed manner;

direct the savings from the wage fund to the implementation of incentive payments.

6. Recognize invalid the Order of the Ministry of Emergency Situations of Russia of August 28, 2008 N 508 "On measures to implement the Decree of the Government of the Russian Federation of August 5, 2008 N 583" (registered with the Ministry of Justice of the Russian Federation on October 10, 2008, registration N 12446).

Compensatory payments, the amounts and conditions for their implementation to employees of budgetary institutions of the Ministry of Emergency Situations of Russia and civilian personnel of military units of the civil defense troops (hereinafter referred to as employees) are established by collective agreements, local regulations in accordance with labor legislation and other regulatory legal acts containing labor law norms.

The following types of compensation payments are established for employees:

employed on hard work, work with harmful and (or) dangerous and other special working conditions;

for work in areas with special climatic conditions;

for work in conditions that deviate from normal (when performing work of various qualifications, combining professions (positions), overtime work, at night and when performing work in other conditions that deviate from normal);

for work with information constituting state secrets, their classification and declassification, as well as for work with ciphers.

The amount of compensation payments cannot be lower than the amount established in accordance with the legislation of the Russian Federation.

Compensatory payments are annually established in addition to salaries (official salaries, tariff rates) (hereinafter referred to as salary) in the form of allowances, additional payments, unless otherwise established by legislative and other regulatory legal acts of the Russian Federation.

1. Payments to employees engaged in hard work, work with harmful and (or) dangerous and other special working conditions

1.1. Compensatory payments established for the actual time of work performance:

1.1.1. For conducting emergency rescue operations in especially difficult and especially dangerous conditions, the visiting staff of the institutions of the Ministry of Emergency Situations of Russia:

1.1.2. For extinguishing fires of the 3rd and higher category of complexity to the employees of the State Fire Service of the Ministry of Emergency Situations of Russia:

without the use of insulating means - at the rate of a double hourly tariff rate for each hour of work;

with the use of insulating means - at the rate of four times the hourly tariff rate for each hour of work.

1.1.3. For the performance of descent and ascent on board a helicopter on special descent and ascent devices to employees of search and rescue services, the Central Airmobile Rescue Squad, members of aircraft crews - up to 5 percent of the salary of a rescuer.

1.1.4. For fulfillment official duties which are associated with the systematic performance of parachute jumps and parachute landing, in accordance with the conditions and sizes in accordance with the annex to this paragraph.

1.1.5. An allowance for firefighters, divers and car drivers when performing particularly important and especially responsible work (work on extinguishing fires using special units, mechanisms and insulating devices; driving a fire truck equipped with a retractable ladder, an articulated lift; survey, localization and liquidation of potentially dangerous objects and etc.) - up to 20 percent of the salary.

1.1.6. for the transport of explosives and liquefied gas crew members of sea and aircraft - up to 25 percent of the salary.

1.1.7. During work outside open sea raids; offshore (road) diving vessels (boats) and other watercraft during the performance of work in dangerous conditions; dredging vessels during the execution of dredging works in areas with the release of harmful gases and in dangerous conditions; sewage offshore (river) vessels and oil and garbage collectors directly involved in collecting feces from ships, collecting oil, oil products and garbage and pumping (transferring) them to receiving coastal points, as well as dismantling, repairing and assembling fecal pumps and systems to crew members raid diving vessels (boats) - up to 12 percent of the salary.

1.1.8. For the destruction of wastes of radioactive and highly toxic substances and their burial - up to 15 percent of the salary.

1.1.9. For the survey, localization and liquidation of underwater potentially dangerous objects (flooded bombs, shells, mines and other ammunition) in dangerous and especially dangerous conditions (limiting and average degree of corrosion of the metal of ammunition bodies) - at the rate of a fourfold tariff rate for each hour of work.

1.2. Compensatory payments established on a permanent basis.

1.2.1. For work in the territories affected by radiation, employees of the Bryansk Department for Chernobyl and the Office for Radiation Rehabilitation of the Ural Region - 25 percent of the salary.

