This standard establishes general requirements for accommodation facilities and the services provided in them.

The provisions of this standard apply to accommodation facilities of various types intended for temporary accommodation of tourists (hereinafter referred to as accommodation facilities) and the services provided in them.

This standard is intended for use by legal entities, individual entrepreneurs and individuals providers of accommodation services.

Note - Individuals provide services of accommodation facilities in accordance with applicable law.

On the basis of this standard, regulatory documents can be developed that establish requirements for various accommodation facilities, and standards for organizations providing services to accommodation facilities.

3 Terms and definitions

3.1 accommodation facility: An object of the tourism industry, which includes a building/buildings/part of a building/structure/structure, in which one or more equipped living rooms/premises are located, intended for the accommodation and temporary residence of tourists.

3.2 accommodation: Providing tourists with conditions/facilities for rest, sleep and hygiene.

3.3 temporary residence: Accommodation of tourists for a period of less than six months.

3.4 provider of services of accommodation facilities: Organization / legal entity,

an individual entrepreneur or an individual providing services of accommodation facilities on their own or rented material base.

Note - Physical accommodation provides services of individual accommodation facilities in accordance with the current legislation of the Russian Federation.

3.5 consumer of services of accommodation facilities: Tourist, guest, client, resident, guest, visitor and other consumers of services who intend to receive or use the services of accommodation facilities.

3.6 collective accommodation facilities: Accommodation facilities (buildings, part of a building, premises) used for the provision of accommodation facilities services by legal entities or individual entrepreneurs.

3.7 individual accommodation facilities: Accommodation facilities (buildings, part of a building, premises) used by individuals who are not individual entrepreneurs for temporary residence and provision of accommodation facilities services.

3.8 small accommodation facilities: accommodation facilities with no more than 50 rooms.

3.9 specialized accommodation facilities: Objects of the tourist industry,

which are accommodation facilities that provide accommodation services and additional services in accordance with the purpose, specialization, work profile and/client line of business, namely tourism, health, sports, fitness. educational and others.

3.10 hotel (hotel): An object of the tourism industry, which is a collective accommodation facility with a certain number of rooms, having a single management, providing a certain set of services and grouped into categories depending on the equipment of rooms and other premises and the level of service.

Note - In the hotel, the minimum set of services is making beds, cleaning the room and bathroom, providing breakfast or conditions for cooking.

3.11 hostel: A collective accommodation facility, specially built or converted, intended for temporary residence of certain categories of the population, such as students, students, workers, employees and military personnel, during their work, service or training.

3.12 number of rooms: The total number of rooms (living rooms for living) in the accommodation facility.

3.13 room in an accommodation facility: One or more living rooms/premises with furniture, equipment and inventory necessary for temporary accommodation.

3.14 category of accommodation facilities: The category assigned to the accommodation facility in accordance with the current procedure for classifying hotels and other accommodation facilities "(without stars, one. two. three. four, five stars) or another category (symbols, numbers, letters, etc.). l.) assigned to the accommodation facility in accordance with the requirements of the Voluntary Certification System.

4 Types of accommodation facilities

4.1 There are various types of accommodation facilities. Types of accommodation facilities are shown in Table 1.

4.2 Accommodation facilities are divided into types and categories according to the following criteria:

In accordance with the Procedure for the Classification of Accommodation Facilities (1), categories are indicated by the star symbol (category compliance mark). Accommodation facilities can be assigned categories - mini-hotel, no stars, one. two. three. four, five stars.

Note - In systems of voluntary certification of accommodation facilities, in order to avoid violating the law, it is recommended to use other marks of conformity to the category to designate the category of accommodation facilities, for example, letters of the Russian or Latin alphabet, Arabic or Roman numerals, other symbols (herringbones, cranes, leaves, etc.).

4.3 By location / location, accommodation facilities are divided into urban, suburban, rural, mountain, forest, river, etc.

4.4 According to the operating time of the accommodation facility, they are divided into:

For year-round action;

Seasonal action:

day off;

24/7, day or limited time stay/activity.

4.5 Depending on the number of rooms, accommodation facilities are divided into:

For large (over 200 rooms);

Medium (from 51 to 200 numbers):

Small (from 16 to 50 numbers):

Mini (from five to 15 rooms).

4.6 According to the contingent of residents and specialization, accommodation facilities are divided into:

For tourist, sports, health-improving, children's, youth, student, family, for the elderly, for tourists with disabilities, for children in difficult life situations, for business travelers, etc.

4.7 According to the type of buildings (premises) used, accommodation facilities are divided into located:

In detached buildings (except for individual residential buildings);

In individual residential buildings;

In apartments of multi-apartment residential buildings:

In other buildings, parts of buildings and premises.

Note - The location of accommodation facilities in residential buildings is regulated by the legislation of the Russian Federation.

4.8 According to the method and form of organization of work / activities, accommodation facilities are divided into:

For independents:

Network (hotel chains, associations) and others.

5 General requirements for accommodation facilities

5.1 Accommodation facilities must comply with the requirements of regulatory legal acts of the Russian Federation, normative documents federal executive bodies | 2). (3). (4). . (6).

5.2 In accommodation facilities located on the territory of cultural and historical sites, in buildings that are historical and cultural monuments, it is necessary to comply with the legislation of the Russian Federation for historical and cultural monuments.

5.3 In accommodation facilities located in protected natural areas (therapeutic and recreational areas and resorts, natural parks, reserves, natural monuments, botanical gardens, etc.). it is necessary to comply with the relevant legislation of the Russian Federation (8).

