However, I believe that a competent specialist who knows the planning methodology can deal with any processes in a short period of time. So, what is a planner?

As far as I know, in the USSR there was a separate specialty that trained planning specialists, and a methodology for network planning and management was developed, which was used in the fields of industry and construction. Within the framework of the planned economy of the state, he was a serious and respected person))

I. General provisions

  1. The planner must know:
    1. 1.1. Regulatory legal materials on planning, accounting and analysis of enterprise activities.
    2. 1.2. Organization of planned work at the enterprise.
    3. 1.3. The procedure for developing various types of plans.
    4. 1.4. Planning and accounting documentation.
    5. 1.5. Methods of economic analysis of indicators of production, financial and economic activity of an enterprise.
    6. 1.6. Methods for determining the economic efficiency of decision making.
    7. 1.7. Economics, organization of production, labor and management.
    8. 1.8. Profile and specifics of the enterprise's activities.
    9. 1.9. Rules for the use of computer technology for technical and economic calculations, analysis and planning.
    10. 1.10. Labor legislation, rules and regulations of labor protection.
  2. Appointment to the position of planning specialist and dismissal from the position are made by order of the head of the enterprise.
  3. The Planner reports directly to ___________________________________.
  4. During the absence of a planning specialist (illness, vacation, etc.), his duties are performed by a person appointed to in the prescribed manner. This person acquires the corresponding rights and bears responsibility for improper performance of the duties assigned to him.

II. Job responsibilities

Planning Specialist:

  1. Collects the necessary technical, social and economic information necessary for the development of plans.
  2. Prepares initial data for drawing up enterprise plans and presents them to the immediate supervisor.
  3. On behalf of the immediate supervisor, carries out the development of individual sections of the plan, performs calculations and justifications for them.
  4. Designs models of possible developments of events, makes forecasts, etc.
  5. Prepares projects for introducing changes to the plan in connection with the emergence of new factors that were not taken into account when developing the plan (inflation, force majeure, crisis in the banking system, crisis in the securities market, etc.).
  6. Takes part in the feasibility study of the implementation of new projects at the enterprise (introduction of new products, construction and launch of new facilities, etc.).
  7. Participates in the development of measures for the efficient use of enterprise resources.
  8. Keeps records and monitors the implementation of individual stages of the plan; accumulates and processes indicators of the implementation of planned tasks, prepares analytical notes, reference materials based on the results of control and submits them to the immediate supervisor.
  9. Accepts incoming documentation necessary to draw up a plan, checks the correctness and reliability of the data contained in it.
  10. Prepares reports in a timely manner.
  11. Performs work on the formation, maintenance and storage of a database of planned information, makes changes to reference and regulatory information used in data processing.

III. Rights

The planner has the right:

  1. Request from the structural divisions of the enterprise information and documents necessary to fulfill his official duties.
  2. Interact with the heads of all structural divisions on planning issues.
  3. Get acquainted with the documents defining his rights and responsibilities for his position, criteria for assessing the quality of performance of official duties.
  4. Submit proposals for improvement of work related to the responsibilities provided for in these instructions for consideration by management.
  5. Require the management of the enterprise to provide organizational and technical conditions and prepare the established documents necessary for the performance of official duties.

IV. Responsibility

The planner is responsible for:

  1. For improper performance or failure to fulfill one’s job duties as provided for in this job description - within the limits established by the current labor legislation of the Russian Federation.
  2. For offenses committed in the course of their activities - within the limits established by the current administrative, criminal and civil legislation of the Russian Federation.
  3. For causing material damage to the enterprise - within the limits established by the current labor and civil legislation of the Russian Federation.