1.2.2. For work in difficult, harmful, especially difficult and especially harmful working conditions - 12 percent of the salary.

The procedure for assessing working conditions at workplaces during the certification of workplaces and the application of lists of work with heavy and harmful, especially heavy and especially harmful conditions labor, for which allowances and additional payments for working conditions, as well as the amounts of these allowances, additional payments, depending on the actual state of working conditions, are determined in accordance with the established procedure on the basis of the relevant regulatory legal acts and are approved by order of the head (head) of a budgetary institution, organization and commander of the military unit of the Ministry of Emergency Situations of Russia.

The specific amounts of additional payments are determined based on the results of attestation of workplaces and assessment of working conditions in accordance with the lists of jobs with difficult and harmful, especially difficult and especially harmful working conditions and are approved by order of the head.

1.2.3. Employees engaged in hard work, work with harmful and (or) dangerous and other special working conditions may be provided with other compensation payments provided for by legislative and other regulatory legal acts of the Russian Federation.

1.2.4. Medical workers, in accordance with the lists of departments and positions, work in which gives the right to increased wages due to hazardous and difficult working conditions, is established additional charges labor - 15 percent of the salary.

2. Payments for work in areas with special climatic conditions

To the wages of employees of institutions stationed in the regions of the Far North, areas equated to them and other areas with adverse climatic or environmental conditions, including remote ones, coefficients are established (district, for work in high-mountainous regions, for work in desert and waterless areas) and paid percentage bonuses to wages in the manner and amount that are established federal laws and other normative legal acts of the Russian Federation for citizens working and living in the indicated regions and localities.

Increased sizes of district coefficients can be applied to the wages of employees of institutions within the limits of the coefficients established for the respective territories.

The sizes of regional coefficients for the wages of employees of institutions established by legislative and other regulatory acts of the former USSR and in force on the territory of the Russian Federation are applied within the limits and in the manner that do not contradict the legislation of the Russian Federation (Appendix to this clause).

At the same time, expenditures for these purposes are made within the limits of the wage fund approved by the relevant manager of the federal budget funds.

3. Payments for work in conditions that deviate from normal (when performing work of various qualifications, combining professions (positions)), overtime work, at night and when performing work in other conditions that deviate from normal

3.1. Compensatory payments established for the actual time of work performance:

3.1.1. Night work is subject to the following surcharges:

employees for direct participation in emergency situations, medical personnel engaged in the provision of emergency, emergency and emergency medical care, field personnel of duty units and field personnel of resuscitation teams - at the rate of 50 percent of the hourly wage rate for each hour of work at night;

employees of healthcare institutions, including drivers of ambulance vehicles, medical personnel - at the rate of 40 percent of the hourly rate for each hour of work at night;

other employees - at the rate of 35 percent of the hourly wage rate for each hour of work at night.

3.1.2. For the time of driving and servicing unmanned non-self-propelled ships, boatswains, sailors of the 1st and 2nd classes - up to 25 percent of the salary.

3.1.3. For the actual time of transportation or storage of oil products of the first category to ship crew members - up to 15 percent of the salary.

3.1.4. For conducting training sessions in isolation equipment for visiting institutions using isolation equipment - at the rate of a double hourly tariff rate for each hour of training.

3.1.5. Divers of the 1st and 2nd classes for the time spent under water for at least 1500 hours receive an additional monthly payment in the amount of 5 percent to the established salary.

For the time spent under water at depths of more than 20 meters, the specified payment is made:

for 1200 hours of being under water, of which at least 100 hours at depths over 20 meters;

for 1000 hours of stay under water, of which at least 100 hours at depths of more than 60 meters.

3.1.6. Divers of 3rd, 2nd and 1st classes and other workers descending into the water to perform official duties, with a total duration of stay under water, including under high pressure, from the beginning of diving practice for at least 500 hours, a lump-sum payment equal to 5 minimum wages is made labor.

For each subsequent 500 hours of being underwater, the lump sum payment is increased by 5 minimum wages, while the maximum lump sum payment made for each subsequent 500 hours cannot exceed 25 minimum wages. Hours spent under water during training and retraining are not taken into account for the payment of a lump sum.