5.4 Accommodation facilities must comply with the requirements established by the relevant industry standards and current regulations.

5.5 When designing, constructing new and reconstructing buildings of accommodation facilities that were previously put into operation, it is necessary to provide for conditions for living and servicing tourists with disabilities in accordance with the requirements of the current legislation of the Russian Federation and GOST R 55699.

5.6 Accommodation facilities that have a category in accordance with the current procedure for classifying objects of the tourism industry, including hotels and other accommodation facilities, must comply with established requirements.

Note - Accommodation affinities that have confirmed the category in voluntary certification systems must comply with the requirements established by these Systems.

5.7 In accommodation facilities, it is necessary to comply with the legislation of the Russian Federation in the field of protecting the health of citizens from the effects of second hand tobacco smoke and the consequences of tobacco consumption. For smokers, specially equipped smoking areas may be provided.

5.8 Requirements for information support in accommodation facilities

5.8.1 Information about the service provider of accommodation facilities, the mode of operation and the services provided

5.8.2 Information for tourists is provided in the appropriate artistic performance in Russian, and, if necessary, in foreign languages.

6 Requirements for hotels and similar accommodation

6.1 Hotels and similar accommodation facilities (hereinafter referred to as hotels) and services.

4.2 Accommodation facilities are divided into types and categories according to the following criteria:

By appointment;

By location / location;

By the time of operation;

By the level of technical equipment;

According to the state of the material base and the number of rooms;

By capacity;

The level of service and the quality of the services provided;

According to the contingent of residents;

On other parameters that are important for the provision of services of accommodation facilities and / or informing consumers of services of accommodation facilities.

In accordance with the Procedure for the Classification of Accommodation Facilities, categories are denoted by the symbol "star" (a mark of conformity to the category). Accommodation facilities can be assigned categories - mini-hotel, no stars, one, two, three, four, five stars.

Note - In systems of voluntary certification of accommodation facilities, in order to avoid violating the law, it is recommended to use other marks of conformity to the category to designate the category of accommodation facilities, for example, letters of the Russian or Latin alphabet, Arabic or Roman numerals, other symbols (herringbones, cranes, leaves, etc.).

4.3 By location / location, accommodation facilities are divided into urban, suburban, rural, mountain, forest, river, etc.

4.4 According to the operating time of the accommodation facility, they are divided into:

For year-round action;

Seasonal action;

day off;

24/7, day or limited time stay/activity.

4.5 Depending on the number of rooms, accommodation facilities are divided into:

For large (over 200 rooms);

Medium (from 51 to 200 rooms);

Small (from 16 to 50 rooms);

Mini - (from five to 15 rooms).

4.6 According to the contingent of residents and specialization, accommodation facilities are divided into:

For tourist, sports, health-improving, children's, youth, student, family, for the elderly, for tourists with disabilities, for children in difficult life situations, for business travelers, etc.

4.7 According to the type of buildings (premises) used, accommodation facilities are divided into located:

In detached buildings (except for individual residential buildings);

In individual residential buildings;

In apartments of multi-apartment residential buildings;

In other buildings, parts of buildings and premises.

Note - The location of accommodation facilities in residential buildings is regulated by the legislation of the Russian Federation.

4.8 According to the method and form of organization of work / activities, accommodation facilities are divided into:

For independents;

Network (hotel chains, associations) and others.

5 General requirements for accommodation facilities

5.1 Accommodation facilities must comply with the requirements of regulatory legal acts of the Russian Federation, regulatory documents of federal executive authorities, , , , .

5.2 In accommodation facilities located on the territory of cultural and historical sites, in buildings that are historical and cultural monuments, it is necessary to comply with the legislation of the Russian Federation for historical and cultural monuments.

5.3 In accommodation facilities located in protected natural areas (healing and recreational areas and resorts, natural parks, reserves, natural monuments, botanical gardens, etc.), it is necessary to comply with the relevant legislation of the Russian Federation.

5.4 Accommodation facilities must comply with the requirements established by the relevant industry standards and current regulations.

5.5 When designing, constructing new and reconstructing buildings of accommodation facilities that were previously put into operation, it is necessary to provide for conditions for living and servicing tourists with disabilities in accordance with the requirements of the current legislation of the Russian Federation and GOST R 55699.

5.6 Accommodation facilities that have a category in accordance with the current procedure for classifying objects of the tourism industry, including hotels and other accommodation facilities, must comply with the established requirements.

Note - Accommodation facilities that have confirmed the category in voluntary certification systems must comply with the requirements established by these Systems.

5.7 In accommodation facilities, it is necessary to comply with the legislation of the Russian Federation in the field of protecting the health of citizens from the effects of second hand tobacco smoke and the consequences of tobacco consumption. For smokers, specially equipped smoking areas may be provided.

5.8 Requirements for information support in accommodation facilities

5.8.1 Information about the service provider of accommodation facilities, the mode of operation and the services provided must comply with the established requirements,, GOST R 53997 and be communicated to consumers of services in accessible and visual ways.

5.8.2 Information for tourists is provided in the appropriate artistic performance in Russian, and, if necessary, in foreign languages.