3.1.7. Freelance divers of marine (road) support vessels during their stay under water in order to perform diving operations (for diving depths up to 20 meters) in addition to the salary established for their main position, are paid additional hourly wages, as for full-time divers.

For training and qualifying descents, hourly payment is made at half the rate.

The organization of diving descents and the work of freelance divers must comply with the Rules for the Diving Service of the Navy, and their work is recorded in the diving log in the manner established for full-time divers.

3.2. Compensatory payments established on a permanent basis.

3.2.1. For irregular working hours for car drivers - up to 25 percent of the salary.

3.2.2. For the performance of the duties of an artel worker to members of the crew of a sea (road) vessel - up to 50 percent of the salary.

3.2.3. Workers who are not released from their main work, for the leadership of a brigade (link), another unit:

with up to 10 people - 15 percent of the salary;

with a staff of 10 people or more - 25 percent of the salary.

3.2.4. Drivers:

on cars with trailers - up to 20 percent of the salary;

working in the city of Moscow and St. Petersburg - 10 percent of the salary;

serving medical institutions - 20 percent of the salary;

for a three-shift and special mode of operation, on operational and personal vehicles serving the central office of the Ministry of Emergency Situations of Russia - up to 30 percent of the salary;

when working on cars equipped with communication equipment "ROSA" and "Caucasus" - up to 25 percent of the salary.

3.3. Employees are paid other compensatory payments provided for by legislative and regulatory legal acts of the Russian Federation.

4. Allowances for work with information constituting state secrets, their classification and declassification, as well as for work with ciphers

Employees admitted to state secrets on a permanent basis<*>, a monthly percentage bonus is paid to the salary for working with information constituting a state secret.

Employees of structural subdivisions for the protection of state secrets are paid a monthly percentage bonus to their salary for the length of service in these structural subdivisions.

5. The procedure, conditions and amounts of compensation payments are determined by the head of the institution with the participation of the trade union body or other representative body of employees at the expense and within the limits of budget obligations allocated for wages in the corresponding year.

6. The procedure, conditions and amounts of compensation payments to the heads of institutions are determined by the collective agreement in relation to the conditions of remuneration that are in force for the institution as a whole.

Specific indicators of employee incentives are established by collective agreements, labor agreements, and local regulations.

Incentive payments are established to salaries (official salaries, tariff rates) (hereinafter referred to as salary) in the form of allowances, additional payments, unless otherwise established by legislative and regulatory legal acts of the Russian Federation.

1. Payments for intensity and high performance:

1.1. Incentive payments, established for the actual time of work performance:

allowance for direct participation in the liquidation of emergency situations (during the performance of these works) - up to 50 percent of the salary.

1.2. Incentive payments, established on a permanent basis:

1.2.1. Bonus for special working conditions (ensuring a high level of operational and technical readiness, special mode work, complexity, tension and special working conditions) for employees of institutions of the Ministry of Emergency Situations of Russia and military units of the civil defense troops - up to 50 percent of the salary;

1.2.2. An allowance for the special nature and working conditions of employees of the flight and flight inspector staff - up to 50 percent of the salary;

1.2.3. An allowance for the training and service of foreign military personnel - up to 15 percent of the salary;

1.2.4. Bonus for ensuring the activities of the Russian National Corps of Emergency Humanitarian Response to employees of the Central Airmobile Rescue Squad - up to 50 percent of the salary;

1.2.5. Employees (except for foreign language translators) who know foreign languages ​​and use them on a daily basis in practical work, the decision of the head may establish a bonus for knowledge of one language in the amount of 10 percent, for knowledge of two or more languages ​​- 15 percent of the salary;

1.2.6. An allowance for work in rural areas for employees of medical, pedagogical and cultural institutions (divisions) - 25 percent of the salary;

1.2.7. The allowance for employees directly involved in keeping records of weapons, ammunition, military equipment, property and Money according to the lists approved by the Ministry of Emergency Situations of Russia - from 20 to 30 percent of the salary;

1.2.8. Allowance for the qualification class for employees of the flight crew, air traffic control staff directly involved in air traffic control, engineering and technical staff employed in operational and periodic forms of aircraft maintenance:

1st class - 40 percent of the salary;

onboard conductors:

Grade 2 - 10 percent of the salary;

1.2.9. The allowance for the assigned qualification category to drivers of cars of the 2nd class is 10 percent, of the 1st class - 25 percent of the salary.

The qualification categories "driver of a second class car", "driver of a first class car" can be assigned to car drivers who have been trained or retrained according to common programs and have a driver's license with a mark giving the right to drive certain categories Vehicle("B", "C", "D", "E")<*>.

2. Payments for the quality of work performed:

2.1. Incentive payments, established on a permanent basis:

2.1.1. The allowance for the maintenance of aviation equipment is up to 40 percent of the salary.

2.1.2. An allowance for the development of new aviation equipment for flight and engineering staff - up to 50 percent of the salary.

2.1.3. Bonus for work on ships enlisted in the company for domestic navigation to crew members of sea (road) vessels - up to 30 percent, for foreign and long-distance navigation - up to 50 percent of the salary.

2.1.4. Divers qualification class allowance:

Grade 3 - 10 percent of the salary;

Grade 2 - 15 percent of the salary;

1st class - 25 percent of the salary.

2.1.5. Employees educational institutions(except for educational institutions of higher and corresponding additional vocational education), who have honorary titles of the USSR, the Russian Federation and the union republics that were part of the USSR, corresponding to the profile of the work performed, or the academic degree of a candidate of science in the profile of the work performed, an allowance of 15 percent of the salary is established.

2.1.6. Employees of educational institutions (except for educational institutions of higher and corresponding additional professional education) who have a doctorate in science in the profile of the work performed are given a bonus of 15 percent of their salary.

2.1.7. Persons, including those admitted in accordance with the established procedure to medical activities, holding medical and pharmacist positions, including managers, who have an academic degree:

a candidate of medical (pharmaceutical, biological, chemical) sciences, an allowance of 25 percent of the salary is established;

doctor of medical (pharmaceutical, biological, chemical) sciences, an allowance of 50 percent of the salary is established.

2.1.8. Employees with honorary titles of the USSR, the Russian Federation and the union republics that were part of the USSR, corresponding to the profile of the work performed, are given a salary bonus in the following amounts:

"Honored" - 15 percent;

"People's" - 25 percent.

The allowance is paid only at the place of the main work.

If an employee has two honorary titles, the allowance is made on one of the grounds.

2.1.9. The scientific and pedagogical workers of educational institutions of higher professional education are given bonuses for the position of associate professor and the position of professor in the amounts determined by the legislative and regulatory legal acts of the Russian Federation.

2.1.10. Employees of educational institutions of higher professional education, corresponding additional professional education and scientific institutions positions, academic degrees for which are provided qualification requirements, allowances are established for the scientific degree of a candidate of science or doctor of science in the amount determined by the legislative and regulatory legal acts of the Russian Federation.

Allowances are established by order of the head of a budgetary institution and the commander of a military unit.

3. Payments for continuous work experience, length of service

The monthly percentage bonus for length of service (hereinafter referred to as the percentage bonus) is paid to the salaries (rates) of wages of employees in the following amounts for length of service:

over 1 year - 5 percent

over 3 years - 10 percent

over 10 years - 20 percent

over 15 years - 30 percent.

The assignment of a percentage allowance is made on the basis of the order of the head on the presentation of the commission established in the institution to establish the length of service.

4. Premium payouts according to the results of the work:

4.1. The bonus is paid based on the results of work for a certain period (month, quarter, other period of the current year).

The procedure and conditions for bonuses (the frequency of payment of bonuses, bonus indicators, the conditions under which employees can be reduced in size of bonuses or employees can be deprived of bonuses completely) are established by the provisions on bonuses approved by managers, in agreement with trade union bodies, based on the specific tasks facing in front of institutions.