5.8.3 Information for consumers of services should contain the following information:

Company name (name) of the service provider (legal entity or individual entrepreneur) and the parent organization;

Rules for the provision of hotel services in the Russian Federation;

The procedure (rules) of accommodation in a particular accommodation facility;

Information on the classification of the accommodation facility (copy of the category certificate, if available);

Information on licensing certain types of activities (copies of licenses for medical activities, for the sale (sale) of alcoholic products, medicines, etc.), on voluntary certification of the services provided (copies of certificates of conformity for the services of tourist accommodation facilities, catering, physical education and sports, tourist services, etc.);

The list of services provided, included in the cost of living or in the cost of the tour;

List of additional paid services, their cost and payment procedure;

List of services of the accommodation facility and their mode of operation;

List of documents required for registration of residence;

The procedure for settlements with consumers of services and other useful information.

5.8.4 The premises of the accommodation facility for consumers shall be provided with means of visual information and navigation.

6 Requirements for hotels and similar accommodation

6.1 Hotels and similar accommodation facilities (hereinafter referred to as hotels) and the services provided in them must comply with the requirements given in Annexes A, B and C.

6.2 Hotel services must be provided in accordance with the Rules for the provision of hotel services in the Russian Federation.

6.3 Hotels may be located in separate buildings or occupy a part of a building with a separate consumer/tourist entrance.

6.4 Hotels that are members of international, Russian, regional associations, networks, chains must additionally comply with the requirements of the standards adopted in these organizations that do not contradict the legislation of the Russian Federation.

6.5 Requirements for the surrounding area

6.5.1 The area adjacent to the hotels must be landscaped and lit at night.

6.5.2 Hotel buildings should have convenient access roads for a car and / or bus with the necessary road signs, a hard surface area for short-term parking of vehicles and the necessary reference and information signs.

6.5.3 Approaches and driveways to hotels should have a hard surface. It is recommended to equip paved footpaths in the adjacent territory. When arranging hard surfaces, platforms and footpaths on the adjacent territory, drains for melt and rain water should be provided.

6.5.4 The entrance to the accommodation facility must be provided with free access to special vehicles: ambulance, service of the Ministry of Emergency Situations of Russia.

To the sites with garbage collectors located in the adjacent territory, free access of special vehicles for garbage removal should be provided.

6.5.5 The surrounding area must comply with applicable building codes and sanitary and hygienic requirements, .

6.6 Requirements for buildings, technical equipment and equipment of hotels and similar accommodation facilities are given in Appendix A.

6.6.1 Architectural and planning, building elements and design solutions of hotels must comply with the requirements established by the legislation of the Russian Federation and regulatory documents. The layout of buildings and all premises of accommodation facilities must comply with aesthetic, technical, sanitary, environmental standards and requirements.

6.6.2 It is not allowed to use basement floors and basements of accommodation facilities for tourists.

6.6.3 The common premises must be equipped with furniture, inventory and other equipment corresponding to the functional purpose of the premises.

6.6.6 Sanitary facilities (showers, toilets, hygiene rooms, etc.) for the staff of the accommodation facilities should be located in a separate area isolated from the living tourists.

6.6.7 Catering facilities should be provided in hotels various types(restaurant, cafe, bar, snack bar, buffet, etc.)

In the absence of catering establishments, kitchens, canteens, rooms for self-service meals and cooking should be equipped, which are recommended to be equipped with the necessary equipment for cooking, tableware and tea utensils, cutlery, food storage containers and detergents.

6.6.8 If there is no TV set in each room, it is necessary to equip a room/part of the room in the accommodation facility for watching TV programs, rest and leisure activities.

6.6.9 When designing and building new accommodation facilities in multi-storey buildings above five floors, it is necessary to provide for passenger elevators with round-the-clock operation.

6.6.10 Water supply, heating, sanitation, ventilation and air conditioning systems must ensure water quality, lighting and microclimate parameters in residential rooms and public premises in accordance with GOST 30494 and the requirements of sanitary norms and rules, , .

Illumination in residential and public premises, bathrooms should be sufficient for a comfortable stay, including:

In residential, public premises and corridors, lighting should be sufficient for free and correct orientation during the movement of residents and staff;

6.6.11 Materials used for interior decoration, flooring, upholstered furniture from synthetic materials, should not be sources of harmful substances and create unfavorable conditions for tourists.

Coatings and surfaces of walls, partitions, equipment and furniture installed in rooms and public spaces must be non-traumatic (without sharp corners and edges). Surfaces should be smooth, easy to clean, wet-cleanable and resistant to detergents and disinfectants.

The floors in all rooms must be flat, free of gaps and defects, and have skirting boards that fit snugly against the walls and floor.

6.6.12 Walls and floors of bathrooms, bathrooms and shower rooms, hygiene rooms and other sanitary facilities are recommended to be lined with moisture-resistant materials that are resistant to disinfectants.

6.6.13 Light openings in living rooms/rooms and public spaces are recommended to be equipped with sun protection devices (blinds, curtains, curtains, etc.).

6.7 Requirements for rooms of hotels and similar accommodation facilities

7 Requirements for other accommodation facilities

7.1 Specialized accommodation facilities must comply with the requirements of GOST R 55319.

7.2 Sanatoriums, boarding houses, recreation centers must comply with the requirements of GOST R 54599.

7.3 Specialized accommodation facilities for children and youth must comply with the requirements of the current legislation of the Russian Federation and regulatory documents.

7.4 Small accommodation facilities must comply with the requirements of GOST R 54606.

7.5 Hostels must comply with the requirements of GOST R 56184.

7.6 Individual accommodation facilities must comply with the requirements of GOST R 55817.

7.7 Rural guest houses, huts, huts, etc. must comply with the requirements of the current legislation of the Russian Federation and regulatory documents.