The specific amounts of employee bonuses are determined in accordance with the personal contribution of each employee to the fulfillment of the tasks facing institutions, within the funds provided for these purposes by the wage fund, and are not limited to maximum amounts.

4.2. Employees are paid a one-time monetary remuneration (bonus) for conscientious performance official (labor) duties based on the results of the calendar year (hereinafter referred to as the annual bonus) in the amount of 2 salaries.

The annual bonus is paid in order to ensure the material interest of employees in the timely and high-quality performance of their official (labor) duties, increasing responsibility for the assigned area of ​​work.

All employees who are kept according to the approved staff lists (states) of institutions, including those hired on a part-time basis, are entitled to receive an annual bonus.

The annual bonus is paid to the employee in the amount of two salaries (official salaries) actually established for him in his position (profession) on December 1 of the calendar year for which the annual bonus is paid.

For employees who have worked for an incomplete calendar year, the annual bonus is paid in proportion to the hours worked in the year. In this case, the amount of the annual bonus is calculated by dividing the total amount of the annual bonus for the year by the number of calendar days in this year and multiplying by the number of calendar days of the period of work in the same year.

For employees hired on a part-time basis, as well as working part-time, the amount of the annual bonus is set on the basis of salaries calculated in proportion to the hours worked for which the bonus is paid.

The annual premium is paid during the first quarter of the year following the expired calendar year.

By decision of the chief credit manager, the payment of the annual premium may be made in December of the calendar year for which it is paid.

The annual bonus is paid to employees based on the order of the head.

Heads of institutions have the right to deprive employees of the annual bonus for improper performance of official (labor) duties in cases provided for by collective agreements.

The deprivation of the annual bonus is issued by order of the head with the obligatory indication of the reason.

The annual bonus is not paid to employees:

concluded employment contract for up to two months;

performing work on an hourly basis;

who are on parental leave.

5. Employees may receive other incentive payments established by legislative and regulatory legal acts of the Russian Federation.

6. The procedure, conditions and amounts of incentive payments are determined by the head of the institution, taking into account the opinion of the trade union body or other representative body of employees at the expense and within the limits of budget obligations allocated for wages in the corresponding year.

7. The procedure, conditions and amounts of incentive payments to the heads of institutions are determined by the collective agreement in relation to the conditions of remuneration that are in force for the institution as a whole.

The specific amount of the allowance for special working conditions (ensuring a high level of operational and technical readiness, special working hours) and bonuses for the head of the institution, provided for in paragraphs 1.2.1 and 4.1, is established:

institutions of central subordination - by order of the Ministry of Emergency Situations of Russia, issued on the proposal of the director of the department, the head of the department of the Ministry of Emergency Situations of Russia in charge of the relevant institution;

institutions that are part of the regional centers for civil defense, emergency situations and the elimination of consequences of natural disasters and the main departments of the EMERCOM of Russia for the constituent entities of the Russian Federation - by order of the head regional center for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters and the main departments of the Ministry of Emergency Situations of Russia for the constituent entities of the Russian Federation on the proposal of the head of the relevant service.

3. The payroll fund for employees of the institution is formed taking into account the size of the regional coefficient, the coefficient for work in desert, waterless areas, the coefficient for work in high mountainous regions, the percentage bonus to wages for work in the regions of the Far North and equivalent areas, in southern regions Eastern Siberia and Far East determined by the relevant regulatory legal acts of the Russian Federation.

4. The heads of institutions, if necessary, have the right to redistribute funds between the payments provided for in paragraphs 2.2 and 2.3 of this Procedure, taking into account the unconditional provision of compensation payments established in accordance with the regulatory legal acts of the Russian Federation.

5. The chief manager of budgetary funds may establish a multiplier to the wage fund.

Changes made to Appendix 2

Recall that compensation payments, the amounts and conditions for their implementation to employees of budgetary institutions of the Ministry of Emergency Situations and civilian personnel of military units of the civil defense troops are established by collective agreements, local regulations in accordance with labor legislation and other regulatory legal acts containing labor law norms.