7.8 Business hotels (congress hotels) must comply with the requirements of the current legislation of the Russian Federation and regulatory documents.

8 Requirements for services provided in accommodation facilities of various types

8.1 Services provided in hotels and similar accommodation facilities must comply with the requirements specified in Annex B.

Note - General requirements for hostel services - in accordance with GOST R 56184, for the services of furnished rooms in accordance with GOST R 54606.

8.2 Services provided in other accommodation facilities must comply with the requirements of regulatory documents for specific types of accommodation facilities (see section 7).

8.3 List of provided additional services is established by the provider of services of accommodation facilities (owner, administration) independently, depending on the specialization of activity, location of the accommodation facility, climatic conditions, contingent of residents, tourist requests, etc.

9 Safety requirements

9.1 The accommodation facilities must provide safe conditions for the life and health of living tourists, the safety of their property and comply with the rules and requirements established by the regulatory legal acts of the Russian Federation and the regulatory documents of federal executive authorities,,, regional legislative acts in terms of security, and GOST R 50644.

9.2 All sanitary, technological and other equipment, appliances, furniture and inventory must comply with and be operated in compliance with the requirements of regulatory and technical documents.

9.3 In accommodation facilities, sanitary and hygienic, anti-epidemiological rules and norms must be observed, including:

Cleaning of rooms/living rooms and public spaces;

Cleaning and processing of bathrooms, premises for self-cooking;

Laundry processing (washing, ironing, storage);

Waste disposal and protection from insects and rodents;

Lighting and microclimate conditions in rooms/living rooms and public spaces.

9.4 Drinking water must be epidemiologically safe and chemically harmless. In the absence of quality assurance drinking water accommodation facilities should be equipped with additional water purification equipment, coolers or bottled drinking water should be provided.

9.5 The noise level on the territory and in residential premises should not exceed the norms established by the legislation of the Russian Federation.

9.6 Preparations used for disinfection, disinsection, deodorization, detergents must be safe for the health of tourists, have documents confirming their safety, and be accompanied by shipping documentation that ensures their traceability.

9.7 Accommodation facilities must comply with fire safety requirements.

9.7.1 The building must be provided with escape routes and exits, stairs, well-marked information signs to ensure free orientation in both normal and emergency situations.

9.7.2 Accommodation facilities must be equipped with fire protection systems, warning systems and fire protection equipment.

9.7.3 In the accommodation facilities, plans for evacuation during a fire, instructions on the actions of personnel and tourists in emergency situations (natural disasters, fires, etc.), including interaction with the Russian Emergencies Ministry, should be placed in an accessible place for viewing.

10 Environmental requirements

10.2 Accommodation facilities must operate in accordance with the provisions of the security legislation environment.

In accommodation facilities it is not allowed:

Use of equipment that does not meet environmental safety requirements;

Discharge into open water bodies of polluted industrial and domestic wastewater without appropriate preliminary treatment;

Discharge of sewage directly to the adjacent territory and water area;

Emission of harmful substances into the atmosphere, exceeding the indicators established for settlements sanitary standards.

11 Personnel requirements

11.1 The staff of accommodation facilities must have education or professional training and work experience in accordance with the position held and the requirements of GOST R 54603.

11.2 The staff of accommodation facilities with a category must comply with the established requirements.

11.3 Personnel, depending on the specialization of accommodation facilities, must have additional skills and abilities.

11.4 The staff of the accommodation facilities must be prepared to act in emergency situations and provide first aid to tourists and residents if necessary.

11.5 Personnel must comply with job descriptions and carry out work in accordance with standards containing functional responsibilities and established rules for working in accommodation facilities.

1 AREA OF USE

This standard applies to accommodation facilities intended for tourists (hereinafter referred to as accommodation facilities). The standard establishes types of accommodation facilities, general requirements for accommodation facilities and services of accommodation facilities. The provisions of this standard are applied by organizations and individual entrepreneurs providing accommodation services. Based on this standard, normative documents can be developed that establish requirements for specific types accommodation facilities. Safety requirements are set out in sections 6 and 7.

3. DEFINITIONS

In this standard, the following terms are used with their respective definitions:

3.1. Accommodation facilities for tourists - any facility intended for temporary accommodation of tourists (hotel, camp site, camping site and others according to 4.1.1.1, 4.1.1.2, 4.1.2).

3.2. Tourist - a citizen visiting the country (place) of temporary stay for recreational, educational, professional, business, sports, religious and other purposes (without engaging in paid activities) for a period of 24 hours to 6 months. in a row or carrying out at least one overnight stay.

3.3. Service provider of accommodation facilities - an organization, an individual entrepreneur, providing services of accommodation facilities.

3.4. Services of accommodation facilities - the activities of the contractor for the accommodation of tourists and the provision of hotel, specialized (health-improving, sanatorium, sports, tourist and other) services.

3.5. Terms for quality management in the service sector (service conditions, quality of service, etc.) - according to GOST R 50646.

4. CLASSIFICATION OF TOURIST ACCOMMODATION

4.1. Accommodation facilities are divided into collective and individual.

4.1.1. Collective accommodation facilities include those given in 4.1.1.1 - 4.1.1.2.

4.1.1.1. Hotels and similar accommodation facilities:

Hotels (including apartment type);
- motels;
- clubs with accommodation;
- boarding houses;
- furnished rooms;
- hostels.