The following types of compensation payments are established for employees:

  • employed in heavy work, work with harmful and (or) dangerous and other special working conditions;
  • for work in areas with special climatic conditions;
  • for work in conditions that deviate from normal (when performing work of various qualifications, combining professions (positions), overtime work, at night and when performing work in other conditions that deviate from normal);
  • for work with information constituting state secrets, their classification and declassification, as well as for work with ciphers.

At the same time, it is necessary to comply with the condition that the amounts of compensation payments should not be lower than the amounts established in accordance with the legislation of the Russian Federation.

Compensatory payments are annually established to salaries (official salaries, tariff rates) in the form of allowances, additional payments, unless otherwise established by legislative and other regulatory legal acts of the Russian Federation.

Order of the Ministry of Emergency Situations of Russia N 680 with respect to payments of a compensatory nature, the following changes were made.

So, in pp. 1.1.1, clause 1 of Appendix 2, a new paragraph has been introduced, according to which, for carrying out emergency rescue operations in especially difficult and especially dangerous conditions, the mobile staff of the Ministry of Emergency Situations is paid at the rate of a fourfold rate (salary) for each hour of work. Previously, the allowance for work associated with hazardous and difficult working conditions was set at 15% of the salary.

The changes also affected payments for work in conditions that deviate from normal (when performing work of various qualifications, combining professions (positions)), overtime work, work at night and work in other conditions that deviate from normal. Compensatory bonuses paid on a permanent basis to employees of medical institutions (divisions) located in Moscow can be set at up to 30% of the salary.

Changes made to Appendix 3

Recall that incentive payments to employees of budgetary institutions of the Ministry of Emergency Situations and civilian personnel of military units of the civil defense troops are established by collective agreements, local regulations in accordance with labor legislation and other regulatory legal acts containing labor law norms.   • payments for the quality of work performed;

  • performance bonuses.

Changes made to Appendix 4

Prior to the introduction of amendments to this Annex, the payroll fund for employees of budgetary institutions of the Ministry of Emergency Situations and civilian personnel of military units of the civil defense troops was formed based on the number of employees. Now the pay fund is also formed based on the number of employees, but within the limits of budget obligations.

According to the changes, the annual wage fund of employees of an institution is formed based on the amount of money allocated for the payment of salaries (official salaries, tariff rates), including official salaries of heads of institutions, compensation payments, with the exception of those related to work in areas with special climatic conditions, incentive payments, as well as from the amount of one-time incentive payments made on the basis of a decision of the chief manager of budgetary funds, in the amount of additional limits of budgetary obligations allocated for these purposes by the manager (chief manager) of budgetary funds.

  • qualification payments - specialists from 1 to 3 categories receive an additional allowance of 5-20%, and masters (the highest category) - 40%;
  • additional payments related to special conditions and intensity of work;
  • allowances for employees who work in high-risk areas and have access to state secrets;
  • incentive rewards for exemplary performance of work;
  • compensation for work in holidays and weekends, overtime and night work.

Salary situation in 2018


Looks like the salary increase will be achieved by reducing the number of employees

Recall that in 2012 the President of the Russian Federation issued a decree according to which the salaries of the majority (including employees of the Ministry of Emergency Situations) were to be doubled until 2018. In 2015, the employees of this service were promised a recalculation, increasing the salary (salary) of the junior staff by 2.5 times, and for managers and senior staff by 1.5 times. Then the increases were suspended, and in 2018 salaries were still indexed by 4%. At the same time, the command staff of the Ministry of Emergency Situations was threatened with layoffs - in the process of optimization, the number of managers will be reduced by 10%.

However, this is far from the first reduction in the number of employees in the services responsible for the safety of life and property of Russians. Back in 2013, the number of employees of this structure was “optimized” by reducing by 28%, and in 2017 by another 6% (on average for 74 constituent entities of the Russian Federation). As a result, the number of employees of the territorial divisions of the Ministry of Emergency Situations amounted to slightly more than 17,000 people (excluding firefighters and persons representing civilian personnel). Note that the most significant reductions were recorded:

  • in the Stavropol Territory - in 2017 alone, about 40% of the employees of the Ministry of Emergency Situations were reduced here, and in four years the reduction reached 54%;
  • in the Khabarovsk Territory, the reduction reached 35.7% in 2017. In just 4 years, about 60% of employees were fired;
  • in the Nizhny Novgorod region, the reduction was 34.2% in 2017 (53% over 4 years). Now only 335 rescue workers work here;
  • in the Ryazan region - about 25% of employees were fired here;
  • V Sverdlovsk region– the reduction affected 17.6% of employees in 2017 and about 50% in a four-year period;
  • in Tatarstan - 31% in four years.

Only in 8 subjects of the Russian Federation there was an increase in the personnel of the Ministry of Emergencies - for example, in Kamchatka, an additional 300 people were recruited. If we dwell on the indicators that show the number of employees of the Ministry of Emergency Situations in different regions and cities of Russia, we can give several figures:

  • to date, only 17.043 thousand MES-nicknames remain in the Russian Federation (against 24.83 thousand in 2013);
  • 952 representatives of the Ministry of Emergency Situations work in the capital (626 employees less than in 2013);
  • in St. Petersburg - 761 (363 employees less);
  • in the Tyumen region - 624 (343 employees less);
  • in Moscow - 592 (113 employees less);
  • in the Krasnoyarsk Territory - 501 (303 employees less);
  • in the Rostov region - 360 (192 employees less);
  • in the Irkutsk region - 347 (175 employees less).

Due to sharp reductions, rescue services in the Russian Federation are gradually “dying out”

Most experts believe that such reductions were carried out without the slightest correlation with the number of personnel required for the functioning of a particular territorial unit of the Russian Federation. Some bluntly state that the layoffs were carried out for only one purpose - to ensure the increase in salaries announced by the government. The same situation applies to doctors and teaching staff schools, about which various sources wrote more than once.

The leadership of the Ministry of Emergency Situations tried to justify its actions by orders of the President. In the decrees of 2016, the optimized number of the Ministry of Emergency Situations was indeed prescribed - 20.3 thousand people instead of 26.3 thousand, however, 17.043 thousand - this is 3257 people less than the specified personnel limit. And this is without taking into account the 10% that they promise to cut during 2018! Even if only the number of leaders is really reduced, the territorial subdivisions of the rescue agency will be significantly understaffed.

If we give specific figures, then today the staffing of the structures of the Ministry of Emergency Situations looks like this (using the example of regions with the lowest staffing in the country):

  • in the Republic of Sakha - 76.2%;
  • on Magadan - 76.3%
  • in the Murmansk region - 77.7%
  • in the Tver region - 78.9%;
  • in Primorsky Krai - 79.5%;
  • in Crimea - 80.4%;
  • in the Kurgan region - 82.4%;
  • in the Vologda Oblast - 82.8%;
  • in the Amur region - 83.3%.
  • in the Kemerovo region - 84.6%.

Recall that it was in the latter region that the infamous tragedy occurred in the Zimnyaya Cherry shopping center, as a result of which sixty people died. The reduction in the staff of rescue services in this territorial subdivision amounted to more than 32% (for three recent years). Moreover, the leadership of the Ministry of Emergency Situations in the Kemerovo region called the reason for the insufficient efficiency of rescue operations precisely the insufficient number of employees!

I must say that four years ago, the worst staffing rate in the regions was 86.8% (in the Republic of Sakha), and in most subjects it significantly exceeded 90%. Now only Karachay-Cherkessia, Ingushetia, Kabardino-Balkaria, Ulyanovsk and Orel regions can boast of high rates (i.e., a sufficient number of full-time employees), where this indicator ranges from 96.6 to 98%. Since 2017, there are no regions with 100% staffing of the Ministry of Emergency Situations in the Russian Federation.

As for the salary itself, many regions reported on the increase in the financing of the work of the Ministry of Emergencies. However, ordinary employees complain that their salary sometimes does not even reach 20 thousand rubles a month, which does not at all correspond to the dangers of such work. That is why the decrease in the number of rescue service employees is explained not only by layoffs initiated by the management, but also by voluntary dismissal from the Ministry of Emergency Situations.