4.1.1.2. Specialized accommodation facilities:

Sanatoriums;
- dispensaries;
- labor and recreation camps;
- rest houses;
- tourist shelters, parking lots and others;
- tourist, sports bases, recreation centers;
- hunter's (fisherman's) houses;
- congress centers;
- public means of transport (trains, cruise ships, yachts);
- land and water transport, converted into accommodation facilities for overnight stays;
- campsites (camping sites, caravan sites).

4.1.2. Individual accommodation facilities:

Apartments, rooms in apartments, houses, cottages for rent.

5. GENERAL REQUIREMENTS FOR ACCOMMODATION FACILITIES

5.1. Tourist accommodation facilities must comply with the requirements of this standard, SNiP 2.08.02 and VSN 62 (during design) and SNiP 2.07.01 (during planning and development).

5.2. General requirements for hotels and motels - in accordance with GOST R 50645 and the Rules for the provision of hotel services in the Russian Federation.

5.3. Rules for the arrangement, equipment and maintenance of hostels - according to SanPiN 42-121-4719.

5.4. Public means of transport (trains, cruise ships, yachts), land and water transport converted into overnight accommodation facilities must comply with the requirements established by the relevant industry (departmental) rules and regulations.

5.5. Accommodation facilities should have convenient entrances with the necessary road signs, paved walkways.

5.6. The territory adjacent to the accommodation facilities should be landscaped, well lit in evening time; should have a platform with a hard surface for short-term parking of vehicles and the necessary reference and information signs. Information about the provider of services of accommodation facilities, the mode of operation and the services provided must comply with the requirements of Art. 8, 9 of the Law of the Russian Federation "On Protection of Consumer Rights" .

5.7. Accommodation facilities must have:

Lighting in residential and public premises - natural and artificial, in corridors - around the clock natural or artificial according to SNiP 23-05;
- cold and hot water supply and sewerage according to SNiP 2.04.01, SNiP 3.05.04 and SNiP 3.05.01. In areas with interruptions in water supply, it is necessary to ensure a minimum supply of water for at least a day and water heating;
- heating, maintaining the air temperature in residential premises not lower than 18.5 degrees. C;
- ventilation (natural or forced), providing air circulation and excluding the penetration of foreign odors into residential premises according to SNiP 2.04.05;
- telephone connection;
- passenger lift (if necessary) according to SNiP 2.08.02.

5.8. The minimum area of ​​a living room is at least 9 square meters. m according to SNiP 2.08.02. The minimum area of ​​a living room per one resident in buildings: year-round operation - not less than 6.0 sq. m; seasonal (summer) operation - at least 4.5 sq. m.

5.9. The living room should have:

Furniture (bed, bedside table, table, chair, wardrobe), inventory (bedside rug, mirror, etc.) and bedding according to the number of residents;
- thick curtains or blinds to darken the room;
- broadcasting network (connection to all living rooms);
- ceiling (wall) and bedside lamps, electrical outlets with voltage indication;
- door locks with internal fuse.

5.10. The bathroom in the room should be equipped with a washbasin, toilet, bath or shower. In the absence of a bathroom in the room, accommodation facilities must have sanitary facilities for common use (at the rate of one toilet bowl, one washbasin and one shower for no more than 10 people, separate for men and women).

5.11. Collective accommodation facilities for tourists should provide for:

Household self-service room, a place for washing and drying clothes with the necessary equipment and inventory;
- a room for the provision of catering services in accordance with GOST R 50762 and / or a kitchen for self-cooking;
- a room or part of a room for watching television programs and other cultural events;
- luggage storage;
- devices for convenient access for disabled people: inclined ramps at the entrance doors for the passage of a wheelchair, elevators, specially equipped rooms and toilets, etc. according to SNiP 2.08.02 and VSN 62 (subject to local conditions).

5.12. Service personnel providing services to accommodation facilities must have qualifications appropriate for the work performed. The staff should create an atmosphere of hospitality, comfort, show goodwill and courtesy.

6. REQUIREMENTS FOR ACCOMMODATION SERVICES

6.1. Tourists living in collective accommodation facilities should be provided with a minimum range of services:

24/7 reception;
- catering services in accordance with GOST R 50764 or conditions for self-catering (5.11);
- daily cleaning of the living room (including making beds) and bathrooms (except for hostels, labor and recreation camps, tourist shelters, parking lots, camping);
- change of bed linen - at least once a week, change of towels - at least once every three days;
- sending, receiving and delivering letters and telegrams;
- storage of valuables, luggage;
- medical assistance: calling an ambulance, using a first aid kit;
- tourist information.

6.2. Hotel services must comply with the requirements of GOST R 50645 and the Rules for the provision of hotel services in the Russian Federation.

6.3. Tourists living in personal means accommodation, the following services should be provided:

Cleaning of the living room (including making the bed) for each arrival of tourists;
- change of bed linen - at least once a week, change of towels - at least once every three days (or provision of a change of bed linen and towels);
- use of electric (gas) stove and refrigerator.

6.4. Depending on the type of accommodation facilities, the range of services may be supplemented.

6.5. Specialized accommodation facilities, in addition to providing accommodation services, provide health-improving and medical services, sanatorium and resort services, tourist, sports, etc., in accordance with their specialization.

7. SAFETY REQUIREMENTS

7.1. In accommodation facilities for tourists of any kind, the safety of life and health of tourists, the safety of their property must be ensured.