Judging by the numerous complaints, ordinary members of the rescue services for their hazardous work often receive less than 20 thousand rubles a month

Statistical departments claim that the average salary in the divisions of this service is 63 thousand rubles (an increase over the year was about 6%), and over the past four years their salaries have grown by 9%. However, if we take into account the real level in the country, then in reality the salaries of employees of the Ministry of Emergency Situations have decreased by almost 30%. It is also worth considering the situation with salaries in the context of individual regions:

  • at the federal level average salary management staff of the Ministry of Emergency Situations is 164.4 thousand rubles per month;
  • the allowance for difficult climatic conditions provides the inhabitants of Chukotka with a salary expressed in the amount of 132.8 thousand rubles;
  • a slightly lower coefficient is applied in Magadan - here the Ministry of Emergency Situations pays an average of 120.5 thousand in national currency;
  • Yakutia provides its subdivisions with a salary of 110.6 thousand rubles. Interestingly, the last two regions have the most understaffed states. It is quite possible that such high salaries are explained by the salary of the higher staff or significant overtime;
  • Ministry of Emergency Situations operating in the Murmansk region, as well as in the Khanty-Mansiysk, Yamalo-Nenets and Nenets autonomous region, receive an average of 100 thousand rubles;
  • rescuers from Tatarstan are paid about 52.6 thousand rubles (over the year, their salary level increased by only 1.5%, which is much lower than the average inflation rate);
  • Ministry of Emergency Situations working in the Ulyanovsk region receive 52.2 thousand rubles;
  • units located in Mari El have 50 thousand in national currency as a salary;
  • rescuers in Bashkortostan receive 60.6 thousand rubles a month;
  • Perm rescuers are paid an average of 58.9 thousand;
  • Ministry of Emergency Situations of the Kirov region receive 58.7 thousand rubles;
  • Nizhny Novgorod services reported an average salary of 52.8 thousand rubles.

However, the average salary is the same as the average temperature in a hospital. More specifically, the salary of an ordinary employee is an average of 5200 rubles (without allowances), the salary of junior officers is 6200-8800 rubles, the average command staff is 9800-11400 rubles, the senior command staff is 12000-13500 rubles, and the generals of the Ministry of Emergency Situations - 20800-26000 rubles. Fortunately, most of the salary of the Ministry of Emergency Situations consists precisely of allowances.

From the above data, we can conclude that, firstly, only the salary of senior authorities and generals exceeds that approved in May 2018, and secondly, those who have recently joined the Ministry of Emergency Situations have not yet received significant additional payments for length of service and others characteristics. As a result, a young man who wants to devote himself to such a dangerous and responsible work, at first, cannot even claim a bonus for qualifications and seniority.

He can increase his salary by taking on particularly risky assignments. As a result, he will receive 15-20 thousand rubles in his hands, which is unlikely to pay off the risk to health. At the same time, the highest salaries are received by certified "office" workers of senior ranks who do not take part in operations during which they have to really risk their lives.

Will salaries rise in 2019?

The government has repeatedly said that in 2019 the salaries of employees of the Ministry of Emergency Situations will be expressed in worthy amounts. For example, in 2018, 2.5 billion rubles were allocated to finance the salaries of these services, and in 2019 and 2020 they promise to additionally allocate another 3.1 and 5.8 billion. Ordinary employees at the same time express the hope that it will be possible to at least avoid regular cuts and such an “increase” in wages, as before - due to overtime and the transition to one and a half rates.


The government offers the Ministry of Emergency Situations to partially switch to self-financing

Maybe at least the tragedy in the "Winter Cherry" will clearly demonstrate to the government that the Ministry of Emergency Situations is not a structure that can be saved on. It was promised that the bonuses of the leadership of the Ministry of Emergency Situations and items of extra-budgetary income from 2019 will become public information in order to increase the transparency of the distribution of finances within this department. And with regard to the payments, it was said that now they will be tied to the population in the points where one or another rescue service unit works.