7.2. The safety requirements for tourist services must comply with GOST R 50644.

7.3. Accommodation facilities should be located in favorable environmental conditions.

7.4. Accommodation facilities must comply with fire safety requirements according to PPB 01 and have a fire safety certificate*.

7.5. The building must be provided with emergency exits, stairs, clearly visible information signs to ensure free orientation in both normal and emergency situations (SNiP 2.08.02).

7.6. In accommodation facilities, action plans for personnel and tourists in emergency situations (natural disasters, fires, and others) should be posted in an accessible place, including interaction with local governments involved in rescue operations.

7.7. Accommodation facilities must be equipped with fire protection systems, warning systems and / or fire protection equipment in accordance with PPB 01.

7.8. All sanitary, technological and other equipment, appliances, furniture and inventory must comply with the requirements of regulatory documents and be operated in compliance with their requirements.

7.9. In accommodation facilities, sanitary-hygienic and anti-epidemiological rules and norms must be observed in terms of:

7.10. When operating electrical and gas equipment, the requirements of PPB 01, GOST 12.1.004 and the operating rules established by the manufacturer in normative documentation for specific equipment.

7.11. Permissible level sound pressure and sound level in the premises must comply with the requirements of GOST 12.1.036.

7.12. Organizations and individual entrepreneurs providing catering, dry cleaning, hairdressing and other services in accommodation facilities according to the List of works and services subject to mandatory certification must have certificates of conformity of the GOST R Certification System.

7.13. Drinking water must be epidemiologically safe, harmless in chemical composition and comply with GOST 2874. In the absence of a guarantee of good quality drinking water, special water treatment plants must be equipped.

7.14. Used preparations for disinfection, disinfestation, deodorization, detergents included in the list of goods subject to mandatory certification must have a certificate of conformity and be used in accordance with regulatory requirements.

7.15. The service personnel of accommodation facilities must be prepared to act in emergency situations. The head of the accommodation facilities is responsible for the preparedness of the staff.

7.16. Service personnel must undergo a medical examination in accordance with the requirements of the sanitary and epidemiological services.

8. ENVIRONMENTAL REQUIREMENTS

8.1. Accommodation facilities must function in accordance with the requirements of environmental protection (for the maintenance of the territory, technical condition and maintenance of premises, ventilation, water supply, sewerage in accordance with GOST 2874, SNiP 2.08.02, SNiP 2.07.01, SNiP 2.04.05, SNiP 23-05, SNiP 2.04.01, SanPiN 42-128-4690, GOST 17.1.3.13, GOST 17.4.3.04.

8.2. The accommodation facilities should provide for a system of sanitary cleaning and cleaning of the territory (rational collection, quick removal, reliable disposal, appropriate disposal of household waste) according to SanPiN 42-128-4690.

8.3. The organization of a rational system for the collection, temporary storage, regular removal of solid and liquid household waste and cleaning of the territory must comply with the requirements of SanPiN 42-128-4690.

8.4. During the operation of accommodation facilities and the provision of their services, there should not be harmful effects on the environment. 8.5. Accommodation facilities must have an environmental passport or the conclusion of environmental services confirming the absence of harmful effects on the environment.

4 CLASSIFICATION OF TOURIST ACCOMMODATION

4.1 Accommodation facilities are divided into collective and individual.

4.1.1 Collective accommodation facilities include those listed in 4.1.1.1 - 4.1.1.2.

4.1.1.1 Hotels and similar accommodation:

5 GENERAL REQUIREMENTS FOR ACCOMMODATION FACILITIES

5.1 Tourist accommodation facilities must comply with the requirements of this standard, SNiP 2.08.02 and VSN 62 (during design) and SNiP 2.07.01 (during planning and development).

5.2 General requirements for hotels and motels - in accordance with GOST R 50645 and the Rules for the provision of hotel services in the Russian Federation.

5.3 Rules for the arrangement, equipment and maintenance of hostels - according to SanPiN 42-121-4719.

5.4 Public means of transport (trains, cruise ships, yachts), land and water transport converted into overnight accommodation facilities must comply with the requirements established by the relevant industry (departmental) rules and regulations.

5.5 Accommodation facilities should have convenient entrances with the necessary road signs, paved walkways.

5.6 The area adjacent to the accommodation facilities should be landscaped, well lit in the evening; must have a hard-surfaced parking lot for short-term parking of vehicles and the necessary reference and information signs.

Information about the service provider of accommodation facilities, the mode of operation and the services provided, must comply with the requirements of Art. 8, 9 of the Law of the Russian Federation "On Protection of Consumer Rights" .

5.7 Accommodation facilities must have:

Lighting in residential and public premises - natural and artificial, in corridors - around the clock natural or artificial according to SNiP 23-05.

Cold and hot water supply and sewerage according to SNiP 2.04.01, SNiP 3.05.04 and SNiP 3.05.01. In areas with interruptions in water supply, it is necessary to ensure a minimum supply of water for at least a day and water heating;

Heating that maintains the air temperature in residential premises at least 18.5 °C;

Ventilation (natural or forced), providing air circulation and excluding the penetration of foreign odors into residential premises according to SNiP 2.04.05;

5.8 The minimum area of ​​a living room is not less than 9m 2 according to SNiP 2.08.02.

5.9 The living room should have:

7 SAFETY REQUIREMENTS

7.1 In accommodation facilities for tourists of any kind, the safety of life and health of tourists, the safety of their property must be ensured.

Conditions of the territory, common areas, premises of the building, beaches and various structures for tourists;

Processing (washing, ironing, storage, etc.) of linen.

7.10 When operating electrical and gas equipment, the requirements of PPB 01, GOST 12.1.004 and the operating rules established by the manufacturer in the regulatory documentation for specific equipment must be observed.

7.11 The permissible sound pressure level and the sound level in the premises must comply with the requirements of GOST 12.1.036.

7.12 Organizations and individual entrepreneurs providing catering, dry cleaning, hairdressing and other services in accommodation facilities according to the List of works and services subject to mandatory certification must have certificates of conformity of the GOST R Certification System.

7.13 Drinking water must be epidemiologically safe, harmless in chemical composition and comply with GOST 2874. In the absence of a guarantee of good quality drinking water, special water treatment plants must be equipped.

7.14 The preparations used for disinfection, disinfestation, deodorization, detergents included in the list of goods subject to mandatory certification must have certificates of conformity and be used in accordance with regulatory requirements.

7.15 The service personnel of accommodation facilities must be prepared to act in emergency situations. The head of the accommodation facilities is responsible for the preparedness of the staff.

7.16 Service personnel must undergo a medical examination in accordance with the requirements of the sanitary and epidemiological services.

8 ENVIRONMENTAL REQUIREMENTS

8.1 Accommodation facilities must function in accordance with the requirements of environmental protection (in terms of territory maintenance, technical condition and maintenance of premises, ventilation, water supply, sewerage in accordance with GOST 2874, SNiP 2.08.02, SNiP 2.07.01, SNiP 2.04.05, SNiP 23- 05, SNiP 2.04.01, SanPiN 42-128-4690, GOST 17.1.3.13, GOST 17.4.3.04.

8.2 The accommodation facilities must provide for a system of sanitary cleaning and cleaning of the territory (rational collection, quick removal, reliable disposal, appropriate disposal of household waste) according to SanPiN 42-128-4690.

8.3 The organization of a rational system for the collection, temporary storage, regular removal of solid and liquid household waste and cleaning of the territory must comply with the requirements of SanPiN 42-128-4690.

8.4 During the operation of accommodation facilities and the provision of their services, there should be no harmful effects on the environment.

8.5 Accommodation facilities must have an environmental passport or the conclusion of environmental services confirming the absence of harmful effects on the environment.

1 AREA OF USE

This standard applies to accommodation facilities intended for tourists (hereinafter referred to as accommodation facilities).

The standard establishes types of accommodation facilities, general requirements for accommodation facilities and services of accommodation facilities.

The provisions of this standard are applied by organizations and individual entrepreneurs providing accommodation services.

Based on this standard, regulations can be developed that establish requirements for specific types of accommodation facilities.

Safety requirements are set out in sections 6 and 7.

3. DEFINITIONS

In this standard, the following terms are used with their respective definitions:

3.1. Accommodation facilities for tourists - any facility intended for temporary accommodation of tourists (hotel, camp site, camping site and others according to 4.1.1.1, 4.1.1.2, 4.1.2).

3.2. Tourist - a citizen visiting the country (place) of temporary stay for recreational, educational, professional, business, sports, religious and other purposes (without engaging in paid activities) for a period of 24 hours to 6 months. in a row or carrying out at least one overnight stay.

3.3. Service provider of accommodation facilities - an organization, an individual entrepreneur, providing services of accommodation facilities.

3.4. Services of accommodation facilities - the activities of the contractor for the accommodation of tourists and the provision of hotel, specialized (health-improving, sanatorium, sports, tourist and other) services.

3.5. Terms for quality management in the service sector (service conditions, quality of service, etc.) - according to GOST R 50646.

4. CLASSIFICATION OF TOURIST ACCOMMODATION

4.1. Accommodation facilities are divided into collective and individual.

4.1.1. Collective accommodation facilities include those given in 4.1.1.1 - 4.1.1.2.

4.1.1.1. Hotels and similar accommodation facilities:

Hotels (including apartment type);

Clubs with accommodation;

boarding houses;

furnished rooms;

Dormitories.

4.1.1.2. Specialized accommodation facilities:

Sanatoriums;

Dispensaries;

Work and rest camps;

rest houses;

Tourist shelters, parking lots and others;

Tourist, sports bases, recreation centers;

Houses of the hunter (fisherman);

Congress - centers;

Public means of transport (trains, cruise ships, yachts);

Land and water transport, converted into accommodation for the night;

Campsites (camping sites, caravan sites).

4.1.2. Individual accommodation facilities:

Apartments, rooms in apartments, houses, cottages for rent.

5. GENERAL REQUIREMENTS FOR ACCOMMODATION FACILITIES

5.1. Tourist accommodation facilities must comply with the requirements of this standard, SNiP 2.08.02 and VSN 62 (during design) and SNiP 2.07.01 (during planning and development).

5.2. General requirements for hotels and motels - in accordance with GOST R 50645 and the Rules for the provision of hotel services in the Russian Federation.

5.3. Rules for the arrangement, equipment and maintenance of hostels - according to SanPiN 42-121-4719.

5.4. Public means of transport (trains, cruise ships, yachts), land and water transport converted into overnight accommodation facilities must comply with the requirements established by the relevant industry (departmental) rules and regulations.

5.5. Accommodation facilities should have convenient entrances with the necessary road signs, paved walkways.

5.6. The area adjacent to the accommodation facilities should be landscaped, well lit in the evening; should have a platform with a hard surface for short-term parking of vehicles and the necessary reference and information signs.

Information about the provider of services of accommodation facilities, the mode of operation and the services provided must comply with the requirements of Art. , Law of the Russian Federation "On Protection of Consumer Rights" .

5.7. Accommodation facilities must have:

Lighting in residential and public premises - natural and artificial, in corridors - around the clock natural or artificial according to SNiP 23-05;

Cold and hot water supply and sewerage according to SNiP 2.04.01, SNiP 3.05.04 and SNiP 3.05.01. In areas with interruptions in water supply, it is necessary to ensure a minimum supply of water for at least a day and water heating;

Heating that maintains the air temperature in residential premises at least 18.5 degrees. C;

Ventilation (natural or forced), providing air circulation and excluding the penetration of foreign odors into residential premises according to SNiP 2.04.05;

telephone connection;

Passenger elevator (if necessary) according to SNiP 2.08.02.

5.8. The minimum area of ​​a living room is at least 9 square meters. m according to SNiP 2.08.02.

The minimum area of ​​a living room per one occupant of the buildings:

year-round operation - not less than 6.0 sq. m;

seasonal (summer) operation - at least 4.5 sq. m.

5.9. The living room should have:

Furniture (bed, bedside table, table, chair, wardrobe), inventory (bedside rug, mirror, etc.) and bedding according to the number of residents;

Thick curtains or blinds to darken the room;

Broadcasting network (connection to all living rooms);

Ceiling (wall) and bedside lamps, electrical sockets with voltage indication;

Door locks with internal fuse.

5.10. The bathroom in the room should be equipped with a washbasin, toilet, bath or shower. In the absence of a bathroom in the room, accommodation facilities must have sanitary facilities for common use (at the rate of one toilet bowl, one washbasin and one shower for no more than 10 people, separate for men and women).

5.11. Collective accommodation facilities for tourists should provide for:

Household self-service room, a place for washing and drying clothes with the necessary equipment and inventory;

A room for the provision of catering services in accordance with GOST R 50762 and / or a kitchen for self-cooking;

A room or part of a room for watching TV shows and other cultural events;

Luggage storage;

Devices for convenient access for the disabled: inclined ramps at the entrance doors for the passage of a wheelchair, elevators, specially equipped rooms and toilets, etc. according to SNiP 2.08.02 and VSN 62 (subject to local conditions).

5.12. Service personnel providing services to accommodation facilities must have qualifications appropriate for the work performed.

The staff should create an atmosphere of hospitality, comfort, show goodwill and courtesy.

6. REQUIREMENTS FOR ACCOMMODATION SERVICES

6.1. Tourists living in collective accommodation facilities should be provided with a minimum range of services:

24/7 reception;

Catering services in accordance with GOST R 50764 or conditions for self-catering (5.11);

Daily cleaning of the living room (including making beds) and bathrooms (except for hostels, labor and recreation camps, tourist shelters, parking lots, camping);

Change of bed linen - at least once a week, change of towels - at least once every three days;

Sending, receiving and delivering letters and telegrams;

Storage of valuables, luggage;

Medical assistance: calling an ambulance, using a first aid kit;

Tourist information.

6.2. Hotel services must comply with the requirements of GOST R 50645 and the Rules for the provision of hotel services in the Russian Federation.

6.3. Tourists living in individual accommodation facilities should be provided with the following services:

Cleaning of the living room (including making the bed) for each arrival of tourists;

Change of bed linen - at least once a week, change of towels - at least once every three days (or provision of a change of bed linen and towels);

Use of electric (gas) stove and refrigerator.

6.4. Depending on the type of accommodation facilities, the range of services may be supplemented.

6.5. Specialized accommodation facilities, in addition to providing accommodation services, provide health-improving and medical services, sanatorium and resort services, tourist, sports, etc., in accordance with their specialization.

7. SAFETY REQUIREMENTS

7.1. In accommodation facilities for tourists of any kind, the safety of life and health of tourists, the safety of their property must be ensured.

7.2. Safety requirements for tourist services must comply with GOST R 50644.

7.3. Accommodation facilities should be located in favorable environmental conditions.

7.4. Accommodation facilities must comply with fire safety requirements according to PPB 01 and have a fire safety certificate<*>.

7.5. The building must be provided with emergency exits, stairs, clearly visible information signs to ensure free orientation in both normal and emergency situations (SNiP 2.08.02).

7.6. In accommodation facilities, action plans for personnel and tourists in emergency situations (natural disasters, fires, and others) should be posted in an accessible place, including interaction with local governments involved in rescue operations.

7.7. Accommodation facilities must be equipped with fire protection systems, warning systems and / or fire protection equipment in accordance with PPB 01.

7.8. All sanitary, technological and other equipment, appliances, furniture and inventory must comply with the requirements of regulatory documents and be operated in compliance with their requirements.

7.9. In accommodation facilities, sanitary-hygienic and anti-epidemiological rules and norms must be observed in terms of:

Conditions of the territory, common areas, premises of the building, beaches and various structures for tourists;

Processing (washing, ironing, storage, etc.) of linen.

7.10. When operating electrical, gas equipment, the requirements of PPB 01, GOST 12.1.004 and the operating rules established by the manufacturer in the regulatory documentation for specific equipment must be observed.

7.11. The permissible sound pressure level and the sound level in the premises must comply with the requirements of GOST 12.1.036.
